Expanded Foot Patrols

  • The Chicago Police Department has expanded the use of foot patrols to 20 of the city's most dangerous areas, part of a strategy initiated earlier this year that officials say has cut crime.

    The department in March deployed rookie officers on foot in the first of 20 "impact zones" on the South and West sides, where the city says 20 percent of all violent crime occurred during a recent three-year period. The rookies are now walking all 20 of the zones.

    On top of that, overtime has been offered to veteran officers to patrol those zones in cars.

    The department says the increased presence of officers is partly responsible for a drop in homicides and shootings from last year, when Chicago recorded more than 500 slayings for the first time in four years, drawing unflattering media coverage across the country.
Yeah, about that "drop" in homicides?
  • Still, there have been five more homicides through Sept. 9 of this year than at the same time in 2011, according to preliminary 2013 figures.
Nice to see someone in the media is finally realizing that McCompStat and Rahm are cheery-picking the numbers from a year that makes them look better. Welcome to the party.

This also amused us:
  • The rookies assigned to the foot patrols have completed 12 weeks of field training after graduation from the Police Academy.
This is a big change from the Safe Passage routes, where rookies are being put on foot patrol without having spent a single day with an FTO. You read that correctly. Has no one at City Hall heard of the concept of "liability?" The kids don't even have a more experienced officer guiding them around - they're just out there in their groups with radios and guns doing 12-hour shifts at straight time for a 60-hour week. Talk about taking advantage.

No mention of overall manpower or how many cops retired and whether or not the force is even keeping up with attrition.

Ask the citizens in the 019 how the crime rate is. Not down 29% that's for sure.

How's the dispatch RAP rate going Garry? How many districts, how many times a night and how long are calls going to RAP status?

Surely that has to be a key to your "Broken Windows" crime fighting strategy to stop the people from urinating in public before it turns into a larger crime of having brain matter sprayed across a safe passageway. yeah?

We would wager that if you have to wait over 30 minutes for police service when you get jacked up on an CTA platform and the called gets coded with a 19-paul that it not only reduces your violent crime stats nicely buy also sets the tone for ever calling the police again considering the lost time and loss wages you took from the last time playing around with these games.

Nothing says crime is down like seven off duties getting jumped last week at various locations. Pushing that crime right out of the high crime areas to the lower crime areas where the coppers live.

The "I"team should be investigating why probationary officer's with no training are roaming the mean streets of chitown by themselves...I'm sorry to criticize, but these kids are clueless and someone will be hurt bad because of their lack of training...its not the academy, its the real deal and they have never rode with an experienced officer....I have watched their traffic stops in hot spots and impact zones...sorry they have no idea about what's out there and what the animal can do..i do and that's why my gun is drawn and everyone cuffed,,,this is not a social encounter people...safety first fact finding second!! go home safe

WTF! Even if FOP flops because these kids are not "members" yet this should be handled. A U.S. Department of Labor attorney should look into this and save the fee a private lawyer would get.

Anyone who an document this should go directly and comlain to the Department of Labor.

Screw Rahm and McFuckup, 60 hours for straught time. These kids could get a nice paycheck.

For the non-police here, rookie CPD officers don't get overtime pay until they are out of the academy for a full year.

I don't want to hear any of that "they are an at-will employee" stuff either. That is not the reason.

I don't know, in the 50s none of the catholic or public schools had air conditioning and we still went to school in 90 degree weather. In the 70s you came on the police dept and there were no FTOs you got to work with every moron who didn't have a partner and you got your watch changed and d.o.g.changed every time a weekend or days came around. You know we had a great time and the police produced some great cops. Those were the days. Everyone loved the city.

Wouldn't Rahm and McStupid freak out if some Department of Labor investigators walked into 007, 010, 011 and into the Timekeepers offices and said, "We need to see the time cards on all your sworn employees with less than 18 months wervice."

And these recruits are standing on foot posts for at least 12 hours. I know we were all there at one time but On 10 Sep 13 in 007 on of these recruits passed out standing in the 97 degree heat all day and was taken to hospital by ambulance. Then and only then were sgts told over the air to check on their recruits and make sure the can get water and have short breaks. Typical cpd. Not giving a fuck about the health and safety of these recruits butreactive only when something happens!!!

They are on foot for the perception of more police on the street safely taking other kids children to school. In another week or so the charade will be over. most of the extra safety illusions(firemen, streets and san, safe passage workers etc) have already dwindled or completely disappeared.

Not a CPD officer, but when I graduated from the police academy I had no clue what to do once I hit the streets. The FTO program is absolutely critical to learn the ins and outs of the job. Without that, these rookies are walking around clueless and vulnerable. What a stupid idea.

What's wrong with 12 hour shifts? We worked 12 hour shifts 6 days a week, for months on end, in the Army, no over time and paid less than most cops. We were able to handle it.

OT It seems that in 005 they even have more help they have SSA Patrol to help them. The officers are always thanking them on radio for there help and responding to calls. The SSA is doing transports for them. Wake up soon they will be taking police officers spots the city can hire 2 and a half SSA patrol for every one police officer. Is there a way on the arrest report that you say SSA patrol did the transport?

Whats FOP supposed to do? They negotiated a contract with the PPO rights spelled out in it, brought it to the membership who voted to accept the contract. Now we are stuck with it. It could have been voted down, but wasn't so now we have to live with it.
If its so bad for the PPO's make sure during the present negotiations that it is changed or vote it down when presented by the FOP. Just sayin

I don't think the hours and days they are working is any secret. You make it sound like slave labor and the city is hiding what they are doing with the PPO's. Rahm and McCarthy talk about it everyday on TV and in the paper, saying the PPO's are on foot patrols and the 12 hour shift. This is no surprise discovery that the PPO's are on foot patrol

Wake up. The reason is that its in the contract that the FOP negotiated and the rank and file approved. My guess is that you voted for the last contract that contained the rights of the PPO's, its right in the contract about no overtime until 12 months out of the academy

A contract violate the law.

Let's find out what the Department of Labor CAN do. Maybe make Rahm follow the law or pay up. If one of those PPOs maybe has a relative who has access to those timecards then they would be morally obligated to expose this illegal practice before people are ruined.

Really, freak out. Why, there is an article in the Tribune today where they are touting "The addition of rookie cops in 20 impact zones". Doesn't appear they are hiding the timecards and the contract says that PPO's dont receive overtime pay until they are off probation.

Every lawyer in every law firm was told the same thing in law school: you're here to learn the Law, but that doesn't make you a lawyer.

The academy teaches how to formulate a narrative, how to aim a gun at a paper target, how to handcuff your gym partner... but it doesn't teach you what to do and how to do it when you're in a dark gangway, running into unknown territory, stinging sweat running into your eyes, gun in one hand, flashlight in the other, people screaming on the radio, and the shit hits in the fan in one form or another.
THAT is why they need training on the street, not just in a nice, clean classroom.

008 is huge and busy.Open up the northside districts to bids and you will get plenty of good coppers.I've seen some northside VRI guys scream bloody murder on the radio over some random savages acting up just to turn out to be typical nonsense.We all know guys that just haven't had a shitty assignment and you can tell by how they talk to people on the street and yes that includes supervisors also.Every new copper should cut his teeth in a fast district and pay his dues.No disrespect just my observation.

This not that new. I did my ten weeks and then went to loop traffic. Sometimes 99 and sometimes with a fellow recruit working long hours and days off cancelled. Some how i survived and finished probation with time on the books that have carried me through the years. Granted, foot patrols in the hood is way rougher than loop traffic, but if they can keep their heads low it won't be a bad way to get through probation staying out trouble. I did not even begin to learn to be the police until after probation. Just saying.

Not sure who is right on this one. If what you say is true, how did the FOP, their lawyers and the arbitrator let this go thru in the contract. City hall has labor lawyers who I'm sure pointed this out if it was against federal labor law. Its not like it was a secret and just discovered. Has been going on for some time and no way lawyers havent been aware of it. Cant see them not filing a lawsuit and making some quick bucks if it was that easy and dont see city hall exposing themselves to such a liability if they know its against federal law.
Plus, how did this get missed by FOP? No one had labor lawyers who pointed this out.
It appears its not in black and white, but would be nice to have it explained.

City has beaten FOP on so many cases and arbitrations cases that appeared to be winners for the FOP, so I'm betting there is something more to this than meets the eye. Cant be as easy as going to the city and saying "you violated federal labor law" so now pay us backpay since the law was enacted. I have a better idea PPO's. Wait until you are off probation, then file a grievance or a lawsuit. You dont have to file it when you are on probation.
Second, don't listen to this guy. How can he assure you that you will be protected against retaliation. Believe me in my time on the job I've seen heavier guys than you go down. Somehow the city gets back
Third, you will not be a god in the eyes of a veteran. Most don't know about this and couldn't care less unless it affects them or unless they have a kid thats a PPO or coming on the job

Oooooh, Loop Traffic! Eight or ten restaurants on every block, lots of places to go and get warm (or cool, but I bet you were on the window detail at Christmas), lots of opportunity to watch the tourists and spandex go by, plenty of NICE people to chat up and play public relations with. Oh, yes, you had it rough. And you survived it! It's a WORLD of difference keeping your 'head low' in the loop than it is on mids in the hood.

Retired Cop here who hates what Rahm Daley Weis and McCarthy have done to his beloved CPD.

Just to be sure I have this straight.

These Probationary Police Officers, with less than 18 months service, and not covered by the F.O.P. contract are required by their employer, the City of Chicago to work a total of 60 hours in a 7 day week by working five 12 hour days (I assume using the 4 & 2 schedule) and are not compensated by time and a half pay.

OK tomorrow, I can call the Chicago Office of the United States Department of Labor
and lay this our for one of their staff attorneys.

I will report back on the response I get.

Now anyone else still working, especially any command staff, have you investigated this problem?

Have you made any calls or sent any emails or To/Froms through channels?

Better do so first thing in the morning because by the evening news time it may be too late.

Stay Safe. This may be finally be the way we get rid of this bully McCarthy, and a big reason I became a cop is I hate bullies.

Actually they are covered by the contract that says they cannot get time and a half in cash until they are off probation

Read the contract, appendex P It spells out what PPO's are entitled to and what they are not entitled to until they get off of probation

The contract cannot supercede federal law. If the contract says that then the PPOs cannot be worked overtime and paid cash then they cannot be made to work overtime at all and McCarthy screwed up again.

To any supervisory or office personnel who has documentation of this insanity do not lie or conceal facts for Rahm or McCarthy.

The CPD used to have some good people in Legal Affairs. Are they aware of this and why haven't they told McCarthy you can't do this.

A preliminary inquiry to the Wage and Hour Division of the Department of Labor has been made by a retired officer/police family and KMA Club member.

The preliminary answer is that the city is in violation of the Fair Labor Standards Act in not paying these PPOs time and a half cash for this scheduled overtime.

The contract does not over rule federal law. This is scheduled preplanned overtime so why didn't FOP complain that this overtime should go to officers by seniority.
This is not court overtime or extension of tour to finish an arrest.

The city could have avoided this violation of the law by not forcing PPOs to work these exhausting extended shifts and either not making these shifts 12 hours or giving the overtime to officers not on probation according to seniority.

Stay Safe. Rahm will be pissed at McCarthy again because he will have to write some checks to these PPOs. Hope it helps to pay off their first year uniform expenses and make for a nice Christmas.

Sure they are aware of this, its no secret and has been in the papers and in the media. Hard to believe the city would expose themselves to such liability if they knew it was against federal law and continued to do it. My guess is both CPD and city hall lawyers gave a legal opinion that it can be done
Question is, why after all these years of allowing it, is it just brought up now. Been going on for at least 2 contracts or more
