It's Baaaaaaack


  • Calling community policing done right a “force multiplier,” Mayor Rahm Emanuel and Police Supt. Garry McCarthy tried Tuesday to breathe new life into Chicago’s once-vibrant, but now stagnant, CAPS program.

    The plan to move 50 community policing employees from police headquarters to districts and place the entire program in the hands of Chief of Patrol Joe Patterson follows through on promises made in the mayor’s 2013 budget address.


  • Instead of dictating “cookie-cutter” CAPS programs from downtown, district commanders will customize programs to attack local problems, foster relationships with residents and businesses using social media, and be held accountable under the CompStat evaluation system used to hold everybody else’s feet to the fire.

    Every district will be assigned a CAPS sergeant and two police officers along with a community organizer and access to a youth service provider and area coordinator. Four citywide coordinators will oversee community policing programs with a particular focus on seniors, youth, domestic violence and victims assistance.

    Every police officer will be trained in community policing strategies, including “procedural justice and police legitimacy,” with 2,500 officers and 400 recruits trained already.

Ah yes, "legitimacy" training. What a waste of 8-hours this shit was.  The training that has instructors telling veteran police officers that "gang bangers are people, too, just misunderstood" and just ignore the fact that they bring mayhem, gunfire and death to the communities they populate, not to mention the attacks on police and crime creeping into formerly safe neighborhoods. And the "reverends" who preach from storefronts (and St. Sabina's) while driving Bentleys, Benzes and Cadillacs with vanity plates while dictating policy and police commander assignments are deserving of our respect instead of contempt.

Oh, and you'll do it all for free - and like it!
  • On Tuesday, Emanuel and McCarthy acknowledged that they are not increasing the community policing budget, nor are they restoring overtime to attend beat meetings and CAPS events.

    “Why should we be paying officers overtime to do their job?” the superintendent said.
So we guess once again, two thirds of the watches won't be attending these meetings that only turned out to be "bitch at the police" sessions while failing to take any responsibility doe their own communities and the spawn they "raised.

theres a multitude of reasons why you ass!!! just to name but a few , if anything just one, like I/we dont work for free, and if you want us to attend a "beat meeting" during our "off duty" time then i should be compensated- common sense numbnuts!! that is of course unless you give all of us a really nice hefty raise in that it would make us really happy to attend, but then again, with all the rising cost of gas, taxes,having to live in the city because we work here etc; etc; NOT ENOUGH $$ would make go for free.

in my district the "caps" people are a bunch of do nothing pooches--- it is comical going to these caps meetings and listening to these "experts" telling people how to avoid becoming the victim of a burglary and they have never made a burglary pinch or any other felony pinch in their career---- get rid of caps and put all these scaredy cats on the street where their expertise can be put to good use--- yes, I know it hurts, but bye bye to your 4 hour shifts and hello to having to pull your cuffs out of your cuff case....

There were just too many good points in this thread to cut and paste and respond to individually, so here goes a general retort to this latest bullshit.

Dear Tiny Dancer and McPuppet:

I am just one of many officers who will simply go thru the motions associated with these latest lessons in futility. A day at the Academy having some 5 year wonder (whose ass hasn't seen the seat of a squad car since their probation ended) telling me that gang-banging savages with upteen felony convictions command my respect? How about "Hell. Fucking. No" as I motion the universal sign for "handjob" simultaneously?

CAPS/Community Policing as a whole has proven to be a dismal failure with very few exceptions. And these exceptions sprout in the few remaining areas that actually appreciate the police. Not the areas where we're motherfucked because "y'all don't take dis long to show up where y'all live" or areas where black officers are demanded to respond to the never ending, ghettofabulous, alcohol and ignorance-fueled domestic...for the 6th time that week.

The CAPS program consists of smoke and mirrors...and lots of money spent on pacifying the natives. Summer cookouts, "We Call Police" signs for windows, block parties and Christmas presents for kids whose Mamas had plenty of loot for 40s and crack rocks but not for Lil Man's winter coat are just a few things that come to mind.

The Community Policing program also benefitted the chosen few CPD employees: Bossholes hid their favorite pin cushions in the CAPS office, where Monday thru Friday 6 hour days are the norm. And overtime was as abundant as lost kids at Bud Billiken once the summer weekend programs got underway. Where else could a newly minted sergeant with just 7 or 8 total years on the job accumulate close to 2000 hours on the books, half of those hours while the CAPS supervisor for 2 years?

Then there's the issue of disproportionate resources allocated from district to district. Is every district going to receive the same amount of programs, meetings and goodies that are earmarked for the clowns in 007 or 015? Doubt it. I may start paying a bit more attention to the extracurricular needs of the ghetto dwellers when MY neighborhood sees an increase in patrol, crime fighting strategies and CAPS-initiated programs.

Why if I didn't know any better, I'd say CAPS is a racist and prejudicial program - only not racist and prejudicial in the way we're all used to hearing.

Caps is bullsh!%.I came out of one of the prototype districts back in the early 90 s.Last year i asked my commander if we could go back to our old starting times since i was having a problem with homeless in my area. According to CAPS he was suppose to give me whatever tools to solve my problem.Now this was after i first went to sgts, then left TO/FROM.....well needless to say he was more concerned asto why i didn t ask the LOU first and shot my request down...got blackballed after that for being a trouble maker.....so now i dont give a crap about my area and give him zeros..

The effing money is available. Hire, train, and deploy more sworn Police Officers and lift the restraints so they can do their job without the state's attorney's office or some ambulance chaser lawyer lurking over their shoulder to sue them when they have to pop a cap in a banger or dope sellers behing. It seems that the mayor and his chief of police don't give a rat's behind about their police dept. And if this a matter of perception, why would the animals, I mean public ?

Legitimacy Training is a form of justifying the illegal and anti-social conduct of fringe memebers of a community, Gang Members. This misunderstanding of reality has been coming for several years. I first noted it some years ago when we were told everyone deserves "respect". Prior to that respect was earned, but now just being alive warrants respect. This Rooftop Revrun, Corey Brooks, was recently in the running for the vacated seat of the criminal Jesse Jackass Junior's U.S. House seat, along with other stellar criminals such as the convicted pedophile Mel Reynolds, and recently indicted State Senator Donne Trotter.

Now given the fact that this so called community can elect a known philanderer and thief while he was a no show at work for months while dodging ethics charges and a federal investigation, as well as electing an indicted and disgraced Derrick Smith, who won with a 63% landslide after being expelled from the House by his fellow thieving democrats, we should not be surprised that any of the criminal element would lend a hand to other criminals.

We should not be surprised, but we should be shocked, ashamed and deeply concerned. If entire communities on the South and West Side of Chicago are electing KNOWN criminals, then they are nearly completely criminal communities who are a danger to our Republic, our liberties and our American way of life.

Perhaps it is time to separate the classes. The criminal class can have one section, and those who choose to work and live as free Americans can have their own space, free of the parasitic hold of the freeloading criminals and their "community organizing" schemes.

I was at the legitimacy training. The guys teaching the class may not have been old timers, but did have some time on the job. At no time did they communicate to us that we should respect a thug. The class simply reiterated what most working cops already know, how to talk to people. From many of the comments that I've read, it's obvious that most of it's detractors didn't even attend the class.

McCarthy's comments about overtime reveal his true ignorance.

Cops were not paid OT to go a beat meeting while on duty. The 1st watch guys were paid to drive to a beat meeting while off duty, so the residents could address problems that occur at night.

So, will McMoron hold beat meetings at 12am?

But, take notice that this character defect will be McCarthy's downfall. Imagine making a major policy change, telling the mayor, getting a bunch of guns together and calling a press conference without even thinking through step 1: Who the fuck is going to meet with the residents about nighttime problems?

McCarthy's character defect is that he's all flash and no cash. He doesn't have the slightest idea what to do next, so naturally he's going to make a bunch of changes in the next two months and tell the press about every single change.

McCarthy is doing what no superintendent has ever done in any city in the country. He's owning the crime. Every press conference sinks him deeper. In the end, we will no doubt beat last years' numbers, which really weren't that bad.

McCarthy is gone by August.

I just completed the eight hour Legitimacy training. During one of the modules, they played a video on the history of policing. Midway trough it, it starts talking about the founding of the KKK and talks of how membership reached its peak in the 1920s. Then it shows pictures of blacks being lynched in the South. Then the videos says it was done under the watch of the police and says those men standing by the lynched were probably the police. Then it puts up pictures of blacks during the civil rights movement being hosed down with water cannons and attacked by dogs. This attempt at teaching actually made me embarrassed being a Chicago police officer

Caps is Dead!!!! There are not enough officers to concentrate on problems in certain neighborhoods. Officers are now paper jockeys running from call to call. To make matters worse there is no continuity when it comes to assigning officers to beat cars let alone not enough of those officers to man rapid response cars. What everyone should be asking is where is all the money in the police budget going? We are at a all time low staffing levels as well as equipment levels so there should be a surplus of funds. The Department has for your information depleted our vehicles and don't be fooled by the small and I mean small amount they purchased. I am tired of the excuse of "tough economic times" which is the answer to all their poor planning and management of budgets. The surplus of Nato funds should be put into the pension as well and purchasing new equipment. These funds should NOT be used for the park district (for all the taxpayer that own homes) is most of your tax bill next to CPS. We need to hold the people who represent us more accountable for their actions. So far it seems they do whatever they want and we suffer for it.

The class simply reiterated what most working cops already know, how to talk to people. I don't know anything about the "old" 12th district people, but the CAPS Sgt from Wood Street is a former street sgt. who veteran cops respected when he in a squad. Same with citizens now. CAPS was very active in 13 and actually has worked in solving keeping the shitheads out of our area.

Does CAPS work in the gehtto districts, I highly doubt it. But in areas where taxpayers and cops work together, like 13, we really see benefits. But then we respect our cops and treat them respectfully.

The videos showed police stopping senior citizens, rabbis, or in other words normal people. Who stops those people, I sure dont. Videos need to be made of coppers stopping gangbangers and shitheads with the " why the fuck you stopping me type attitudes. Thats more realistic and those are the people that beef the most. The class is a waste of time. If you need to know how to talk to normal people on this job, you shouldnt be on the job.

I had to think up ways to spend money for the 20,000 dollars in Allstate grants we received.. ordered bullshit stuff for seniors and people at the caps meetings, same people month after month , year after year getting the crappy window locks, pressure bars for the door and some crap they can wear around their neck to put their money in.. caps office should be manned by civilians or retired police officers. the people in that office are the biggest dogs and primadonnas and being taken care of because who they sleep with... sorry it's the truth and you know who I'm talking about... yes I mean you !

(Reuters) - Vice President Joe Biden said on Wednesday the White House is determined to act quickly to curb gun violence and will explore all avenues - including executive orders that would not require approval by Congress - to try to prevent incidents like last month's massacre at a Connecticut school.

Kicking off a series of meetings on gun violence, Biden said the administration would work with gun-control advocates and gun-rights supporters to build a consensus on restrictions. But he made clear that President Barack Obama is prepared to act on his own if necessary.

"We are not going to get caught up in the notion that unless we can do everything, we're going to do nothing. It's critically important that we act," said Biden, who will meet on Thursday with pro-gun groups including the National Rifle Association, which claims 4 million members and is the gun lobby's most powerful organization.

Biden, whose panel was formed after 20 schoolchildren and six adults were killed on December 14 by a gunman at an elementary school in Newtown, Connecticut, has been ordered by Obama to come up with policy proposals on guns by the end of January.

The vice president said there was a consensus on "three or four or five" steps regarding gun safety, but did not specify what they were.

"There are executive orders, executive action that can be taken. We haven't decided what that is yet," Biden said, adding that Obama is conferring with Attorney General Eric Holder on potential action.

Biden's group is expected to recommend to Congress the reinstatement of an assault weapons ban that expired in 2004.

The Washington Post has reported the group also will ask Congress for broad restrictions that include tracking the sale and movement of weapons via a national database, and stiffer checks on the mental health of prospective gun buyers.

During his daily briefing, White House spokesman Jay Carney declined to discuss any action Obama might take on his own on guns. "Those decisions haven't been made," Carney said...

good point , civilians or retired police officers should be hired for caps , not full duty police officers and a sgt making $100 k a year . Let the XO supervise the civilians or retired police officers . I think an xo could handle it .

Who is the 2nd Watch LT. in 11, that thinks driving a truck is simple, maybe pick-up trucks but ask him if he can drive a big truck that is about 70 feet long, ask him how to make a right turn in the city of chicago, or clear a viaduct with a 13'6" 53 foot trailer. Two comments that need to be addressed:

I was at the legitimacy training. The guys teaching the class may not have been old timers, but did have some time on the job. At no time did they communicate to us that we should respect a thug. The class simply reiterated what most working cops already know, how to talk to people. From many of the comments that I've read, it's obvious that most of it's detractors didn't even attend the class.

Had to go to the legitimacy yesterday and wow are they drinking the kool aid, told us the blog is giving out misinformation. In a nutshell respect everyone, kiss babies and win the hearts and minds of the ghetto communities.


Don't know which class you attended or what they've changed since the beginning, but when we went, there were two captains, half a dozen lieutenants and a passel of sergeants along with us lowly blue shirts and they most definitely did say thugs "deserved" respect and the bosses there just ripped the instructors apart. They had to spend at least 30 minutes backtracking, "We didn't mean...." It was fucking embarrassing. You know they went back to the drawing board after that debacle, but the damage had been done, as they told roll calls and more than a few comments on the blog. The blog got it right from day one, if they changed the training message, it was because of the beating they took here, therefore you should be praising the blog for calling out their bullshit

A federal judge in New York has struck down new Yorkshire stop and frisk practice calling it illegal. The judge ordered all stop and frisks to end immediately. According to legal experts this WILL spread now to major cities across the United States and many of the federal courts will have no choice except to follow the opinion of the judge which will result in all stop and frisks becoming a violation of civil rights. Stay tuned because this will have huge legal and civil ramifications across the country in the next few years as I'm sure many of these cases will end up in the United States Supreme Court. The experts also contend that if the issue were to go to the Supreme Court in the near future the stop and frisk ban would be upheld 5-4 making them illegal. This country is going down in flames

They've tried so many new imitatives, new plans, funny ways to count, compstat, accountability, missions, special units, get rid of special units, put coppers into districts, get em out of offices, 1000 more coppers that weren't really new, put in cameras, make commanders, dump commanders, kiss up to reverends, give money to cease fire, and who knows what the fuck else. They've tried everything, nothing has (or will work) so go back to square one.

I know what we need...white seams on our pants. And white hats for some officers. Yea, that's it.

These problems have been going on for 50 yrs or more in these areas and you're gonna says it's the beat car's fault for not getting involved in the community?! Sociologists, politicians, community activists, religious leaders and the residents of these areas haven't been able to solve the problems for decades. But it's the dogs on beat cars who serve a community that doesn't like them, want them, or respect them, that's to blame. You are a complete douchebag.

I just completed the eight hour Legitimacy training. During one of the modules, they played a video on the history of policing. Midway trough it, it starts talking about the founding of the KKK and talks of how membership reached its peak in the 1920s. Then it shows pictures of blacks being lynched in the South. Then the videos says it was done under the watch of the police and says those men standing by the lynched were probably the police. Then it puts up pictures of blacks during the civil rights movement being hosed down with water cannons and attacked by dogs. This attempt at teaching actually made me embarrassed being a Chicago police officer

This a perceptive point. The instructors at the academy are not qualified (nor able to) teach someone how to mop a floor. Some are so dumb that simple concepts are way too advanced for them. And these are the ones who have master's degrees. Yes. This means that the instructors without degrees are a bigger joke.

While I'm quite sure that his poster was joking, I'll address this anyway.

It's only an hour of my time...plus travel time. That quickly becomes three hours total.
This cuts into my family time and time I'm spending getting an education so when I retire and the house of cards that they've let the pension system become fails, I'll have some means of feeding myself.

Oh, and assuming I'm on my way to a beat meeting for free and I'm involved in a traffic crash, will I be carried IOD or will I be on my own?

Pride? I'm still proud every time I put on my uniform & roll out of the lot onto the street. I don't need a meeting to show myself off.

Accountability? That word is meaningless on CPD.

I take neither credit nor blame for what happens on my beat. I do my job and go home. There are too many variables involved to blame the beat guy for what happens and worse comes to worse, what are they gonna do to me? Make me work midnights in the ghetto? I'm already there, dude.

As others have said on the blog before, we're merely an army of occupation in many districts. They don't want us there and we don't want to be there. It's just a job now.

The citizens weren't promised a rose garden, either. Just a $55 million Maggie Daley Park.

Not expect compensation??? You are either making a bad joke or you are as soft as puppy shit. Not in this lifetime will I put in three hours to go to a CAPS meeting and do it uncompensated. No way, no how. And I will NOT go with lots of PRIDE!

I will not be a party to breaking my own contract. Contract says I get paid for going to a CAPS meeting. So be it. No dough means no go.

About ten years ago, we used to eat lunch at Edwardo’s on Howard with two cops that were enthused about CAPS. They both told it “as it was” and wouldn’t have made excuses. So, I’m wondering why everyone dislikes the concept.

I'm a retired cop and I remember those days as well...and they were longer than 10 years ago. Fortunately, 24 had a great CAPS program and had commanders who were behind it. That was in the late 90's to the mid-2000's. After that it was all downhill although 24 is still a district that will support CAPS due to the strong CAPS foundation it has. As for Joe and Norm? Both were great coppers who were actually in Narcotics and chose to come to a district to get involved in CAPS. Unfortunately, Joe died a few years ago. Norm is happily retired though.

It was a telling moment. The Chicago Alternative Policing Strategy office is the one that's supposed to coordinate the department's efforts at community organizing and neighborhood crime prevention—the one whose budget has been cut from $9 million in 2000 to half that this year to nothing in 2013.

Yet McCarthy says that's all part of a new, "revitalized" approach to community policing in Chicago. He says it will put more patrol officers on the beat, empower block clubs to reclaim corners from drug dealers, and reduce gang violence—all without more police officers, which Mayor Rahm Emanuel once promised but McCarthy insists are unnecessary. The city can't afford them either, but McCarthy doesn't talk about that.

During a summer of high-profile shootings two years ago, Mayor Daley announced that he was recommitting to community policing. He tapped Holt to lead the effort. "I've told Ron CAPS must redouble its efforts to be an important catalyst," Daley said.

A few months after that declaration, Daley announced he wasn't running for reelection, then gutted the CAPS program, forcing officers to cut the frequency of meetings.

Since Mayor Rahm Emanuel brought McCarthy on board last year, Holt has been ignored and community policing has been an afterthought. Instead, McCarthy has focused on CompStat, his New York-imported system of holding police commanders accountable for reducing murders and shootings.

Everyone knows what's happened this year: for a host of complicated reasons, the city has suffered a jump in violence that made the national news. It also prompted usually pliant aldermen to ask for more police.

Seems to me CAPS was cut to get the budget passed by the city council and now it's right back in place so what kind of smoke and mirrors bullshit game is that? You know how much value and where the supers head is at when he can't even remember the guys name that was running it.

CAPS always had a better chance in a pretty north side district where the biggest problem was wine-heads in the park.

The good people in the real part of town didn't have the time to get involved in CAPS. They were just trying to survive.
