Another Kirby Scandal?
- The two veteran Chicago police officers were sent to the Ida B. Wells public housing complex to work undercover and catch drug dealers. But what Shannon Spalding and Daniel Echeverria found was nothing their bosses wanted to know about, the officers allege in a whistle-blower lawsuit filed Thursday in federal court.
The two officers, according to the lawsuit, discovered that colleagues on the police force were shaking down drug dealers and framing innocent people. But when they told their supervisors, they were told to "disregard" the wrongdoing. And when, as a last resort, they went to the FBI with their claims, high-ranking police officials labeled them "rats" and retaliated against them by putting them in do-nothing jobs.
And the list of bosses named is impressive:
- First Deputy James Jackson; Chief Juan Rivera; Deputy Chief Deb Kirby; Commanders O'Grady, Roti, Saleme, Stanley (John Stroger's neice), assorted lieutenants and sergeants - a dozen in all PLUS the City of Chicago
It almost seems like.....dare we say it? A disorganized conspiracy!
And as in the Abbate trial, the ones allegedly running the "conspiracy" all appear to be wearing White Shirts.

According to the majority that've worked with or around the pair, they're just two "veteran" (ha! a joke in and of itself) hardons that have been coddled for most of their time on the job. Was in Narcotics. Witnessed po's securing search warrants on information that was flat out made up. In one instance, they claimed to intel was gained through an undercover buy. There was no such buy. I couldn't believe it, when the po came back with a signed warrant. My 1st thought was "He lied to a judge to get this warrant". Another team member and I went to the commander and expressed our concerns, because we weren't going to jail for anybody else's bullshit. Three periods later, I was suddenly and without explanation out of the unit. My team member got fed up and bidded back to a district. I have no doubt that one day Narcotics will be the source of a HUGE scandal. Those pos are under a lot pressure to produce warrants. The result is that some chose to play fast & loose with procedures.

Stanley was a do nothing Sgt. in area 1 and she still got promoted. Jackson was "ok" as the commander in area 1 however he did believe in letting people stay in positions that they were not necessarily qualified for. He didn't like upsetting the apple cart. The other white shirts I don't know.

Do not get too excited over this one. These two do nothings are suing because they say Tina Skahill promised them promotions if they shared knowledge of the Watts case. You know, because every person who accidentally uncovers police wrongdoing gets promised a promotion. When the time line comes out on how this went down, a few emails released, and a few FBI Agents who testify that these two have basically been ghost payrollers for the last 3- 4 years, pretty sure the media won't cover how there wasn't actually a code of silence, just two people looking out for themselves NOT trying to do the right thing. Don't know anything about the officers who filed the complaint but if even half of that is true, I hope they find some retribution. Unfortunately from what I've seen on this job I have little faith that justice will be served to these supervisors and exempts. They must make a pact with lucifer as a prerequisite for the position because they are untouchable even in the worst circumstances. Nothing ever happens to them. They sure have no hesitation giving a blue shirt the ax, especially in minor instances. What slays me is the streaming videos featuring these bosses who serve up lectures to everyone in roll call on professionalism and ethics; they are the same ones who did all the dirty shit back in the early days of their careers that we now have to pay for- unfucking real. Kirby has always hurt the working police. In fact when I worked for her years ago, she gave marching orders for anyone to be looked into if they did a lot of search warrants. SHe knew about the sos activities as a couple of her agents advsied her in a memo and did nothing but cover it up. And rewarded by being promoted?? Kirby is gonna get hit with a major lawsuit when the current case gets upheld by the Apellate court regarding an IPRA case that went out of control, not only will she face a multimillion dollar suit on thismone but when the Apellate court rules and upholds this case it will unleash a flood of cases where coppers both curent and fired will seek damages......the Abatte case ain't shit compared to the one currently pending in the Apellate court.....and Kirby will be named in the cases that will result from this decision.....and by the way, IPRA literally be put put of business ......... and Ilana Rosenwig will also be sued for millions as well.... along with JFed, and current deputy chief and retired deputy chief and the corporation counsel Jackson and Ernesti.....just wait this will turn CPD on it's head with the way they handle police board cases........

OT....I'd like to give a BIG FUCK-YOU to 35th street for still not telling us our duty hours for election day and the days after! All they have said is we are working 12 hours days, but no start times. The date of the election has been known since elections started, but the A-HOLES at 35th still can't figure out a plan or give us the courtesy of letting us know at least a few days ahead. Coppers are fuming over this and taking it as a big FU to our familes and lives, from 35th St!
At least 90% of us have to plan child care or just let our loved ones know what's going on. A lot of us have both parents working jobs. Letting us know on monday is BS, so next time you stroke us and tell us "how we are the backbone of the department and family first crap," just save it because we aren't falling for that BS anymore. You know that for decades the City of Chicago has routinely paid large settlements without regard to the merits of the suit, but rather to just make the plaintiffs go away, thus creating a climate that encourages frivolous lawsuits…
You know that almost always the mainstream media hypes the incident beyond all reasonable proportion…
You know that honest, honorable police officers have had their names dragged through the mud, only to be exonerated at a later date with little or no notice by the media.
To those of you who have fortunately escaped the tribulations that such an experience brings, don’t be quick to throw your brothers and sisters in blue under the bus. Just ask yourself; do you really know what the facts are?
I hope these two are tight, as they'll have to spend the rest of their miserable careers as partners. And probably on a beat car in some shitty district after this whole fiasco comes to an anticlimactic finale.
Their efforts are noble, however the energy expended was misdirected and will be shown to be a complete waste of time. There's protocol to follow, even when it comes to jamming up cops you THINK are dirty. If you can't read between the lines when it's extremely important to do so, you shouldn't be on this job. And if you haven't figured this much out in a dozen plus years on the CPD you're as pathetic as the bosses that hid you in all those clouted-heavy, do-nothing units the majority of your time on the job.
You have been blacklisted by your own hands. Enjoy the rest of your time here ostracized.
Hate the bosses all you want, and maybe deservedly, but those two toxic, miserable, cry baby hypocrites are NOT being harassed because they worked in IAD. My first question is - what took so long for them to file this lawsuit?
Second, I realize that there is always more than what the news says, but the only scandalous part of this lawsuit that I understood was Adrienne Stanley telling them that she don't want to know about a corrupt cop. They had the supposed balls to be so upset with Adrienne and CPD that they took "their" case to the FBI. So why didn't they have the balls to tell the US Attorney what Adrienne said? Because the AUSA would have loved to get a high ranking cpd offier on official misconduct.
Other than that, the case was investigated and adjudicated, and these two cops have been working in nice spots since then. So what gives that suddenly they now got the balls to jump on the Kirby bandwagon and file a lawsuit?

Kirby is gonna get hit with a major lawsuit when the current case gets upheld by the Apellate court regarding an IPRA case that went out of control, not only will she face a multimillion dollar suit on thismone but when the Apellate court rules and upholds this case it will unleash a flood of cases where coppers both curent and fired will seek damages......the Abatte case ain't shit compared to the one currently pending in the Apellate court.....and Kirby will be named in the cases that will result from this decision.....and by the way, IPRA literally be put put of business ......... and Ilana Rosenwig will also be sued for millions as well.... along with JFed, and current deputy chief and retired deputy chief and the corporation counsel Jackson and Ernesti.....just wait this will turn CPD on it's head with the way they handle police board cases........

Don't know these officers, however no matter how true these accusations may be they will never ever find any type of justice in this system.

I am proud to be an honest cop.
IF others are shaking down dope dealers, lying on reports and warrants... then they are NOT cops.
IF bosses or anyone else are covering up corruption in the ranks, they are NOT cops either.
I hate seeing the stink of corruption tarnish my star and the the stars of other honest, hard working cops on this job.
I don't know anything about this case or the plaintiff officers, other than what I read in the fish wrapper.
Most times, where there's smoke - there's fire. I guess this will play out in court.

Totally agree it's a tacit approval. The only reason for someone to be pissed at these two, especially in this day and age, is if there allegations are false. And you don't go to the FBI with false allegations--why on earth would you? There must have been something there, because making the decision to walk through those FBI doors takes some heavy-duty contemplation.

I suspect that most of you who claim to know or have worked with these officers are lying through your teeth. Same shit different decade.
Now my guess is that the basic outline provided in the newspapers regarding this lawsuit is correct.
Two cops suspected, RIGHTLY, that some other cops were corrupt. I'm talking in bed with drug dealers corrupt. Not getting a happy ending massage on your day off corrupt.
They went to the exempts who responded in typical see no evil, hear no evil, speak no evil CPD fashion.
Anyone here remember Terry Hilliard bringing in Polish speaking FBI agents to take down a group of corrupt cops on the NW side back around 2000 or so? They were literally stealing the wallets from drivers during traffic stops.

Why did Hilliard bring in the feds? Was he a suckhole too? It's a rhetorical question. I know what some of you brave warriors will say. Unlike Hilliard I doubt most of you know what's it's like to be shot.
He likely did it because he didn't feel he could trust his own department to deal with the corruption. Loose lips sink ships and all that.
Then likely one or two exempts decide to retaliate against the whistleblowers. I doubt it's the number of exempts in the lawsuit. The leadership of the CPD couldn't handle a two big wheel funeral never mind organize a conspiracy that large.
If the basics of what's outlined in the lawsuit are correct I hope some exempts "retire" and I hope that these officers get paid and merit promoted.
I'd rather see them promoted than some alderman's brother.

Oh, now I get it. It's a personality contest, and has nothing to do with corruption. So if you like the officers reporting it, it's alright with you, but only if you approve of them. The Department has routinely worked with the Feds for decades on reigning in coppers that they were unable to catch on there own. The Feds have more resources and MUCH more lax rules on things like phone taps, pen registers and evidence retrieval. Plus, what do you fear more, a knock on the door from IAD or the FBI? Don't kid yourself, IAD has been involved in the police corruption cases and worked with the FBI hand in hand. They have the resources and an open check book. You try to make everything look so sinister when in reality the CPD is using the FBI as a tool to complete the task of routing out the scumbags who get on this job. And, in August 2008, they met with the FBI to share intelligence again and were recruited to work on "Operation Brass Tax" and report criminal conduct by officers, like Sgt. Watt, to the FBI.
The two officers were assured their identities would remain "confidential" while they worked for the FBI.
In August 2010, Commander James O' Grady received paperwork seeking approval for a "confidential informant." He learned the application came from Echeverria and Spalding and refused to approve the application. That same month he participated in a meeting with another commander, Nicholas Roti, where the identities of the two officers were discussed. O'Grady and Roti both said they would not be letting Echeverria or Spalding work for any units under their command
Chicago Police Chief Juan Rivera disclosed the identities of Echeverria and Spalding to Deputy Chief Ernie Brown, a friend of Watts, in December. Rivera told the two officers Brown had told everyone, including O'Grady. Both of them should expect to be on the "receiving end" of "severe retaliation."
The lawsuit further indicates in April 2011 Deputy Superintendent Beatrice Cuello sought to confirm whether the two officers were working on some kind of an undercover investigation. Deputy Chief of Police Debra Kirby denied knowing there was any investigation going on, not wanting to be connected to the "controversial investigation." This led to Cuello kicking the two officers out of their unit, Unit 543, because she thought they were lying about their involvement in the Watts investigation.By September 2011, Echeverria and Spalding tried to file a complaint of retaliation. Police commander Adrian Stanley did not want to have anything to do with this. Despite a general order in the department requiring them to report retaliation, they were encouraged not to make their treatment an issue. On September 14, they were told by Stanley to just leave it alone.
On September 20, they complained to Rivera and insisted an investigation be started. Echeverria said, "Since no one at CPD will do anything, we need to take this to an outside agency." To which Rivera replied, "Look, everyone is against you so you don't want to piss me off."

If you use the chain of command and able to prove that they did not take action, your position is much stronger.
