Coup at FOP Fails

Board Meeting today and some rumors started flying:
  • Off topic but important: There is a FOP Board meeting today where Dougherty is rumored to make a motion to have Shields step down. Please remember Dougherty hired and refuses to fire Primary Counsel for FOP Paul Geiger, who is behind a lot of the problems plaguing the FOP.
  • The coup is under way at the FOP Board meeting. Bye bye mikey. All the rats have turned on you.
A lot of fireworks, and then...:
  • Maybe Dougherty doesn't have the stones to be FOP President. Afraid he did not have the votes he didn't call for Shields resignation. Shields said he did not know he had to send the letter. Donahue and Aguilar reminded Mike they told him to send the letter. Mike called them liars. One Board member says Shields is a idiot but Dougherty should have known better and e should be thrown out of the office. Great theatrics much like our city council. The whole Board s an embarrassment.
  • No coup at the FOP today. Everyone on the board talked a good game but when it was all said and done, Kevin Graham was the only trustee to initiate charges against the President and he didn't have the votes.
So nothing until the General Meeting coming up with the potential for a bunch of loud talk and irritated coppers.

Fran Spielman and Frank Main add Rahm's voice to the mix, carrying water for City Hall:
  • For the first time, Fraternal Order of Police President Mike Shields is apologizing to his members for paperwork mistakes that threaten to deny rank-and-file Chicago Police officers a retroactive pay raise.

    The Chicago Police contract expired on June 30, 2012. Shields missed an earlier deadline to notify the city he intended to terminate the old contract and negotiate a new one.

    So the contract automatically rolled over for another year — and unionized officers won’t automatically receive a retroactive pay raise for the first year after the contract expired.

It's like a giant soap opera, all paid for with our dues money. These are supposed to be adults looking out for 9,500 coppers. Time for a wholesale change?

It is time for wholesale changes. Shields and Gorman have to go, but have only been there one term. Dougherty, Aguilar, and that crew have been there at least the last 10 yrs.

Let me just say, Kevin Graham is a top-notch guy who has our best interests in mind. It doesn't surprise me one bit that he made the motion to have Shields step down. He's not part of Shields' team, but even if he was, he would have done the same exact thing. Remember his name, in case he runs next election.

In the meantime, look inside your FOP book and start memorizing all those names (including all those trustees), and clean house next election.

I will feel better if FOP president only takes his patrolman's salary, less his presidents bump $, for his last year in office.
In other words, he should defer his bump in pay as a way of saying "I'm sorry, I screwed up." I would honestly view that as a reasonable restitution for his blunder.. Whadda think?

Shields is a liar! I sent an email directly to him about 3 months ago asking if there was any validity to this "letter". His response was that ALL paper work was filed on time and that we shouldn't allow the city to divide us!!! FUCKING LIAR!!!!! Shields I hope you get a nasty yeast infection!

Dougherty is a tool. Every time I see him he's always talking about how hard he's working for the members and makes it look like he's overworked. That's how most of those guys are;always acting like they're busy as hell so as to deter coppers from bothering them with their issues. But remember how gracious they were when they were campaigning? Haaaa funny how things change overnight.

Where's the leverage and who has it?

I had a post written up about leaving Chicago behind and working with far better cities and towns elsewhere, but it is not my place to write it, as I'm just a citizen and I've never been to Chicago.

However, I've read SCC these past couple of years and I get the feeling that the city does not need nor want its peace officers going by its treatment of them and how low they keep putting them on the priority list.

I don't reckon most of y'all got into the job for the money. Y'all are fighting for something, putting your time and lives down for something and so it wouldn't be my place to try and dissuade y'all from that.

All I can do is pray for your safety and success and so I will.

Kevin Graham started a lot of trouble, and then lost his nerve. He neither filed charges, nor asked Shields to step down. He is a tireless self promoter,who is a very aambitious guy. He will use this incident to run for higher office. He is a sock puppet for Landslide Bill Dougherty. Don't fall for all of the BS. I'm calling bullshit here. Nobody made any motion for Shields to step down. Nobody. The only truth to the post is that Aguilar and Donahue told the board that they told Shields to send the letter. Shields denied it, but when confronted with the prior board minutes supporting these facts he was suspiciously silent. He and nobody else failed to do his job. An I'm sorry just doesn't cut it.

I thought we were pretty much in agreement back in 2006-2010 that the city was in a hiring freeze when it came to hiring police. With that being said, there was not a large influx of youth on this department, and there are still more "old timers" on this department than there are "hair gels." Do you really think that the young coppers completely outnumber the rest of the voting block, and that they were solely responsible for putting Shields in office? I think you and I both know that's not the case. Shields procured votes from young and old so that he could eventually put us in the position we are now. So instead of trying to blame "hair gels," place the blame where to belongs, on Mike. For the record, I have 14 years, and don't know if I'm considered a "hair gel" or not, but I didn't vote for the man.

I was told by a trustee today that our President lied to the board and was swearing at board members when he was challenged. I was also told that he was told to send the letter by past president donahue and others.

I understand this is a blog and any of us can put whatever we want on here (With your say SCC), but everyone blogs about what a mistake putting someone with Shields lack of experience in there, then in the next breath they are saying Dougherty and Aguilar have got to go they have to much experience. Which is it?

Sheilds ultimately is responsible. But a "TEAM" never lets one of the teammates behind. Problem is, there is no team work in this city. You don't need to "have votes" to file charges against the president. File written charges with little Sid and call it a day.

They will have to appoint a sham committee and have a sham hearing, but the sham can then be appealed to the state and national fop if need be.

No contract? How about no parkers, State violations for movers - no MCC violations, in the station for every TVB driving w/o a license. No cars available for the whole weekend may get the city's attention. Screw Rahm.

I was at the meeting yesterday and Kevin Graham did not initiate any charges against Shields. A handful of the Trustees wanted action, but the majority of his people wanted to keep him in office because it will make us weak. Their argument was that we need a ship with a "Captain" of during contract negotiations.

I'm calling Ted Street today to get charges initiated against the Board.

Some are trying to leave this city. Unfortunately, there are things like homes, spouse's job, kids, money and other factors holding the move up. I personally am trying to leave but no one has bought my house yet. As soon as that happens I am gone. Others stay and complain because it is probably easier than uproot their family and start in a new department. Some are far too vested in this shitty city as it is to even think about moving.

This is the second time this group came to the gun fight with blanks. The first time they tried to throw all of the retirees out of the union and now this. You may not vote for Shields but how could any of us vote for anyone from the Donahue team. They just screwed us over the last 2-1/2 years just to regain power. Maybe a third party ticket is need with some new blood. People who are involved but not part of a coup.

My question to the coup where were you guys the last 2-1/2 years?

Question #2 -and I'm getting this second hand - didn't the Board say if Shields goes than all of you assholes should go too? How can any of us trust you again. Shields owned up to a mistake but you guys have been plotting for 2-1/2 years? And some of the people on the board ran as part of your team in the last election.

I always knew Aguliar was way over his head but I am extremely disappointed in Donahue and Dougherty if what I am hearing is right.

Mike has uncovered the dirt - AND ALOT OF IT - that the Old regime had tried to hide. It's no wonder they didnt want Shields around because he's a reformer. He went after the pension problems. He's been a thorn in the side of the mayor regarding contract / pension / hiring / work conditions issues. He helped rally a vote against what the mayor tried doing to the sergeants. He fired Plienes for reasons that will see the light of day soon. Reasons that the old regime allowed. Reasons they don't want you and me to know so all this is good theatrics and distraction, until Shields and Company flipped over their trump card.
THEY WITHDREW THEIR MOTION TO BOUNCE SHIELDS BECAUSE THEY HAVE ALOT MORE TO LOSE. Gone today will be RA and BD, with more of the remaining Citywide RATS jumping ship before things get real ugly. At the end of the day PEOPLE WHO LIVE IN GLASS HOUSES SHOULDN'T THROW STONES, ain't that right Richie and Bill? Too bad the membership has to suffer because you clowns let personal differences and the bullshit from the election carry over to the new mixed board FOP. Shields is the good guy here, even with the mistake made. The old regime sabotaged this.

9500 x $5,000 (approx) = $47,500,000 is about right the mistake that Shields will be taking away from patrolmen from his mistake. His simple apology should not be taken at all. Patrol is taking hard hits. Patrol has to be exposed to CRs, bad bosses and stressful times with a weak union that sucks. Instead of golfing, the FOP needs to fight to get us all of our benefits and more. At least fight it, stop sleeping with the city. I really do not think this was a mistake, too much friendliness with McCarthy and city tends to cloud the judgement of the FOP.

If you were at the meeting, you would know that Mike was told about the letter. He lied to the board and said that he wasn't told about it. Then he spoke about it at the Feb 2012 general meeting (its in the minutes). He was handed a copy of the minutes and looked like a ghost. Mike lied, not the board. He needs to go.

Let's understand Mike Shields screws up and fails to perform his job, but we blame everyone else. Does anyone remember when Mikes secretary was fired and she told everyone of us that he failed to send in the letter to which she prepared and he was just to lazy we will say to send it. Mikey wrote this off to a fired disgruntled employee who lied. Now again how many times Mikey has told all of us this was not true and in the minutes of the February meeting told everyone of us that he was and has sent the letter. (Another Lie) Yesterday at the board meeting when confronted by several members yelled obscenity's an called the members liars. However one of the trustees produced the minutes of the meeting and showed Mikey his words to which he had no response. And again not long ago with his letter to the members he stated he dropped the ball and wished he could rewrite history but unfortunately that was not possible. Face it Mikey failed admitted he did and past minutes have proven he had knowledge of what he was suppose to do but for whatever reason did not do it.

Now quit blaming everyone else, if it was not for some of the older members on the board we could be in much more trouble.

Because the letter wasn't sent, the contract did not expire on June 30, 2012. The contract expired on June 30, 2013. So any raise will begin at the expiration of the old contract. Any raise will begin July 1, 2013. Not 2012. We lost that one in an unfair labor practice decision. Forget about it, it is history.

I thought we were pretty much in agreement back in 2006-2010 that the city was in a hiring freeze when it came to hiring police. With that being said, there was not a large influx of youth on this department, and there are still more "old timers" on this department than there are "hair gels." Do you really think that the young coppers completely outnumber the rest of the voting block, and that they were solely responsible for putting Shields in office? I think you and I both know that's not the case. Shields procured votes from young and old so that he could eventually put us in the position we are now. So instead of trying to blame "hair gels," place the blame where to belongs, on Mike. What I am hearing is there was never a vote on this because even some of the trustees who were hold over’s from the City-Wide Team said this was bull sitttttt……. Many of the trustees said if Mike goes all of you going too. You assholes had over two years to do this why now?

Answer: if you have not been going to meeting prior to this you can not run for office because you will not have enough meetings in by the end of the year. Graham and Aguliar have been plotting this for a long time.

I’m so pissed off over this. I used to consider many of the guys from the City-Wide team as friends but now that I see how thing played out I realize I should have never trusted any of them after they tried to purge the lodge of all of the retirees. They said the old Nolan team were not out to protect the membership. But they just fucked over every copper in order to cut Shields off at the legs. I or my partner have made every meeting in almost a decade. Why did this assholes never bring this up at general meeting? Because they were just bidding their time. In the light of day they are far worse than the Nolan team ever was.

Looking at the pension system, I agree that there need to be more cops, not less, to sustain it. The city isn't upholding its pension obligations in addition to trying to "do more with less".

Where is that going to leave those officers and their families in 15-20 years?

These... criminals are going to spend their retirement in comfort off the back of an entire bankrupt city. In this story, the bad guy wins.

If y'all have leverage, now is the time to use it. The infighting has got to stop and y'all need to stand together. For better or worse, you ARE family and you need to be there for each other. You're supposed to be an example of the best we can be. Is this the best you've got?

If you can't get out, then fight for your future. Don't just hope that you're going to have a pension and the city will take care of you on retirement.

This is part of a letter my Uncle wrote me while he was deployed some years back. I'm passing it on in hopes that it helps y'all as much as it helped me.

Shields didn't "offer" Donahue that position. The previous president receives a hefty salary until the next president after Shields gets in office. After reading all the I think this and I heard that comments let me point out some facts.

At the last board meeting Mike said he didn't know he was supposed to send a letter. Aguilar and Donahue said they reminded him. Mike called them liars. One of Mike's own guys produced the February 2012 general meeting minutes where Mike told those present he was going to send the letter. That meeting was prior to the deadline for filing the letter. Mike got caught in a lie.

This is not an opinion. These are the undisputed FACTS. They can be verified.

Aguilar, Donahue, and the entire board of directors are not the bad guys here. Only one guy failed to do his job. That person is Mike.

I thought we were pretty much in agreement back in 2006-2010 that the city was in a hiring freeze when it came to hiring police. With that being said, there was not a large influx of youth on this department, and there are still more "old timers" on this department than there are "hair gels

In agreement about a hiring freeze from 2006 to 2010. That was a period of huge hiring. Test was given in 2006 . hiring started in like May 2007. There was a class in the academy every month from then on until the end of 2007 and they classes continued for 2008, 2009 and 2010 In July 2007 there were actually 2 recruit classes that startyed that month. Also in 2006 there were 4 CPS exams given so I have no idea where you think there was no hiring during that period

Donahue is the reason that Rahm and the city have to make things right in 2015, he worked very hard behind the scenes while still president to bet that bill passed in Springfield... that's the only Friggin thing that is keeping Tiny Dancer on his toes, He doesn't want to pay us our money, and CERTAINLY doesn't want it taken by the state from the City's share of revenue and directly deposited in the Pension fund. So we should have a clean slate w/ Officers that ZERO experience regarding grievances, medical disability issues, safety concerns, dealing w/ the media, etc. let alone contract negotiation experience?
Sounds good in theory, but seriously flawed. We've seen 1st hand what a President w/ 10 years on when elected has done for us thus far.

However they failed to calculate on how the letter would reflect on them since they stood by and watched. Inexperience I can almost excuse. however positioning yourselves at the expense of members so you can win the elections I can not excuse

Really, It came out at the board meeting that Mike was told several times by board members to send the letter. If you went to general meetings, you would know that 8 days before the letter was due Mike said that he had to send the letter in. It's in the minutes and its a fact, unlike your mage up reponse.
