Overetime Cuts

Rumors floating in from some of our sources:
  • Hey SCC, have you heard this one?

    Starting immediately, GEU (the Gang Enforcement Unit) will be limited to around 5,000 hours of overtime for the entire Unit for all of 2012.

    That means no chasing down leads, tips and clues. Everything will be filed and passed onto the next crew for follow up. That also means pulling the gang guys off the street to do paper for the file. All court will be when on duty or you don't go, meaning the afternoon crews will be working days for Court appearances.

    The Fugitive Unit is next, and supposedly, they are going to try to limit Detective overtime to 20 hours per member per pay period. Watch the clearance rate plummet to zero.
Sounds like a lot of Continuing Investigations and stalled charging. Those "volunteer units" like GEU and Fugitives are looking less and less desirable without the OT aspect. Anyone got the scoop on these?

very true.... was told today at roll call that ot was gojng to be cut severely in the D Unit.... Good Luck with that one.... It to shall pass.... Certain things you have no control over.... & OT in the D Unit is one of those things.... let us do our jobs!!!!!!!

Hey listen up.......these fucking morons tried this shit once before in 2003 was the most recent.

And they are paying for it now with 1-15 detectives being subpoeaned to court now for defense motions to quash arrests, line ups, suppress statements. So the "pass it off to the next watch" worked well.

So apparently these morons havent learned anything.

If I need more money I can pick up another part time job. This mayor has done more in his short time to gut this department than Daley did in 20 years. And that is saying a lot. But he isn't done yet. He will take away everything we have in June. And this little conniving bastard wants me to fight the Anarchist in the streets to make him look good. Geu never should have been created. All they are are glorified tac teams, the mistake was putting them in organized crime; they now think they are of some kind of importance, they aren't . Bring them back to the districts to make arrests and clear corners, that is what their real job is supposed to be, not investigations; leave those to GIU, the real investigators.....

But his plan to shutter the Tamms "supermax" lockup is raising questions about how the crowded correctional system could safely absorb its inmate population.

Aides said the Democratic governor wants to close the southern Illinois prison and the 80-year-old lockup in Dwight in a quest to cut $100 million, which he'll lay out Wednesday in his budget plan.

Also targeted are a half-dozen halfway houses for low-level offenders, who would be put on electronic detention and supervised by parole agents whose union says are already overtaxed.

Two juvenile detention centers and four facilities for the mentally ill or developmentally disabled also would cease operation, and human services and law enforcement operations would be consolidated in the Quinn plan.

A spokesman for the American Federation of State, County and Municipal Employees, which represents prison and human services workers, called the prisons "irreplaceable" because Tamms houses the most dangerous inmates and Dwight is the only maximum-security facility for women.

"Closing them would trigger a dangerous domino effect, destabilizing the entire correctional system and complicating an overcrowding epidemic," AFSCME's Anders Lindall said.

I was one of the guys from my gang team who chose not to go to G E U in 2009. It was a wise decision for me, because I still believe the unit will be disbanded from OCD eventually. Then the gangs teams will be back in the district.

Yup! I had a feeling this was going to happen. Next I can see the city from us from doing our jobs. No overtime for beat officer is going to be next and then let's see how the awesome mayor tells the citizens of this city crime is down and we just put more officers on the street.
I really hope Chicagoans really start to open their mouths and make this shitty mayor hire more officers to protect the city and I mean the whole city not just the ghetto.

We can't even get our hands on basic supplies like Xerox paper etc. in our district because the city is so behind paying it's bills.
With all of Rahms new "revenue" ideas like imposing taxes and fees up the ass on the lower middle and middle class then how can the city always be playing broke?

What is going on in the Fugitive Unit? I ran into a couple of the guys and they looked like someone just killed their puppy....we didn't have time to get into it much, but they said all they do is write reports??? Isn't there even ONE good unit left in this city????

I'm retired now, but I was a detective for a long time. They used to try all kinds of things to cut overtime, none of them successful.

One of the things was to pass on to the new crew any information, i.e., any interviews conducted, any evidence etc., there was and they would follow up. This sounds like a good idea, but somehow the new crew would include in their reports who had given them the information; the old crew. So, when it came time for court the ASA would be forced to subpoena all detectives on the case in order to put forth a proper prosecution. And if the ASA did not think he would need the original investigators he had no case because the other investigators would refuse to testify about something that they did not do.

There are many more instances of this kind of bullshit that also failed.

I realize that times have changed but there is still more than one way to skin a cat.

So what it amounts to is pay me now or pay me later.

Narcotics has already been limited to 15 hard hours (22.5 hrs of pay) including court of OT per period. Several officers in the unit were way above the benchmark when the hammer came down. Those officers were told they can't have any overtime until they fall into the new OT guidelines.

The officers were also told that numbers will go up, not down. Narcotics and GEU are just advanced tact now. I will bet the numbers go down.

They tried before with the detectives, lets say you get a murder suspect,and it keeps going,I have had some up to 24 hours,we pass to the next team the chain of evidence and recall memory would be diminished! Why are some hair gel narcotics kids now working overtime and "not getting paid for it?" Great way boys and girls to help rahmbo DESTROY our hard fought contractual rights to stay in a bullshit unit!

Downtown took EVERY Unit in the Dept. and looked at the average of the last 3 years overtime. They told all commanders to cut the average by 30%. They were told if they go over this yearly budgeted amount, they would be GONE.

Now here is the interesting part:
If the G8 money is coming from the FEDS, why the sudden need to cut overtime? My guess is that Rahm will then take the overtime savings, and hire new officers and then.... BAM, the Rahmfather is the hero.

They can't limit detective overtime. This is a bad rumor. Police shootings, newsworthy events, 48-hour rule, etc., can generate 20 hours overtime in just one 24 hour day.

In specialized unit, team under federal grant overheard Lt. asking how to use money for for entire unit!!! Payroll said "No such luck" names of officers on grant given to accounting and feds. Can't use money for others in unit! Started unit with almost 400 officers less than 100 now!

All court overtime is being curtailed, officers going to court are put on days which is allowed in units changing starting time to court calls! Heard States Attorney only allowed box 1, arresting officer on report in court for now. Rahm is crying broke again, 9% cut in all city departments across city "NO EXCUSES". But he has money for city hall aldermanic staff raises the west and south side reverands and new Malcom X.

The great Tower of Babbling Bullshit in Springfield will announce plans to close two prisons, some mental health institutions and inmate half-way houses pushing the mentally ill and the criminals back onto the streets in a sort of early release prison program.

This all is estimated at costing us 1,100 jobs!!

Are they gonna change work hours at a day or two notice? I don't buy it. A subpoena is from the court with written consequences of contempt of court for non-appearance. Do you think the judge gives a shit that the city says no to court? I don't think so. If I was in that unit and they switched my hours for the purpose of getting out of court...I would be in court all day if you know what I mean. I think this is someone starting a stupid rumor. Court is a mandatory appearance if notified.

Assume it is a proven fact that a shooter fires across Cicero Ave. from 011 (Area 4) and the bullet fatally strikes a person on the west sidewalk in 015 (Area 5). What jurisdiction is charged with the homicide?

Not sure where you work, but we still do the same thing we did as district gang teams where I work. Occasionally a team may have a long term investigation of some sort, but for the most part we ride on jobs and do the same thing we did when we were in the districts.

Narcotics / Unit 189 sometimes make 3 to 4 felony delivery cases per day. They have buy, surveillance and plainclothes officers. they can change your hours for now, but all those arrests will add up come court, they can't deny the defendant his right to see his accusers in court. they can try to limit court but it won't work in the long run. . . . but then again, all the ding-dong supervisors are thinking about is for the short term.

This is the reason our benefits get systematically cut. People like you who come on a public forum and announce how much OT you're going to make, how to check the time box, how to do this or that to stick it up the city's bum.... why don't you all keep these thoughts between your own ears and not post stuff on the blog. Add to that for those of us not on food stamps... Chicago is the only city in the U.S. that taxes FOOD. Regular food not soda etc which has its own tax, in addition to water being taxed. So food and water, life's essentials are taxed. We all have to buy food. I don't appreciate paying a tax for it in addition to the county, city and state sales tax. Cannot wait to leave this corrupt city.

Taking Pride in being a Cop doesn't make you a gel/stroke.

I'm not a detective, nor do I know anyone you mentioned but I will say Fuck you and good for them. Getting O.T. has been going on for years. Don't blame 3 guys for the downfall of ot. I work a beat car now as well as 20 years ago. Years ago when I worked afternoons and cared about ot it was no problem to get 80 to 100 hrs a period. Did I ruin ot for you too because of my ot. Good job detectives and anyone else making ot. A subpoena is a court order. They can't stop you from going to court when ordered to.

Assume it is a proven fact that a shooter fires across Cicero Ave. from 011 (Area 4) and the bullet fatally strikes a person on the west sidewalk in 015 (Area 5). What jurisdiction is charged with the homicide?

Either it gets classified as a death investigation and both jurisdictions are happy! Lol

Retired 3 years ago from a unit where the OT was unlimited,you had to work OT even if you did'nt want it.Last 2 years on the job decided to build up my time,knowing I was going to retire soon.

Well,when I retired I cashed in all of my hours,Big Mistake!,lump-sum check Uncle Sam kicked my ass on taxes.All of the hours I had on the books,the feds got a third of them,only alternative was to roll it over into my deferred comp tax free which I did'nt know then.

If I had to do it over again I would have taken the money.

Get a clue; the citizenry isn't at all unhappy with Rahm. They see pretty planter boxes and they hear how evil those city workers are, that those city workers won't compromise for the sake of our fair and wonderful, albeit troubled, city.

Now, when the speeder cameras start to spit out those tickets, when the city is on the hook for millions and millions of dollars to repair our parks and downtown area after Nato/G8, when the water bills and real estate tax bills keep increasing... Area 5 Sgt's have already told us that OT will be cut back. Front office people have failed to get record #'s because they can't find the files and therefore they must not exist so there is no reason for you to go to court.

I have less than 10 years on the job. I am considered a hair gel... (So be it that I need less of it now since I have some miles on me.) This is not my first career either. I do my job with pride and to the best of my ability. However, there is one thing I can say for myself and everybody I know on this job... I don't do a damn thing for free! Matbe things have changed, but 12 years ago I was able to spread that payout over either 2 or 3 years, I have forgotten which, but that softens the bite significantly.

It is becoming more obvious that we will be closing our police stations from 7pm to 7 am just like our sister city Detroit. If citizens need the police they can call in and get a number for the next available car. When folks don't feel safe anymore because of a lack of police an fire protection they will leave. It has been going on for a while and will get much worse.
