End of the Beat Car?

No manpower, minimal hiring, beat cars being downed.

The solution? Scrap the Beat Car system. This rumor popped up a few days ago and we've been getting a couple of e-mails about it. Like this one:
  • ....hearing rumors about a pilot program happening in 012 beginning in Sept. I've heard that they are moving us into "squads" run by the sergeants. The Squads will cover specific areas and will take the place of the beats. Our d.o.g.s will be changed and partners will be broken up to accommodate this shift. When requesting time off, we are competing against the people in our squad instead of the whole watch. 
From what we can figure, it works something like this:
  • Instead of Beat Cars, you end up with something like "Sector Teams" or mini-TRU units that are deployed to hot spots identified by computers, commanders and political phone calls. 
  • All non-emergency calls are phone jobs and "the report is in the mail."
  • All property crime is shitcanned - no follow up because no evidence is collected (look at the E.T.  shortages).
  • You don't need to man beat cars any more, so safer neighborhoods will see even less visible police presence.
  • What manpower shortage? You aren't tied to 9 or 12 or 15 beats, so everyone is a rapid response car or mini-team hitting violence zones and the like.
  • You aren't producing numbers? We have a foot post just for you! Lots of foot posts actually. It saves Rahm money in vehicle expenditures.
Someone else called it "Team Policing," an experiment that was pretty much discredited as unworkable in the 1970's and 80's.We found a paper written (we're still reading it) about it at this link here and it seems plausible that this could be in the works based on the current political climate and efforts by the Department. Failure doesn't mean that Chicago can't make it fail even more spectacularly.

If nothing else, it's an interesting topic.

Once again, the taxpaying citizens will get the short end of the stick, while the "high-crime" areas get ALL the attention.

No crime prevention in the nice areas, just a lot of police in the "ghettoes".

This type if policing only works in slower than normal sectors where officers can quickly back each other up or respond to each others in-progress calls (example 430) but in the crime ridden areas where there are multiple in-progress calls (example 420) it once again will divide the sector into beats to be covered by a 2 man car (if lucky)...it will never work. Why pilot it in 012 - why not try it in a "fast" district like 11 or 15 ...we all know why - because it won't work!!! Our department can't get away from "what's old is new again" type of policing...how sad for all of us who love this job.

Holy shit. We should have seen this coming. They're just expanding on the current policing strategy that if there are no police around to take a report, statistically speaking, the crime did not occur. The only number they can't fudge is a dead human being. That will be the ONLY focus of this department. Everything else, the citizens are on their own. This is shocking. The only people worthy of police service anymore are the gangbangers and their families?! Detroit, here we come! (fart noise)

The system that was described is like the Task Force system that was used in Chicago in the 1960's. There was a Lieutenant in charge in each of the 6 areas. Each of the 7 day off groups had a sergeant leading each team. Everyone on the team was assigned to the same DOG. Five teams would be working with two teams day off. Downtown would assign the teams to a burglary or robbery pattern on a daily basis. The sgts would handle the time due off within there individual team. This team concept built morale and team spirit.

The authors and contributors of this paper are on solid ground in their Police scholarship and presentation.

We'll also add that the repeated attempts over the last quarter century to overlay urban Policing with the "Corporate Model" are exercises in futility and failure.

I am surprised the Department has not used the solution for manpower shortages in the 1980's. Reduce the number of Beats in each Sector. Fewer Beats=Fully Manned.

The citizens in this city better wake the fuck up. If they don't do anything then we are fucked. Having a regular officer assigned to a beat does make a difference. If you have a bunch of officers assigned to an area then they will only concentrate on the shit areas and won't do anything for the non shit areas. Oh wait, they will wait for the good areas to get bad and then pay attention to them! Now that makes sense.

As a beat officer in the 25th district, I love working my beat. I love talking to the business owners, the people walking around and decent people who live on my beat. I am very proactive and take care of business on my beat. If the city as a whole goes with this brain dead idea then we are toast. The good areas will turn bad.

We need to get rid of this mayor and an outsider should never be brought in to run what's left of our Police Department. Im tired of this guys arrogance and the constant b.s. they put out on the news. Does anyone believe anything that these goofs say anymore?Anybody else have a problem during 2nd Watch with the roll calls in the morning? In 010 we have maybe 5 or 6 PO's in the room. At least two of them will be downed standing on a deserted street. Another will be sitting in a "box", not able to answer calls. Safe Passage bullshit isn't safe for anyone. The couple schools that are being focused on leaves the rest of the kids WITHOUT ANY PROTECTION. No Police visibility for hours during the Safe Passage times. No Police back up when all you have are 99 Units responding to the never ending calls..... Count down till the criminals figure that out begins..... Only thing we have going for us is a lot are sleeping off their drunk or high from the night before. So their day starts a little later. But..............

Beat cars are here to stay... whoever thinks otherwise is dreaming. For two years McCarthy has been drilling District Commanders on the beat car. For every problem the first question is where was the beat car, what were they doing? The concept of moving the rest of our resources that way is a possibility, but the beat car in Chicago is here to stay. Bank on it!!!

Regarding the above mention of Task Force operation in the 60's. Yes this the way TF worked. But each District had a lot more manpower than you have today. 3rd Watch in the old 014: 30 beats, 4 wagons and 3-4 Sgts. And you still heard "no cars available in 11 no cars available in 15 1432 take a man shot at Lake and Cicero"

How about we just go all the fuckin' way and close all but 3 districts. We'll have a district NORTH, SOUTH and WEST and make squads within those districts. That should alleviate the need for more manpower and we'll save money on operating districts. We can shit can all "unnecessary" units and details; mounted, k9, narcotics, gangs, etc. No need for these. We need these bodies to saturate the shit areas. Everything will be done at the district level, so each district will be assigned an E.T., but only to collect evidence for homicides. Oh, and all detectives will work in the districts so we'll save more there. We can start phasing out some Lt's, CMDR'S etc since we'll be running less districts. More savings there. We can go on and on with this frustrating shit.

So a "director" computer nerd (Brett Goldstein] that had no police experience and ties to the democrapic machine that launched him from patrolman to a six figure salary in four years, clouted commanders [like Luberman, same launch to six figures and then gone like the wind], and criminal alderscum are now calling all the shots for where the limited police manpower will be deployed.

What could go wrong?

Why is it that crime skyrocketed in Chicago? Do you not understand, voters? These people have come in, bled the system and run off to leech off other organizations just like Rahm did. Do you maybe notice a little pattern here?

I think everybody is missing the real objective of this scam. The idea to this mess is to have Sgt's SPAR PO's for inactivity. In return the Sgt gets written up for not motivating the PO's under his/her supervision. I am a Sgt. I supervise different PO's all the time. The system described here makes it as some have said a TACT team. The Sgt knows all PO's and the PO's know the Sgt. The Sgt won't have any excuses as to why the PO has zero or little activity. The Sgt supervises that PO directly everyday. The Sgt only supervises the PO's in their DOG. The dept will need more Sgt's but less Lt's. The dept eliminates beat cars meaning you can change POs start times without notice. No PO assigned to a beat means no set start time. The Lt's and above have get a huge amount of responsibility taken away from them (no surprise). The weight of what goes on falls completely on the Sgts. This is the result of far to many POs doing Jack for the last decade and the Sgts letting them get away with it.

Team Policing was a way to take reponsiblity for crime away from the police and blame it on the public. If there was one bad member of the team, it ruined the whole team effort, such as it was.

Didn't work too well. There were no police for the local citizens to talk to, and no accountability
on the part of the city.

Also, we had a lot more officers back then.

Just another layer of smoke and mirrors.

Just one question. Where is all the money we are paying for police protection going????

A lot of beat cars are already down most of the time anyways. Also, most citizens don't seem to care anyways. Well they only care once the crime moves up drastically in their neighborhood. But then it's really too little and too late.

Actually the pilot will look something like this:
A. There will be a Sergeant and 10 Officers assigned to a sector. All in the same day-off group.
B. There will be a floating Sergeant and 10 Officers who will man these sectors during the assigned teams day off.
C. These Teams will be responsible to their assigned sectors.
Looks good on paper but will it work?

Sorry about going back to an old thread but, if we have Me Too clauses with the Sgt's, Lt's and fire fighters won't we get whatever percentage raise they get for the first year of the contract that Shields screwed up.
I also believe shields and FoP need to get on the offensive and start enforcing all the contract provisions the city violates , 20% management per shift is violated everywhere safety violations in every lock up and every squad car.start training the field reps to deal with this file lawsuits over the city failing to follow contract, quit going along and getting along Rahm is fucking the PO's at least put up a fight and make management miserable. We can't win but we can force the city to work with us.

It's not really a New York idea, it was widely implemented throughout the country up until the late '70s, but it was more or less replaced with beat style policing due to computer mapping of crime.

For what it's worth. We don't have enough Sergeants for this; in police departments where it worked, the rank of Corporal exists to cover lapses in supervision.

Sorry I would have to dis agree the team concept worked in the old 23 pretty well, its only draw back was the amount of man power it took to operate properly. But as far as working you worked with the same ten guys all the time, 4 beat cars and a wagon. The guys gelled pretty well, you didn't mind mundane tasks because they were passed around everyone had his turn in the barrel and everyone had his turn being the hero.

I call BS on the "competing against each other in the squad for time off." This is a labor issue and contractual. This can not happen unless it is worked out with the FOP. Any silly changes that go against the contract are challeged by greivence. This whole silly idea though doesn't suprise me. The department has become a laughing stock. All the fools at 35th care about is petty stats so no one is available to go after the serious crimes.

This will fail. They want a militaristic paradigm. The problem with that is most bosses of the CPD don't have any military experience let alone any "real" police experience. Most of CPD rank and file don't either. This will fail miserably AGAIN. There is no espirit de corps and it doesn't look like there will be one soon. I'll continue to do my job either way and take the job, which I love, with the garbage politics and media machine/agenda that come along with it. Not sure for how much longer though.

This was attempted in the late 1970's and called the sector system. It lasted for about a year in several northside districts. It failed because it turned out to be more man power intensive. Sector members had the same days off and a roving sector team was needed to fill in much as tac teams work. Furloughs, medical, training and court could not be compensated for. The po's liked it but it just didn't work.

Off topic: how does the department issue a NATO SERVICE AWARD to people not even deployed to NATO ? How does crossing guards get the NATO award and how does people on IOD extended medical and light duty get the NATO award ?? This Is a slap in the face to the people that were actually deployed from their district to NATO and to the bike officers that had urine thrown at them ! What a joke this city is !

Funny, the entire concept would seem to require good leadership at the squad level, i.e., a whole bunch of good sergeants.

Sorry, but sergeants in Chicago didn't pass a test and weren't otherwise selected for anything resembling the kind of leadership and decision-making skills. There aren't very many sergeants who could do a good job with something like this.

It seems to make sense to concentrate your police forces in the high crime areas. Low crime areas need very minimal police presence.

I think everybody is missing the real objective of this scam. The idea to this mess is to have Sgt's SPAR PO's for inactivity. In return the Sgt gets written up for not motivating the PO's under his/her supervision. I am a Sgt. I supervise different PO's all the time. The system described here makes it as some have said a TACT team. The Sgt knows all PO's and the PO's know the Sgt. The Sgt won't have any excuses as to why the PO has zero or little activity. The Sgt supervises that PO directly everyday. The Sgt only supervises the PO's in their DOG. The dept will need more Sgt's but less Lt's. The dept eliminates beat cars meaning you can change POs start times without notice. No PO assigned to a beat means no set start time. The Lt's and above have get a huge amount of responsibility taken away from them (no surprise). The weight of what goes on falls completely on the Sgts. This is the result of far to many POs doing Jack for the last decade and the Sgts letting them get away with it.

Once again, you are obligated to answer your calls and write the reports, make the arrests, etc. if need be. Any proactive bullshit is open to lawsuits and you don't have to do it. Policing isn't meant to be money generating, seat belt enforcement, tickets, parkers. Somewhere along the line it has changed for the politicians.

I love hearing the new guys criticize some old coppers about not doing shit. Yes, some of them are downright dogs that don't so shit, a lot of new guys are the same way too though. There are guys who hide behind the "I'm not required" excuse as a means of justifying their laziness, sure. But there's a difference between them and a copper who is a smart policemen. From experience has seen many coppers get jammed up or sued and the department left out in the wind.

I'm the fucking police. I didn't sign up for this job like to sit on a fucking stop sign on Monroe and Morgan. Writing taxpayers because I'm a fuckign coward. And there are plenty of them in 012. You know who you are. Coward sgt;s too who let them get away with it and hold personal grudges. Not everyone came straight out of the Academy to 012.

There is already one less Beat car per sector and we are still short and undermanned in 019 District! Some days especially on weekends, there are as much as six beat cars down on the 2nd watch!

The squad concept was used successfully in the Mass Transit Unit in the 80's and 90's. Each squad had 8 to 10 PO's and the Sgt. On a daily basis 2 members of the squad were allowed to work in CD, although at times the entire squad was in CD. There were 4 squads under the direction of the WC who was a Lt. Squad 1 North, Squad 2 West, Squad 3 Loop, and Squad 4 South. The squads worked both fixed and mobile posts every day. All squads started the day on fixed posts in the Loop for the morning rush and returned to the fixed posts in the Loop at the two hours before the end of the tour. At times all the squads would be shifted to one area to address rising crime. Deployment was based on computer stats which were gathered by the Sgt's. It does work and would be effective in Englewood.

I am very proactive and take care of business on my beat. If the city as a whole goes with this brain dead idea then we are toast. The good areas will turn bad.

as a police officer your job is to enforce the law. Not just ones YOU want to enforce but all laws. Whether its a seatbelt, a parker, a domestic arrest, a quality of life arrest etc. That IS in your job description. It is also in your job description to do it correctly and follow your general orders. When you follow your general orders and do things properly you can still get sued, however you are not open to punitive damages as you are covered by qualified immunity which means that yes something may have gone wrong but you followed the directives of your dept so only the city is on the hook not you for punitive. Too many dogs who think they get to pick and choose what the job description is. Guess what, just writing reports is not your only job. Your job as a police officer is to enforce laws, ordinances, protect citizens yada yada yada. We get paid to do ALL of these things, not just some of them. Too many coppers think they are above doing traffic, parkers, domestics, anov's etc. you shouldnt be above it because its your job... your just lazy. I can work 99 on days or 10-4 on afternoons in 007, 011 or 008 with how busy they are and have NO problem and enough down time still to get a few parkers, a mover or two and definatly an anov. And all of the calls you get give you numerous amounts of opportunities to lock someone up. How is it that a guy in a beat car can go an entire year with only 3 arrests (yes, it happened in 008 last year)? I know for a fact, that someone can go to jail everyday just by getting calls for service alone. dogs, plain and simple. people who think they can choose what their job is...

Sorry to say but there were 7 cars down on monday, and then 1 of the 3 beat cars that was out there called for help and then all hell broke loose which resulted in 2 of the 3 officers that were on the street between 0615 and 0745 getting injured. The commander of the 019 district doesnt have a clue. Take the 7 officers out of the caps office please and put them on the street please but not the one that was MIA last week where he had parked his unmarked squad at the lake and was on a boat drinking for for hours and the 3rd watch Sgt L.G covered it up we all know about this and it will not end till this drunk is sent to 376

A beat cop knows that when the SSI checks arrive which house(s) will have domestics because the family calls for the wagon to take the mental to the hospital;so they can spend the check freely.A beat cop knows the people on his beat that will cooperate with the police as long as they're not fronted by some idiot that will ring their doorbell while the knuckleheads are standing out front. Those are some of the things a beat cop knows. Learn the job.

Sorry to say but there were 7 cars down on monday, and then 1 of the 3 beat cars that was out there called for help and then all hell broke loose which resulted in 2 of the 3 officers that were on the street between 0615 and 0745 getting injured. The commander of the 019 district doesnt have a clue. Take the 7 officers out of the caps office please and put them on the street please but not the one that was MIA last week where he had parked his unmarked squad at the lake and was on a boat drinking for for hours and the 3rd watch Sgt L.G covered it up we all know about this and it will not end till this drunk is sent to 376

aww cmon, leave those poor caps officers alone, they work really hard, just ask them! I wish MY kids had a chance to go to the same school as E.V.'s kid, then I could cry my way to that easy gig. I'd love a 5 hour tour in the air conditioning too. It's HOT out here!

I hear the arguments that say a police officer has discretion. Well, yes, that is partially true. You certainly do not have to enforce all or any of the laws on the books. But, when the complaint is filed against you you will then see that your discretion is outweighed by the departments decision to suspend you. It can and does happen.

Beat cars are here to stay... whoever thinks otherwise is dreaming. For two years McCarthy has been drilling District Commanders on the beat car. For every problem the first question is where was the beat car, what were they doing? The concept of moving the rest of our resources that way is a possibility, but the beat car in Chicago is here to stay. Bank on it!!!

I have to agree and disagree with you on your argument. While it is true that the Supe yammers on and on regarding the location of the beat car during whatever incident is being discussed, his focus is not to ascertain the location of the beat car and determine the reason that it was not available to deal with said incident.
Rather, his intention is to develop support for his overall opinion, which is that established beats and beat cars are unnecessary and ineffective. So, when he continually questions the location of the beat cars during a given incident, he is in reality questioning the entire implementation, and concept, of beats and the beat car.
All of his self-generated support will be necessary once he lowers the boom on the complete restructuring of the patrol division, like the one described in this post.

Without a doubt the commander has crushed the manpower on days in 019. Every year they cut the number of bid spots on days. There needs to be a lot more bid spots on days.

This bullshit is the beginning of the end for actual taxpayers to have police protection in THEIR neighborhoods.

See, this "pilot" program serves dual purposes:

1. It's a direct assault on contractual protections regarding DOG assignment, the intent of which is to create the ability to divert senior officers to shit areas and balllicker children to nice areas at the behest of a balllicker sergeant.

2. The PRIME purpose of this scam is to set up the game to eventually send ALL police to patrol nothing but shithead non-taxpayer areas using the excuse they're just trying to prevent "crime", because they're currently in the process of redefining what "crime" is.

Once this bullshit is allowed to go on, every district will have police taken from where the taxpayers live to where the fucking scum live.

And the taxpayers foot the bill for shithead protection while their own neighborhoods become the playground for the "non violent" crime they fully intend to let run amok. (See the cutesy story about the "cat" burglar making a comeback, more brainwashing to make idiots thinks it's all a playful joke rather than the fucking home invasion it actually is.

You need soldiers to occupy and police to police. Thats why sending police to Afghanistan will fail and sending soldiers to chicago will fail (well unless they bring REALLY big guns)...But seriously folks, police dont "strike fast, strike hard" and move to another location, just like soldiers can't talk sense into a crappy parent who cant get her 14 year old miscreant son to go to school, or dare I say, sweat a thug for a pistol! So why use a military type tactic when we dont have the unity or discipline (not such a bad thing, some rank-and-file need to push the chevrons sometimes because it gets the mission done) This strategy would be a catastrophic failure.
