Hello? Chicago Media?

CompStat again under fire in New York. This is hard research backed up by facts, figures, papers, surveys, etc., but Rahm won't let the media touch it. The Huffington Post isn't controlled by Rahm though:
  • The practice of manufacturing artificially low crime rates increased substantially after 2002 under Mayor Michael Bloomberg and his police commissioner Raymond Kelly. New research based on interviews with 2,000 retired police officers from the NYPD reveals pervasive, system-wide corruption of criminal records and police practices. This research suggests that concern with the department's reputation for reducing crime, much more than with public safety, drives police policy.

    Mountains of scientific evidence supporting this are explored in The Crime Numbers Game. The bulk of the book's evidence came from a survey of 500 retired police officers ranked captain and above, as well as from in depth interviews with over 40 retired and active officers.

    A new survey of former NYPD officers includes 10 police chiefs, 36 inspectors, 63 captains, 262 lieutenants, 382 sergeants, and 1,154 patrol officers and detectives. The survey asked officers if they had witnessed words being changed in crime reports or observed other unethical efforts to downgrade serious crimes to lesser offenses. Using the officers who retired before 1995 as a baseline, the survey found that 25 percent of those officers had personally observed unethical crime reporting. Only 28 percent of those who retired between 1995 and 2001 had observed these activities.

    However, in the Kelly/Bloomberg era (2002 and after) over half the officers -- 51 percent -- had observed the intentional misclassification of serious crimes as petty offenses and other unethical practices, typically multiple times. Officers also reported that since 2002 they had experienced unusually strong pressures from supervisors to downgrade crimes and keep crime numbers low.

For decades, CPD has stolen every single New York idea/strategy and attempted to pass it off as CPD's own. Now we're stealing the CompStat fiction and everyone forgets exactly how and where we got it? And who was an integral part of it in New York?

Yea, I remember a homocide on my beat. Three guys in a vehicle. Two front and one in the back. Passenger in front is depressed and makes a statement that he wished he was dead. The passenger in the rear pulled out a gun and shot the passenger in the front in the head. Instant death. The department classified it as a (hospitalization report) "Death Investigation." What the hell, the shooter in custody and tells the story and is backed up by the driver of the vehicle. This crap has been happening since the early 2000's.
The city is lieing and have been lieing to the citizens of Chicago for years. I saw the hand writing on the wall. Crime was and will continue to increase in Chicago, and I guarantee this is the just the beginning. I retired and got out of Dodge (Chgo) because I saw no future as a retiree in Chicago. Your Mayor will bleed everyone dry. I feel Chicago should be a city where all the countries gang bangers, crack users, dealers, baby mama drama, welfare recipients who feel this is their right to receive money, and any one who feels stongly against decency. Yea, lump them all together and have the National Guard police them. Case closed.

Speaking of "morale death spiral"...McCarthy is now hand picking who makes it into the Bike Unit based on his clouted drinking buddies. After all the hard work those guys did during NATO, nice way to kick them in the teeth. All those officers are going through a legitmate interviewing process to get to be detailed there as part of the unit, and instead of letting the process happen you hand pick a clouted drinking buddy's daughter. What a dickhead move. You sir, are an ass. To all the officers that have recently been interviewed, send your applications to the SUPT. it appears he's making the decisions these days. Better yet, drop a case of beer off to his office and you to may magically appear on an order to transfer to the bike unit. No one else... just you.

Relax! Every one of the officers in the Bike Unit used a phone call to get there. Some of the officers there are as lazy as it gets and spend more time in Starbucks than riding their bicycles.
The funniest thing about the original post is the fact it probably came from someone on the team who used their clout to get there.
As someone who was trained for the NATO event by their "best", I was not impressed! Eight instructors and only three of them were skillful on their bikes. Two of them were riding electric assisted bikes (how lazy can you get!), a few of them seemed to have difficulty keeping up with the group on our long rides and some of them would complain when one of the good riders took us out for a long ride. The female (why was there only one?), the guy with grey hair and the heavier guy who plays hockey were good but the rest of them were bad examples.
A special shout out goes to the instructor that the Tribune photoed. Can you do anything without a cup of coffee in your hands? Fitting they got a picture of you holding one while instructing! Would it have been too difficult to put the cup down and help keep officers from falling during the "box drill"? Other instructors did. I actually believe you enjoyed watching some of us get hurt falling... It was especially sad when you stopped our group in the middle of Randolph during a ride so you could run in to Starbucks for coffee without anyone knowing what was going on, including the other instructors and sergeant. You sir need to get over yourself!
Back to the point. The unit has several "special" people already and I am sure whoever the "clouted one" is they will fit right in


As someone else who was "trained" for NATO I can't agree more with your feelings for the trainers.

Comstat itself is not fiction. It is how the crimes are classified at the district ( NY Precint) level. This has been going on for many years, far more then anyone on the department now can speak for. When i came on the job in '68 you could not come clear from a felony report without calling for a meet with your sergeant. Guess what happened ? Comstat itself is a good tool as it makes the commanders accountable, something that they never had to worry about under previous superintendents. If police officers are being forced to misclassifiy crimes or the paperwork is being changed in the station ( this used to happen regularly with the review officers), then that is wrong. What do you think those review officers were doing all of those years just filing paperwork? LOL.

Slightly off topic but does anyone know the history behind the wooden blue police barricades? The only other place those seem to exist (and they are identical) is in new york city.

Every other city I've ever been to has used the more modern construction style barricades in orange and white, which are more visible at night and less heavy to move around.

The blue ones are also not very visible at night.

Why still use the blue wood ones? How did Chicago end up with the same ones as New York?

How long have these things been around? The design looks like something that would have been manufactured in 1929.

One of my favorites is when a Sgt. kicks back a report where a person's front door was kicked in or pry marks are on the door jam and tells you to make it a criminal damage to property if nothing was taken. Tried many times making it an attempted burglary (probably got scared off and wasn't able to take anything)but was told you don't know the person's intent. Hahaha! I thought case reporting was different than charging? But I bet if it was their home they would want the crime lab out there dusting every nook and cranny and make it an attempted burglary

OT but very important. We all need to band together regarding this time due order that came out that only pertains to patrol division. They are taking our contractual rights away from us in a round about fashion. It side steps the contract by allowing a very small amount of workers to take off. It will eliminate p days quickly and u will be unable to take off when u need it. Most of us are not proactive any longer, but we need more of something.

she will be allowed to take as much time as she needs, remember she cried when she testified back when she was the head of the "commander's club". But she did no wrong and was allowed to live out of the city, then her husband a sgt with the cpd stated that he was afraid and that she couldn't work outside on the street because no one will back here up. If back then she was already a secretary to the commander why would she be out in the street. So the bottom line she as dirty as they come. She will be allowed to do what ever she wants. She is able to change her starting times from afternoons to midnites to days without anybody questioning it. Now imagine how her overtime looks, she's got to be filling her pockets and her buddy the commander pena is allowing it.

Slightly off topic but does anyone know the history behind the wooden blue police barricades? The only other place those seem to exist (and they are identical) is in new york city.

Every other city I've ever been to has used the more modern construction style barricades in orange and white, which are more visible at night and less heavy to move around.

The blue ones are also not very visible at night.

Why still use the blue wood ones? How did Chicago end up with the same ones as New York?

How long have these things been around? The design looks like something that would have been manufactured in 1929.

OT- Review Officers beware! At the last Compstat meeting, McCompstat went after the review officer. After the compstat chief was not happy that the numbers were not getting turned in to them in a timely manner, McJersey interrupted and asked what the problem was. Review was then blamed for the problem. At that point, he said that just because the spot is a bid spot, was no reason that could not be worked around. He then said "OK, you have your bid spot, now put them in a closet and just sit there. You can keep your bid spot, just stay in there and let someone else who wants to do the job handle it." Near the end, the new Chief of Patrol Patterson added that just because the person has a bid spot, that does not mean they are stuck with the person. To get rid of that officer, you just need to document when that person is not doing the job and then that bid spot can be taken away from that officer. So watch out Review, the Supe is hunting for your job.

My company has been using Compstat this entire year. They couldn't afford to hire the required amount of people necessary to produce certain results. A huge factor in implementing Compstat were some of our key clients asking why we weren't producing certain results.

Compstat is a metric(s) from hell designed a) for organizations refusing to hire the necessary people to produce needed results b) an excuse, so they can flip out these compstat metrics and say we;; our people are doing this, this and this. I don't understand why crime is so high

Compstat burns out your people in a really huge way as you're forcing them to essentially do the job of 2+ people let alone i can imagine the major increase in risk for injuries to chicago police officers.

If the CPD is suing compstat it's because we don't have enough police officers and lack of strong leadership from the top....

"A new pilot program that calls for the anti-violence group CeaseFire to partner with the Chicago Police Department in curbing violent crime has struggled to take shape this summer, the group said Monday, because the organization didn't have assurances that its workers would not act as informants for criminal investigations.

"It wasn't until Aug. 7, about a month after the pilot program was to have started, that both sides officially agreed in a memorandum of understanding that CeaseFire's "violence interrupters" and other workers would not be required to serve as police informants, according to the group executive director, Tio Hardiman.

"You have enough confidential informants. You don't need CeaseFire in that role," Hardiman said of the police. "The police are doing the lion's share of the work, but at the end of the day we're playing a valuable role."

"CeaseFire has secured its funding in the past from the state and county and through federal grants. But its partnership with the Police Department is being funded by a $1 million grant from the city, an unprecedented step in Mayor Rahm Emanuel and police Superintendent Garry McCarthy's efforts to reduce Chicago's homicide rate.

"Asked about the delays, a Chicago police spokeswoman referred all inquiries to the city's Public Health Department, which is administering the program."

Whitehall Hotel on Delaware, F/1 from Texas approx 23 years old apparently shot in head about 3:30 AM. No one made a fuss, cleaning crew got around to finding her eventually.

Allow me to enlighten you. One of the first things Fat Phil did as Supe was to send IAD brass to both New York and LA to see how their versions of IAD work. Both were autonomous from the department and had huge budgets. He stole what he could and ordered everything but the price tag to be implemented.

If you do some research you will also find out kevlar does not expire. It never expires if you hang it right and let it breath. The number one source of kevlar going bad is mold. If you sweet on it and throw it in you locker on the floor it will mold up fast and the kevlar will go bad. If you hang it up and let it breath kevlar does not go bad. Only reason they say it expires after five years is so you can go out and spend tons of cash.

Look it up or are you too busy sitting behind your desk doing nothing all day.

Here is a section from the FBI UCR handbook regarding report of Criminal Trespass versus Attempt Burglary:

Burglary—Attempted Forcible Entry (5c)
This category includes those situations where a forcible entry burglary is attempted but not completed. Once the thief is inside a locked structure, the offense becomes a Burglary—Forcible Entry (5a).

Agencies must classify attempts to enter an unlocked structure as well as actual trespass to an unlocked structure as Burglary—Unlawful Entry—No Force (5b).

Only situations in which a thief has attempted to break into a locked structure are classified as Burglary—Attempted Forcible Entry (5c).

When I directed my crew to change something, or add something, or do something additional on a case, I always told them to put that in the first line - "At the direction of Sgt. --- ....".

My view was, if I gave the order, or the direction, it was my responsibility, anyway. No big deal.

Used to get a laugh out of the ones who threatened me with putting my name in their narrative, though. I never had a problem living with the decisions I made and the directions I gave.
