Haz Mat

A couple of years back, we ran a series of photos from various police districts showing unsafe, unsanitary and pretty gross conditions. We also pointed out some structural failings due to shoddy construction and on-the-cheap contracting.

J-Fled was trying to upgrade certain things while the city built the last of the new stations. The rehab work is still going on places (Rahm couldn't revoke the contracts evidently), and the 011th District clocks in a new one (the first was excrement dripping from the ceilings - a throwback to the old Ivory Tower):
As the work crew strips the old asbestos pipes, they just toss them in the dumpster, endangering cops, garbage men, neighbors, and the can guy picking through the trash. Watch yourselves Fillmo.

Private contractors have gone to federal prison for asbestos games like this. WTF?

Fron OSHA:
Asbestos contaminated insulation, mixed with the mineral vermiculite was used primarily between 1955 and 1990. While manufacturing was discontinued in late 1984, materials still remained on the market. If you have a home built or insulted during this time, chances are good that it contains asbestos. A professional should be hired to remove it.

This is a HUGE EPA VIOLATION among many other violations. That stuff has a special way to be desposed of and big $$$$$$ fines accompany any disreagrd of that. But of course this is shitcago and chicago politicians can make any troubles go away. Only a phone call and a filled envelope is needed. Sad.

Hopefully the photographer was smart enough to (cautiously and safely, of course) grab a sample and heat seal it in a property bag to be handed over to OSHA. Maybe a second sample to be saved in the event OSHA "loses" the first one. Preferably a third sample to be kept under lock and key for when the civil trials start years down the road.

Also...photos/video needs to be obtained of the site(s) from where the asbestos was removed to document if it was removed according to industry standards (we all KNOW this probably wasn't the case). I'd bet one would find dust, fibers and residual material all over the floor under where it was removed. I'd also bet the area wasn't contained or ventilated/exhausted properly, and chances are the slugs (sub)contracted to do the removal lacked proper protective gear.

And just which waste company allows such material to be placed into an open dumpster where it can be contacted by anyone? Asbestos-Abatement.com says: "Once asbestos has been removed from a location, federal regulations dictate that such waste be disposed of in an approved manner, either in special 6 mil plastic bags that have "zip-lock" type fasteners and are sealed with duct tape, or in sealed, 55 gallon drums designed for this purpose." Different types of materials contain various levels of asbestos, but ALL call for disposal above and beyond simply chucking it into an exposed dumpster.

Now...given the dismal history of 011s unsafe and unsanitary conditions, will any of the media cowards address this issue? And if so, will they dedicate more than an 8 second blurb to it like they did when they got wind of the crazy dude that came into your lobby/desk with a loaded assault rifle?

You guys and gals need to stay on top on this shit and document all you can. From what I understand, there have been more than a handful of officers that worked in that building to die of various cancers in the recent past. Coincidence? Me thinks not.

i had that old asbestos siding shit removed from the dormers on my house and the idiot that did it actually threw it in my garbage,i made him take it away but i'm sure he just fly-dumped it in someone elses can.dangerous stuff,you would the CITY would know better.

If you were to find asbestos in a home the guys in white suits would come and tarp your building and carefully remove it. If it is a city building, no one would be told and it goes out in the dumpster with the other trash.

Almost 20 yrs ago, before Area 1 Detectives was renovated, the air vents in the ceiling were caked with decades worth of dirt and grime. They decided to clean the ductwork and remove the grime. Within about a week to ten days of the cleaning and making all this grime and dirt airborne, numerous detectives over the age of 50 came down with flu like symptoms and were sick as dogs for at least a week. Everyone knew it was the airborne grime that made our fellow workers sick, but as the work was being done, it was business as usual on the floor, no protective plastic was put up, no surgical type face masks were offered to the detectives to wear while on the floor, nothing. The city did not care then, they don't care now.

The J.R. Ewing of the 011th District even manages to piss off sergeants on other watches to the point they purposely smoke cigars in the squad car that he claims as his own because it pisses him off to no end. Sucks to have the uncanny coincidence of a recently burned cigar stink up your freshly dry cleaned uniform the first day back from RDOs, huh Batman?

The silver lining in the JT Cloud is that he lacks anything past a high school education, so there's no chance of his miserable ass ever making lieutenant. That means no chance of promotion where he'd have the opportunity to be a stroke with more authority.

Guess you'll have to go back to harassing your business owner neighbor across the alley for your extracurricular ignorant power trips.

commenting as a trained professional. I don't see any asbestos insulation in either picture. Those discarded sections in the photos appears to be fiberglass. A legitimate contractor wouldn't risk discarding asbestos in an open dumpster but then this IS Chicago. I would call the EPA to make sure.They respond quickly in our town. Obviously, I'm not a copper but appreciate getting the "real" news from SCC's blog. Keep up the good work!

Somebody should very carefully grab a hunk of that stuff and put it in a plastic trash bag and save it for EPA and OSHA.

Wear a breathing mask of course and have someone shoot video of the shit showing where it is, location and include some recognizable landmark, building etc.

Clear violation of OSHA regs. Asbestos abatement requires proper wearing of breathing apparatus and handling/removal of materials must be properly bagged and tagged and disposed of in SEALED containers.

Can get a damn thing tixed most of the time because RHAM will not PAY THE BILLS.

The sally ports in the 10th District are a Perfect Example as welll as the video security system there. The vendor was not paid so when it breaks down no one comes to fix it and there are no spare parts.

For the third day in a row now an alarm had been ringing in the lobby. Calls to the engineers are to no avail. This is getting serious, the desk crew can't get a decent nap.

When we had a basement Roll Call room dug under the desk area of the old 17th district station we had the guys in the white bunny suits and the plastic draps there for weeks to remove the asbestos.

That stuff was encased in plaster like covering old pipes.

This stuff may only be fiberglass but the contractor and the city does owe everyone a reasonable explaination.

It is possible that this insulation is non-asbestos -- "rock wool" or fiberglass. It looks like it could possibly be that, sandwiched between thick paper backings.

Asbestos is off-white colored and denser than fiberglass -- it is real soft, and comes apart easily and makes a LOT of dust...

If it IS asbestos, this is like the violation to end all violations. The area where the work is done has to be plastic-ed off and posted with warning signs, workers have to wear jumpsuits and proper respirators, the stuff is removed carefully with minimum disturbance and bagged up and must be taken to an "approved" disposal site -- Mars or someplace.

Usually the workers who remove asbestos know the hazards and are careful to protect their health. I'm guessing undocumented, non-English speaking workers hired by the clouted contractor.

Anyone who has spent any time in 011 should save this post &, keep a sample of the substance in the photo in a sealed plastic bag. Meselthelioma does not manifest itself for years & by then the City will claim no knowledge or that you inhaled the asbestos from someplace else. Asbestos is not dangerous until disturbed at which point it causes minute airborne cancer causing substances. My father contracted meselthelioma 40 years after pipe covering in the Indiana mills. He had to show where he came in contact with the asbestos causing substances by bring in his employment records, depositions, lists of co- workers, description of the products installed, etc. there is a 2% survival rate with a meselthelioma diagnosis. Removal of an asbestos product by non- professionals is a life-threatening event. Take precautions.

Asbestos comes in 1000s upon 1000s of products and takes on many forms. Even if that particular pipe wrap wasnt asbestos, chances are the paint and surrounding construction materials do contain this poison due to the age of the building and the materials used to construct it. Damn near EVERY construction related material back in the day had asbestos in it, and without a doubt some amount of it exists on that debris. And any amount is not good.

OSHA- look up 29 CFR 1910.100/200

Disposal from the "cradle to the grave". Is responsibility of the last person in possession. There should be a hazardous waste manifest form accompanying the waste. The law was from RCRA/Cercla/and SARA.

Resource conservation and recovery act passed in 1976 amended the Solid Waste Disposal Act of 1965. I believe it is under subtitle C.

Cercla deals with Liability as of 1980.

Call the IEPA or FEd EPA and get their recommendation. They are not the brightest people, but if you get a good person, they have power to clean it up and dispose, if the responsible party does not take ownership, or does an or does an unsatifacttory job (shitty job).

Can't hurt. EPA has jurisdiction on this.

CFD would have to call someone else on this too. Unless they have an Fed on scene coordinator (FOSCR).

As a tradesman, I can assure you that is not asbestos. That doesn't mean that the contractor isn't potentially removing that material around officers in an improper manner, that puts them at some sort of health risk. I have breathed in a ton of crap on the job that isn't asbestos, that has caused me plenty of respiratory issues.
