Sergeants Get a Contract

Awarded by an Arbitrator, so no vote on it They got raises and protected their benefits, including Duty Availability and Tuition Reimbursement, so the FOP should be using this as a framework.

They also got retro, but that's a whole separate issue about letters and deadlines. And they took the expected beating on medical costs.

Most interesting is the ability to re-open the Contract if Springfield makes significant changes to the pension. The "re-opening" thing is what partly screwed the teachers and led to the first strike in two decades, and we all know that Springfield is going to do something and some point, probably under a court order.

The Sergeants have the whole decision up on their website, listed in our right hand column. The Tribune also has a write up on it.

I purchased the ObamaCare Survival Guide written by Nick J. Tate. On page 179-180 is stated:

"ObamaCare provided for a new reinsurance program that encourages employers to provide health insurance to early retirees between age 55-65. Under the plan the federal government reimburses employers for 80 percent of insurance claims for early retirees. The program began in 2010 with $5 billion in federal financing behind it and will be discontinued in January 2014. At that point early retirees will be able to buy health insurance through state based funds. (Approximately 4000 employers and unions had signed up for the reinsurance program for early retirees.)"

Maybe everyone knew about this, and perhaps I am the only dummy, but I did not know the federal government was behind this 'retire at age 55/ free health care' deal offered by the city. Which is why from the very beginning when the city announced this deal, they gave specific dates only through the end of 2013. Which is also why Rahmbo said beginning 2014 city of Chicago employees who retire can go on Obamacare. Now it all makes sense.

I am a doer, I take a proactive approach, and I have positive attitude. I already bought a Management book at Barnes and Noble. And, because I have a positive attitude, I already bought my Sergeant's uniform. You guys just have to learn to lift yourselves up by your bootstraps. All of this means that my contract is settled.

I read the entire 93 pages and, No....you didn't read read it right MORON!!!! The arbitrator made no ruling outside the five points that were initially discussed. He did reiterate the previous TA but there was no ruling on any COLA issues. This was a great contract for the sergeants. They saved all their benefits, got a raise and will pay a very moderate fee for retiree healthcare after 2014. A much lower fee then any of the Korshack retirees ever paid. They even kept free healthcare if you retire after the age of 60. I would say they did a great job. In this day and age that's a great contract. Kudos to the leadership of the Sergeants. They didn't drop the ball, they got the job done, and they will have nice raises and retro on top of the DSS money the Sergeant's leadership won as well. (Thanks FOP/Shields for firing Pleines, best thing you ever did. We now reap the benefits of his 20+ years of experience) If I read it right the FOP lost their out of grade arbitration.

Ade and Pauly can only bargin for active members that why it does not apply to Sgts already retired.

It looks like if Sgts. had voted yes for the agreement, they would have received 1% more pay raise. The 2% for health care was in that agreement as well.

Remember Shields and his Sgt Buddies (sgt pension) pushed hard to vote no for the agreement - stupid is, as stupid does.

A maxed out Sergeant making a $100,000 per year retires and get a $75,000 pension. One percent of that yearly pension is $750. 2% is $1500 per year that he has to pay for his health care after May 1, 2014. His monthly payment are therefore $125 per month for himself and his wife. Retirees in the Korshak group pay $over $750 per month.

I will be very happy with no raise , and leave my benefits alone I'd even give a extra 2% to my pension. I know that sounds shitty but better than getting a little raise and losing in the long run thru medical hikes and lost of benefits. I am also all for getting rid of college needed for promotions and tutition reimbursements I came on this job 20 yrs ago I didn't need college to get hired I should not need it to get promoted. You got guys more concerned with school than they're job.

Dont quite get the COLA thing. How can an arbitrator diminish a retirees pension when the state constitution states that a retirees pension cannot be diminished. Maybe if stretching it, the arbitrator could rule on a future retiree's benefit, but not on those already retired

Rahms getting half of that back the first 3 years by having the Sgt's pay an additional 1% into the pension each of the first three years. Can't believe they expect the Sgt's to pay 12% into the pension. No where does any emplyee contribute 12% of their salary into the pension.
Think the teachers pay like 2 to 4% into the pension and the rest is paid by the CPS

Would make more sense if it were for future retirees
Another point is that I was not aware that an arbitrator can rule on any pension issues, but only on a contract and our pension is not under a contract

It's easy to blame Shields for not sending the "letter" for the retro checks. but I believe there were more than a few at FOP who knew that the letter needed to be sent, but did not tell Shields to do so in order to further their own political agenda.

Imagine that, screwing the rest of the Union membership in order to make Shields look bad.

Shields is also to blame for fostering the kind of environment in which people who should have told him about sending the letter did not do so.

Someone must step up and run for President and Vice President. Our Union failed us. Every ruling from Arbitrator Bierig was based on the Tentative Agreement. If our Union represented us from the beginning we wouldn’t be in this mess. We overwhelming rejected the Tentative Agreement, but in the end that appalling agreement screwed us.

WTF are you talking about???? No pension changes at all. So many brain dead people on this blog. The scary part is they carry guns. Ade and Co. introduced a bad contract earlier in the year and had all their operational issues approved because they talked about pensions. They knew it would be voted down and they knew that in arbitration all those operational points would not be touched again only the financial points. Come arbitration time they got everything they wanted plus raises. Those PBPA guys are dumb like a fox. Looks like a reverse sting and the city got played.

There is nothing in the arbitration award that refers to this. This is what the city wanted but was voted down.

I'd say I can't believe how many morons don't know how to read but unfortunately I can believe. The arbitrator's decision included the tentative agreement as part of a summary of what led to the decision but on page 20 he clearly states the only items being ruled on are in 2 paragraphs and that anything else from the old contract remains in tact. COLA did not change, minimum retirement age did not change, and to the idiot that thinks the clause about reopening "the contract" if Springfield increases the amount we pay into our pensions is a bad idea, it's very specifically written that only our pay increase can be reopened for that reason therefore helping to offset the increase.
Not sure if Shields' or Rahm's people keep spewing misinformation to cause discension or there are really that many illiterate people.

as far as the out of grade pay now read your contract right, first of all it was not subject to a grievance, second sub sec I. to establish,modify,COMBINE OR ABOLISHjob positionsand classifications. Also Shields is new again Dougherty,DiMaria,Davis, AguilarCapparelli have been ther foe 10 years so lets share the blame to all parties. ll coppers have to take responsiblity and hold themselves accountable because all of you are FOP the above mentioned you elected to represent you.

having to work until the age of 53 before you can draw a pension is something that stands out with the sgts contract--- next time it will be 55 and then 58 etc...--- the 12 percent employee contribution to the pension is also noteworthy--- the state of illinois income tax hike effectively wiped out our last raise--- this raise will be wiped out by increase in employee contribution to the pension--- ask yourself a question, am I better off than I was 10 years ago--- did I have a little money left over to go out to dinner once in awhile or am I struggling paycheck to paycheck just trying to make ends meet--- I don't see how anyone can say that this is a good deal--- if it was voted on by the membership it would have failed....

I have read the document over several times. It's a horeseshit deal for sergeants. They were lucky that the contract proposal they voted down was not stuck up their ass and will have to settle for what this contract will be. The sergeants need to wake up and get people with a few working brain cells to run their union. Jim and Paul are both nice people but not the best or brighest by a long strech. This dynamic duo thought they were breaking new ground with their initial contract proposal until a tidal wave of pissed off sergeants put them in their place. The real problem here is what the sergeants have negotiaited is going to impact all of us in the near future. They should have enlisted outside help from the FOP and Firefighters instead of blazing a new trail that will hurt us all. Let's learn from this and start trying to get along. We city empoyee's should help each other out instead of pissing on the ground and marking our spots so the city can eat us alive. Sergeants are lucky it was not worse. As bad as it is we are all lucky it was not worse. It is time to clean house and put together teams that can play nice with each other. We need to as our families suffer due the to arrogance and poor leadership of our union leaders.

Overpaid? If I knew then what I know now, I'd have declined sergeant and been happier, made more money and been responsible for no one but myself.

It's easy to blame Shields for not sending the "letter" for the retro checks. but I believe there were more than a few at FOP who knew that the letter needed to be sent, but did not tell Shields to do so in order to further their own political agenda.

Imagine that, screwing the rest of the Union membership in order to make Shields look bad.

Shields is also to blame for fostering the kind of environment in which people who should have told him about sending the letter did not do so.

I say, vote every last one of them at the top out and start anew.

If you went to the meeting you would know that not only was he told several times to send the letter, but he told us at the general meeting 8 days before it was due that he knew that he had to send it. You sound like the wack job from the meeting that screamed that they should have walked Mikey to the mailbox. Sounds like politics 101 to me. Is that you Dean?

The arbiter was simply quoting what the City WANTED; it's not what the ultimate decision was.

Once upon a time, like in the 70's, within the career of people still on the job, the retirement age was 55. And if you left before then you paid a penalty per year early you left.

Gradually it was lowered to age 50. That is partly why the pension fund is in trouble. If it were 55 all along, imagine how much better the pension fund would be.

We can scream all day and night about the city not putting in enough, and that is true, but we are not going to get that money back so we must go on from here. The city must put in more money but we will get stuck with raised contributions too.

As for age 55, of well, it was 55 once, I guess it will be again. Anyone who is not taking the 55 and out thing now is nuts. You only have until end of business next Monday, 30 Sep. I feel this is the end of it.

As recently as 1997, when Daley was Mayor and Miriam Santos was City Treasurer, our pension fund was looking good at a 70% funded level. I don't know what the hell happened but somehow we lost over half of what we had then.

Words to the wise, years ago we all had free medical insurance, and then only 50 cents per check was introduced. The same as only 2% of your pension to pay your health insurance. What has just occurred was the opening of Pandora's box. I can guarantee the fee will only increase and the only 2% will to increase.
Advice if you have the opportunity to retire now, flee as long as you can still get the free insurance and are currently locked into that.
All this talk of what Pleiness has done and Jim Ade is crazy, the arbitrator awarded this contract, it truly was not negotiated.
We are definitely in trying times and the economy is not the best but you can take it to the bank the city will not stop at 2%, best wishes. Retired

Commenting on your comments on 53, then 55. I agree 100%. The problem is you should not change the rules in the middle of the game. I am not trying to be funny nor sarcastic but imagine watching the Super Bowl and at half time the losing team comes out and changes the rules of the game in their behalf. C'mon football fans, chime in. Tell me you wouldn't say a word? Doubt it.

The problem is if the pension funding/game is not working out then eliminate or change it for the new people. Had the CPD told me before I started the age was 55 I know I would not have come on this job. The only reason I signed up was not NOT to carry a gun (I was already doing that); NOT for a job (already had one); NOT for medical coverage (already had it). I signed up solely to get a pension at age 50. No other reason. Sure the other things were great perks but DON'T change the rules half way through. If you tell the new guys the deal is you are like a McDonald's employee now: here is your hat, here is your uniform and you get paid on the 1st and the 16th and have a nice day then if they come on then so be it but that is their deal!

CPD , if you want a pension in 30 years , raise minimum age to 55 to collect and mandatory age to 67 .
Pension fund will be funded over 80 % in 10 years with these simple change in age . Allow officers to leave at 50 , but not collect until age 57 . No COLA until age 60
free health insurance only if officer has 29 years .
