I don't know exctly what co-pay you are writing about but the City can do whatever they want with insurance since back in 1980 no one bothered to get it in our first contract. Therefore health insurance is not a contractual right. It is at the City's whim.

Read your packet. It has everything to do with Obamacare. Short of it: wellness covered 100%, lab contracted with city 100%, any other visits have co-pay for each visit instead of having to meet a deductible, and visit to specialist has co-pay instead of having to meet a deductible.
Dumb as First Deputy canceled everyone's personal days and we still blew up citywide. Why did I see a Chief in my District. What are they going to do but get in the way! That is no Morale booster for us, especially when we have to try and protect them too in the process, but oh I forget, he is exerting his power.

The $100.00 "co-pay" is for Hospital "In network" and "Outside Network" E.R. visits. NOT Doctor visits.

1. murder will be on pace with 2012 and then turn down slightly. We will end the year with less than 500 homicides. (Why? Weather will be normal for winter and spring with little snow but cold temperatures.)
2. other crimes will increase. (Why? District and area consolidations. Our districts are too big - we should have 28 districts, not 22; same for the areas, and there's not enough of dicks.)
3. clearances will tank (Why? See above: not enough dicks, too large detective areas and...too few E.T.s.)
4. McCarthy will stay (Why? He's the perfect scapegoat for Rahm.)

OT: The population in the USA was 311 million at the end of 2011. Assuming that there will always be a certain number of "wack jobs" out there, here is a distubing thought: if you use a conservative number of 2% (meaning that 98% of the population is "normal"), then 6 million people are liable to snap at any time.
Now take that same premise for Chicago. A population of 3 million people @ 2% = 60,000 people.
1% is 30,000 people. This is a scary, and probably, a very realistic number.
If you add the number of gang bangers, the disenfranchised, mentally ill and those that are just beyond pissed off, I'm sure that we're above that or very close.
How many sworn do we have?

But the CPD count may be "somewhat lower."

The usual big crowds (from the rich parts of Chicago, suburbs, out of town tourists and tourists from out of the country) would show up into the 1st and 18th districts. But this year there were not many of those fine citizens. Rather a bunch of promoters held parties and as usual fights, drunken fights, car crashes, and drama would break out. This city truly has gone to shit. I mean if the 1st and 18th districts have gone to the dogs then what does it mean for our city? Only time will tell if we will see a reversal of fortune or if we are headed the way of Detroit, Cleveland, Michigan, Ohio, etc....

As far as I can make it out, when you run 0110 in victim search for the year, the totals come out to 605 records. Of these 605, approx. 90 - 95 come off the total because they are muliple shooting victims with same RD# as homicide victim.
As far as I know, when a report comes back from the morgue, an 041A victim is re-classified as a 0110 victim. You can call it a Death Investigation, but when the ME's states it's a murder, oh well.
The numbers will continue to come in after the New Year. Probably around end of January. I didn't notice the arson victim on the list, so I think it will go up.
