That Darn Economy

Impacting Rahm's bottom line again:
  • Scott Stevenson, the man in charge of the city’s harbor system, is sticking to the “If you build it, they will come” mantra when it comes to explaining the low occupancy rate at 31st Street Harbor.

    But he’d like to add an addendum: Have patience.

    At the harbor, which opened in 2012 and cost $103 million to build, only 319 of 1,013 spots were filled in mid-August.

    Like an unsecured anchor, the abysmal statistic drags on the overall occupancy rate of the city’s 10 harbors, which, with 4,381 of 5,747 total spots filled, stands at 76 percent.

If you overcharge for it and someone else offers it for cheaper, they won't come. Basic economic fact. And who's to blame?
  • When construction began in 2009, the thinking was that the harbor would fill in three to five years.

    “Now we’re thinking five to eight years,” Stevenson said.

    Despite building the harbor in the midst of a recession — which sent boat sales into a death spiral — he does not regret the decision.

    “I still believe it was the right thing to have done, but I don’t think anyone could have forecast the economy would take as long it has to rebound,” he said.
Actually, everyone with a brain and anyone who paid attention was predicting the economy would take years to recover from the unfriendly atmosphere being generated out of DC. And of course he doesn't regret the decision - he got paid, the contractors got paid, the politicians got paid-off and the taxpayers (most of whom don't own boats) got screwed. What's not to love?

actually the harbors were sold off to westtrack marine, they (the harbors) use to fall under park district auspices and fess were returned to city through park district (at least more than we get now). We get bubkiss!!!!

If these geniuses are so brilliant and building a harbor that is only 30% filled is such a good idea, then he should be asked why the new harbor just south of Navy Pier, incorporating "dime" pier hasnt been done. He should also be asked how much of an effect not having anywhere for boaters to stop and be able to grab a bite and a beverage has on the number of empty spots in America's largest harbor system. Moreover, why didnt they build the one by Navy Pier instead? More mismanagement by our idiot leaders. Coming from one who works out there

20-30 years ago it was tough to get a mooring in Chicago's harbors. The waiting list was long, especially if you paperwork was not "in order." Missing some critical information ($$ stapled to application)

Several of the mooring administrators went to prison.

Now, the downturn in the economy, the boaters getting older and getting out of boating, new harbors opening are creating a glut of spaces. Especially when you look at what Chicago charges. And the fees. Worse if you are from the 'burbs.

Try something different: competitive pricing. Not trying to soak every dime out of every one.

Rahm will solve the problem.

He would allow the ghetto populace to use their Section 8 Vouchers to lease yachts to live on. Just sector which harbors get which gangs just like the schools.

The invite the Mexican Drug Cartels to use the dock spaces for their fast runner boats and drug subs.

As long as Rahm gets his cut it's all OK.

No one needs to ask why all the projections proved unrealistic based on the recovery that never was...

No one should ask why all the bailouts of states and banks never actually affected and reached the middle class as promised...

No one should wonder why raising the debt ceiling is no longer indicative of poor leadership...

No one dare doubt how healthcare reform is not a tax when the supreme court could only declare its legality as such...

No one ought fear overreach in areas of privacy, now that a Chicago politician-turned-president promises only the strictest integrity and transparency, while forcibly and solely when exposed or confronted begrudgingly admits scope greater than anyone imagined...

No one need recoil at the irony or cringe at the thought of a Nobel peace prize winner and constant critic of military intervention who once touted a willingness to sit down with dictators to talk out differences, now suggesting aimless, ineffective missile strikes as nothing more than a face-saving measure clearly borne out of ineffective diplomacy and a presidency rendered
irrelevant here and worldwide.

So what if it's just plain ridiculous to ask people to dock in a slip that leaves them with absolutely no expectation of safely enjoying their surroundings for a leisurely walk, or shopping, or a meal...

This is still the best president ever!

5 to 8 years they're thinking now? What will the forecast B in 5 to 8 years? What if it's another 5 to 8 years at a roughly 600 spot loss. What then? I don't want to B crude, but if I'm living in Chicago at that time can Mr. Stevenson recommend a lube for my ass and the rest of the tax payers? Something that will provide relief for the obvious ass pounding "We'll" endure as yet another whaked out expense by City Government.

If I was a 40 ft boat owner and I wanted a slip at diversey for me, being out of resident would 5880.OK
With like 1150+ being a out of resident .
At Winthrop harbor its like 2890 for a 40 ft now I know it's not a really balanced comparison but think of people that would like a spot and can't afford it
Fuel is 5.80 a gallon in Winthrop they sort of got by the " webels " there. People just can't afford the prices period

Actually not correct. Chicago Harbors are still under the control of the Park District. Otherwise CPD and Finance and unit 211 couldn't go in to ticket.

Which we do.

Boating and these slips, as they have been conceived, are pleasures of the MIDDLE CLASS.

Continue to destroy that middle class, yet these fucks are actually fucking stupid enough to think that middle class will still have the money to piss away on fucking boats, slips and storage.

How fucking stupid can this government be unless the sole intent was to build a monument to the middle class knowing deliberately it would fail so you could use it as an excuse to continue killing off what's left of the middle class? That and as always, keep making the rich richer off the rest of us.

I forecasted it. Obama was elected. This economy will suck until his term is over and for years beyond that as long as Obamacare is still around. Besides the overall economy being bad, it is even worse in Illinois with the tax and spenders in charge. There will be bankruptcy before recovery in Chicago and other lefty run Illinois cities.

I got out of boating in the city long ago and will never go back!

When this stupid city starting charging $20 bucks to drop a waverunner in the water at Diversey Harbor! An act that cost the city nothing! Who's pocket is getting lined?!

I know places with better sites and they are free to drop a lousy boat in the water!

Also, the side economic impact is, I buy my supplies, fuel, etc. in the lower taxed area. Then when I come home my trunk is full of groceries and my gas tank is full from those same low taxed areas and I spent nothing in this crooked city!

Take a hint Chicago, people are voting by their actions and NOT Spending money $$ in the city despite your nice skyline!

Try the docks in New Buffalo. 90 min. away if you reside on the north side less if your a south sider. All of the docks are private condominium type with an owners association. There are plenty available for rent. If you are a family oriented boater you will enjoy the pleasure of sober, drug free people as neighbors. The grounds are perfectly manicured, with a town full of great restaurants and things to do. Try the municipal docks for an overnight trip to see how you like it. A great police presence both on the water and in the town. I moved the boat there a few years ago and eventually purchased my own dock. A great family experience with great people for neighbors.

You are correct as there is no place for a boater to stop and have a bite to eat.
There used to be a place at the old Coast Guard Station located at 64th Street when the Park District raised the rent so high the operators could not make a profit.

The number of people who can afford to purchase, operate and fuel a 35 foot boat has gone way down since our President has declared war on the middle class with higher taxes and regulations.

I moored my boat I'm Belmont in the 80's,
Prices went up every year and service and cleanliness
Went down.
The only place to go and fine was Dicks Last
Resort, and you had to use the Chicago Rivet
Locks to get there.
Now, there's no place to go.
I moved my boat to Winthrop Harbor, for a third
Of what I paid in Chicago.
Kenenosha and Milwaulkie have nice places to
Eat and drink, fuel is cheaper and I don't have
To worry about my shit being stolen or damaged
By the beast!

The scenery is beautiful and the tranquility is unparalleled. No boating fees required there. I won't buy into this consumeristic society. Like my father-in-law says, "There's only so much money a man needs. The rest is for showing off. " I have your boat slip fee right here (crotch squeeze).

Simple solution, go anywhere but shitcago. Lake Geneva is 1hr20 minutes away and is cheaper, cleaner. Also, twin lakes, powers lake, paddock...any lake north of the state line. I live at Devon/Canfield. I do ALL my shopping in the suburbs, NEVER in the city. Costco in Niles, gas in Harwood hts, niles, park ridge. All school supplies and big ticket items in Wisconsin with a sales tax of 5%. This state, county, and city is done, over, finished. Retire and get the f**k out.

As a boat owner at Burnham.....31st street harbor is a joke. Try walking around there when it gets dark. Parking sucks, some of the slips are almost two blocks long. They built the harbor so the entrance is right on top of a shoal, sailboats are constantly hitting it and ripping off their keel. The mouth of the harbor is to small. Two boats can not enter or leave at the same time. The design of this harbor is a disaster. And the park district wonders why no one wants to go there. Have to hand it to the city though, nobody can screw things up like they can.
The city hired Westtrack to manage the harbors and ice rinks
