Another Side Job for Cops

An interesting proposal, not too dissimilar from one proposed years ago for major sporting events being hosted in Chicago:
  • Ald. Brendan Reilly (42nd) has a plan to prevent a repeat of the ugly mob attacks that have plagued River North and downtown Chicago the past two summers: moonlighting, uniformed police officers paid for by local merchants.

    Reilly wants to let local chambers of commerce, business improvement districts and “special service area” taxing districts hire off-duty Chicago Police officers to supplement regular police patrols.

    Currently, Chicago Police officers are permitted to wear their uniforms only when they are working for the city or moonlighting for the CTA or Navy Pier.

    Reilly’s ordinance, quietly introduced at last week’s City Council meeting, would allow off-duty officers to wear their uniforms while being paid $30 an hour by local businesses to work a minimum of six-hour shifts.

    The arrangement would be open to commercial strips across the city. But it’s clearly timed to prevent a spring and summer rerun of the ugly mob attacks.

At least someone is thinking ahead.

We recall Daley killed a deal that was supposed to be modeled after Boston's program where major sporting venues hired off-duty cops through the FOP to run traffic control and security. Daley didn't want cops making money, so he created the TMA disaster to undercut the proposal. This is the reason why whenever Chicago teams are out of town, you have these political mopes "directing" at intersections controlled by traffic lights - after all, how many votes can a traffic signal deliver? And here you have a patronage army ready to screw up downtown foot, bike and vehicle traffic.

Thug sues city, store and cop, city says not our problem he's off duty, store says not our problem he's a city cop in uniform...stuck in the middle...

what about injuries, IOD or medical?

the hiring of more police?
One could argue the store owner is already paid for police through property and sales tax. If a business owner wanted to they could consider a firearms permit for business.I'm waiting for june 9th and see what happens and more have concealed carry

If police officers are interested, I think this is a great idea. The fact that the mayor and the chief are out of towners is never more apparent to me than when they just don't seem to get that their job 1 is to keep stuff like this from happening in historically low crime neighborhoods.

I am not a lawyer, but I guess that letting off duty cops wear a uniform, puts the city at risk of a lawsuit.

I have no problem with off-duty cops working security, but they should not be in uniform.

Will make the North Michigan Avenue Wilding Season a bit more interesting.

Tho I wouldn't want to be in the shoes of the first CCW holder that pops one of the AH's. Especially if the shooter is not a minority and the shootee is. Anita Alvarez is coming out of her panties with excitement at indicting the first CCW self-defense case in Crook County.

Perhaps the best plan if you do pop someone with your CCW permit is quietly and quickly leave the area.

To risk getting involved in something that has the potential to be newsworthy? Or something that'll be witnessed by liberals who'll beat a path to the media to say how quick you were to violate someone's rights?

To be second, third and fourth-guessed when you bust dudes face using "force necessary to effect the arrest"? To have the Rev'Runs toss the race card for discriminating against young black males?

It's funny to see how those that really don't care for the police to begin with are now clamoring to have them around to save their asses. What's not funny is that they have the audacity to put a price tag of 30 measly bucks an hour on your services. I wouldn't do that shit for double. This is another not-so-tacit admission that more police need to be hired.

So AlderAsshole Brendan Reilly thinks this is a good idea, huh? I think cutting the number of AlderAssholes in half is a good idea. And then cutting their full time salary for a part time job in half is a better idea.

This has been done down in New Orleans for many, many years. All the police officers on Bourbon St and the surrounding area are off-duty and paid by the businesses thru the city. This is a major secondary employment for the police to supplement the lousy wages they are paid.

I have mixed opinions about this. In New Orleans, the part time employers in the past have used their off duty hires to do their bidding. It seemd that once the "store" hired an off duty cop, that cop had more loyalty to the store than to the department. It was looked at as a legal way to further corruption and bribe the PO. (i.e. you dont do what I say, then you dont get part time employment....you lose your extra income...) Ya, I know, its obvious....

Anybody ever take a look at your current contract? The provision is already there. The ordinance to put into motion is already there. It,s called department procured outside employment. supposedly, the cmdr of special events wants nothing to do with it.

All it takes is for the city to put it into motion. This new hoopla is grandstanding by the aldercreature.

Hello guys and girls. Time to wake up. This is exactly how Boston operates. All off-duty security is done by uniformed coppers. This is exactly what FOP proposed and got in our last contract.

The city is always crying broke. Here's a chance for them to take their cut. Charge the business 45 or 50 an hour and pay the coppers 30. It's a win win for everyone.

Unfortunately, the city doesn't want to force anyone to pay the piper. Not good for the aldermen or mayor politically.

Just like with VRI, the scabs that opt to work this new thing will only be helping to support the mayor and superintendent's statements that we are fully staffed and don't need more police officers. And just what are you going to do by yourself when a roving pack of 30 suddenly come into your store and begin looting the shelves? I know, grab one and do a contact card and call the ad desk for an event number so you can still be eligible to work VRI.

Even CTA special employment is straight time and that's , depending on your seniority, the high $30's to low $40's per hour. They'd have to come up with a little more than $30 an hour!

Uniform or not, the people arrested will sue the polcie. Off-duty police officers working side jobs who make arrests are always going to be sued as police officers, because the plaintiffs' lawyers know that is where the real money is. Also, there is no doubt that the City will enter into an agreement with the merchants outlining exactly who will have to indemnify the officers in the event of a lawsuit. This sounds like a good deal for everyone, especially for off duty guys looking to make extra money.

I would think that some businesses that attract the younger more exuberant crowd might get "doormen" for security and will unlock and greet the customer at the door... High volume traffic will diminish, but until a solution is found, this might be a "stop gap" method to slow the youths down. Any storming of a store will cause employees to sound an alarm and call police. Hopefully some will get caught/hurt and although others will escape, they will find other places to terrorize. Unfortunately, they won't get any jail time, but they will be inconvenienced.

$30-per-hour? While having to wear the prescribed Clown Suit of the day? That's less than your straight pay for working CTA Special Enjoyment.

And I second what other posters lament: whose attorney am I calling when I get handed the civil suit from the Loevy Bros. because Joe says his busted ribs were courtesy of "Skurrity" at Crate & Barrel.

And screw Joe's alleged injuries. What if I get hurt in the performance of my duties? IOD? Methinks not. And isn't the City pushing for reduced medical time before forcing you out? Methinks so.

And hey, isn't the City also pushing to control the amount of hours we can work off duty? According to my Unit Rep: Tiny Dancer and the Department, via the contract negotiations this far, want to start enforcing the 20 hour/week rule for secondary emoyment. And they want something like 4-6 hours between leaving the PT and reporting for duty with CPD. On yeah, if they get their way, they'll also want to know who you'll be working for, when and where.

Seems odd that they'd want to place that many restrictions on your life outside the department when it comes to making money (let's not forget that pesky annual ethics statement, either)...until it benefits THEM. Then it's " Hey, we don't care how many days of VRI you work! Sure, work both your RDOs even though that's prohibited with other forms of Department Supplemental Employment! Yes, you can work every day of furlough!"

This city, and any agent thereof (like AlderCreatures, connected store owners, etcetera) that floats any idea or proposal in the policeman's direction should be considered suspect immediately and should be viewed as as tool to take advantage of you .

Here's a side job for retired officers:

Even though the two men puffing cigarettes in the cold and fidgeting with a broken bicycle didn't alarm registered nurse Beth Kairis, the two strangers bothered William Liva.

Rather than let Kairis enter the Gage Park brick bungalow alone, Liva, a stocky, retired policeman with short, gray hair and chiseled facial features, escorted her all the way into her patient's house and watched until she was tucked safely inside.

While Kairis tended to her patient, administering medications and taking blood for lab tests, Liva sat outside in the bitter sleet, watching the door and constantly checking his cellphone.

Liva works for a detective agency, and lately he works for Kairis as her personal bodyguard, protecting her from potential harm in the tough neighborhoods where she administers her care.

I'd be irate with the city if I were a business owner downtown. All the taxes paid into the system, and I'm still expected to hire additional police security as a part of my routine business just to keep my employees and customers safe?

This acknowledges that additional police need to be hired. My argument would be - that is what my taxes are for.

Who wants to work for $30.00 per hour when you can work special at time and one half, plus its only 6 hrs. When we started working the movie detail the old commander Flanagan swung a deal to have coppers work for 16.00 per hour, it is now up to $30 for PO's, 35 for SGTS. but alot of cities and suburbs make these folks pay prevailing rate. FUCK EM, They want us tyo be the police, pay us like the police !!!!!!!!

Please make sure the city is going to indemnify you in the event you are sued. The extra "scratch" isn't worth losing your home and assets while you spend time in federal courts.

I thought the same thing when I read this proposal. Those downtown stores pay TALL bank for rent and all the taxes and now they are supposed to come up for police protection? I'm no lawyer but that sure sounds like a tacit admission that CPD is not able to provide basic protection for those businesses.

As far as working it for 30.00? That's a personal decision but it seems to me that full police protection with arrest powers means full pay with indemnification. As someone mentioned in cities like Boston and Memphis the PO's get full pay and benefits. I also know that the Tinley Park guys who work at the world music theater or whatever they call is now get full pay, benefits and its pensionable.

Here is yet another round of PO's getting away from the Lunatic at the control of the 2nd watch. How many PO's and Sgt's have left the watch in the last year alone? Quite frankly I ahve lost count but more and more are going to bid out just to get away from his reach.

They allow Savannah, GA cops to moonlight this way, particularly on their most popular stretch on the waterfront, River Street.

No reason it couldn't work in Chicago, but more than likely you'd start seeing kickbacks and graft from commanders determining who would get these plum money jobs.

I worked for a suburb who had simliary program. While we paid 25 or 30 an hour, sometimes more for an establishment with a liquior license. The businesses had to pay slightly more in the form of false arrest insurance, indeminfication insurance, and a vehicle fee plus some extras depending on the situation. The "Bowling Alley" required four officer on a Fri or Sat. It was good gig and you were "covered" by the Village as an employee if anything happened. Even if an officer was injured, the Village never lost out financially nor did the officer, it was handeled like a real IOD. I came here to the City and saw how a guy bound by the rules and regulations had to file a grivence after taking "police action" while working CTA special. The arbitrator sided with the officer since he was working and required to wear the prescribed uniform and even if he was NOT the rules and regualations required him to take police action. I just hope the City takes the "right path" instead of their BS.

All kinds of problems with this plan the way the Aldercreature appears to have set it up.

Given the state laws regulating private security, the workers' compensation laws, and civil liability, likely the only correct way to do this is via hire back administered by the CPD. If the copper works this gig direct with the merchant group or for the chamber of commerce on his RDO he's in violation of state law unless he's a licensed security contractor or registered employee. If he's operating illegally, ANY insurance that might have his back is going to bail on him or his employer. God forbid he gets injured in that case since the merchant is going to say he's working for the PD (and point to his uniform) and the city is going to try to lay it back on the merchant since they are writing the check. End result he'll be twisting in the wind while they fight among themselves.

Better for the city to control it since they will wind up getting sued regardless if he's out there in uniform. They assign, they pay and everything is Kosher. The merchants or whomever write a check for an agreed upon amount to cover the PO's hourly and bennies.

But that would the be smart way, the right way, the legal way to do it. In Chicago? Not a chance

They'll just do it "their" way because "they" know best and, besides, when they have to write the check... it's other people's money. Meanwhile pity the copper caught in the middle.

Uniform or not, the people arrested will sue the polcie. Off-duty police officers working side jobs who make arrests are always going to be sued as police officers, because the plaintiffs' lawyers know that is where the real money is. Also, there is no doubt that the City will enter into an agreement with the merchants outlining exactly who will have to indemnify the officers in the event of a lawsuit. This sounds like a good deal for everyone, especially for off duty guys looking to make extra money.

You are rightr about the people wanting to sue the city because they have the money, but I can tell you one thing, if you are working off duty for a store or any establishment, the city tries and ias usually successful in bailing out of the lawsuit, saying it up to you and establishment that you are working for
Different is you are just off duty and happen to be in a store and something happens and you act as a po for the city, but changes if you are employed by the business

There is nothing this town needs more than more police. Tens of millions of dollars are being wasted on stupid, ugly "improvements" in northeast Grant Park and Northerly Island.

If one halfway decent person runs for mayor, he will not be re-elected. He seems oblivious to the intense rage he is provoking. He transmits but he does not receive.

My department - Houston PD - has a few restrictions on where you can work extra jobs, but not many. You can work in or out of uniform for whatever wage you negotiate ($30-$50, usually). You just can't enforce house rules. It's not a bad system at all. Our Rodeo just ended, which is a huge revenue stream for a hundreds of officers that work it.
