"Training" Shortfall
More than 6,500 Chicago police officers have been trained in anticipation of the thousands of demonstrators, some of whom are expected to incite violence, that are expected in Chicago in May for the NATO/G8 summits.
But just how well Chicago police officers are being trained is a question being raised by some.
The great majority of officers have undergone an eight hour training session, which according to those who participated, consisted of watching a film for half the time and baton practice for the remainder.
Officers said they are given a small 13-page pocket pamphlet with stick figures that outline various formations. It’s called Chicago Police Crowd Control Formations.
They ran out of pamphlets when we went, so we never even saw them.

I was in one of the first classes and got a snazzy pamphlet with stick figures made by the FEDS. The one in the video was obviously a copy printed out by the CPD secretaries.
Gonna need FEMA to come in and turn Grant Park into a death camp and somehow present it as Taste of Chicago or some other fest so as not to scare off the touristoes
The training is a joke. Also they are not calling our one day training. They are informing us on the batons and if we were on the front lines we would get proper training. Aka if you get sued the city can fall back on we didn't train you we informed you of whats going on.
So once again where is all the federal money going because it's not going to our "training"?

Well Occupy held a protest yesterday in DC celebrating their three month anniverisry that attracted several thousand people depending on who's numbers you beleive.
There were a handful of arrest but only one major event hit the MSM newswires as far as I know and that was a smoke bomb someone threw on the White House lawn
We all know that these will not be the only protestors in Chicago for the summits and I cannot imagine with the state of the economy the way it is that any fine or permit violation is going to stop them.

REASON: THE OFFICERS COMPRISING THE MAJORITY OF THOSE THAT WILL BE DEPLOYED TO THE FRONT LINES (AKA TIER 1) DON'T HAVE GAS MASKS. Some Tier 3 folks do, but not all have complete protection.
Whether it's 8 hours for the "Tier 1" or 24 hours for the "Tier 3" sacrificial CPD lambs, as a whole we are woefully under
trained and equipped. Don't forget to take into consideration that this 8 hour crash course is actually closer to 5 hours after bathroom breaks, lunch break and the time cut off the front waiting for the same few assholes that can never show up on time for in-service training.
Great job, Shields and Company. Don't let up, though. Keep hammering these fuckers with anything and everything you've got. I've got a few suggestions myself, which will be emailed at a later time, lest the department trolls intercept them while they peruse this site on their daily recognizance missions.
While we can't strike or organize/participate in any type of 'work action' (read: Blue Flu), we CAN expose the truth about the pathetic state of affairs. Am I ever able to see my kids and wife? Run erronds, fix shit around the house, pay bills, etc? Sleep is going to be a big one or should I say the lack thereof. While the city will not admit that there are going to be problems, the managment at my wifes building which is on Michigan Ave. downtown,is telling it's employees to be prepared to have to stay inside that building all week. They feel that there is a REAL possibility of being unable to get out. As a result they are stocking up on food, water etc.
Since the protestors seem hell-bent on engaging the police, just don't send any! What will they do? Just walk around in circles. Let them take over the city for 5 days, who cares? Let the businesses in the area close--they can take up the loss of revenue with the city.

You are right that food ,water and sleep may be an issue . You no those cargo pants you wanted so bad , fill them up with some protein bars and a bottle or two of water. You can also bring along some caffeine tablets. Lighten up that duty belt( remove extra cuffs, asp flashlight case and any other thing you won't need) . You are your best survival tool .
Those that will be manning the districts . You can expect gang violence to escalate and should prepare yourself for looting and the possibility of riots in some areas. I would advise extra ammo , flex cuffs and stock your vehicle with food and water. There will be NO troops coming to help district patrol as down town will be the main concern of the department.

Speaking of training shortfalls, how about the 1 day DSS training that the Sgts have to go through to become watch commanders. The class is taught by LT BL who hasn't been outside the building in years. He has no clue about TRR's, medical checks, or even how to navigate the arrest que. His standard answer to all of the questions was "look up the order".

I was particulary impressed by the last class of the day. Guy comes in says that he is not a Lt. and that we probably know more than he does, that he won't be telling us anything that we don't know and that we know how to read the General orders. Awesome training..
They revised the MFF order and extended the deadline until 31jan12. The first of several extensions I would bet since nobody is signing up. Maybe if they would sweeten the pot on some of these changes they may be easier to swallow.
You have to admit though that most of us, not all but most, when told to go to training the first concern is what time will we be getting out of there.
I have the utmost confidence in the G-8 and NATO strategies and outstanding leadership of Debra Kirby and her aide Karyn Murphy, two riot-scarred veterans at the top of their game.

I have a buddy of mine in Tampa which is hosting the RNC this year in August. They have been training for the last 18 months with the entire Department having gone through the trainig twice.He called me wanting to know what we are doind or have in place fpor the G8, I just laughed. They're training for 18 month for the RNC not even the DNC and we get 8 hours for NATO/G8. We are so screwed and the media is picking up on it. Channel 9 the other night said that there may be up to 10,000 protesters, they need to a zero to that amount.
Compleated training last wednesday was told NO ASP's batons and you need to get a wooden baton at your own cost people. What about people who were NEVER trained with the wooden batons just the ASP's. Also told people with gas masks are being told you will be deployed first along with tact and gang teams as needed on front line, training or not we need bodies, thanks Kirby for saying we don't need the help just watch the videos on you tube not so much G-8 as the NATO riots are more violent and destructive weeks before the actual meeting!

One of the main problems with CPD is the bosses think they are smarter than us. We aren't " back in the day" when you were made a boss because of who you know and nobody notices or says shit ,even though it still happens, people notice now. This is a natural reaction to 22 years of stress and dealing with the public and criminals. Nothing to be ashamed of. What is a shame is the total lack of caring by the department about you and your welfare and morale. It has been like this since I came on in '68 and has never changed. What has gotton worse is the leadership, the total disaster that Daley put on the police department with the merit promotees who really think they deserve everything.
station supervisor training was not "laughable" it was awful and useless---noone in the room needed to be shown how/where to "click" on automated arrest or etrack-but they spent lots of time showing us--and gee who knew the directives were on line (besides everyone in the room- will that really absolve city of liability- they told us to look shit up)..noone needed to be scolded by house mouse academy sergeants who never did a roll call...or be read the top of the extraordinary occurrence in lockup form (which the house mice admitted they had never seen--much less filled out- which most attendees had)...the city should "balance" the current lts- put two on every watch in every district in the city and pay them accordingly (per contract) if they "travel"....make more lts if needed-since they won't put out special ones in bs spots/units
Talked to a Captian at the cigar shop, he said days and midnights on 12 hours the poor people on afternoons are the teir 1 defense,with or without the proper gear, glad I'am retired.
And to add to this. The dept has dumped Lt. Dave Blanco from the traffic section. He is In charge of the committee for all the motorcades and dignitary escorts. They are replacing him with someone that has NO knowledge of how escorts and dignitary protection works. Lt Blanco has been working his ass off getting routes etc in order. Every week he has been meeting with the Feds on how to handle the NATO and g8. Now the dept says fuck you and decides to change hands in the middle of the game. On top of that they wanted him to do the NATO AND G8 preparations on his OWN time! He was denied all his OT. When he complained to king George. I used to actually care about this job. Thing are so messed up now that I could care less how many homicides there are or how many burglaries occurred an beat so-and-so. Contact cards are down? The "baton" training consisted of holding the baton at port arms. I went to the 3 day "tier 1" training and there was zero offensive training. Not a single time in 3 days did we swing the white foam batons. They don't want us doing anything but stand there and take it.
They are denying furloughs for that segment, cancelling day offs, making us work 12 hrs shifts, throw in 1-3hrs travel time to and from, not to mention any late arrests, pending arrests processing, unanticipated bullshit, etc. and what if I have court on the weekdays while I'm not in the front lines. hmmm, do I ever sleep. Am I ever able to see my kids and wife? Run erronds, fix shit around the house, pay bills, etc? Sleep is going to be a big one or should I say the lack thereof. Don't you think the officers on the front lines should be well rested since we're going to be in the thick of shit and on our feet on the concrete, day in and day out. Obviously, the department doesn't care about our health, let alone our safety.

For those with gas masks, does your CPD conduct fit testing? It is required yearly for the proper fit/test of the mask.
The test requires each officer to wear the mask hooked up to a special computer and do exercises, different breathing, etc for about 5 minutes. It ensures integrity of the mask.
Those masks may be useless if you deploy teargas, etc....

The female trainer po LN on 3rd watch was a desk officer in 003. She has no time on the job. I really question her qualifications to teach this training.
This department is a joke. You are obligated to go through certain training (TARA) and supposed to be issued masks. Well as many others, I went 3 years ago, received my inserts 2 years ago and still no mask. At least before the bull riots they had one day riot training, which really was never used, but they at least put you through the different formations. Not that we used it.
The sad part is the department should issue the equipment needed to every person on this department. They talk tier 1 officers, but when it comes down to it, if all hell breaks loose, they are going to need every available body. Apparently none of our current exempts were on the job or worked the streets during the bulls riots. We did a pretty damn good job back then. They put a group in a certain area and you just arrested anyone that got out of line or broke the law. No special training, no special equipment, just do the job. The fact it was citywide and involved PO's from every district showed the department could handle the situation, with the right bosses and backing.
But this isn't the same department.
Now you have created a department who will not be proactive or lay hands on anyone except in certain dire situations. You have bosses that will throw you in front of a bus in a heartbeat and that is for doing your job in the proper way.
The sad part is if all hell breaks loose, they are going to need half the department to bring it under control. But those who are in charge are totally clueless. If the worst case scenario happens, it's going to look like the Keystone Cops. The fact this department will fuck you over in a heartbeat also adds to the fact not too many coppers are going to intervene as when they worked the Bull riots.
In other words, Fuck Rahm and McNutty. You got what you wanted. Let the city burn.

Great job by Mike for expressing our safety concerns. I have gone to the three day course and recently a one day refresher. All i have to say is, we are not prepared and come May some people are going to get hurt. When we asked the instructors questions about equipment or logistics we were told, "they are currently working on that issue" to be far it's not the instructors fault it's the higher ups on this department. They are going to wait until the last minute to get all of their duck in a row and their procrastination will lead to many failures with in the department. We still dont have a updated mass arrest policy , wtf . This is a once in a life time event and we should be treating it as such. The problem is the department is to worried about bulshit like contact cards. The should take every tact, gang, sat, and gun team out of their districts two weeks before the event and conduct training exercises. I am on one of these teams and am honestly scared about how terrible ths event will go. Stay safe.

I was in a public meeting with the Superintendent today where he claimed that the training was to a very high standard, and that training is ahead of schedule.
Funny how 780am news keeps reporting today that there was nobody shot or killed today for the first time in a year in chicago, but I know for a fact that there was a male black shot in the head at 7200 s. Western.
This is the biggest protest event, any United States department has faced over the last 30 years! Our department is treating it like a bulls celebration or normal big event. We have a skeleton dept., lowest moral in the history of the department, and leadership that are 99% political hacks with no real street experience. We will not be prepared for the G8-NATO summit, due to being undermanned, and to lack of equipment. We were told at the training that if we wanted the helmet shield with the anti-liquid-piss-and-shit gasket, we had to buy it ourselves. The website that sells this very fragile shield, which is NOT designed for riots, ALSO sells very heavy duty anti-riot helmets and gear. THIS is what is needed, AND the City reportedly collected millions of dollars from the Feds already, to pay for it. So why hasn't the money already been spent, at least for "Tier 1" officers? Because "the City"...the former mayor, the current mayor, and the city council, DO NOT care about us, at all.
Mayor Daley spent his last 10 years gutting and destroying the once-great and invincible CPD. He then volunteered us all to "host" this dual-summit, knowing full well it could turn into a disaster.
Then Mayor Emanuel (apparently) refuses to spend any federal money coming in, to actually make the troops on the front lines safe and prepared, at least as much as possible. WHERE is that $56 million being spent? Is he saving it all for overtime costs? WHERE is the "transparency" Rahm always talks about, but rarely delivers on? (Rahm wasn't very transparent about getting paid, professional "protesters" to show up at CPS schools to bust the teacher's union, was he?)
What about the costs of human suffering and lowered manpower citywide, after a few thousand officers are injured and now on I.O.D.?
If any police officer is injured during G8-NATO and some real anti-riot gear could have prevented or reduced the risk of injury, IMMEDIATELY FILE A LAWSUIT against the City! Mayor Emanuel and the City Council, by their actions and inactions, have proven once again that they care only for themselves. They also show a reckless disregard for the safety of the general public, on top of their indefensible lack of regard for the police officers of this city. The only thing the City Council apparently understands is when it is time to pay out for a lawsuit, so start filing those lawsuits as soon as you are injured, my brothers and sisters in blue!
I have a hard time understanding how Rahm and company can fail to provide the CPD with the proper training and equipment necessary to police the two upcoming major events known to attract anarchists and various violent asshats. As an ISP officer I attended riot training each year, and know that it takes repetition to become familiar with the various hand signals and commands. Perhaps CPD officers can contact ISP and request to sit in on any upcoming riot training sessions prior to May. I can't imagine ISP ever turning down outside agencies for such a request. CPD backs up ISP all the time and this would show some appreciation for all that you men and women of the CPD do for ISP. I'll be praying for you guys and gals come May.

You are full of it. There are military veterans running the daily training. If you took your head out of your ass and asked at the academy, they would tell you who is in charge of training. Howie is a figure head and Kirby has no idea about the training. Remember this training is controlled and monitored by the feds. There will be more future training in April with dry runs. If you have a set, then stop by the academy and learn the truth, asshat.

Yes, the stars are in, mostly.However, you are incorrect on a few facts. They have not been in since last January. There have been budgetary constraints and the fact that units have been disbanded and the upcoming re-organization of Districts, Unit names and Areas. So hopefully this answers your question and puts THIS rumor to rest.

That didn't bother me because the American Heart Assoc has an online hands-only course that is basically the same thing.
But what did bother me was the online G8/NATO presentation we had to do. What the hell was that? It was about 5 pages and it didn't actually say anything. It gave a list of things that are "reportable", but didn't say how they want us to report it. And some of their graffiti examples didn't look like they had anything to do with G8. One photo was random drawings (it looked like a a peace symbol and a bird)and the word fear.
What exactly are we supposed to be looking for? And what exactly are we supposed to do if we see it?
Reading all the depressing comments it is easily understood you have poor leadership. More accurate - NO leadership.
Someone has to step in and get ALL of you out of this loser mentality.
(I guess good training with REAL instructors would help with that)

Every week he has been meeting with the Feds on how to handle the NATO and g8. Now the dept says fuck you and decides to change hands in the middle of the game. On top of that they wanted him to do the NATO AND G8 preparations on his OWN time! He was denied all his OT. When he complained to king George. He was told don't worry we will get someone that will do it on there own time. Now lt blanco will be on midnights in 001 effective next period.

Whatever happens during G8 and NATO, do NOT do anything resembling the actions of the CPD in 2003 when Maurer was in charge of that fiasco at Chicago/Michigan. The City was ordered to pay today, not including legal fees.
The People's Law Office attorney's will be watching closely, that will be their income for the next 5 years or so. Behave like professionals and gentlemen and do NOT give the various lawyers anything to hang a federal lawsuit on. They are only protesting and trying to intimidate the police. Do not take their bait. Do nothing and the protestors will only have video tape of police standing guard in a professional manner. Screw up and your actions will have to be explained. And just because a boss goes bananas and orders you to "lock 'em all up" it will be a different story in court.
They are denying furloughs for that segment, cancelling day offs, making us work 12 hrs shifts, throw in 1-3hrs travel time to and from, not to mention any late arrests, pending arrests processing, unanticipated bullshit, etc. and what if I have court on the weekdays while I'm not in the front lines. hmmm, do I ever sleep. Am I ever able to see my kids and wife? Run erronds, fix shit around the house, pay bills, etc? Sleep is going to be a big one or should I say the lack thereof. Don't you think the officers on the front lines should be well rested since we're going to be in the thick of shit and on our feet on the concrete, day in and day out. Obviously, the department doesn't care about our health, let alone our safety.
You must have just gotten on. Bulls riots, conferences in 2002, 2009 protests. Do what you have to do and move on. You will be on lots of OT, don't plan anything, and have Plan B & C for child care, elder parent care, etc.

I'm sorry and I know I might sound crazy but I do not foresee the big problem with G8 that everyone else does. It's going to be like a big bar or club letting out for a week straight. We've all seen it before and know what to do. When one of these crazy anarchists gets out of line we will grab him and arrest him or if he's really batshit we will shoot and kill him. I have been to war and I believe that with all of us armed and at least somewhat trained we can keep them in line. Yes of course they are going to break a lot of Windows but who fucking cares. I have 2 kids that go to school at St. Ignatius HIgh School which is located at Blue Island and Roosevelt Road - just outside the Loop. Just learned from my kids that the high school intends to close down the school for the entire week of the G8 summit in mid May.
Of course, a spin is being put out as to why the school is closing, but some teachers have "off the record" told the students it's because of the expected rioting and demonstrations that will be going on a short distance away.
There are a lot of big name influential - connected people - who's kids go to St. Ignatius as well as Walter Payton, Northside Prep, Whitney Young and other high schools where the City's most influential people kids go to school. Word is that these big named schools will be targeted by demonstrators to distract the City Father's from dealing with the downtown crisis.
St. Ignatius is a private school, they are closing down, the rest are public schools, to close down would be to acknowledge the problem...
We are so unorganized and they radicals are so on top of their game!!!!!

Lt Blanco is being replaced by the former LAPA superstar and current shirt tail relative of Blago, Sal Avila. Though he was dumped as acting Deputy and sitting Commander, I am sure he will do well in this new spot. Perhaps he can bring Captain Juan Morado back to his side as his XO. Because we don't have real training and have to fill the time slots with bullshit and breaks. And to ruining it for others. Wow that whole 15 minutes I got out early really changed my life.

How about another perspective. Try to start a inservice class on time and half of the officers are late. 10 minute breaks turn into 20 minutes because they are slow to return. A one hour lunch! Give me a break. The instructor is lucky the class is back after 90 minutes. Instructors do the best they can with the class. Consider the leadership? Who is in charge of inservice training at the academy? It seems no one is happy about G-8 despite any type of training they have.
I went to the 1-day refresher training where batons and shields were used. Wow! We got in groups (after 3 hours of movies) and practised 5 blocks with a nerf baton at 5 reps each - a total of 25 blocks. That's it - you're trained! The same amount of time was given to how to use the shield and how to retain it if someone tries to grab it. Guys, this is not training, at all. Front line troops should be training - real training - in set platoons for 2-3 days every month until this shit is over.

Turnover in Traffic IS big news..Blanco is an odd egg...had to have his hand in EVERYTHING...would not or could not delegate..Had Sgts that had run escorts on there own for years but he had to be in on everything....he liked to BE SEEN by everyone, bosses, politicians, the media, but he DID know his stuff and would work 12 days almost always. Many of the experienced escort M/cycle Sgts have retired....This could turn into a real mess...The hacks took advantage of him. dangling higher rank in his face for years...good for him...took him long enough to wake up..Lt in 001 will be a vacation for him
