Here We Go Again
Another "tool" to generate revenue for Rahm, while removing police from the streets as the bosses tell the public that our focus is supposed to be violent crime and gangs:
- Drivers who get caught tossing litter from their car windows in Chicago could soon get hit with a big fine.
The City Council Thursday approved a new measure to increase those fines up to $1,500.
The new ordinance raises the minimum fine of $50-200.
Chicago police will also have the discretion to impound the violator's vehicle.
We know one way to increase enforcement of this and similar ordinances, but the city in its wisdom, took that away years ago.

I cant stand littering or people who litter. Im all for it. If the city makes a few bucks off the slobs of this city then so be it. Find a garbage can and dont just throw trash on the sidewalk while you walk or throw it from your car. Make millions from this one rahm, im actually behind you on this one 100 percent. It is my pet peeve when people do that crap.
Here is one way this revenue generating law may be useful. When you end up handing a person a parking ticket and they throw it back out the car window at you... B.I.N.G.O. you can arrest them and impound the car!

This why the squad cars are always full of garbage. The police were fearful of getting ticketed. If you can't take it with you at least throw it out the window. Why do you think they put roll down windows on cars!

Once again, the Chicago city council is grand standing. It's all about them saying "Look at ME. I'm doing something for all my schmuck constituents".

I work in Alderman Brookins' ward and when this ordinance becomes operative in 30 days I intend on utilizing same.
When Alderman Brookins' constituents complain I will inform them that it was their Alderman who proposed this law and if they do not like it look him up but he will probably be in court defending a gang banger.
Keep Chicago clean, cut down on crime, and put a little money in the city coffers. Sounds like a win win situation to me.

Working Summer Mobile, was walking around some fest, when a GEN-Xer got nervous and shook out a pill container filled with weed. He then laughed and said you got no evidence on me, he was given an ANOV for Distributing a crushed green plant substance upon the public way.
On the weekends, I can see a blazing trail of garbage straight from local McDonalds to the Section 8 apartment building. Food bags, beer cans, cases, miscellaneous trash.
Critters smell the food garbage, come out of the woods and get hit. By Monday morning, there are several dead animals on the side of the road as well.
I cruise this section of road every day, and can point out every new piece of fucking trash and when it was tossed out.
Goddamn shame.
Those that live in the ghetto generally don't care about themselves, each other and the cleanliness of their neighborhood. The City spent millions on a beautiful park off of lake street in West loop. It's only a year old and now filled with graffiti and tons of Kool-Aid boxes and mc Donald's wrappers laying around. Why waste money that can go to schools or police on ghetto waste. Good luck fining them.
In the early 80s working a beatcar in the ghetto we threw our trash out the car window. We didnt call it littering. We called landscaping.

I've written one before. Wrote a car a few parking tickets on the west side. The beast comes out swearing at us and she drives off speeding and throws the tickets out the window. I then stop her and write her a mover and an anov for littering. The best is the parking tickets blew away so they would have been doubled or her car would have gotten booted by the time she got the department of revenue info in the mail.
The function of modern day government is to maximize revenues. You would think government policies and all the elected officials energies would be directed at business friendly measures such as lessening the tax burdens and curtailing all the bureaucratic nonsense regulation. More economic development equates to more revenue. Lots of accountability in collection efforts but little accountability & oversight on fraud and abuse on the spending side. Civil lawyer," now officer you said that my client threw to the ground a bag of redhot chips and a can of grape soda, he wasn't hurting anyone correct, the offense is considered a simple ordinance violation that calls for a simple fine to be paid correct, my client did not physically attack you correct, and finally officer when you deployed your tazer, you did not take into account that once the probes struck my client he could possibly be falling unto a concrete ground that could possibly cause SEVERE injury to my client ? " Now we go to the civil attorneys closing argument to a cook county jury full of democrats, liberals, and west side /south side mutts," my client just finished eating a bag of flaming hot chips and drank a can of grape soda, there was no city trash receptical to discard the trash so he threw it to the ground and then you had this over zealous officer threaten my client with arrest. My client believing this was a unlawful arrest became scared and attempted to run away. He wasn't hurting anybody, it was a victimless crime! This officer then used excessive force for a ordinance violation, he used a tazer that caused my client to experience severe pain caused by a electricity running throughout his body, causing him to become emobilized, which caused him to strike the ground with his head and cause my client to require six stitches to close the gash on his forehead. My client now cannot eat a bag of flaming red hot chip, which happens to be his favorite, and drink a can of grape soda without feeling anxiety and is permanently disabled and cannot work. This officer should of looked for an area to deploy his tazer in an area that would of caused my client minimal injury when we struck the ground, he should of shot my client with the taser when he was in a grassy area or lying on a mattress. The officer used excessive force for the crime that was being committed, therefore I ask that you award my Client a 2 million settlement against the the city of Chicago and a 50,000 punitive damage against the officer. After 20 minutes the jury awards the defendant a 1.5 million settlement and accesses a 5,000 punitive damage fine on the officer. Would I enforce this bullshit city ordinance without immunity from bullshit lawsuits like this? FUCK NO, and you are a idiot if you do.

I stopped impounding vehicles when the city decided that the coppers appearance was no longer needed.
My partner and I were doing 1 a day. We were both smiling when we got that OT check.
Fast Forward a few weeks after it ended? WC says Officer see me after roll call. HE asks why our activity has dropped and we are not impounding cars anymore? I respond Boss- the city got greedy. Use to be I'd get 3 hours per car. They decided to keep ALL the money, and not share. Well, they cant have anything now from me since they don't want to share!
I like others hate that the Cancer throws crap out the window without a single worry. I will probably ANOV but not impound. Hell, I might even start to write movers for the fun of it/

The US post office mysteriously sends your package someplace else and then after weeks of delay returns the package to you telling you that the public address doesn't exist!

Then after taking a picture of the pound with the address showing the US Postal service still denies that the address exists and refuses to refund your priority mail postage and insurance.

There are dumbfucks who can't or won't do anything else so they will hammer weak looking people with littering bullshit.
A woman in 019 who works alone (no one will work with her) is the self appointed grocery store parking lot police and spends her shift cruising the Jewel lots shagging people who are picking up groceries or stopped in a fire lane. It keeps her off the streets.
She has been known to step out of her squad car, fall down, start crying, demand an ambulance and hit the medical for months. True.

It's not illegal to use the alley as a through street unless there's a sign posted prohibiting it, which is almost never. To enforce the law, you must know the law.
