Integrity Check?

From a reader:
  • Today at Midway Airport CPD was called to a unattended suitcase on the baggage claim belt. The person who got the call opened the bag and along with a few articles of clothing was a couple thousand dollars in plain view. All the cash was in bundles of 50's and 100's. No ID of any kind inside or outside the luggage. Every penny was inventoried. SCC, this has happened a few times in pasts years Where something very similar was found in homes and other areas where police received some kind of call. I have no doubt this was all a setup to nail a copper. Please post a warning. Don't want anybody getting caught up in a sting. Things like this would convince even the most honest cop stash some in their pocket.
One would hope we didn't have to warn people about the reasons for doing the right thing in all circumstances at all times.  And at some place like Midway Airport where the entire building is under all sorts of camera surveillance and there are literally a million-and-one places to hide a camera and a team of IAD/FBI agents, you should know you are never truly alone anywhere.  But there are still those who might figure, "Who's going to miss $20 for lunch?" or similar such BS.
Please spare yourself the problems and spare everyone else the disgust.  Stings still happen.

Reminds me when i first came on and was working 99 in the wood. Checked car before hitting street and in back seat were 9 crisp hundred dollar bills. I grabbed it got out of car held it up and waved. Walked in and inventoried it. Old timers called me stupid for not keeping it but oh well. I still have a job.

Looks like JJ Jr. is preparing for a future that does NOT include him being a Congressman. The story claims he has racked up medical bills from his recent Mayo Clinic stay, but I'm pretty sure that the insurance coverage these politicians have for themselves provides FULL payments for themselves and family.

More likely he's starting a legal defense fund to bribe the judge to keep him out of the penitentiary!

Um, no, it would not convince any honest copper, or any other honest person to stash anything in their fucking pocket. It would easily tempt some piece of shit to do that, and that's the point. And anyone who comments that someone who is honest but having some hard times might be tempted, I say bullshit. Get a fucking side job. Buy a cheaper car. Get rid of your smart phone. Get rid of the premium cable channels.

Keep those integrity checks going strong. Haven't we had enough excuses for fucking thieves over the past how ever many years??? Anyone who sympathizes with thieves should take a hard look in the mirror; you might be one too. Think about what you'll look after you get your ass fucked in prison for taking something that does not belong to you. No excuses.

It just goes to show the sad state of the CPD that a blog such as SCC has to put out reminders for p.o.'s not to take money. I, and many others, have never taken money (or anything for that matter) before becoming the police, or since becoming the police. I've always thought if hiring standards (including implementing a ploygraph) were stricter at CPD, we would have less clowns, thieves, and people taking bribes (as we have recently seen), and a more professional department. Any p.o. caught stealing or taking bribes should be fired and sent to jail.

I worked in a bank 13 years before 25 years on this job. There was not one moment I ever thought of taking what was not mine. This is not because you have temptation as the police. You would have had this on any job. Construction, store manager, or any profession. If your mama didn't teach you not to steal, and if you didn't know it when you stole from mamas purse, don't blame it on being the police. I heard this in the academy from thieving bosses. 5 years ago, I went to Area 1 to pick up a tact car that had a pdt mount switched out. I sit in the car and right on the pdt mount is a balled up sock containing a jab of heroin. I ask the foreman who was just in the car, he says he doesn't know. I aski him who he assigned to work on the car, he says he doesnt know. I try to get his name, he just walks away.

Spent an hour inventorying IAD's set up.

I couldn't agree more. I laughed when I read that first statement. I'm an honest cop and 10 million dollars in that suitcase wouldn't convince me to take jack shit. Honest people don't steal, cheat, or lie unnecessarily or for personal gain. If you do any of these things you are NOT an honest person.

There's an idiot here, but it's not the airport guy. Read your General Orders on unattended packages before you make a bigger fool of yourself.

As far as this being a setup - really? You think the black helicopters are out for you? C'mon. Does anybody know anybody that was caught this way that wasn't specifically targeted for a reason?

I've been around a long time. Seen a few that needed to go, go. But I don't think anyone has time to play gotcha with you unless there was something going on.

Awhile back in 021 I was 99 headed into the station after working a tour on midnights. On my way in about a block from the station I get waved down by a man in a suit who points out a 2 foot long locked safe laying in the bushes. He says something like, "hey theres a safe here, I have to go to work" and leaves. So I take it, give it a shake, and there's definitely something in there. I still wonder what was in there but yeah I just inventoried the damn thing even though I had to stay late. I think that was definitely a set up

This has been going on at the airports for years. Years ago, one of the aviation commisioners, in order to save his own hide, told the feds about the corupt cops at the airport. They spend weeks tring to entrap the guys, and grabbed a few city employees, but NO police.
Maybe someone in aviation is in trouble ( possibly Andelino ) they turn to trying to trap the police.
The feds fall for it every time.

Not a cop but a corporate example. I had a job years ago where after 7 pm if you we're still working you got dinner and a cab ride home no matter where you lived. Sooner or later someone fucked it up for everyone by submitting false cab and meal receipts. Ethics is a lost art today my friends.

SCC, I've given you reliable info over the years, so you know I'm good for it: IF the event described ever did happen, it was not IAD and it was not FBI. Neither do "random" integrity checks of the police. If a specific officer is alleged to be doing something illegal, they might act SPECIFICALLY to catch THAT officer. Again, it wasn't us and it doesn't happen randomly. Ever. McCarthy wanted IAD to do massive, random "integrity checks", but the State's Attorney's office said it's entrapment unless there is a reason for a specific target, so it's not happening anytime soon. If you get caught up in something like this, it's because you are DUMB enough to have done it before.

Stay safe out there and do the right thing, you'll never have to worry about a "set up".

No you didn't. You probably spent an hour inventorying one of our civilian mechanics stash, but again, for the 100th time, IAD doesn't do this shit unless YOU have an allegation specifically stating you are keeping large jabs for yourself.

I guess it's good to see that guys are paranoid enough to think that the FBI and IAD are peeking around every corner. The truth is, they are as understaffed and overworked as the regular beat guy and they aren't proactively patrolling you. Simply is no time, personnel or money to do that.

If you get "set up", you EARNED that "set up" somehow.

I have no problem with integrity checks and neither should you.But, they must be run with integrity themselves and with good sense. I do recall some in the past where the IAD/C5 investigators went way overboard with the intent to provoke the officers without reason. Integrity checks are used throughout private industry.

That my friend I could say with 100% certainty was NOT a setup. What that was was a motor maint employee who doin the sock while replacing the pdt mount and left it there so he didn't have to report it to anyone and jam someone up. He probably figured YOU can figure out what to do with it when you picked the car up.

Ok, 2 things... First, if its on a baggage claim belt, it came from a secure area and has already been screened for explosives...and second, if its on the belt, it came from a plane, therefore has the barcode tag on it which has the passenger's name printed on it. So this is either an obvious setup or a bullshit story...

They should've done this check at O-Hare airport before this made the news....That money would have been long gone and spent before the days end. I am glad intefrity checks like this exist. Anyone dumb enough to assume they are not being watched doesnt deserve to be on this job. I have seen many an unchecked bag end up in the dumpster behing O-Hare police office. I always wondered what was really found before it hit the trash. I figured that the unit was clout heavy enough to defray any investigation by the Inspector General, or IAD. Remember, any "dirty" cop makes the whole bunch look bad in the public eye.
And to the former cop who tried to take a 500 bribe recently, you got what U deserve.

This has got me going -- the real "shrinkage" could be going on back there day and night, but it would be a copper who got called to go to the carousel for a minute and HE'D get nailed!

Multiple-public-income family with massive "benefits," PLUS a BEER DISTRIBUTORSHIP, PLUS God only knows how much "side income," "campaign funds," etc. -- and he can't pay medical bills.

Yeah. I CALL BULLSHIT.

Also -- It's even leaked into the local media that he's another boxes-in-basement place-marker pol, with the kids going to school in Washington. I think maybe someone put the heat on for him to clean this "residency" up for appearances and this is a good excuse. They can always stay in some corporation's "guest quarters," some luxury condo there -- like that deal Daley landed in.

You notice how not just Sandi but ALL those aldermen were crying about "being afraid of crime where they (allegedly) live too" AT THE SAME TIME? Like a symphony orchestra.

Who's conducting?

Another day in Chicago.

These people never put money in their pocket when they leave the house in the morning...but don't YOU touch that roll of pennies!!!!

I am glad of the "integrity" reminder and take it in the spirit in which it was intended.

It brings something else to mind. As many years as I have handled firearms, I heard a basic rule again the other day, but put in a way that I had not heard before -- and it will stay with me.

OFF TARGET -- OFF TRIGGER.

The old dog still listens if he is smart! I will put that right after WATCH YOUR MUZZLE!

One influence that I think is good in recent years -- with the conflicts going on, we have seen more images of PROFESSIONAL, DISCIPLINED military gun handling by our guys and I see it has come down to police departments too, in a big way.

The MINDFULNESS that consists of effective muzzle control and the finger outside that trigger guard, that is where it's at. It makes me proud to see people who are well-trained, everyone on the same page.

I think we have a good safety record there -- stay safe and keep it that way.

I have a good friend who worked in IAD. He always said that IAD didn't do that shit. Think about it, they are shorthanded like everybody else. I was told they are up to their eyeballs with real cases, they don't have to go out and manufacture cases.

Now the Fed does operate like that. And the airport always has eyes everywhere.

In any case, it isn't yours. Don't even think of stealing and you have no problems. In 28 years plus a few months I never took a dime and never had to worry about being set up.

I took something that was not mine when I was 16 and paid dearly. I learned, never again. It feels much better this way.

I would expect an onslaught of integrity checks!

Rahm will send the order through the chain of command. The goldstars believe that the checks are for the good of the department but in reality THE TINY DANCER is setting us up for bad press coverage.
The angle helps the mayor, he will then come up with easier ways to fire officers in contract talks. In reality he doesnt care. RAHM wants leverage to lower the pay scale.

even worse ..one day in 011th dst second watch,,i did my vehicle inspection and found a king size baby ruth with only a small bite taken out of it in the glovebox..well who would plant that ? it was only a small bite so of course I'm no management po I'm on bid..i ate it from the other side all the way down to the nub..thanks iad

Instead of yelling at him to get his attention..I picked them up and ate them. Soon after I fell asleep in the car for most of the shift and proceeded to yell at my SGT for not giving me an early duck..

The Feds were using all sorts of these set ups during Greylord. If you were on the job then, you remember all the attempts. Had two in the 024- my partner and I were the subject of one-- gun pinch that proved too easy to be true-- trying to get into the old Gun Court at 11th and state. My partner and I were legit but the FBI agent got a little banged up-- his fault as he went to his waistband. No problem for us. A little talk to the AUSA and we went our way. Went to court once and the case disappeared.
The second case was a mysterious suitcase in a McDonalds -- contained dope and money. Handled properly.
So whomever is stating the Feds will not do it-- okay believe what you want.

I had a piss bum hand thump the side of a good citizens car at 50th & Michigan and claim he was struck by the car. I told Mr. Citizen that I had a way with words and that he had nothing to worry about based on the report I was going to write. I was finishing the report and had told him that he could leave. He came back to my open window and tried to give me 5 bucks as a good will gesture and I told him to keep it because I was just doing my job and besides, I couldn't accept it anyways. He turned and started to walk away but crumpled the bill up and threw a strike though my open window and literally took off running like a little kid though he had to be in his 60"s. Now, before someone chimes in that I should have taken it into the station and inventoried it, I know that that would have been the technically right thing to do. I didn't. I kept it, ironed it, framed it and still have it till this day. It's a great conversation piece and I don't lose any sleep over it at night. Just old retired talk. Stay safe.

Neither do "random" integrity checks of the police. If a specific officer is alleged to be doing something illegal, they might act SPECIFICALLY to catch THAT officer. Again, it wasn't us and it doesn't happen randomly. Ever. McCarthy wanted IAD to do massive, random "integrity checks", but the State's Attorney's office said it's entrapment unless there is a reason for a specific target, so it's not happening anytime soon. They should've done this check at O-Hare airport before this made the news....That money would have been long gone and spent before the days end. I am glad intefrity checks like this exist. Anyone dumb enough to assume they are not being watched doesnt deserve to be on this job. I have seen many an unchecked bag end up in the dumpster behing O-Hare police office. I always wondered what was really found before it hit the trash. I figured that the unit was clout heavy enough to defray any investigation by the Inspector General, or IAD. Remember, any "dirty" cop makes the whole bunch look bad in the public eye.
And to the former cop who tried to take a 500 bribe recently, you got what U deserve.

Not sure why you are disgruntled about O'Hare but you obviously don't work there, never have or are not a cop. CPD does not and never has taken any unattended baggage to their station. Nor do they search bags. That is not protocol for either airport. Canine officers "search" the bag. If it is cleared of explosives, the bags go back to the airline office. No one goes through bags so it's hard to believe that a CPD officer wrote this. Get a life.

back in early 70's I was a new patrolly on days working 10-99

i got a call (all the way across the district) to check out a suspicious mv. the dispatcher was informed over zone that it was way out of my sector and they relayed to just take the job anyway.


upon arrival i see the auto, with opened windows, and unlocked, parked , and blocking crosswalk in a highly visible location.
this was not normal in this very bad neighborhood known for high incidents of auto thefts.


a run of plate was not in file / clear. interior check revealed a roll of $20.00 dollar bills amounting to $300.00 in plain view
directly on the floor on front of the drivers seat. The whole set up reeked!

i placed the usc on the dash, locked the car, issued a parker and notified the dispatcher 1-M (i think, it's been a long time) my codes are rusty.

then I added that there was a quantity of usc on the dash board of the suspicious mv, attempts to locate owner were negative, info only.

i could hear the laughing in the zones background as he responded. that was when we had real pos on the zones.

i went to a concealed spot parked the squad nearby and waited for a short while. when an unmarked with 2 occupants pulled up to suspicious auto UNLOCKED the door, entered, and drove off. i called for an assist, and the vehicle with occupants was pulled over.


they were subsequently found to be in possession of the $300.00 USC all in twenties. the keys to suspicious mv were also in their possession.


neither of them were able to verify ids connecting them to suspicious auto and they both denied entering same at any time.

once they were informed that they were under arrest for theft from auto,(under) unfortunatley, and investigation for burglary to auto....with a supervisor present (a good old guy who knew the score)


they VERY RELUCTANTLY related that they were PO's (on duty).


all of the following was handled by the WC and they were ROC.

this entire episode in on file somewhere , an information report was filed and an RD # was assigned....that was when they finally gave it all up. most likely became unfounded.


we all had a good laugh over beers later. something that seems lacking by todays standards.
do you still have watch parties?

And during Greylord, I can't say what anyone was doing, I'm telling you that as of today, right now and the last 5-10 years, neither IAD nor FBI do RANDOM integrity checks.

I was off duty and went out with some friends and on my way home I pulled into an alley to pee,I was next to a dumpster and notice a large paper bag,after pissing I looked inside and discovered 50,000 in large bills,I took it to my car and went home,put on my uniform went to my station requesting overtime to inventories my find,man am I glad I did cause I got 2hrs OT and it felt real good turning in this cash,I have no regrets,I think about it everyday,every second,then I load my gun and cry!
