CompStat = ConStat

The entire CompStat system continues to be exposed as a fraud of amazing proportions and the Chicago media continues to provide Rahm with political cover by studiously ignoring his superintendent's involvement in perpetrating this bullshit. Story #1:
  • There are disturbing claims from a police veteran that the NYPD intentionally tried to under report crime rates.

    He claims, in an exclusive television interview, that in one precinct in Queens, the severities of some crimes were systematically downgraded.

We know some of you out there are probably muttering "Schoolcraft again?" Nope, not at all:

  • Sergeant Borrelli is the latest in a growing list of police officers to claim widespread manipulation of NYPD crime data.
  • And there was Officer Polanco from the 41st Precinct.

    "An assault would be downgraded to a violation, harassment, a shooting would be downgraded to a reckless endangerment," Polanco said.

And the NYPD continues to harass the whistleblowers:

  • Like Officers Polanco and Schoolcraft who have been suspended, Sgt. Borrelli is now feeling the heat too.

    He's been hit with minor disciplinary charges and transferred to the midnight shift at the Bronx Courthouse after a decade as a supervisor at the 100th precinct.

Story #2 is a followup concentrating on Sergeant Borrelli's allegations and the subsequent efforts of the NYPD brass to shut him up:

  • In an exclusive interview, a 19-year veteran of the NYPD describes widespread manipulation of crime reports at the 100th Precinct in Queens. The sergeant says when he blew the whistle on the routine fudging of crimes, the department retaliated and transferred him to a midnight shift at Bronx Central.

  • Borrelli says the NYPD has left him with no choice but to go public after months of ignoring his allegations of routine misclassification of crimes at the precinct.

Borrelli also taped conversations with his "Quality Assurance" superiors and has them on tape admitting to a number of misclassifications. Combined with the Polanco and Schoolcraft allegations and resulting fallout, it would appear that Professors Silverman and Eterno are right on the money when they point out that NYPD has a definite problem regarding crime stats.

And that would mean Rahm has a definite problem with McCarthy himself, seeing as how he was part and parcel of the CompStat culture and all the attendant odors attached to this bullshit.

Do you not understand or grasp what this misrepresentation of crime means for the citizens of Chicago who all of you claim to be watchdogs for?

Crime is not down in Chicago.

Citizens are at risk.

All of your reporters and journalists claim to be so concerned about the citizens, yet you allow what is happening in New York to take place here in Chicago.

You come up with bullshit by following McCarthy around in a suit and report everything he says as if it was given from God, himself!

Look the books are being cooked here in Chicago.

Why do you continue to protect Rahm, McCarthy and other politicians?

Why don't you report the crimes that are happening, particularly in the last few year a great deal of black on white crime along the lakeshore and in downtown?

Why don't you do some genuine investigating and see that the response times are not as the department claims?

Citizens can search elsewhere for the news. If they start reading stories here on a blog like this and what they read is closer to their experiences in their neighborhoods, your reputations as news outlets will continue to shrivel to newer lows.

To the citizens who read this blog, sure there is a lot of pissing and moaning by cops who are tired of the bullshit, but that does not mean that what is said here is totally off base. Use your experience and compare what you see or read from the news with what you see and read on blogs like SCC. These independent blogs are closer to the truth then you realize.

Start holding Emmanuel, McCarthy and the news affiliates accountable. The safety of your families and homes depend on it.

I want to believe that the citizens of Chicago are smarter than sheep. Well, stop acting like sheep.

If the same problems eventually arise here in Chicago, and it can be proven that there is bad intentions among one or more members of the command staff here as well, then, the public, the citizens of Chicago, have a compelling need to know, and a right to know...this is why we have an Illinois "whistleblower" statute on the books, to protect employees of government agencies that point the finger of truth towards those in positions of power who exercise their official duties with bad intentions. I do truly hope that CompStat, as it is implemented in Chicago, is totally different than that which was foisted upon the police officers and citizens of New York. Anything less than executing our police duties and functions with goodness and integrity is an act of Official Misconduct, according to the Illiniois State Statute.

I know that you are now retired, SCC, and may the Good Lord continue to Bless you as you raise your courageous sword every day, against the many evils that are threatening us all.

To those directly involved in promoting and implementing CompStat, remember: you are held accountable by God for everything you are doing. A bright copper recommended a book to me some time back called "The Compstat Paradigm". Its written by an NYPD copper who was the one of the developers of Compstat with Bratton, and was then the CO for their unit that developed and implemented Compstat strategies. The book discusses at length the theory behind Compstat, and the management and accountability aspects, and makes a pretty good case actually. However, what I found most compelling was in the back of the book, in the final chapter called "Summary of Basic Principles and Precepts". Of particular note are these:

#3 Middle managers and field commands are in a far better position to make everyday operational decisions than headquarters executives.

#10 Fear has no place in Compstat paradigm or the Compstat meeting. The manager who uses fear either misunderstands or misuses the Compstat paradigm.

10.4 Executives and middle managers who rely upon fear and coercion at Compstat meetings to manage the organization lose the ability to effectively utilize other bases of power. Ultimately, they undermine their own overall power, losing legitimacy and respect throughout the agency.

The above must be a CPS graduate because 2 10-hr shifts equal 20 hours in a 24 hour day. Who covers the 4 extra hours? If this is the quality of the blue shirts that strive for promotion no wonder we are on a rudderless ship.

The same things are going on here too. Rahm has the media on a leash. He claimed he was going to run a transparent office but denies FOIA requests daily. It is amazing how quickly the media have bowed down to this clown. Supervisors code out jobs that no one goes to to get them off the board so those crimes are never reported. Keep believing crime is down except for the stuff that it is hard to lie about murders and bank robberys both up over 50% but I guess those are just outliers.

It's really depressing to watch the "Command staff" grovel at these meeting. Not one of the gold stars EVER has dared to disagree with the blowhard, bullying coward, asshole, Supt. Not one! What a great bunch of "leaders" we are saddled with. Years of undeserved "merit" promotions of politically connected non police cowards have finally caught up with the CPD.

And now we to rise when one of these cowards comes into the room. FAT CHANCE!

Rising when a person enters the room is a sign of respect. What's to respect in the command staff of cowards running the CPD?

Great idea, but they don't want coppers happy,safe,secure! The wreck and ruin tour with mcnut at the helm is going forward! This is totally insane comstat does not work,was at the meeting Thursday,and mcnut came in and was not happy as we were laughing yes supt we were not laughing with you but at you! just give us the huge pension as we say FUCK YOU, the real police you will never be, weak, shit boss even your wife left you right bully!!

Crime stats have always been manipulated here in Chicago, and now with this bullshit comstat it has become worse. Numbers can be manipulated especially with the age of computers. When sgts., commanders or anybody that runs the numbers before they go to a comstat meetings their numbers are going to be different than those of what mcflurry's people are running. Why because they are using different systems. So basically this is how mcstupid is able to make his command staff look stupid.

Because we don't have news anymore. The news is just one big infommercial.

If the story can't be monetized to benefit some corporation or should it show a corporation in a bad light it's not covered.

If the story makes the corporate owned political puppet apparatus look bad it's not covered.

The corporations receiving the corporate welfare handouts like things exactly they way they are with them in total control.

As long as that political campaign contribution money keeps flowing laws will be passed to protect the corporate interest not the peoples interest. You've heard the story about people on welfare voting themselves in the people that will provide them more welfare? Well you're looking at it and it's the corporations.

Staggered starts. Early Roll Call and Late Roll Call, not that hard to figure out to cover the entire day. You must be a genius supervisor.

Leave it to a CPD copper to bitch about something irrelevant to the post and completely miss out on the point. I believe the intention was to point out that the creators of Compstat list as two of their guiding principles 1) listen to the guys in the field and let them make operational decisions and stay out of the way and 2) if you run your Compstat meetings and process using fear as your motivator you're doing it wrong. You know, two things that are completely at odds with how it's being done here. But hey, fuck it, it's not like you're paying attention to anything else either.

you aren't too smart yourself. you just stagger the starts be a couple hours. i bet you did the 20 hour math all by yourself, didnt even have to ask your parents for help or nuthin!!

its actually a pretty good idea and more than likely, maybe being a 12 hour shift, the way of the future
