Eight Years
Another scandal draws to a close:
- A former Chicago police detective, a self-confessed alcoholic, who drunkenly plowed into a stalled car in 2009, then walked away from the two men burning to death on the Dan Ryan, was sentenced to eight years in prison Friday.
His victims’ families called the sentence a slap in the face, a favor for 18-year police veteran Joseph Frugoli.
We've seen a lot less given...and a lot more.

What a shame people had to die because another person made a bad decision. As officers we need to take care of each other. And I don't mean cover shit up, I mean looking out for each other and never Letting your fellow do something stupid like this. This detective was sentenced to eight years but he has to live the rest if his life with this burden. And IM willing to bet he wishes he was dead.
8 years is more than the usual hit in IDOC for a DUI Manslaughter, no favor done there at all
The Media said that their car was Stalled, They were Tagging the walls.
"prosecutors also told of two other crashes Frugoli caused, one in 2005 also on the Dan Ryan, and one in 2008, where he t-boned a marked Chicago squad car," the latter charge mysteriously dismissed.
That car was not stalled. It was stopped on the expressway with the lights off so the two occupants could spray graffiti.
It wasn't enough time. Two lives lost. Should have been a lot more. The sad thing about this is, some of those reading this won't learn anything from it, and are destined to allow this scenario to play out once again in their own personal lives, losing everything.
As long as the department keeps protecting people with addiction problems, we will continue to have incidents like these. We all know the drunk in our district yet we do nothing about it. Eap is available for those who need help. This is one of the only jobs where you get full pay to go to rehab on the departments dime. If an officer of any rank doesn't get the help they need, then we shouldn't feel sorry for them when the shit hits the fan. Ultimately, they will bring a black eye to each and every one of us when they fuck up and kill someone while drinking and driving.
I'd say it was a fair sentence. When he gets out he'll be a convicted felon in his fifty's.
Don't drive drunk. Not worth it. Those kids didn't deserve to die but the media should have mentioned the fact that they were stopped on the shoulder in order to tag and the car burst in flames due to the quantity of spray cans in their trunk.

Two shitbag taggers lost to the art world. Tough shit. How many illegals kill people and get light sentences but never serve them because they skip out back to Mexico?
Remember that fatal hit and run at 4300 N Lincoln? Shitbag illegal cocksucker hit a waitress getting off her shift. She goes airborne, dies, and Jose skips back to Mexico. Last I heard they were trying to get him back. No matter, the only witness against him is sitting next to him in the car. Not much of a case.
Fuck that family screaming at 26th St. The Det. got the norm in a case like that.
The reality of it is no matter how long he got it would be "a slap in the face" to the family. Personaly i think he shouldve gotten a lot more but thats just my opinion. Hey joe did u ever apologize to the officers u hit one of which u worked the same area as her dad u ignorant errogant prick!
He got off easy....kills two people, out in less then 10 years.
His lawyers actually did a pretty good job with motions to get rid of the more serious charges. If it was reckless homicide he probably be doing 14 years.
The tagging part came out in court but the media didn't want to sully the two innocent young men.
Do we really know these men were taggers? They appear to have not yet exited their car. Were they historical offenders?
Come on, we all know that coppers are never held to the same standards as normal people.
Eight years?
FUCK JOE! he killed two people. This guy would have never stopped drinking and driving, just think about his actions for a minute. Any one of his accidents while being drunk could have been one or more of your family members. He deserved more time in prison, cop or not. crashing a car while drunk is the same as carrying a loaded gun and shooting at people. Thank God he will doing some time in prison.
The Media said that their car was Stalled, They were Tagging the walls
Oh! Well that makes his killing them OK then, I guess.
I am a police officer, and to the idiots who said these were tagging you might be right but it doesn't justified what the detective did and furthermore it makes us look like idiots that a police officer would even write such a stupid comment.
Keep positive Joe. It could have been any number of us. I hope all reading will take a cab home before driving DUI.

If you are getting hammered and driving anywhere, especially an expressway you are an idiot. No this could not have been "any of us".Stop counting on the grace of God{dumb luck}and get help for your drinking problems BEFORE something tragic happens.
keep a taxi # in your phone. That is not for police only, everyone...

11/17/2012 02:39:00 AM
If any of his victims were your close relatives would you feel it was a fair sentence?
The average has been 6 years per death, he got 8 total because the two were also committing a crime. Their crime did not justify their punishment that's why there was a reduction. Of course everyone will say it was favoritism but as a whole we get stiffer penalties than the average citizen for the same crimes.
But for the grace of god this could have been anyone of us......WTF?????
If that could have been you, then you better take a good hard and sober look at your drinking habits, and see who is enabling you to make such serious behavior decisions. People who knew Frigoli also knew he had a bad drinking problem. All the while "tolerating" his behavior. Is it any wonder that a lawyer to (remain unnamed) proved that there is a "police conspiracy" and code of silence this past week? Each of us better take a long look at ourselves and see who we enable...A little tough love can can open peoples eyes, and inspire some serious soul searching. We can all do better people....
The Media said that their car was Stalled, They were Tagging the walls....
Again...WTF???
Are you serious about that comment????
And that changes exactly what...?
Another Bridgeporter constantly taken care of screw up after screw up. He will be back bartending again at that shithole bar soon guys. Doing the same thing all over again. Mistakes and poor choices happen. But not when they happen four and five times.

Uh no, it couldn't have been me because I don't drive drunk. Don't insinuate this was some unfortunate accident that could've happened to anyone. This guy decided to get into a car after getting bombed and he killed two young men as a result. You insult the rest of us saying we are all like that.
"But for the grace of god this could have been anyone of us..."
This could have been any one of us??? It sure as hell couldn't have been me. I DON'T DRIVE DRUNK. EVER.
I believe 8yrs is what Casper got for also killing two people while drunk.
Probably the majority of people in this country have gotten behind the wheel at least once when they shouldn't have, and by that token it could happen to anybody. However most bad shit that happens in life is due to the law of probability, sounds like Joe had a serious drinking problem and it was only a matter of time.
Everybody needs to take note of this and act accordingly and those of you that fit into that high probability category, get into a program and find something else in life to pass the time. You'd be suprised how many cool things there are to do in life without pouring alot of alcohol into your body. Your body will thank you, your wallet will thank you and your family will thank you.

Sort of like a "code of silence," eh?
Here we go:
1. He was the working police.
2. We do not know what happened.
3. He was framed.
4. They played the race card.
5. It was an honest mistake and people should not comment on it.
6. That is the problem with this department; we do not stand behind the criminal police officers.
7. Big changes are coming this Friday.
please do not drink and drive
Uh. I'd be gettin the fuck outta dodge right about now.
seems fair to me for a serial DUI offender.
not a cop.

You are a goof if you think that could have been any one of us. Many of us don't drink and drive. Many of us are NOT alcoholics. If this could have been you just say so, but don't put me in your category.
Those guys used to tag my neighborhood, especially road signs and mail boxes. They don't do it anymore.
Fuck him. That wasn't an honest mistake. My family drives those roads too. Would it be different if he struck a copper's family members? Let him rot with Casper and that other bald headed idiot.
this guy was a .277 b/a content--- that is professional level--- most people are passed out with that much sauce in their belly...
i don't mind the media if they are telling the complete truth but don't tell only part of the actual story so it fits your agenda. what the officer did was wrong. we know that. what the two shitbirds were actually doing is another thing. we know the truth to that as well, but the media wants it to look one-sided as always. fuck you to whoever wrote this inaccurate dribble. better yet, fuck you to all the media, i don't want to leave anyone out.
The gang bangers were tagging the wall. And now...the family will get paid in some form of civil suit against him and/or the department. That's the messed up wiorld we now live in. I'm becoming a "Prepper".
Former Officer Casper is still sitting in prison, he got 10 years.
Even if those two were tagging we don't have the death penalty for it. And this wasn't the first time, or even the second time that Joe fucked up behind the wheel. He should have learned his lesson when he crashed into a car carrying coppers from 009 but he didn't. Some lessons are only learned the hard way. If you think this couldn't happen to you if you drink and drive, think again. He'll get a job at McCormick Place when he gets out I bet.
No this could not have been anyone of us. Believe it or not there are some of us on this job that don't drink and drive. I'm so sick of the mentality that everyone gets hammered and drives. Grow the fuck up already, were all adults and police officers not 18 year old frat kids. If you fuck up and kill someone while driving drunk your on your fucking own dipshit. Keep hanging at the corner bar at 35 plus years of age then driving home through a neighborhood filled with other cop's family members and children. But don't worry some of your other loser buddies will throw your sorry ass a benefit at the same bar you got drunk at, and they will drive home too. Call a cab, walk, take turns being the sober driver with a friend, but knock this shit off.

Agreed. 8 years in a State facility is a long time. The press really played it up, acting like he got a big break. I don't feel bad for him, but I also don't think he got a break.
Was the tagging thing ever brought up in the trial at all or is it just urban legend? If it was brought up SHAME on the media for not giving people the whole story, AS USUAL!
Cozzi went to prison for years for slapping a drunk.
2 other previous incidents before this one. And both were overlooked One of them injured your own officer. WTF is wrong with your people??
Can't feel much sympathy for this officer. Seen it before many times in other departments.
"That car was not stalled. It was stopped on the expressway with the lights off so the two occupants could spray graffiti."

That is correct. All the current news stories are leaving this out, but we remember "Evol" (Andrew Cazares) and "Afro42" (Fausto Manzera).
Here are photos of their crimes, on a web site devoted to vandalism.
"Today chicago suffers another blow to the graffiti scene not only losing one but two of our brothers in a fatal car crash..."

Hey you fucking Monday morning quarterback holier than thou coppers. This ain't some shit head that can, and has, done eight years standing on his head.
This is a normal law abiding citizen that will spend then next six years or so in prison. You don't think that's enough? Fuck you. You want a pound of flesh.
There are jagoffs in prison that commit PREMEDITATED murder that get 10 years. Go fuck yourself you liberal Obama voter.
1207 am.
You can't be freaking serious. No this could not be any one of us, you are an idiot. I don't drink!!!!!! So I would not be out drunk driving and running into whatever. Wake up you fool. There are cops who do drink and don't drive because they don't want to kill other people.
That idiot was a drunk and got what he deserved. Go rot in jail asshole. I am sorry but don't defend an asshole that was a jerk and a freaking drunk. He was caught driving the police car drunk and crashed it, and was taken care of.
Take responsibility for your own actions, he deserves to go to jail. What if he killed your wife or mother? What then? You would be calling for his head.
He was a drunk and he was an asshole, just cause he had a gun and a badge does not make him above the law. He did it and got what he deserved.
I a real American county court system 8 years would be very little, but in shit cook county this is normal. No one gets any real time in this shit hole and it shouldn't be any different for him.
Sort of like a "code of silence," eh?
11/17/2012 08:45:00 AM
Yeah, it's not a code of silence when the media refuses to report that the two parked their car with the lights off to do their tagging.
Sort of like a "code of liberal journalism," eh?
Why does the Det. who lives across from me spend half his tour inside his house? Moving your unmarked to the alley doesn't stop me from seeing you. Why don't their cars have GPS as the squads do?
Oh and the department spends alot of $ looking for illegal drug use by P.O.'s which is a sliver of fraction of the alcohol abuse rate but has a soft policy for alcoholics. IMO
They were tagging? So the fuck what. Would the sentence be better if it was your wife and kid in the car? This goof got enabled right into the penitentiary. He fucked up, he's gotta pay.
It didn't matter what the victims were doing bottom line the mental midget hit and killed them.If it had been one of your family, road workers etc would you be so quick with the whining about how the poor guy is getting a raw deal how can you dismiss the fact after he injured fellow officers thats when the code of stupidity kicked in to save his ass. Any boss who went to bat for this fool should be his cellmate. Eight years is easy dead is forever
this guy was a .277 b/a content--- that is professional level--- most people are passed out with that much sauce in their belly...
........You don't know what makes a person drink. He had to drown his demons. I can function at .277bac, but, then again, I work days on the north side.
Where was IDOT.
This reminds me of the unlicensed teens in Aurora who just took Dad's car and went off the road at high speed, shattered the curb, went up a hill, lopped three or four trees, and smashed into an occupied house in the middle of the night, totaling the car parked in the built-in garage.
By the time they buried the one who hadn't been wearing his seat belt, the story had morphed into "They hit a garage."
A lot of the time, you honestly have to wonder of the media, "What skin is it off your nose" to report something straight?

It's like everybody involved used up their nine lives at the same time.
Why does the sentence affect the amt. Of the civil suit?
A tool that killed innocent people Fuk the Clouted!
That car was not stalled. It was stopped on the expressway with the lights off so the two occupants could spray graffiti
THET DESERVED TO DIE FROM A DRUNK SHIT BAG CLOUT DEC Nice!!
Happy Holidays to you too
"...stalled car..."
Right. Ran good enough to get them to the spot, huh?
Did they have scaffolding with them this time? I mean...
"...two men burning to death..."
Weren't there some photos of all the blackened, blown-out cans of high-flammable spray paint filling the back of that car?
Extremely unlikely that even one can was paid for, either.
The property owners ever sue the "estates" here for the tens of thousands of dollars worth of damage?
No angels anywhere in this case.
But for the grace of god this could have been anyone of us. My prayers go out to Joe for the days that lay ahead.
*WTF We all Coppers drink and drive kill and abuse our office? Your sad and warped!
Wait till civil trial begins. "The code of silence will return" Attorneys for both victim's took lots of notes. Judge even admitted that in his opinion Joe was responsible on both cases. Thanks to female Sgt. The P.O.s from 9 and ISP testified and Joe didn't even care.
Driving is tough enough even when you are as sober as a judge. Drink and drive? No way! Take your liquor home and drink there. Also, there are too many police parties which only encourages drunken driving.Cut way down on these police drinking parties.
Many of us are lucky we that a similar tragedy never occurred to us. That being said, I grew up quick and knocked that knocked that stupid stuff off pretty soon after getting on the job. I didn't need help doing it, I just know right from wrong.
If you have a problem, get help. If you see a problem, force help upon them. It may not work, but if it does, you saved a life; maybe theirs or maybe that of someone else.
The same goes for corrupt activities. Don't ignore it and try to turn your back, just so you don't have to be a "rat.". If you do, you might end up being complicit in the act. Doing that just might make you a co-conspirator. Enough is enough.
Now that does not mean you have to hammer everyone you stop for being late on a red, including police. After all, we give breaks (i.e. use discretion) with/to all kinds of people. Let the attitude and the seriousness of the situation dictate your response.
I worked part-time in an affluent suburb while on the job at CPD and I stopped about 10 to 15 cars per shift (radar is nice.) I averaged two tickets per shift, the rest were verbal warnings. The only copper I ever stopped was CPD (two-years on the job, hairgel) and the attitude he gave me was beyond belief. Said I didn't know what "being the police" meant, and I should go on a ride-along with real police, etc. Then I showed him my CPD sergeant's star and told him this part-time job pays my mortgage and perhaps I would go on that ride-along to perhaps help him mature. I watched him turn from tough-guy to an apologetic weasel in about 1.2 seconds. Yes I gave him a break; bot because he was the police, but because he nearly cried.
Stay safe...
Not tagging the wall, tagging the green 18th Street (Highway exit) sign. Quite a challenging "BOMB" (graffiti hit), since that sign can only be accessed by climbing up the pole from road level, and the road is elevated there. A much harder "BOMB" than the below link. Still, everyone involved was drunk, yeah, dead guys too. And everyone lost everything.
http://www.youtube.com/watch?v=r38EHOjh_co&feature=related
I know Joe, he got a break the other two DUIs and didnt learn his lesson. Now two kids are dead, regardless of what they were doing Joe was fuckin' hammered, AGAIN and driving. But I guess because he's the police that makes it ok.
My prayers go out to Joe for the days that lay ahead
-He gets what he deserves JUSTICE
Any of you who say "It was an honest mistake" Or just a mistake ... Bullshit! I have been a police officer for almost 20 years and I have NEVER made this "mistake" You people are playing up to this guy like he did something "ok"... It was NOT OK... He did something FUCKING STUPID, Plain and simple. He deserves to be in prison.. Those kids could have been YOUR kids or my kids.. regardless of what they were or were not doing.. doesn't change the fact that 2 people are dead because of a drunks actions. He is an adult and a Chicago police detective who is held to a higher standard and must be responsible... It seems we just never fucking learn. When are we ever going to learn and stop fucking up?? We are the laughing stock of law enforcement. Abbate, drunks, dope dealers what the fuck!!?? I didn't sign up for this shit did you people? Did you sign up to be a shameful police officer..who is laughed at and looked upon as corrupt or disgraceful? I didn't and if you did then get the fuck off this job because you will be next. Fuck any of you pricks who are going to tell me I'm a jagoff for my opinion..It's high time we tightened our shit up and stopped fucking up and play the game straight like the fucking adults we are supposed to be. For Christ sake.. we are police officers and carry guns.... it's not ok to drink and drive, it's not ok to beat bar tenders, it's not ok to take payoffs from tow drivers, it's not ok to deal dope, it's not ok to steal shit from other people... Get this thru your thick skulls... YOU ARE THE POLICE. If you do these things I will be the first in line to lock YOUR ASS UP. Use your fucking brains.

He may have got 8 years, but we all know he will do 3 maybe 4 at the most. Not very much for what he did, but it's normal for crook county Illinois.
so the 2 young men were doing graffiti which most of us hate to see and pay for removal...but would you even think that is an ok reason to be "triple the legal limit" drunk and plow into their car....what if that was your son and nephew pulled over to the wall on the expressway because of car trouble and just waiting for help...how would you feel about your fellow officer speeding and drunk leaving the traffic lanes and plowing into them causing death. well I am an officer and a mom and i feel the parents anguish and anger is very justified ...esp since this was the third dui incident actually known for this alcoholic officer, stop making excuses and don t bring god into the story, this was an wanton act of evil...Dave S and others clearly need to soul search a little harder. the victims could be your own loved ones next time this type dui accident occurs.

The aboved mentioned fatal accident occurred over 3 1/2 years ago. Tragic and totally avoidable. 8 Years in prison is a light sentence, in my opinion. In addition, the CPD kept this habitual drunk and merit promoted det. on the payroll all of this time, until he reached his 20 years, so he could collect a pension when he turns 50 years old. The city that works for some, if you're the right complection with the right connections.

He resigned before the conviction so he could pull out his pension contribution to pay his attorneys. In this city all complections get preferential treatment if they have connections.

I'm not an Obama reader but your comment shows the attitude and denial of a drunk. He killed two people while driving his vehicle drunk. That's a crime. There are some gang bangers who have not killed people. Cop or not he is only a man and a man can get punished for his crime. He was NOT a normal law abiding citizen in the fact that he would consistently drink and drive. Us sober people understand this. If he had killed my family the only safe place for him would be jail. ANYONE who thinks his punishment is harsh should become an elected official and attempt to change the law about driving drunk and make it less important. Lol HA! Yeah that's a good one you drunk loser. Joseph Frugoli is a loser, criminal, and will be for the rest of his life. He may have got 8 years, but we all know he will do 3 maybe 4 at the most. Not very much for what he did, but it's normal for crook county Illinois.
If you ever actually locked someone up and went to court you might have an idea about sentencing.
He has to do 85% of the seven years and 50% of the one year sentence.
Try doing your job sometime. You might learn something. Douche.
Here in lies the real tragedy to this and the rest of the way past stupid shit that has happened in the last 2 weeks or so.
Remember when someone, any one said the were a cop and CPD and that would envoke a certain amount of respect, now why would anyone disclose that info, look at all the negative shit you have to answer for so now if you have time on or not your job and it's level of respect has been chopped down to a punch line of some sick joke.
Thanks so much for those certain few that have take a career of service and something to be proud of and turned into a such a sick fuckin joke..........
The facts are the facts. All involved here repeatedly committed crimes. All were protected and enabled and encouraged, and the ending was one crime in progress colliding with another crime in progress.
"Nothing good happens after midnight."
------------
You are retarded.
I have never been arrested for DUI.
I have never killed a person.
I still have my job.

Boy do you sound like one big a-hole, know it all clown! What does doing my job have to do with knowing when bad guys get released from prison? So I take it you monitor the release dates on everyone you locked up? You have so real anger issues to respond in such an immature way. You must be a real treat to work with.

You are not too bright. This guy was way over the legal limit. And just because people drink it does not mean that they are going to drive and kill two people.

Listen Mr. Maturity. You made the statement that he would only do four years. You expresses it in a way that you "knew" this to be the case. That would make you the one who "knows" everything about, ha ha, crook county. I get it.
I don't monitor when these shitbags get released, but I know a little about what kind of time they are supposed to do.
Now go back to doing whatever very little it is you do.

This link is better, just North of the crash scene at 18th Street.
(3:28 minute mark)
As a gangbanger and tagger, I feel that justice was served. Thanks to all the holier then thou cops that posted on here condemning this detective.
You are right. Imagine if your mom or dad had stopped on the expressway to do some tagging, maybe draw a picture of mickey mouse throwing up a sign, and then they got creamed? No more spray paint cans for the holidays. That wouldn't be cool joe.
You don't have to blow over the limit to be charged with dui...
So True... all the people saying NEVER.... too much. Even two drinks might make you legally drunk then what?
Spoken like a typical cop who knows nothing about making DUI arrests. You'd need about 6 drinks to just pass the .08 mark. Two drinks would only put you in the .01 range. Even if your bartender was generous with the pour on those two drinks, you'd still only be about .05. You can be convicted of DUI for being under .08, but it's not very likely.

OCD for nearly 16 years now and I have enough experience to know the time given is not the time served. Not even close. Because it's on the books doesn't mean it happens once it leaves the courts. All kinds of deals can be cut for early release. Start paying attention to your cases, listen, learn, and grow up. Now go back and brag to all your fellow soft friends on how much you know. I'm assuming you work in the CAPS office because you act like it.
Don't know how you all think this guy was a good guy.... He wasn't .... He was an arrogant punk before this tragedy. A big mouth with all his bullshit clout stories. Him and his little bullshit drunk little sidekick who tells everyone that he didn't actually walk away... He was confused!!! Right....
