Foot Patrols Assaulted

From the comments and as predicted by numerous readers:
  • 5 PPO's in 003 on this BS foot patrol detail were almost run down by a m1, on 63/king dr
    PPO's did not fire, vehicle sped away and fired at pursuing officers blocks away, both offenders were arrested after crashing
    Wtf is it going to take to end this foot patrol bullshit, these poor kids do not realize how Much they're being screwed over
The "poor kids" can't do much about it. Minimal protections and representation for the first 12 months, full FOP services after 18 months. But that doesn't mean that the leadership should put them in harms way.

Did they get charges on the mopes arrested?

Agg fleeing an eluding for the driver. Violation of parole. Agg assault with car. Passenger had outstanding warrant in Ohio and also had his parole violated. No one could put the gun in the hand of either person in the car. Gun was DNA swabbed.

To the first poster at 12:13.
No one disputes that foot patrols can be effective in reducing crime. However , the problem with the foot patrols here in Chicago is that they are using recruits. The recruits are thrown to the wolves and they have no guidance other than their academy training and other recruits. I hate to say it and I hope that I am wrong , but I do believe that this latest incident in 003 will be one of many where these recruits will be targeted by the ghetto super predator.

It's your life out there standing around on a stupid foot post that really doesn't work in the spread out communities of Chicago. It does in NY because its so condense of a city. If a POS attempts to run you over with their vehicle that is a weapon and you pull out you gun and start shooting. Also don't stop shooting till the POS stops moving. The foot patrol concept may be effective in New York but it is not comparable her due to the difference in demographics. New York utilizes their version of McNutty's operation impact in areas where the population is significantly congested and there are multiple high-rise or other high volume multi-residential buildings. Two coppers can walk a three block square and stay busy all day. We do not have that populous design. Modern foot patrol is effective in congested areas that would render officers responding in vehicles ineffective due to slowed response time due to traffic. Weren't the ATVs, Segways and bicycles put into service as a means of patrol and response in congested areas? The business district down in the Loop, business corridors in many outlying districts as well as large parks and festivals that are occasionally unreachable by car, suv or wagon were all recipients of the alternative response vehicles to press into service. Our City (NOT McNutty's) is not designed as upward residential, we are vast. We go out not up. If the brain-trust wants a show of force then put out the armored personnel carriers to tour high crime areas or dog-up some old beaten suvs with some lights, ram bars, ladders, antennas and cages on the windows and put them up 3 or 4-deep with coppers driving around the urban warzones with them. Anyway... just conceptualizing---- Residential area foot patrol is nothing but an ineffective hyped up PR move. Enough said.

The reason foot patrols work in New York is because their population is much more dense than Chicago's. Here are a couple of articles which should illustrate why foot patrols won't work in Chicago. I think there are even fewer officers in Chicago than the articles state.

or just as likely they did not have a clear shot and chose not to just let go of a bunch of rounds for the heck of it. in any case, shooting at a moving car is always a dicey thing, and one that is headed away from you presents no danger to you, so why shoot at it?

quite possibly a very good judgement call.

Foot patrols made sense in New York in neighborhoods with greater population density--not like Englewood.

Besides, what worked in NY was having a mayor that actually backed up the police. Not much chance of that here.

If no one owned up to the gun, why didn't the ASA approve Agg UUW on both vehicle occupants?? It has held up in the Supreme Court that if no one owns up to the gun then all passengers can be charged with its possession. If shots were fired from the car, the thugs can't claim they didn't know it was in the car.

OT: Listening to scanner last night, a Sgt. from 007 orders cars from 007 not to cross the border into 006. This was subsequent to a call of information that a 006 car was following (not chasing) a hot car. Did this guy go to the "West" school of policing? I just found this amazing, cut off with no more information out there. So i guess if they're a block out of the district, you can't help your neighboring district. Real bad precedents that these Supervisors are starting. Stay in your box, stay in your beat, stay in your sector stay in your district, too bad about your fellow officers. Well, if the departments wants to start using just about anyone on foot patrols they clearly can do just that and the union cannot do a damn thing about it and neither can you. Foot patrols are used in major cities around the country and there is absolutely no evidence that it is any mmore dangerous then driving the same blocks in a car. Inconvenient? Yes. Hate it? Yes. Miserable? Yes., But, not any more dangerous.

I tell them to stay the hell out of the low rises on King Drive no matter what. It's the least I can do. And I want them to know that there are bosses on this job who DO give a shit about them. I can't change their assignment. But I hope they at least know that PPO or not, we are all family. Stay safe out there boys and girls.

And the problem is?

007 and 006 don't share a radio zone which makes it hard for a supervisor to montior a chase, a chase that can turn to shit over a CTTV charge. In 007 it probably only took another ten minutes for something exciting to happen

The "leadership"??? There is no leadership on this department. If there was, there would be no patrols of raw rookie recruits on foor patrol in the worst sections of the city. Their lives are in severe danger each day and no one is acknowledging that.

Then get Guiliani and a few hundred veteran NYPD foot patrol officers here to do the same. As it is, they have brand new recruits pretending to be the police trying to do the work of experienced vetaran officers.

Because in Country of Cook County, officers have to present their arrest beyond a reasonable doubt to ASAs to get felony charges approved. I dont think Cook County ASAs know what probable cause is.

Yes they finished the academy and did their FTO cycle. But as everyone should remember, the PPO's cannot work 99 for the first year. It takes at least that long to have enough training and background to handle most jobs on your own. Maybe I'm not seeing it, but are the PPO's today better trained than any of us were 10 to 20 years ago. Or are you basing this on the fact you knew everything out of the academy and seasoned officers didn't know shit. Whoever you are and whatever you think you know is bullshit. You are a true ASSHAT. Now put your superman outfit on and just leave quietly.

Because in Country of Cook County, officers have to present their arrest beyond a reasonable doubt to ASAs to get felony charges approved. I dont think Cook County ASAs know what probable cause is.

New York has an army. Chicago is greatly under staffed with police officers. My district is becoming crime infested while this mayor and goofy super keeps sending our police out of our district to the south and west side. Save my taxes...build a concrete wall around the savages.

Whats the FOP going to do after the 18 months. They cant tell the department not to put po's on foot posts. They can assign you where they want , foot patrol, boxes, etc
And if you haven't realized in yet every member of the CPD puts themselves in "harms way" the minute the put on the uniform, its part of the job

Putting PPO on foot patrol with no FTO training or senior guidance is wrong. When I read this all I could think about was lack of street experience. PPO if you feel your life or your partners life is in danger of GBH or death you have all the right in the world to engage those SOB. This whole foot patrol is soup sandwich.

Should the sgt. from 007 follow suit? Or should the sgt. from 006 make the call? Or maybe both sgts can be on that zone and give conflicting orders and directions and add alot more confusion to a situation that is already going to have amped up radio traffic. You really think to parallel a hot car on another zone is going to work out well for you if the shit hits the fan?

For what? A CTTV arrest? Because getting PSMV charged is harder than getting murder charged. It ain't a 10-1, it ain't even a forcible felony. Shit it probably ain't even a felony. Slow down abit.
