Bad Idea Resurfaces

Yesterday we asked why a convicted felon served less than one-third of his sentence and ended up released to rob, shoot, and leave his victim in a vegetative state.

Get ready to see a lot more of that:
  • Illinois prisons are preparing to introduce a more restrictive early-release program to replace one that was halted three years ago amid public outcry over inmates serving just fractions of their sentences.

    Democratic Gov. Pat Quinn shut down the former program after The Associated Press reported that 1,745 inmates -- some convicted of violent crimes -- had been released within weeks or even days of their arrival at the penitentiary.

    The end of the program caused the prison population to swell by more than 4,000 inmates, and there are now more than 49,000 people in prisons designed to hold 33,000. The new program is aimed at easing the problem, the way early-out programs were previously used for decades to manage the population.

    But unlike in the old program, inmates must serve at least 60 days of their sentence before being released. The new law also allows the prison director to decide early release eligibility on a range of factors, including a past record of violence, something the department had said court rulings previously prohibited.

    The Illinois Department of Corrections has started reviewing records of potentially eligible inmates.
So since Quinn is shutting perfectly serviceable prisons in an effort to not hire prison guards, he claims the remaining prisons are "overcrowded" (artificially of course), and what was a bad idea three years ago, becomes resurrected.

Sixty days in prison? Ooooo, that'll deter crime.  We recall a rather significant upsurge in violent and property crimes three years ago before anyone put two and two together and the program was derailed.  And don't even think of asking for a gun to defend yourselves, your homes, or your loved ones from this disaster-in-the-making.

I forget the magic number -- 45 days? 60 days? or something close. That was simply the minimum time it took for the IDOC to get its money for a new inmate, the absolute minimum time someone would have to stay.

"Early release" rumors are an endless part of the gossip mill at all times, but it's obvious that they are really implementing it more and more.

Speaking of bad ideas, why is it that "supervisors" in the 011th District are permitted to use the Performance Recognition System to enact discipline? You have a 3rd watch Sgt (T/S) using it to call out officers and fronting out lieutenants by name. Then the egomaniac day lieutenant slandering officers and urging Sgts to make all sorts of entries into the system so he can use it to fuck with car assignments. Must be a lack of command supervision in Fillmo'

All this was not taught at the academy yet we put more of an emphasis on the bullshit. Quinn and Preckwinkle have no room in the jails and with Rahm trying to put more people away it's busting out their budgets.

So Quinn cranks up the early release program again.

It's like hearing Gary talk about major busts that conjures up images for the genera public of the bad guys being taken off the streets.

However there is no coverage on how quickly they are let back out on the streets on a daily basis, charges refused, downgraded, or plea bargained.

Nope, reporting on that stuff would ruin the image that things are working.

We have no money for the jails.

Sorry Rahm blew it on $55 million dollar memorial park tributes to the prior Queen. Blew it on hundred thousand dollar per mile bike paths and corporate tax breaks.

So Chicago, you'll just have to deal with the raging gun battles, CTA apple picking, cab driver strangling robberies, hair salon holdups, and general mobbing.

Crime is down when you have scores of bodyguards and city security cams around your house. What you don't have them? The mayor and aldermen do don't they? Living in a different world they are.

With Chicago being the sanctuary city and all I would be surprised that the system could handle all those new applicants. We're are being flooded right?

They spent 140 million dollars of taxpayer money to build Thomson correctional about 10 years ago in Carol County, yet they never allocated funds to operate it. They never utilized any of the 2000 maximum security cells and used just a few of the minimum security beds so some transferred in trustees could help mow the grass and keep the place up. Some how crime must be down and we don't need more prison space, yer we do need more gun laws, hmm typical liberal bullshit.

If people actually knew just how hard it is and how many bad things they have to do to finally get housed in cook county, Illinois, they would reslly be amazed and scared!!! They just don't want to hear it or vote on it..... Than they allow the good reverands to go inside the jails to preach to the poor misguided political prisoners. I'm still amazed that no one will call them on that!

We who live in Chicago fail to realize that there is another Illinois, and it is the Illinois that controls the prisons. To the Prison Executives in "ViEna" Chicago is a toilet bowl and these prisoners are it's content. So putting that which spilled out of the bowl back in the bowl is appropriate. These mopes live in Hooterville and seldom go north of Springfield, so sending deranged violent offenders back to the streets of Chicago presents no threat to them. Remember, you never hear of these released psychos doing bad things anywhere but Chicago.

On the news last night in AZ they showed the "Vacancy" sign. Since it was going to be below freezing he served them warm soup.

Also impressive are the Sheriff’s get tough policies. For example, he banned smoking, coffee, movies, pornographic magazines, and unrestricted TV in all jails. He has the cheapest meals in the U.S. too. The average meal costs between 15 and 40 cents, and inmates are fed only twice daily, to cut the labor costs of meal delivery. He even stopped serving them salt and pepper to save tax payers $20,000 a year.

Ill never forget the time we caught a guy on parole for MURDER w about 4 grams of blows. A few months later i get a letter from the state. Plea of guilty....sentence PROBATION! and my mouth hit the floor. Only in the most corrupt city in the most corrupt county in the most currupt state in the nation can a guy be on probation and parole at the same time.....and fomurderno less.

The solution seems simple to me, build more prisons! But that makes way too much sense. Lets complain about the violence but then let all the criminals out of prison. Then we'll ear mark a few more million to useless community organizations and not hold them accountable.

there is only so much space in the prisons. somehow you have to ration how you use that space. my guess would be that one of the ways the state rations that space is by telling counties with large numbers of criminals like Cook, to limit how many prisoners are sent to IDOC.

Obviously they cannot do this above board, but in a wink and nod kind of way they almost have to or the prison system would be full just from Cook County.

The state really needs to look at finding some way to deal with the prisoner population or they are going to have very serious problems long term. Building more prisons just does not solve the problem.

That's why I wish any lawyers out there would reach out to the CPD Memorial Fund and start encouraging families of officers killed to start suing the Parole Board, the Director of IDOC, the Gov. And the individual parole agents just like we get sued.

I respond to these once in a while. I should keep a form letter to use.

Endlessly repeated childish fantasies, "weld the prisoners into steel boxes with lions and tigers and then heat them to a million degrees and shake them."

Pulling the wings off flies and other such behavior should drop off after age nine or so, but it doesn't seem to.

There is always one.

Sure, we can sustain minimum 2-3 COs to move one shackled inmate 30 feet to take a shower or do the smallest things, "no movement" security 24/7/365 on -- 45,000? -- inmates.

Like people who actually knew Tamms and places like it say, "You can't improve your behavior because no behavior is permitted." It is not Vo-Tech. It is the end of the line.

There are enough genuinely insane and extremely dangerous people in there already. One guy in your "Tamms" got there by hacking up a real sweet lady civilian employee in dietary at the much better place where he had been housed. He had been making salad with that knife for a little while, and she let her guard down -- once. She sang in the church choir where she lived hear there. Kindhearted.

Another one got there because he wanted to kill another inmate, and like a giant rat he tunneled right through two concrete cell walls to do it.

There is not enough maximum-security space for these -- and you want to put every bad-check writer and shoplifter, every "obstructing justice" for mouthing at the cop arresting his brother, behind a multi-thousand-dollar triple-thick plastic spit shield and heat him up and mess with him until you can't turn your back on him?

The staff wants to get through the day.

Surely someone who has been through IDOC "five times" knows that every place like Tamms has a minimum-security unit to provide a work force. Want to lock them down and hire 200-400 additional state employees per prison, just to keep the floors mopped?

Stop inmates from filling sandbags when it floods, stop them clearing storm damage, fallen trees and stuff -- have you ever been out of Chicago, or are you even in this country?

...then you know that you slept maybe 90 minutes, in three or four pieces, through six counts a day, in an overcrowded pressure cooker of unending conflict, bullshit, hassles, threats, racial hatred, gang problems, sick games, sex perversion, and serious physical danger.

...and that's only Level Seven.

These places often make the staff crazier than the inmates. Talk about divorce and DUI as occupational hazards. Phone poles for 30 miles around aren't safe.

This is a first in my book. Someone who has been through this even once on either side of the do' -- let alone "five times" behind it -- is the unlikeliest person in the world to be found agitating against inmates being able to buy a chapstick or a deck of cards with the $35.00? a month they are given for fixing roads, cleaning toilets, and similar.

Honestly I think this shows how governments manipulate so much in order to look good while actually being awfully bad and get some graft in the bargain.

Like Mexico they keep citizens from having a weapon yet actually release dangerous people from jail, in this case just to balance the budget without hurting welfare recipients that vote for them.

And when people start crying about the thugs on the street they will pony up GUN CONTROL (as if Illinois in general and Chicago in particular doesn't have alot of that.)

Come to think of it, in Vietnam the VC had guns, Army had guns, but civilians had nada. Mexico to. And so that explains quite alot.

And just think - a couple days ago we had a downstate county come out to our district and pick up dude wanted on a child support warrant.

Bond was $1000 "C" bond (not "D", mind you), which of course he couldn't post. At least some counties in this state still believe in justice.

SORT is careful about that. Had problems before. Rolling block on entrance ramps for quite a ways. Chase car didn't do anything?

I'm not sure, but I seem to remember "61 days" as a minimum stay for accounting purposes.
