workers to fight rats and get more tree trimmers under Mayor Rahm
Emanuel's 2013 budget.
The agency, with main responsibilities of clearing snow off the streets and collecting garbage from the alleys, is also getting a new commissioner, former deputy Police Supt. Charles Williams, the mayor’s office announced Saturday.
Charlie Williams? Long time readers of the blog will remember Williams spent most of his career fucking over coppers at IAD. If we remember correctly, he also told people after one scandal that if he could have sent an involved supervisor (who lived at one end of the city) farther from home than he did (to the other end of the city), he would have, even though the supervisor never faced charges - Charlie just wanted to fuck someone over.
This complete ineptness during his Police Department days translates into being able to run Streets and Sanitation how exactly? We can't see anything in his background that would justify his getting a police pension of some $100,000-plus in addition to a S&S Commissioner six-figure salary.
And if that isn't enough, you have this, too:
- Williams will replace Thomas Byrne, a Mayor Richard Daley appointee who
has been asking out of the high pressure position at Streets and
Sanitation since shortly after Emanuel took office.
“I'm just tired,” Byrne said. “I'm 64 years old, and winters are tough.”
Byrne will help Williams transition in, take some time off and then take over as head of security at the Chicago Park District.
Wow. One city job to another to another. How do the pension funds support these multiple dippers? It's amazing that it works out like this for the chosen few.

Weis dumped three goof's on Daleys order's. Risley(God rest his soul),Williams and Grau. All three worked for the Merchandise Mart.Grau 1st and he move to St.Att office and on to St police Director. When Grau left Risley took over but passed away and then Williams took over.Grau is over his short ski's at the State Police and can't hack the traveling back and forth. It's been 1 1/2 yrs since he started the state job and that seems to be his track record for job 1 1/2 2yrs at most and moves on. Watch for him to make a come back into a city job soon.

You guys are looking at it like it's the clouted getting yet another lucrative position. The way I'm looking at it is that the Rahmfather's only choice is to put in one more third-stringer to try and maintain some semblance of making it look legit. There are so many guys and girls who are very well qualified and much better choices to run, manage, supervise or even just work within City government positions, but, through personal pride, ethical choices, and/or a "screw this jag and his cronies" attitude none of them want or are willing to hold any position under this administration (or the recently previous one for that matter). Good, qualified people are refusing to take spots with the City right now so this puke of a mayor and his current cast of clowns have no other choice than to reach way down, or way back to the un or under qualified people to take these spots. The people that are holding these spots now are mostly those who whore or otherwise tarnish or have tarnished themselves for their only chance of wearing big-boy pants. They just can't seem to hear the laughter behind them. The bigger problem is these nitwits actually think their the best for the position(s). And, just like the politicians, they are looking for the easiest way to cash in on the current political wave of greed, power and corruption.
Some years back, we (sergeants) were required to attend a seminar at that school on Larrabee. Williams shows up, and tells us we can ask anything, you know, man to man type of bullshit. I lay into him about how terrible OEMC was. Dispatchers not really caring, and giving the P.O.'s a bad time. And nothing done about it if you called the watch manager to complain. Just finished working a side gig at the Marathon. What a mess. No streets blocked off to prevent gridlock. Drivers swearing at the police officers who were standing there blocking them from hitting runners on the course. Supervisors totally useless and laughable.
Boy am I glad I retired when I did.
Oh yeah something new, idiots not aware that a marathon is coming through the city. Used to love watching the yuppies scream their heads off cuz they couldn't drive to get their latte's from their favorite joints and then got stuck for an hour watching the runners go by.
While Commander of Public Housing,he as part of the command channel review during the CR process, saved my job. He turned an investigation of excessive force against me upside down and found huge flaws in the OPS investigative process. The case which was bulshit and he knew it was sent back to OPS, and I went from 30 pending to a not sustained. charlie williams was a good and fair boss. I left housing, got promoted and will always remember how close I came to getting fired and would have been had it not ben for Commander Williams.

I am so disheartened watching the inmates run the prison. Watching all the adults in power abuse our system, I start to think maybe we need a revolution to overthrow our corrupt government, but that is for the young, and I am not young. I just wonder why is no one scared of going to hell? Is it because they don't believe it exist? Dirty greedy money has a cost bigger than you can imagine, what a lost world. Coppers we need you more than anyone knows, I stand in admiration of you working for the citizens and those of you fed up and becoming jaded (uh, all of you) just remember there are alot of citizens like me who pray for you and appreciate you, AND we live in the hood. YOu just do not get certain jobs in this city without a powerful sponsor : Head of security at the Mart, gold star on the department, head of security at the park district and head of streets and san. It just is not possible. Daley fired all of the off duty cops at the park district in the early 90's and put his guy in charge of security ( a lieutenant and president of the Hamburg Club) and then gave the security contract to a connected company, Monteray Security. The Chicago Way.

The way I'm looking at it is that the Rahmfather's only choice is to put in one more third-stringer to try and maintain some semblance of making it look legit. There are so many guys and girls who are very well qualified and much better choices to run, manage, supervise or even just work within City government positions, but, through personal pride, ethical choices, and/or a "screw this jag and his cronies" attitude none of them want or are willing to hold any position under this administration (or the recently previous one for that matter). Good, qualified people are refusing to take spots with the City right now so this puke of a mayor and his current cast of clowns have no other choice than to reach way down, or way back to the un or under qualified people to take these spots. The people that are holding these spots now are mostly those who whore or otherwise tarnish or have tarnished themselves for their only chance of wearing big-boy pants. Don't know Byrne, but he did a better job at SS than the previous guy. Williams will do fine. Anyone Ina mgmt position that's living in Chicago all their life and dealing with the no storms, and garbage etc could do a good jobI don't know him either. We should be happy that CPD alumni are chosen to head any city agency. In 15 or 20 years, it could be you. As for the mart, it was sold. The security director position may be phased out so unlikely that there will be a next guy from CPD to take it. Lastly there are no pensions for these folks who go on to other agencies. They only get their CPD pension. Not a friend or foe of either guy but dissing them for getting a job is kind of stupid. If you were retired and offered a decent job, why wouldn't you take it?

Byrne was the right man for S&S all he had to do was step outside in the snow.If his short ass got cold he would call out the plows. He did not have any balls to get cold,but his short little legs would nbot allow his ass from getting cold. Glad he retired from CPD. He would not make a pimple on a policemans ass.
