Concealed Carry Passes

Concealed Carry gets a foothold:
  • After six months of debate, the question of whether Illinois gun owners should be allowed to carry their weapons in public places now rests with Gov. Pat Quinn.

    The state House voted 89-28 to approve a compromise gun deal that preserves local gun laws, including Chicago and Cook County’s bans on assault weapons, and keeps gun owners from carrying their loaded weapons on public trains and buses.

    But it hands gun owners a potent new right that would end the state’s last-in-the-nation prohibition on concealed carry and, in the eyes of gun-rights advocates, put a dent in the state’s crime rates.

    “This is a very historic day. I never thought this day would come,” said Rep. Brandon Phelps (D-Harrisburg), a gun-rights advocate at the center of concealed-carry negotiations.

    “Crime has gone down in every state that has had concealed carry,” Phelps said.

    The House’s action came after the Senate voted 45-12, with one voting present.

The Bill as passed because Madigan wanted it and he realized no action would be rolling the dice. Madigan also wanted it to grease the skids for his daughter's run for Governor. It would have been too big a distraction on one hand, and on the other, Lisa would have had to try to overturn a Appellate Court decision, opening her to all sorts of slings and arrows from both sides of the political spectrum. It is actually the smart move for the Madigans.

This all being said, we can see Quinn throwing a wrench in things and vetoing the Bill. It's supposedly "veto-proof" based on the vote count and a veto would make the 09 June deadline a major issue, but we wouldn't put it past him. After all, who is the court going to throw into jail? No one. And fines? Quinn will just write another bad check, the way Illinois has been writing bad checks for years now.

Is it perfect? No, not even close. As far as we're concerned, it's a starting point

I live in the burbs and work downtown, so looks like I cannot carry to work due to the no guns on public transportation. Another lawsuit waiting to happen.

Heck with the crime on the CTA, CC is a no brainer.

To anyone who is excited about the new concealed carry law and plans to rush out and gear up - DO NOT BUY YOUR GEAR AT MEGA SPORTS!! Since the new carry law allows the Chicago AWB to remain intact regarding long guns, I presume Mega Sports will continue in their utterly stupid and irrational store policy of PROHIBITING Cook County residents from purchasing AR's or any other long gun classified as as "assault weapon." Until Mega Sports embraces the 2nd Amendment as it should and allows all of its customers the ability to buy anything in the store, you should do yourself and everyone else a favor and take your $$$$ somewhere else, like GAT Guns, Maxon, Chucks etc. If we all speak with our wallets, Mega Sports will hopefully listen.

The cost of training and public transportation ban opens it to civil rights law suits. ACLU has sued similar laws as exclusionary of the poor stating that the process, cost and denial of movement amounts to a "back-door ban" on most poor, law abiding residents. Also now every shitbird will know every regular lunch pail Joe stepping off every bus isn't carrying.

Better than nothing. Still bullshit because the litigation begins the moment it's signed.

It's a good bill but not a great one. The Shitcago pols could not carve out the city as a gun free zone {a legal one anyway} so they did the next best thing. The fees are high, you need 16 hours of {costly} training and NO CARRY ON PUBLIC TRANSPORTATION. Basically those three provisions puts a RTC license out of reach of those who need it the most - the law-abiding citizens of Shitcago.

i never liked mayor washington much, but i dont recall him ever hurting the police dept. so...remember what he said about patrick quinn?? it was something like "pat quinn is completely incompetent, i wouldnt want him running anything" im not sure exactly what the correct wording was, but the quote can probably be found on you tube or somewhere else.

The problem with this is that any modification to this law will be vetoed, and have to have veto proof majority. A federal court decision was the only thing that got us a veto proof majority in this case. This will be the law of Illinois for the foreseeable future.

Why you ask? Because they cannot get federal benefits, or state and local pensions unless you are married. Civil unions don't cover all the possibilities of benefits when divorce or death occur. I predict divorce rates higher then straight people. All I can say of gays is " be careful what you wish for".

I was on one of the police association negotiating teams when Harold was Mayor. He was OK and really liked the cops. He did try to overturn our ability to unionize, however, by opposing the upcoming state law.

I would assume someone with a FOID card could carry unloaded & enclosed in a case (transportation container carry) to their destination via CTA/Metra.
Now having a FOID or a CCW card trumps the Chicago Home Rule handgun registration as the bill states although the registration is intact for longuns.

Very interesting. Maybe now that Daley is gone and the new law is passed, the price might come down. Daley is the one that tried to make it difficult or impossible for retired officers to carry when retired. Thats why he made the fee high, wouldnt let the retired officers use the city rannge a nd made them drive to like Joliet to qualify He also wouldnt give the required retirement documentation and force the retirees to get it from the pension board, The letter came from the pension board because the city wouldnt do it

For now, yes. But that will change when concealed carry gets approved by Quinn- then no concealed carry in all the places they don't want anyone to carry, except for criminals of course. No CC on CTA, parks, public buildings, post office, etc,etc, etc!!!

This should be a great deterrent - for attracting ridership on the CTA.(except for criminals)

Wrong. The City has nothing to do with the $75 fee for IROCC. State runs the program. However the $75 a year fee is exhorbitant considering Joe citizen will only pay $150 for five years..

I live in the burbs and work downtown, so looks like I cannot carry to work due to the no guns on public transportation. Another lawsuit waiting to happen.

To anyone who is excited about the new concealed carry law and plans to rush out and gear up - DO NOT BUY YOUR GEAR AT MEGA SPORTS!! Since the new carry law allows the Chicago AWB to remain intact regarding long guns, I presume Mega Sports will continue in their utterly stupid and irrational store policy of PROHIBITING Cook County residents from purchasing AR's or any other long gun classified as as "assault weapon." Until Mega Sports embraces the 2nd Amendment as it should and allows all of its customers the ability to buy anything in the store, you should do yourself and everyone else a favor and take your $$$$ somewhere else, like GAT Guns, Maxon, Chucks etc. If we all speak with our wallets, Mega Sports will hopefully listen.

Doubtful that Jesse would hit the streets in da hood with a bullhorn protesting for the right to buy an AR-15 at Megasports.

If a store has an arbitrary policy that doesn't let cook county residents buy AR's, then cook residents shouldn't reward the store by buying concealable handguns, carry holsters, ammo etc. There are other stores who will gladly accept your money that don't discriminate.

Megasports should stand with those that want our gun rights and the 2nd Amendment respected, not with the gun-banning nuts. Until they do, you have the choice to go somewhere else - and should.

Yes according to HR218 entity's can restrict carry concealed on private property. Just as the Safe School act prohibits HR218 carry by retired and off duty p.o.s

Essentially the Act's purpose was to create a shared national policy between states allowing officers to carry their firearms wherever they are, granted they are qualified and have received credentials per the Act to do so. With some limitations, LEOSA trumps state law, local ordinances and local policy that restrict concealed weapon carry outside of the badge.

Have no idea what you are talking about ,but IRocc required documentation from your employer showing you were a po for at least 15 years. Below is a question asked on the IROCC website

Q. The department I retired from will not issue a photo identification card and will not certify me as having met the requirements. Can I get the required certification and ID card somewhere else?

A. No. Before you can be certified through a course of fire you must have a photo identification card issued by your department indicating you are eligible.

Unless I missed something while reading the CCW law that was just passed... Illinois does not currently have resiprocity (sic) will the other 49 states CCW programs.

So a UUW charge would be valid in Illinois IF a cop had cause to stop and search you.

FYI - The CCW law allows the DNR Hunter Safety Course to be accepted as part of the required safety training and its FREE!!. I doubt the legislature realized that the State would pick up half the tab for training for crafty applicants when they passed the bill but at least people can avoid some of the onerous costs associated with concealed carry in IL.
