Firefighter Proposals

From the comments, the supposed contract proposals presented to the CFD negotiating committee:

    May 25th, 2012

    Brothers and Sisters,

    City representatives met with Local 2’s Executive Board yesterday and presented their proposals for our next collective bargaining agreement. City negotiators did not address any of our proposals nor did they present us with any proposals on how to fix our pension system.

    We obviously refused to agree to any of these horrendous proposals, and if what you are about to read makes you angry, it should. This looks to be a long and bitter battle.

    Below is a synopsis of some of the City proposals:

    · Eliminate Duty Availability Pay

    · Only those designated as the EMT B/EMT P would be compensated as such for that shift (All would have to maintain their EMT license for their entire career)

    · Eliminate 7% for Cross-Trained FFPMs

    · Eliminate furlough buy-out provision completely

    · Holiday Pay would be paid to only those who work the actual day.

    · Non-duty lay-up coverage from 12 months in a 24 month period to 12 months in a 48 month period

    · Days off for Bereavement Leave would be restricted and must include the day of the funeral

    · Tuition reimbursement would be for EMT B/EMT P training only

    · Candidate Probationary period from 9 months to 18 months for new employees

    · Acting down to no longer be considered a variance

    · All double houses (Engines and Trucks) would be manned with 9 instead of 10

    · All BLS ambulances would be converted to ALS

    · Only 1 vacancy order per year in June

    · Eliminate Clothing Allowance

    · Allow indoor training during inclement weather

    · Eliminate Tech A and Diver Pay except for those working in that capacity on a given shift

    · Eliminate all Cross-Trained Pay-Grade designations

    · Reclassification of Ambulance Commander to F4 Pay Grade

    · Eliminate Physical Fitness Incentive Program

    We will, of course, continue to vigorously fight these insulting, ridiculous proposals. There likely will come a time when all Local 2 Members will need to join in voicing our disgust over these outrageous attacks on the wages, benefits and conditions we have fought for and earned throughout the years. The City is testing our resolve. The battle has begun! Everyone must take an active role in our future.

    We will continue to update you when the situation warrants.

well the benefit we have over fire is that we actually generate revenue for the city. Parking tickets, movers, impounds, tows, anov's and dui arrests. If they try to fuck us that way I don't see any officer bringing in tickets. especially anything where they don't get court out of it.

Half those things are put in there with the expectation of giving them back so that the other side can feel like they won something in the staged fight. See, look, we're willing to negotiate and give back. Look how understanding we are. We gave you x, y, and z.

And if you don't fight at all then the city will just take x, y and z as a gift and laugh.

It's all about making you feel like you fought and won something while you're getting raped.

A Fire Fighter Strike was a bad idea back in '79. It was badly handled, bad public relations, no one remembers why they were striking.

All people remember is they left the citizens vunerable and produced wounds in the CFD that still haven't healed.

One of the worst things to come out of that strike was that Jane Byrne lost the election and eventually got us Richie Daley.

Remember the Speed Cameras? He wanted 3,000 all over the city. The hours were from 5am to 11pm. The kind Evil asshole relented (?) and cut back the hours and cameras down to 300....for now. He still got those fucking cameras! This bastard can shake all the hands he wants. He will still stick that BIG ONE up your ass every chance he gets. He wants to nickle and dime police, fire, and all city workers and then piss those savings away on HORSESHIT that he can get a photoop for. Fuck this little son of a bitch. Retired now but I clearly remember when we didn't have the FOP union. These assholes could do anything they wanted to you. Anything. You got whatever table scraps the politicians threw down to you on the floor. Looks like our mayor wants to go back to those days. Unions are under attack all over the country. The Tuition Reimbursement program has been abused, and the City is correct to demand that the area of study be job related. Some area colleges and universities have turned into diploma mills because they know the City will send students who will pay, guarantteed.
Then there was the copper in 019, a known Medical Roll Abuser who left the job with a disability because he claims the station door injured some part of his body. This mope went to ultrasound technician school on the tuition reimbursement program. Why should the City pay to train someone in Ultrasound, when the person is alrady trying to avoid their regular job, which was supposed to be the police department? Chef training might be appropriated for the Fire Dept. because they cook for themselves, but how does that apply to the police department?

I'm retired CPD and if I hadn't refused to cross the picket line I would've been CFD. I know we all like to bust balls with CFD in a joking manner. Remember that people other than police read this blog and that all of us are under attack. Lets try not to throw shots at CFD and hopefully they'll respond in kind. The CFD get a lot of shit that hasn't made sense for decades.. All those bumps in pay. Bullshit. The average copper wears 12 different hats for no bumps. Uniform allowance? They turn in their cloths for new shit. Most of the time they wear a t shirt and shorts. WTF do they need an allowance for? DIVERS! Check out their contract. Over 200 hundred of them on STAND by status with the bump in pay. That's like passing the detective test and getting their pay, but not doin the job. That comes out to over 600 grand a year payed out. Their getting some shit deals, but over all they have been gettin over. Thier Union has always gottin better deals since Richie.

Firemen get paid to sleep at work too. I have no sympathy for them.

The BLS ambulance was only put in place because dude was too lazy to go to a doctor and wanted a free ride.

As a po I say get rid of duty availability and uniform allowance. Roll that money over into my salary so I get it every paycheck and it's all in my pension and overtime.

in 1980 i went on strike to protect the pension fund, manning, pay for overtime, promotions.manning affects the pension, there was money for promotions,but the city spent the money elsewhere. just like today, they owe money to both funds, where is it. ask the budget director burke. the press save for some were on the city side, sound familiar. at the end of the day we got a contract,byrne tried to back out after promising one. she wanted to give the cpd & cfd bindind arbritration.

They can take my duty availability if they when they can not deny me the use of my time whenever I feel like it. Also they can never again cancel my days off or restrict my furlough. Further no more deviation from court and I don't need to call in to tell them. And how about one start time per shift

We also have rumors CFD, Like cutting medical time off, no CU for holidays unless you work,No raise, increased medical contributions, cutting personal days,cutting uniform allowance etc...

Contract negotiations have traditionally been a give and take process ... you have to give something up to gain something else. I see no mention on the firefighters site of what the city plans on giving up to gain all those ridiculous proposals

Sometimes I will look at the summary history of various districts on the pdt and the question I ask myself when I see the activity generated by fellow officers is; WHY?

Every benefit we have is representative of the pay we get for giving up a huge portion of our personal lives to serve and protect.

In lieu of pay we have been afforded other benefits. Any time they take away a benefit, they have diminished our pay. They made it look like they are just pulling some obscene benefit. They are smart, you are not because you can't see it.

FOP and Firefighters should file a law suit requiring city to repay
funds that were required every pay day into our pension fund . How many Police Officers retired , passed away within a year and the city's share of the officers 30+ years of service were never paid into the pension fund . CPD & CFD pensions would be funded over 100% if City of Chicago had paid their required share into our funds

Those proposed cuts (without the uniform and holiday pay) translate into nearly a 15% pay cut for me.

Lets remember who gets a raise each year now without a vote....9.5 and the aldercrooks. But police and fire are the enemy who are bankrupting the city.

Local 2 did not want to include pension reform with contract talks, the City wants them 2 items to be negotiated together.

It was not a bad move from Local 2 because we never initiated this. It was what was thrown at us from the city when we wanted to start contract talks!

For you politicians, especially Mayor 9.5, don't push your luck thinking that the police will just keep rolling over every time you try to fuck them with compensation or on their pension. Firefighters get uniform pay plus get free uniform through their commissary so that is something that can be cut since it is duplicitous. Sad thing is that they will do it to us too and we don't have a commissary. We have to rely only on that check. Sorry FF's I know you guys need the pay too but since you've got two avenues to get uniforms they probably will cut one.

Duty availability means that my starting time, and therefore my ending time can vary by as much as 5 hrs depending which watch you are on. You could be on the desk at 1300 or on a rapid at 1800. We don't know our schedule in advance, the next days assignments are posted during the tour, so less than 24hrs notice of you hours. You can also have your watch changed and your RDO changed to meet manpower needs. You can have your RDO cancelled. You can have an entire furlough segment unavailable. We deserve every peeny of that and there are deuche bags like Beale that want to take it away.

If you are still on the CPD, I am sure you are not on the street, unless you are in some hole. Try to stick together, or are you too dumb to figure that out? Thanks CFD, from long before I was CPD! They get paid the same as CPD = if the holiday falls on your RDO = you get 8 hours on the books;
if the holiday falls in a Furlouh day = you get 8 hours.

Their commissary system does not pay for EVERYTHING that they wear = hence a uniform allowance.

Those little extras were negotiated by the union.They were agreed to by the city because it had no effect on the pensionable base and any future raises would be based on a smaller base salary. Each of those things were a raise of sorts and something was given up or a percentage raise was passed on in order to obtain those moneys. I'll grant you some have stupid names and some people might think we don't deserve them but we earn every nickel we get whatever you want to call it.I also think they are trying to get our eyes off the true target which is your PENSION

This is exactly what old man Daley did to keep control of his city employees. Divide and conquer. Do you know thew history of the CFD benefits? NO! Just like duty availability for CPD was given to replace a rasie. Quit critizing others until you know the history. Wait until Rahm negiotates with us. Will CFD critize us? I doubt it. CFD is very organized and pro union. At least the CFD union is vocal and will fight for every benefit. Let us watch FOP when they start to negiotate. Watch the behind the scene negiotations.

this is just posturing by both sides. they will eventually come to some agreement. the bottom line is that the city is broke and there just is not going to be as much money to spend in the future as has been spent in the past. there is no way around that.

city employees in all departments are going to end up having to participate in the spending reductions.

my guess is CFD and CPD will end up getting the best deals, while the other city employees will get really hosed to take care of those two departments.

He's talking about taking away the 13 holidays, you'll only get paid if your actually working, Our Uniform Allowance will be gone, our medical will be changed, no more acting out of grade, no more bid spots, he will come after us too.

Remember this at our up coming negotiations. To hell with satisfaction and current contract. We have families too. Remember gas will soon be $5 along with everything else inflated. City stickers are now $85. Red light cameras, etc.
Chicago will no doubt have a casino soon and will be rolling in revenue. Our contract is for years, not time to sell out.

Don't know much about CFD, but I think CPD and the teachers need new/stronger union leaders that will get their mesage to the public and fight this little asshole to the end...everything you hear is so one sided...I know teachers that pay over $2,000 a year out of pocket to keep their classrooms running and hang materials that CPS tells them they need to have displayed....and teachers that are threatened with violence everyday they go to teach the kids Rahm cares so deeply about( in front of the cameras anyway).Why doesn't the news ever talk about that??? I hope CPD,CFD and the teachers stand together and ruin this evil little man....

You're right. I got my MBA and had to pay up front for classes. Still I managed to graduate before some of the bean counters in the higher echelon started paying attention and questioning why they were paying for my schooling.

Since a lot of you"anonymous" posters have no idea what you are talking about I will set the record straight. I am a paramedic for the CFD and we generate a lot of income for the city. I'm gonna say for every shift I work my partner and I create about $15-$20k!!!! It's approximately $1000 for an ambulance to take you to the hospital. How many of you officers can say that??? You don't generate that in one year! We don't get a uniform allowance we have to trade in old stuff for new. Our duty availability is for when we get mandatorily rehired because we are so short handed. Which happened often during NATO. Also if there is an emergency recall you will be called in to work. These ambulances run their butts off! Usually we are up for most of our 24 hour tour! If you think it's a cake job then I invite you to come and ride with us, especially on a weekend in the summer when the city is up for grabs but pack a lunch because we won't be making it back to the firehouse or stopping for an hour and a half lunch at Portillos!!!

Just a clarification for all you ignorant idiots! Duty availability for firemen is to pay the overage in hours that they work in a week! A fireman works 24 hours on and 48 hours off so in any given week they work 8 hours over 40 some weeks they work 72 hours! So the duty availability is a nugget if you will to compensate the hour overages! The pay if you do the math is for much less than their scale, it's not at time and a half and all members get the exact amount regardless of rank or time on! Take away that Differential"Duty Availability" Pay and then what will the City pay them time and a half for anything over 40? So for you less informed officers instead of sitting on your asses while all this crime is happening criticizing the CFD get you nose to the grind and do your job! I would love to see the day any of you officers would work 32 hours at less than time and a half ever! So what do you officers get duty availability for again?????
