Leroy Martin Passes

  • Former Chicago police Supt. LeRoy Martin, who led the department from 1987 until 1992, died Saturday.

    Martin, who was 84, was appointed superintendent by the late Mayor Harold Washington and also served under former Mayor Richard M. Daley.

    Martin joined the department in 1955 and worked there for 36 years, retiring as superintendent at 63.

    A police spokesman confirmed Martin’s death but could not immediately provide other information.

Leroy said to the graduating class at a ceremony in a church:

"Now I know you all can't wait to go out there and be 'dog-ass sergeants' . . . . "

Remember. When you go into the lieutenants' "oral interview" and regardless of the question, be sure to say the secret passwords I came up with for our people: "NOTIFY THE WATCH COMMANDER".

We just want our favorite people promoted. Fuck most of the sergeants. We'll weight the oral as 80% after the fact. Unless you have CLOUT, promotion will be an insurmountable obstacle. Keep it secret and don't let any of the legit, hard-working assholes know it's all rigged.

West side bagman. Harold made him Super all the way from an obscure Deputy Chief's position thanks to a powerful west side push via Nancy Jefferson. Received a Masters Degree, all of the work being done for him by Harley Shinker (remember him?). HS was a Sgt at the time, but was richly rewarded. For the Lts exam, oral boards were conducted by boards of exempt personnel. They were all told that only candidates using the secret phrase (which was not part of the correct answer) "notify the watch commander" should get full points. Then, they decided to count the oral boards for 80% of the grade. Hence, exam scam. The most corrupt exam in the city's history (and we know that's saying something). Harley and all the clouted made Lt. Leroy should have been in jail, but instead was the Supt. Only in Chicago.

Leroy has inspectors standing outside 1121 S State writing up coppers who tried to walk in without a hat. He was fucking nuts about that hat. They lost that battle here. I gotta admit, the police look like police in NY, they still wear their hats there. When I look at pictures of CPD from the 60's, 70's and inso the 80's they looked better than now, they mostly all have their hat on.

Dog-Ass Sgt. Yep, that was Leroy when he was a Sgt. in Area 4Youth. He'd sleep all through his shift. A Sgt. from 011 would go up stairs to the Youth Office, knock on the door and wake him. He could then go home or where ever. Maybe to his brother's joint in 015...Boss Martin's..loaded with dope dealers and pimps. Retired 011 Ranger.

Leroy was one of the most corrupt superintendents in the history of the department. He owned the Lion's Den. Old timers will tell story after story about him when he was the Area 4 Deputy chief, when he took his driver ( girlfriend) to gambling dens run by off duty coppers etc etc etc. And, he hated female officers even having off duty police women wear red dresses and serve the exempts drinks and dinner at parties in the Conrad Hilton.

This asswipe was running interference for a dope operation on the west side a couple decades back.During the 90's he routinely and automatically bumped up suspensions for WHITE PO's a ton of 30 days and 30 pendings from what were originally 3-5 day suspensions.As someone noted already he was a frequent visitor to The Lions Den in 003 where he would get shitty drunk and drive home.If he saw an officer without his hat on the drunk driving Superintendent would have him written up.I'm not even going to go into his stories from the old Marquette 010 days.....

LeRoy Martin: The Father of EXAMSCAM.

852 sergeants aspiring to be promoted to lieutenant participated in the entire three-part EXAMSCAM "process".

Part I: 63 multiple choice questions (pass/fail) with 44 correct needed to pass. 852 passed. Individual score NOT weighted in composite score.

PART II: Eight written essay questions--the identical questions that were to be used in the later "oral interview".

PART III: "Oral Interview" aka "amnesia test". Same eight questions as Part II before a pair of exempt "raters".

It was only after the list was posted that the City announced that the "oral interview" would be weighted at 80 percent(*), Part II being weighted at only 20 percent. Pursuant to discovery in later litigation, it was PROVEN that half of the 8 "oral board" answers were previously rigged by the exempt "raters". Indeed, it was then Area 4 Dep. Chief Martin's idea that 2 of the 4 trick questions required that favored candidates merely add the superfluous "notify the watch commander" as passwords for perfect scoring. Only 10% of the "orals" were taped. In some instances, several "successful" candidates replied with this shibboleth to all 8 questions.

The overwhelming majority of all candidates scored correctly on Questions 1, 3, 4 and 8. However, compare the following breakdown on trick answer items 2, 5, 6 and 7, two of which were included by Martin himself. Below you'll see the percentages "correct" by those who were promoted versus those who were ignominiously "flunked", myself included, many having perfect or near-perfect scores in the first two (legit) components. Conversely, many of the "successful" candidates without regard to race did miserably on the first two legit parts of this "process".

PERCENT "CORRECT" TRICK ANSWERS PROMOTED: 89.6%

PERCENT "CORRECT" TRICK ANSWERS "FLUNKED": 7.1%

Calculations by psychometricians revealed that there was less than one chance in 13.8 TRILLION (13,800,000,000,000) that the "process" was NOT RIGGED. Unless you were among the tipped-off CLOUTED favorites, you would have a better chance at winning the Lotto jackpot twice.

More than a score of unnamed promoted lieutenants confidentially admitted to me that the "oral" was rigged. Based on the first 2 components, almost all of those that 'fessed up would have been promoted legitimately without EXAMSCAM cheating.

(*) = The City claimed that the 80% weight was necessary to maintain racial diversity. The proven fact is that whites, blacks, Hispanics, Asians, males and females were well represented for promotion using the legit first two parts. The City merely used this claim as a pretext for rigging EXAMSCAM. Black Sgt. William Gates had perfect scores in Parts I and II. He was "flunked". [The Gates Paradox"]

I proudly report that over 93% of the victimized sergeants kicked in at least $100 to take the City to court.

BTW, since the City got caught with the "smoking gun" of EXAMSCAM, they now use in-your-face "merit" promotions to accomplish the same objective. As you can well surmise, both Richard M. Daley and his local mainstream media refused to expose the above despite the fact that the physical evidence and full documentation exists to this day.

I remember when he was the Deputy Chief of Area 4 he turned Sly King and a group of PO's including Dave Snethen lose on the smash & grab goofs. They shot a half a dozen and the crimes slowed down quickly.

Being Superintendent is not easy but I enjoyed working for him.

One of Leroy's first acts Superintendent was to visit The United States Attorney's Office and ask them to not indict a dozen wagon men for taking gratuities from funeral homes. He told the US Attorney that it should be handled internally by the CPD as it was a historical problem.

The US Attorney finally agreed and a large group of officers owed their careers to his having balls.

Unlike Weis who did the opposite with Cozzi.

After reviewing some of the comments posted about Superintendent Martin I must correct several falsehoods.

The 15th District was in Area 5 not Area 4 and Martin had nothing to do with Sanford Neal or Rick Miller.

Jon Burge worked as a lieutenant in 012 for George Ruckrich. Ruckrich arranged his transfer to Area 2 Violent Crimes through Superintendent Richard Breczak and he initially worked under Commander Milton Deas. He was promoted to the rank of Commander by Superintendent Fred Rice.

His finest moment as Superintendent was when he dumped the "WAZ" as a Deputy Superintendent after listening to the concerns of Maurer, Townsend and others.

Many have kids and little nephews, nieces there, all wearing our 8 pointed Hats fantasizing about the day they get to wear the uniform and be the law.

And here struts Le'Roy, like Samson in his lincoln Park cage. "Oh you mutha-fucka's go on and kick ass on all those mutha-fuckas out there". "You my mutha-fucka's and you go fuck up those gang banging mutha-fuckas".

After reviewing the comments I do believe there is a bunch of ignorant people posting on this blog.

1. Martin got his degrees in the 70's and Schinker did not become a police officer until long after Martin graduated and they did not meet until Harley was a sergeant in 012 in 1985.

2. Jon Burge was never the tactical lieutenant in 012 but he was part of Ruckrich's crew. Ruckrich prevailed on Breazak to send him to Area 2 VC. The Commander of Area 2 was Milton Deas and Fred Rice later promoted Burge to the rank of Commander.

3. 015 was in Area 5 when Rick Miller was running wild and the Commander was Sanford Neal. Martin had nothing to do with ARea 5 as the DC was Richard Rochford.

4. Promotional exams are prepared and handled by the Department of Personnel and the outside consulting firms that the City hires not CPD. CPD's involvement is overseen by the Department of Personnel and a member of the Department of Personnel sat on every interview panel.

5. Wodnicki was dumped after Maurer, Townsend and others complained about his management style. In reality he should of been indicted for his sucker-punching the detective in Simpson's years before, which led to the detective going on disability.

6. Sky King and Snethen and the rest of that mission team would confirm that Martin backed then to the hilt when they took on the assholes who were doing smash & grabs on the west side.

Well say what you will about Leroy Martin; but I worked in the 10th District when he was the A/4 Deputy Chief, and he did take care of the working Police. As the Superintendent of Police, he stood up for this then young "white" Police Officer against the Chicago Tribune when it was not the popular thing to do. I for one will never forget what he did for me. May you Rest In Peace.

Jerry spent most of his time sleeping xxxx I mean patrolling New Trier Twsp. Then he latched on to sticks.

Jerry came up as Elrod's driver, and fucked over sticks by passing info on to O'Grady about Elrod's campaign. For this, Jerry earned Sergeant.

Casserly then made Lieutenant on the last hour prior to Mike Sheahan getting sworn in. Sheahan could have (rightfully and correctly) reversed the promotion but he didn't. Sheahan would live to regret this.

Casserly was one of Martin's campaign managers. I met Martin and he seemed to be a nice enough guy, but when I got wind that Jerry was pimping for him, my decision was made to support Sheahan lock, stock and barrel!

Based on what I knew and what I am reading here, I never regretted this.

When Weis became Superintendent he saw the tape with the Cozzi encounter and he took it to the FBI and the US Attorney and requested that Cozzi be indicted and he was and did years in a Federal penitentiary and still cannot find gainful employment.

When Martin became Superintendent he learned that the FBI had conducted an investigation into wagon men taking money from funeral homes that they delivered dead bodies too. Martin went and met with the US Attorney and stated that this was a historical problem at CPD and he requested that he be allowed to handle the problem internally instead of indicting these officers with felonies. After several meetings the US Attorney agreed and Martin suspended the officers instead of having them convicted, sent to jail and losing their jobs.

As far as I am concerned Martin did the right thing and Weis did not!

There was a deputy who I believe was a former alderman, Jewish guy, who was also a lawyer with a going personal injury practice.

He had a suit going for a copper who blew his finger off trying to put his Glock away in it's case while loaded. Glock's then came in a case with a plastic part inside that went through the trigger guard. You had to unload the pistol to prevent an accidental discharge when putting the weapon away.

At the factory the plastic Glock boxes were stacked on carts with metal rods and the Glock boxes fit over these metal rods. Leave a round in the chamber when you put it away and the chance was high that you would cause the trigger to cycle and set a round off.

So this deputy was close to the top of the CPD hierarchy and the Glock never made it to the approved list until years later, under Jody I believe, because of that lawsuit.

True LeRoy Martin stories
Hard working PO approached him in a community meeting about getting a merit bump to detective.Martin tells him to give him a resume. PO does and Martin
rolls it up and stuffs it in a visor. PO sees him driving the same car two or three Weeks later with the resume still jammed in the visor

Two POs stop and cite his mouthy daughter. One officer gets launched to 002 the other dumped to 008. Both officers were in 004 at the time.

Martin and his entourage of exempt assholes including Charles Ford were touring the districts and addressing the troops. PO asks Martin was his nickname Skillet. PO gets psyched stripped and stuck in 003 until he retired.

Two tact guys from 003 stops a guy leaving the Leos den . Guy calls Martin and they are back on the watch before they hit checkoff.

Im gonna posts these stories on an online obit for Martin so everyone knows him for what he was. A ghetto ignorant bagman and political hack.

I believe Jon Burge's clout originated out of the west side not the south side.

He was close to Walter Murphy, Judge John Hechinger, Judge Wayne Olsen, Jimmy DeLeo, Bill Hanhardt, George Ruckrich and Edward Wodnicki not the south side blacks.

Joe McCarthy and Hanhardt introduced him to Jane Byrne and his career took off.

But, as I recall, the department had a list of names of wagon men who were taking money . The names came from the funeral home owners. The wagon men went across the city at times to dump the body at a selective home.

There was a wagon guy from 023 who killed the animal who murdered PO Lee Seward with his own gun. That officer went in the apartment (FBI, pay attention here, this is how it is done) and engaged the murderer in gunfire. Wagon guy carried a .44 magnum and soon enough had the jagoff in his sights and BAM, off he went to the medical examiner.

That is how it is done , go in and take care of business. That wagon guy was talked about as a possible Lambert Tree award recipient etc.

Turns out that wagon guy was on tape while at a certain funeral home accepting a small token of the funeral director's gratitude, indictment did follow. No Lambert Tree, instead, guilty plea to misdemeanor tax evasion.

And how did the FBI get on to this so-called scandal?

The funeral director was getting scrutinized by the IRS and they questioned a line item deduction that said "Chicago Police" He said that was for money paid to CPD for dropping off remains. IRS turns it over to the FBI and that was that.

I don't know what, if anything, Leroy Martin had to do with it. Lot's of wagon guys on the north side sweated it out until indictments came down. As it was, they took a misdemeanor and some suspension time but kept their jobs.

Still, that was excellent old school police work dealing with a cop killer. No hostage situation, no standoff, no negotiation. Just a .44 magnum barking.

Ivan Rittenberg took a Leave of Absence as a lieutenant to become the Alderman of the 40th Ward. He came back to the Department for one day during his term to be promoted to Captain. He was beat in his re-election bid by Pat O'Connor. He came back to the police department and wound up being an asst. dept. superintendent (street deputy). He is still a practicing attorney. Howard Patinkin was command of the 20th District and then became Asst. dept. superintendent of the Traffic Division. Patinkin was also a lawyer. I believe it was Rittenberg who did the Glock case.

Leroy talked the US Attorney out of filing felony charges against the wagon men and as a result they should all be thankful.
