No Out-Of-Grade

The Department has banned anyone except FTO's from working with a PPO - ever.

We aren't going to reproduce the entire directive here, but you can find it in the Document Management System as B.O.P #13-0144.1 (Field Training Officers - REVISION). The pertinent portion of the directive reads as follows:
  • No acting Field Training Officer position will be allowed. Out of grade reports will not be approved by any Supervisor in the District for non-field training personnel. Administrative overtime will not be approved by any supervisor in the district as the non-probationary personnel will not be performing field training duties.

    Failure to comply with the direction of this directive will be considered failure to comply to a direct order and may be addressed by disciplinary procedures.
So in the absence of an FTO, PPO's on their training cycles will be reassigned to (A) another FTO, (B) the desk or (C) a sergeant.We also imagine that since they have no contractual rights, their shifts can be switched and Day Off Groups changed to ensure they ride with an FTO.

What absolute fuckery. Everyone knows young POs, especially BRAND NEW RECRUITS, learn from riding with many different officers. It's just as important to learn the don'ts as the dos. Nobody in this agency gives a rats ass about the training of these PPOs, or building efficient officers in general. It's enraging and disgusting. I fear for the new PPOs; for there safety and their careers.

More nonsense from McClueless and his merry band of idiots. And I really wanted the 45 mins of comp time and extra thirty bucks (really, how much is it now? The last time I worked out-of-grade with a PPO, I think it was $22 after taxes!).

Good. Because just like vri, when the smell of money surfaces the lazy cops all of a sudden want to be acting ftos. Then they collect the out of grade and 45 mins but dont teach the recruits anything but bad habits or simply use a ppo as someone to work with because they are scared to be 99 or nobody wants to work with them. Fto section is really making progress!

Our commander has already been kicking slips back for officers who were acting fto's. denying them the fto pay for the day. Its nuts. So they'd rather have the recruit work the desk then pay an officer an extra $13 to have the recruit on the street learning. We have 2 fto's on our watch and I believe 5 recruits. There's just not enough fto's.

This just says what the previous BOP order stayted: no ot, no out of grade and no training. what you do with the ppos is up to you. It doesnt state you cant hit the street and answer calls along with them. The problem is, who is responsible when they get hurt? plus if you are not going to "field train" them during the tour, you basically have some ride-alongs with some theory of policing in them.

This is an artifice and a device by the department to get revenge for people refusing to bite on an FTO program how they repeatedly and thoroughly fucked up at every turn for the last 30 years.

It makes no fucking sense and it's a continuation of bad fucking field training policy.

They're desperate to make it look like they're doing "something" even to the point of using recruits as cannon fodder just because they have no real protection.

Well, I'm an FTO and I'm the only one on my watch. So I can't really take off/use comp time because there's no one to take them for the shift. So I get screwed a bit. I think they are doing this to get more people to become FTOs. Probably won't work and eventually we'll be back to outta grade slips for everyone.

All the present "policies" which are essentially $saving strategies are going to come back and bite this city in the a$$ and will cost hundreds of times the minuscule $ they saved...

It's going to be very interesting when these recruits become involved in lawsuits and the defense for the plaintiff begins to rip the city apart regarding their poor and inadequate training. I love showing the new P.P.O.'s how the department really works. I love teaching and showing them how they really don't care about you. In two weeks, I turned new officers into the equivalent of a 22 year bitter veteran. Some of my colleagues congratulated me. One of my recruits said it best "all I plan on doing is answering my calls on the pdt and never getting out of my car unless I have to".

That was bound to happen anyways. It was going to happen in seven or ten years. But I just accelerated the process.

If PPOs cannot do "field duties" and you are assigned to work with a PPO, then that means you do not have to do "field duties" like answer radio calls. This essentially means you are 99. And at any call, the PPO has to sit in the car.

I know everybody hates this but from a fiscal/management prospective, this may be genius. They will still be assigning recruits to cars and will avoid the payment of the out-of-grade. Recruits will continue to get the same "training" they were getting before (which was probably minimal) and the acting-FTO won't have to worry about filing out the evaluation, most of which were useless anyway. The only loser here will be the recruit that nobody likes because he/she will continue to be mostly untrained.

No the order does not say that. PPO's in a training cycle cannot work the street with anyone except another FTO or ride with a SGT. The purpose of that order is to stop the influx of grievances by non-FTO's putting out of grade slips in. They figure if PPO's cannot work with non
FTO's then their will be no grievances because no one has a reason to submit an out of grade. The previous order said that PPO's can work with non-FTO's but will not perform Field Training duties; this led to the influx of out of grade slips and the subsequent grievances.

they won't pay sgts to be the dss out of grade or a blue shirt to be the play sgt on the desk--- the department does whatever they want no matter what the contract says--- file all the grievances you want and they laugh even harder--- I wouldn't mind working with a ppo once in awhile if no fto was available and I don't need out of grade pay....

What fuckery is this. Have the bosses SENN some of the "FTOs"? Dog ass cops who hide as FTOs to avoid having to take a bunch of jobs. They use the PPO as an excuse to do NOTHING. You want these PPOs to only ride with them? OT: Can anyone shed light into an incident in 006 dist where a shitbird walks by and bumps into a female ppo. Then tells her "get out of my way bitch!" He then gives a ghetto handshake and engages into a conversation with a much older cooper, all the while looking into her direction and making snide remarks. When the female ppo told the shitbird to leave or her will be arrested, the older copper told her to "shut the fuck you, bitch!"
Good thing for her she stepped up to the plate and defended herself. But, this shithead of a cooper to embarrass another copper like that and act like a typical shitbird while in uniform is unexceptible!!!

Worked the President's detail with a PPO last week and it was a very enjoyable tour of duty. They took them all out the night before and showed them what needed to be done at their assigned posts. It was nice to work with a young, enthusiastic officer for a change. These kids may not have street smarts, but don't treat them like they don't know anything; they're still knowledgable and eager to learn. I didn't even think about out of grade pay. You can't whine about being short-handed and then not be willing to help these kids out.

from the outside looking in it seems like a dirty trick to play to save a few bucks, however, it may well be based on a different issue.

FTO have been given training on how to train new cops. non-FTO have not. therefore there may well be additional legal liability involved if someone who has not been properly trained is training a new cop.

there may even be a state law or regulation about just who can train a new cop. I am pretty sure it cannot be just anyone.

Do not put them on the desk. There is no reason the desk officers should hold their hand and not get paid, any more than a street officer should hold their hand and not get paid.

Recruits running 2/3/4 deep with one FTO. Not safe. Hope there is never another Hauser/Kilroy incident.

Whats this "Who is responsible when they get hurt?" They are police officers and who is responsible when a po gets hurt. What are you going to do, blame his partner? Is a FTO less reponsible than a po if they get hurt or are you saying because they work with a FTO they will never get hurt?

The old "failure to train" lawsuit. Where did you come up with that shit? There are no laws relating to how long you have to train an officer. Then whats next, the ppo sent to 016 can use the "failure to train" argument that he didnt get the same training as the ppo from 007 or 011
City and CPD can set there own training standards and times

Once a PPO is out of their training cycle (3 periods), there is no out of grade pay. The out of grade is during their cycles only (yes, like 3 months is enough training for any of us), after that they're just another officer who is on probation. The order should read working with a PPO in the absence of a training officer during his or her 3-month cycle.

Love the FTO in 016 that came in day 1 with a hand full of slips saying he can't hit the medical one more time or he will lose his FTO rank. This is what's teaching recruits?
I hope some of the real police that are left realize this and teach them something once they are off their cycles.

I belive this to be absolute nonsense. I see two PPO's riding with a fto, which is a officer safety issue. I also wonder if some of these ppo's that are being shifted to foot patrol are suppose to do if they are confronted in greshem with some real shit, with no experience, i don't know if they could handle. This is a huge lawsuit waiting to happen.

When the female ppo told the shitbird to leave or her will be arrested, the older copper told her to "shut the fuck you, bitch!"
Good thing for her she stepped up to the plate and defended herself. But, this shithead of a cooper to embarrass another copper like that and act like a typical shitbird while in uniform is unexceptible!!!

I love the service of CPD, but the training and the treatment of p.p.o's are a disgrace. I heard fto's are now ridding 4 deep! How are p.p.o's suppose to learn one on one? Then you throw them in the smack middle of the hood and want them to bring in arrests on foot? To all p.p.o's think of a secondary job or business,it doesn't look bright.

Naperville, Illinois has such a program, their website shows:

The Field Training and Evaluation Process utilized by the Naperville Police Department is an intense 19 week program where the officer is assigned to the Patrol Division under the direction of a Field Training Officer and a Field Training Sergeant. The process is based on a nationally accepted program which is designed to assist new officers in making the transition from an academy environment to a practical policing application. Field Training Officers have been selected for their professionalism and ability to teach their acquired knowledge. The goal for the Field Training and Evaluation Process is to prepare the officer to perform the duties and responsibilities of a uniformed patrol officer with confidence and ability.

Most suburbs have a sergeant field training program too.

I think Chicago has adopted the current policy to save money on training costs (eliminate out of grade pay and FTO report time compensation). Most FTO's downstate and in suburbs also eliminate officer from the program and are experienced officers (at least five years and often are instructors or teachers at side jobs.

At CPD, my FTO had just gotten off probation himself.

stopped in 006 the other night and listened to a new FTO berate a PPO to no end regarding how to write a case report. I hope this PPO does not get discouraged with the way he was spoken to and realize that most paper written on this job is BS to appease our POS citizens

No I actually told the PPO that basically a case report should not take six hours to write and the FTO was just making sure he was going above and beyond. The last time you wrote a domestic report did you ask the victim if the offender was wearing gloves? What does that matter? Did you include all her past relationships in report or just say "they argued over past relationships"

The FTO that berated the PPO did so because the PPO spells at a sixth grade level, thanks for the help but know the entire situation before you offer advice. And another thing coppers are getting jammed up everyday for being dismissive of "citizens", why not just write a decent report and be done with it, or would that require setting aside your personal feelings about the "citizens"??!?!?

Those guys were veterans, no PPO;s with them. They got jumped walking in a garage. Old crappy leather helped the first one lose his gun real fast. It was all over in a few seconds.

Not the only double police murder in my career. Ask Northside about those. He showed up on two doubles. He might have been there first on Hauser/Kilroy, I don't recall.

To 7:32 am you are a idiot I have 20 yrs on and yes we do get fucked alot but we still make a good living and have decent benefits all things considered.All alot of you guys do is bitch about this job if its so bad quit. you obviously do not have any other options. Id like to see you in the private sector not doing nothing cause its not fair you cant get a day off or work the watch you want, or my job interfers with getting my free degree or babysitting my kids. if you want to be a dog thats fine but dont corrupt a p.p.o. let them make their own decisions.

I worked looking for the mutt that murdered our brothers Officers Kilroy and Hauser around 1990/025. The punk jumped them in the mutts grandmothers garage. Two seasoned officers killed. They were both good men and coppers.

Brothers Fahey and and O'Brian- "SOS" murdered by the Wilson brother after the officers were returning from the services of another fallen, P.O. Doyle. Traffice stop turned tragic.

So help and teach the PPO' to be safe. The mutts have no rules and their mind set is worse then the
70' and 80'.

Never forget our fallen brothers and sisters. The above murders of the fallen remain with me as if iy was yesterday.
