CompStat Follies

Once again, the kool-aid was flowing thick and sweet at HQ Thursday.  One of our commentators on the scene reports what was observed:
  • The Superintendent was in great form at CompStat today, After he got done rabbit punching the Commander of 012 he had this little nugget:

    All the overtime we have spent on the time and half VRI is NOT responsible for the decrease in shootings and homicides in February.

    Incredibly he claims all that money and all those coppers working their days off have only prevented 1 murder and two shootings in the areas they deployed to. I honestly don't know where he gets this nonsense.
Almost $1 million a week and only one killing and two shootings were prevented. That's an amazingly bad return on the investment. It might be assumed that the Stuporintendent wants to have his cake and eat it, too.

But Wysinger took the cake.
  • Al gave his speech at the close again, telling all the assembled that we needed to get more good news in the media. He told all the bosses and observers to go back to the districts and tell everyone that the brass appreciated their efforts that led to a homicide-free Tuesday this week.

    Someone must have covered the windows in Al's office again - we had 9 inches of snow Tuesday.
Remember, these are our "leaders." One spends money like a drunken sailor stopping crime, then claims that isn't what's stopping crime. The other doesn't even remember the biggest snowfall in two years occurred 48 hours ago.

Two questions: First off I work part time as a PO in a suburb PD and was wondering if I got hired by the City of Chicago as as a PO would I be able to keep my part time PO job in the suburb. Is their anything against CPD Union rules prohibiting that? Secondly, we currently have around five CFD employes working as a part time PO at the same Department. Does the CFD union allow this or is it prohibited? Thank you.

OT...This is a very sad and frankly an embarrassing story for the CPD. We heard rummors of a tact Sgt. in 019 writing a ticket on the R man, but assumed it was either not true or an accident, but this morning we heard the story straight from the horses mouth and it was disturbing.

While getting G and O at Area 3 garage we were approached by two mechanics, one being the R man who got the ticket from the 019th Tact Sgt. Since we were plain clothes, he asked if we work in 019 tact and know a Sgt. D. Garrity that wrote him a ticket? We're not from 019, so we didn't know this Sgt. He and the other mechanics who were now all gathering went on to say this Sgt. D. Garrity actually wrote the R man's City of Chicago Motor Maintence vehicle that he was driving and working in. They then pointed to the vehicle that this sgt. wrote which was a marked city of chicago van, the same one that comes to the station to fix our police cars. It's bad enough that this Sgt. Garrity wrote the R man's marked city work vehicle while he was working, but he wrote this vehicle at the AREA 3 GARAGE parking lot, right next to the pumps! This Sgt. wrote the ticket on the work vehicle at the R man's place of work! Holy FUCK! They went on to say that the R man was unloading his tools and this Sgt. got impatient at the pumps because he was double parked. We couldn't believe it, but all the mechanics were now talking about it and said their bosses were furious. They were half kidding I think, saying "019 will be getting slow service now." They were mostly curious why a tact Sgt. would write a ticket especially on a marked city vehicle at the area 3 garage. This was embarrassing for us and we wish we could leave, but we had to wait to get our car back. Feel bad for the guys that are on this tact sgt.'s team. Sounds like a real soft ball. Nice work you merit clown! Anyone in 019 know this guy?

How is it possible to know what is prevented unless you have prior knowledge that the thing prevented was about to occur? I'm sure VRI prevents certain crimes from happening in the immediate area merely because of constant police presence. But that would be impossible to quantify unless the would be offender confesses to the crime he planned to commit if not for the police passing by every minute. Jeeeez...

VRI works but is unsustainable.

What McDeliriumTremens is saying - in so many words - is that your new car or boat payment or the nut on that lake house is about to go bye-bye.

Seems the financial wizards figured out that this type of program isn't financially sustainable, nor is it returning quite the bang for the buck they had hoped it would.

Bailing now saves face later; the inevitable failure of any type of supplemental manpower initiative can be directly attributed to the omnipresent Chicago savagery. The summer weather only exacerbates this phenomenon.

Not even 400 VRI officers daily, fucking off on their smart phones, sleeping or playing police in that 4-by-2 block box - only to try and lujack their on-view bullshit to a beat car - can really make a difference in areas that don't want a difference made.

This is one of those extremely rare occasions where throwing good money after bad will actually be nipped in the bud. Partly because the knee-jerk VRI charade has already shown it isn't working as planned, but more so because the police are benefitting from it. And they're not shy about just how much they're benefitting, as evidenced by the braggarts in the SCC blogosphere. And Mayor McUnionBuster won't have the police happy if he has anything to say about it.

Prediction: VRI manpower will be whittled down as summer approaches. Simultaneously, some unit not unlike MSF or TRU will be assembled. The city will keep some officers around to whore themselves out to VRI while securing enough gullible hair gels to man spots on this latest reincarnation of an "elite" unit. Then before you know it, there'll be that blurb in the CO book to be read for seven consecutive days: "Effective immediately, the VRI program will no longer be available as a Special Employment option".

You will have been used once again, and another group of volunteers will be breaking their necks to be the first to sign up to give their contractually won rights away to a city and department that won't even honor the promise of funding your pension.

Sorry to say VRI is working, bitch all you want but the police have once again taken over the streets!

With the activity generated,it probably pays for itself, so dont try to say its costing the city millions!

Have to give the supe a high five, and lets see how it plays out.

I'm saying, homicides will drop at least 20% over last year, just on the intimidation factor, of knowing these police are more aggressive, than beat cops.

A beat cop has no inspiration to do more than answer calls!

Yes the supe messed up in the beginning, and I always say, hire from within, but with politics that doesnt even matter!Look at our meritorious leaders! No respect for any of them!!!

TRU and MSF were needed.

But now he is playing the hand much better than what he was dealt!!

When it's cold out and the snow is piled up, the wildings stay in. Do you honestly think (pick any mug shot of any wilding) would shovel his sidewalk and driveway? The areas that are high crime and they get extra manpower from off duty p.o.'s working over time. Sorry it's a win for the city by not hiring more police and its a win for us by giving us extra money in poor economic times. I don't know if you know this , but many police deparments have been doing this cost saving practice for years . I have a feeling that you where in one of the units and were reassigned to district law enforcement. I suggest that you make the best of a bad situation and make the extra money by working the OT or cta. I made over $15,000 last year extra last year.

The reality is that increased police presence DOES deter crime and the fact that he is putting 400 more officers on the street clearly shows his actions are different from his words. He has also shown his inability to plan ahead. The fact that the City has had to rent/lease cars some with out of state license plates to augment the current fleet is further proof that McNumbnuts did not plan ahead. If you doubt me go to 6120 S. Racine, the cars are parked west of the building against the guardrail. However, they will not hire more officers because the City population is down and dying. Chicago is already dead in some places. I drove though Austin this weekend and was shocked to see how it has declined. It looks like Detroit. So suck up the overtime because it is cheaper to pay you than to hire new officers with a benefit pkg. for 20 yrs into the furture.

Once you start the police academy (which is 6 months) you can not have a side job. After you are done with the academy you can do whatever you do on your side job. You just can't work security at a place that serves liquor. That's it. As far as CFD goes, I don't know their rules.

Say what you want, but VRI is working. Plus it doesn't cost the city anything because the officers are generating so much revenue for the city- 5 parkers and 5 movers. That alone pays for all that overtime. On top of that, you have virtually the whole department writing 5 parkers and 5 movers. I'll be the city is actually making more money out of this deal, even after accounting for paying the overtime. Rahm and Gary are really not that dumb.

OT...This is a very sad and frankly an embarrassing story for the CPD. We heard rummors of a tact Sgt. in 019 writing a ticket on the R man, but assumed it was either not true or an accident, but this morning we heard the story straight from the horses mouth and it was disturbing.

While getting G and O at Area 3 garage we were approached by two mechanics, one being the R man who got the ticket from the 019th Tact Sgt. Since we were plain clothes, he asked if we work in 019 tact and know a Sgt. D. Garrity that wrote him a ticket? We're not from 019, so we didn't know this Sgt. He and the other mechanics who were now all gathering went on to say this Sgt. D. Garrity actually wrote the R man's City of Chicago Motor Maintence vehicle that he was driving and working in. They then pointed to the vehicle that this sgt. wrote which was a marked city of chicago van, the same one that comes to the station to fix our police cars. It's bad enough that this Sgt. Garrity wrote the R man's marked city work vehicle while he was working, but he wrote this vehicle at the AREA 3 GARAGE parking lot, right next to the pumps! This Sgt. wrote the ticket on the work vehicle at the R man's place of work! Holy FUCK! They went on to say that the R man was unloading his tools and this Sgt. got impatient at the pumps because he was double parked. We couldn't believe it, but all the mechanics were now talking about it and said their bosses were furious. They were half kidding I think, saying "019 will be getting slow service now." They were mostly curious why a tact Sgt. would write a ticket especially on a marked city vehicle at the area 3 garage. This was embarrassing for us and we wish we could leave, but we had to wait to get our car back. Feel bad for the guys that are on this tact sgt.'s team. Sounds like a real soft ball. Nice work you merit clown! Anyone in 019 know this guy?

When the homicide rate falls to an acceptable level, meaning it won't set another record, VRI will disappear and be forgotten. Nobody cares about gangbangers killing each other accept the politicians and other gangbangers.

A reliable source from IPRA says that the Director of IPRA has ordered her supervisors to ensure their people sustain CR numbers on officers and expecially supervisors even if the accused officers have evidence or witnesses to non-sustain or unfound the allegation against them. The investigators have been told to take the word of the complainants nomatter what they were arrested for or criminal back ground. She has been heard stating that her "investigators" can save the city millions just by suspending officers. We all know that IPRA are behind in investigations for over 4 years and some of the investigators are considered incompetent. That is the person most likely to be assigned to a officers case. Lets also remember the IPRA investigators have NO investigation training. Officers, we have no due process or not aloud to furnish witnesses on CR investigations. Those days are gone. Please lets dig deeper into this subject. If I knew how to make this into a topic so others can post their problems with the non-investigative civilian unit of the city, I would either post this into a topic or call someone to do do it for me. I am a 23 year veteran and love this job but this has to come out.

It is only "great" and "proud" if you weren't around to witness how fucked up it was before. When there was not all this incompetence there was massive corruption. Same fucked up shit.

There was a commander of traffic who ordered a fleet of city tow trucks to tow every car police car from anywhere near the old traffic court at 321 N LaSalle. That included unmarked, Illinois State Police, Cook County Sheriff, suburban police etc.

Citizens looked at this side show with their mouths agape realizing that they were paying for all of it.

Cops came out of traffic court and found their squad car gone. When they called the district they were told they had to pay the ticket and redeem the towed city vehicle. Some just said fuck it and went home. Young guys, of course, paid it.

This fucked up police department is nothing new. We used to get 700-900 homicides a year, and that was with killing crime on paper. No one got all flustered.

Go to court with the R-Man, in uniform if possible, and look for one of the shyster lawyers working the halls of traffic court and ask one to represent the guy. Offer to pay if necessary. The R-Man gets off and goes home feeling good about the police again. No hard feelings. Try to make it right.

I did exactly that last year in a slightly different circumstance. The lawyer refused to take any money and said he makes a good living off of the work we do. I thanked him profusely and he got the guy off.

OK, can't anyone figure that the fuck out or do you need a fucking instruction manual?

Feel bad about the R-Man getting shafted with a ticket? Then take care of the guy. All will be good. Even if it costs a few bucks, so what. You did a good deed. It will pay dividends.

Illinois has taken the first step towards their first pension related suit.

The Illinois House has passed a bill allowing them to cap the max salary of a state employee available for pension.

A clear violation in diminishing the pension benefits obtained upon first entering the system whereas your pension is calculated on the last x months of your salary. Anyone who works for x months at a salary higher than their cap has their pension benefit diminished down to the capped level.

Two questions: First off I work part time as a PO in a suburb PD and was wondering if I got hired by the City of Chicago as as a PO would I be able to keep my part time PO job in the suburb. Is their anything against CPD Union rules prohibiting that?


Yes there is. You cannot act as a police officer with another employer while employed with CPD.

I believe there is also a stipulation that even when you are in a layoff status you still cannot take work as a police officer for another municipality.

Demand a referendum on cutting Alderscum down to at most 25 and cutting off the curb money to the disappeared 25.

Demand a referendum on gutting the TIF program so we can stop the theft of our tax dollars from going to connected contractors who want to build private property using OUR tax money. Demand that recovered tax money goes towards nothing other than paying the debts that are owed by the city, first to it's employees then to those connected crony companies.

Don't think so. Crime aint down. He beat up the commander about robberies being up and wanted to know what her plans were to stop those. It helps that she is probably to worst public speaker I have ever seen. She was nervous as hell and I think she would have stuttered if you asked her name and birthday. There is something to be said to speaking with a little confidence. And she has none. Easy target. And Al with his f***ing bow tie and bold had. That man has the shiniest bold head I have ever seen. Jesus. That thing was glistening like a son a bitch. They should hand out sun glasses at the door. Goof. And the line about no homicidea and shootings on Tuesday was priceless. If the story is true about the 019 tact Sgt writing the RMan then it just shows you how bad the merit process is making people like this supervisors. Poor decisions, bad choices and Bad leadership! He's got to be a real treat to work for.

He made it by score, non merit screw shit up as bad as the merit guys. There is no correlation to either. The one flaw in our testing process is very obvious, there is no way to test leadership. I'd rather have a leader than a bookworm.

I'm sure VRI prevents certain crimes from happening in the immediate area merely because of constant police presence. But that would be impossible to quantify unless the would be offender confesses to the crime he planned to commit if not for the police passing by every minute.

He has also shown his inability to plan ahead. The fact that the City has had to rent/lease cars some with out of state license plates to augment the current fleet is further proof that McNumbnuts did not plan ahead. If you doubt me go to 6120 S. Racine, the cars are parked west of the building against the guardrail. However, they will not hire more officers because the City population is down and dying. Chicago is already dead in some places. I drove though Austin this weekend and was shocked to see how it has declined. It looks like Detroit. So suck up the overtime because it is cheaper to pay you than to hire new officers with a benefit pkg. for 20 yrs into the furture.

Not sure what is your source of information, but the academy has over 300 recruits. Another class will start in a week. Around 120 recruits will graduate by April 8th. He is hiring recruits but the process is very slow with Ladner in charge of HR.

Why do we automatically assume that ALL merit promotions are bad? Or more to the point, every bad supervisor is a merit promotion??

I understand that system is broken but it is not like the testing system is perfect either. There is no shortage of useless miserable bosses that tested for their position.

He and the other mechanics who were now all gathering went on to say this Sgt. D. Garrity actually wrote the R man's City of Chicago Motor Maintence vehicle that he was driving and working in. They then pointed to the vehicle that this sgt. wrote which was a marked city of chicago van, the same one that comes to the station to fix our police cars. It's bad enough that this Sgt. Garrity wrote the R man's marked city work vehicle while he was working, but he wrote this vehicle at the AREA 3 GARAGE parking lot, right next to the pumps! This Sgt. wrote the ticket on the work vehicle at the R man's place of work! Holy FUCK! They went on to say that the R man was unloading his tools and this Sgt. got impatient at the pumps because he was double parked. We couldn't believe it, but all the mechanics were now talking about it and said their bosses were furious. They were half kidding I think, saying "019 will be getting slow service now." They were mostly curious why a tact Sgt. would write a ticket especially on a marked city vehicle at the area 3 garage. This was embarrassing for us and we wish we could leave, but we had to wait to get our car back. Feel bad for the guys that are on this tact sgt.'s team. Sounds like a real soft ball. That one night of open bar paid for itself nicely. So just think about it.

You would have to take a leave of absence while you are on probation with CPD. You are NOT allowed to work another job or go to school during that period. Then you are allowed to work any side job as long as it is not during the hours you are working CPD. (AKA NO Double Dripping . . God forbid )

Also make sure it is OK with your part time department. I worked as an Auxiliary in Berwyn before I got hired in 1990. Berwyn's rule was you could not "have 2 badges". Therefore I had to quit the Berwyn Auxiliary.

ALSO, CFD can work any side job they want.

I know the sergeant allegedly involved. Sounds like a feeble attempt by a member or two of his team to get him off the team. What's the matter ... Sgt. D.G. making you work full days and expecting activity? That's right ... make up some BS story about the sgt. and see where it goes. Even if D.G. did write a ticket (which I doubt) he had an excellent reason to do so. Try and figure out some other way to get him dumped. Or better yet ... why don't you get off his team and save him the trouble of embarrassing you when he dumps you!!

I agree. Your pension should be based on your highest career service rank. Not your appointed rank. That should be the first measure of pension reform. Second should be a phase in of a 3% increase by future annuiitants, over a 6 year period. I am happy to increase my contribution as in reality 3% equates to about 2.2% of actual dollars as the pension contribution is pretax dollars. I think the age/time should stay in place. If they want to make yet another tier for new hires, so be it. I hate to use NYPD as an example, but they have I believe they have 7 tiers in their pension plan. I would also include in the pension reform plan that the City and Unions make a budgeted minimum staffing at all levels of the CPD. When the City got rid of budgeted spots they also got rid of potential pension contributions. By maintaing all budgeted spots there will be more stability on our side of the pension. More Employees = more contributions.

I have a lil bit of time at this point and I can think of two merit sgts that actually deserved it. The merit system is used in a way that demoralized good coppers. It is also sad that the common response by us is "that's just how it is." the system needs fixing because I am tired of incompetent morons (afraid to make decisions) getting made and so should every p.o.

This did happen, it's fact. I don't know the Sgt., but know of him. Everyone in 019 knew about it when it happened two weeks ago because it was so unbelieveable. You see, even boses talk. He was told to non-suit the ticket immediately, after phone calls were made. I doubt anyone is smearing him to get him dumped. That would be a stretch. As dumb as this incident is no one gets dumped for it. P.S. I don't know anyone on his team, so I'm not defending them. I just don't think it's a good idea to bring bad attention to the district.

Have you noticed that the majorty of those elected to public office and have taken oaths to uphold the US Constitution today are instead tearing the Constitution apart amendment by amendment.

Seriously, no tin foil hat conspiracy stuff look at the facts.

The President is like a king now. The congress has granted him authority under the NDAA to kill US citizens using drones if he desires. No trial, no evidence needed.

We have wiretapping without a warrant going on. Right to due process gone at will. First amendment free speech on it's way out. Right to bear arms under attack.

These are no small splinter groups made up of extremist. These are our elected officials in congress.

The banks. Holder has admitted that in spite of the bankers frauds that the big banks don't have to play by the laws. They're to big and hold the economy hostage and so the DOJ just backs off.

We hope that it doesn't go this way but I think if you check your history books this is how civil wars start.

I am a police officer from Santa Cruz. We just lost two of our officers and had our memorial yesterday. I heard some of your guys made it. I would appreciate it if they could be thanked for me. I have been a big fan of your site.

I magine standing there and knowing the Superintendent waiting to publicly humiliate you for no good reason. I amgine knowing that for a week. Imagine kowing he is doing it for no other reason than to stroke his own twisted ego.

Now imagine kowing all that and hanging in there so you can help fix the Department when he leaves. Now you know how all of the Commanders feel.

The problem is that those white shirts are gutless and want to protect the spots they have. They could give a fuck less, with very few exceptions, about the department or the work conditions of the blue shirts.

A little off topic but as usual I have seen the reference mentioned in this string as well as others.

Why do we automatically assume that ALL merit promotions are bad? Or more to the point, every bad supervisor is a merit promotion??

I understand that system is broken but it is not like the testing system is perfect either. There is no shortage of useless miserable bosses that tested for their position.

Not all are bad. However the majority now are. I have seen great working coppers get overlooked again and again by people who's only qualification is who they know. Even if your name gets submitted you don't stand a chance without juice. You only have to look at these two time and three time merit hacks to see what is happening. There is no excuse for more than one bite at the merit apple and I don't care how nice a guy or gal they are.
They are laughing all the way to the bank. $150,000 a year, CPD pays for car and gas, a great pension, and most likely they leave young enough to take another politically connected job, are you kidding me? If you don't see a problem, then you're in denial.
I would love to see every young officer get the same shot, an equal playing field but that will never happen. Politics rule this department and its a damn shame.

Just my point. Why complain about taxes and say your taxes are going to go up/ Really, but you are $14,000 ahead The other guy complained about paying taxes, where else can you this kind of money, pay taxes and move on
If he is so worried about taxes, tell FOP to ask for a 25% reduction in salary and you will pay less taxes next year

The great thing about Compstat is this is our highest level of management and the thought process from the highest level is to knock them down and make them look like fools in front of all their colleagues. Can you imagine Google, Microsoft, IBM, etc, doing this to their fellow executives? This is one of the many reasons this program will never work. Accountability is one thing but this public humiliation is solely for the enjoyment of a few! It would nice to have been able to put the Supt. on the hot seat last year when the shit was hitting the fan and knock his ego down a bit. Take this garbage philosophy back to New York !

Well yep maybe, 7,100 jobs created in Jan 2013 after losing 7,600 jobs in Dec. putting us at a net loss of 500 jobs for those two months...HOWEVER isn't that interesting?

Look at that first line again:

"Private Sector Growth Up 222,100
During Recovery"

The Dec. 2012 report said:

Private Sector Job Growth Up 167,000 During the Recovery

Question is how does the addition of 7,100 jobs in Jan. increase the job growth rate that was at 167,000 in Dec 2012 to 222,100 in Jan 2013? That's 45,100 jobs! It doesn't add up.

Meanwhile as the mayor and the governor beat the we're saving and creating jobs with these tax breaks for our friends drum putting out this propaganda let's take a look at the states poverty growth via the Food Stamp caseload report since the so-called recovery in Jan 2010.

Yeah since Jan 2010 when this so called recovery began even if we buy into the 222,100 jobs created crap would you look at that? In Jan 2010 1,609,560 people in Illinois were on the Food Stamps. In poverty.

McDrunkass is going after her because his kiss ass minions read this blog for him and saw the post about Tiny Dancer launching him and putting her in the Supt seat.

It is true that Tiny Dancer is very impressed with Staples and she would cover some important political bases for him. It's also true that blue shirts like and respect her. She's told them she'll take the heat on numbers in CompStat if they go out and be the police.

So what were officers in 012 doing this weekend after reading the "rabbit punching" post? Writing tickets, contact cards, etc. See, she gets it. You back up your troops, they back you up.
