- Thought you might find this both very interesting and very disturbing. My Proctor at the Sergeant's Test had "Hater" written all over his face, and he made me feel like I do when I see guys that I've locked up in the past when I'm off duty.
So I decided to do a bit of research on my Proctor. Data Warehouse confirmed his identity.

So here we have a convicted felon checking officers' IDs - some of [whom] unknowingly provided [this] asshole with their DL's with home addresses.
[Anyone] can confirm this by simply checking his IR# thru Data Warehouse. This is unacceptable that the City has hired convicted felons in such a sensitive roll.
We noticed there were issues with the coat check (and bathrooms)(and climate control), so people ended up leaving coats lined up on the walls nearby. Hopefully your coat wasn't out-of-sight or missing anything sensitive after the test, but isn't anyone doing background checks on these "proctors?" A felon with a stolen police gun assisting in monitoring an exam for cops?
We suppose it's the best we can expect from Rahm and McCarthy.

What a slap on the face to the police and the remaining decent citizens whom strive to survive in this chaotic world...what has our country and its government become! One of the exam questions should've read: can convicted uuw felons hand out police srgt. Exams and check police id's. ...the correct answer is D. Yes under City of Chicago and Cook County law only.
One proctor had his swag going on while handing out test material. I had to yell at him to pick up his pants, that no one wanted to look at his dirty ass underwear.
This though disturbing is not new. Several years ago I had a theft case of a laptop from Personel. The cleaning company that held the contract gave me the names of the people cleaning that office. I tripple ID them and one guy had a burglary conviction. Another had a narcotic conviction. Neither would take the polygraph. Prints don't count because they are supposed to be cleaning there. Case suspended end of story.
Wow. I recognize that name. It is making me wonder whether I was the one that locked him up for that gun. Gotta do some research on this guy.
New low for the city. Although, I am sure they have gone lower. Very sad. And to think we had undercover officers taking the sergeant's exam in that room. Now there is a guy that can readily identify the officer. Smart move Rahm and G-Mac.
I hear the excuse now though. 'We hired an outside vendor to proctor the test. It was their responsibility to check the backgrounds of those employed with the company. This is a disgrace and I sure this will be rectified by the time the second part of the test gets administered' I just got sick writing that spin. News affairs here I come.

A few questions I've had since the test:
How many coppers had an answer or two erased or filled in by a "proctor" when they went to the rest room? How do you know they didn't modify any of your answers?
How many convicted felons collected tests when they were completed? Were they all turned in?
How many "proctors" demanded to see your drivers license instead of your department ID? Mine demanded my DL but all I gave her was my department ID.
Who owns the connected "staffing" firm employed to provide the "proctors"?

Don't forget though, they made us put the pink/test admission letter copy on the table along with our id. I put my police id out there but they still knew where you lived at by just glancing at the test admission letter. All they had to do was glance at it two times and they can memorize your home address.

When I took my Sgt's test, the proctors were all some type of police employee: OPS people, Sergeants, LTs, Exempts, IAD, Personnel and Training Division Officers,,,,not one civilian from outside the CPD.
I shudder to think of the schenanigans that may have, could have or did take place.

My vehicles, all my phone bills, subscriptions, credit cards and just about everything else go to a suburban post office box.
Don't register your vehicles to your station, too easy for things to get lost or the city to screw with you over tickets and bills.

Once upon a time an FTO in 013 was showing his recruit the computer in the car on day one. He always did this to name check his recruit. The recruit popped up with a warrant and was walked right back into the lockup, in uniform minus the badge, ID and gun. Child support I believe. That guy must have had fun with his fellow arrestees.

Let's see...in my section (25) at the test, the one proctor literally could not figure out how to hand out the exam booklets. Every other section had already had their booklets for a good ten minutes and she was still trying to figure out how to pass out the 20 booklets she had correctly. Then we had another "proctor" that had his fucking ass/underwear hanging out of his pants. I should have said something, but I didn't want to get all riled up right before the test.
I'm sure this asshole with the IR# is only one of many.

How many coppers' homes may potentially be under surveillance by some pooches looking to grab guns in a burglary? Or worse, to ambush a cop?
Exactly what other types of information did these proctors have access to? Even if you provided them only your CPD ID (like I did), were our home addresses accessible to these clowns? Any other personal info?
Were these proctors searched/made to give up THEIR phones? Might they have been able to take pictures of the test material and text/email to anyone on the outside, compromising this test even further than it surely was already?
Just how many were of those proctors are convicted felons? How many UC/Narcotics/Gangs officers were in attendance that potentially had their undercover identity compromised?
The list of ugly possibilities is endless.

I want to know how much the city paid and to who for this Dog & Pony Show. Whose relative owns or works for that proctor service? What kind of safeguards are they supposed to have in place to ensure our confidentiality and protect the types of ultra-sensitive information associated with this type of event? What kind of screening are their employees supposed to go through as conditions of employment?
EVERY officer that took that test should be demanding an explanation and accountability for this fiasco, but like anything else, any noise made internally will be summarily dismissed by the cocksuckers at the helm.

i also heard my proctor saying how he loves his lobster with tarter fresh caught when he went fishing on a charter with a bunch of mobsters.

That is because it was formerly a part-timer for old-school Chicago Public School teachers.
That is totally outrageous and absolutely unacceptable. Does this city and department realize what jeopardy they have put these officers in? I, like everyone else I'm sure, would like to know who in the hell picked these people? Was this jail community service or what? Somebody's been socializing with the wrong crowd.

Whoever provided you with that information is spot on 100% correct. While I am not one of the officers on the original arrest or paper I do have intimate knowledge of it otherwise. And it just so happens that I was sitting in the section that this person was the Proctor. I did not make the connection that day but as soon as I saw it here the name immediately rung a bell. I also had to confirm by looking it up via old reports and arrest record, and consider it confirmed a hundred percent. Anyone that's took the sergeants test that sat in section fourteen should take some extra precaution because that's the section this guy proctored. Thanks to whoever was slick enough to take notice of this guy and thank you scc for letting us all know. This boils down to officer safety and at the very least it could possibly affect us with identity theft and fraud type problems. Good work officer take the detectives test I'm sure you'll do great.

That's not the worst part of that exam. Rumor has it a test or two walked out of headquarters for a few days prior to the test being given by none other than a few of our exempts. Ever wonder how some people who cant spell their name right without cheating somehow pass the 1st part and get meritoriously promoted? It's simply amazing at how disfunctional this department has gotten and it's only getting worse! Throw the whole test out, have a company in Idaho wright a new one w/o having any member of this hell hole see it, give the test and your results immediately after. Sad but that's the only legit way these days.

I might as well work for a Sgt. I don't like. It would be hard to tell a Sgt. thats been good to me, that I don't have to do anything but answer my calls or arrest someone on a signed complaint. But most important look out for other coppers.

If this is really going to start in two months, you better believe that a draft order and process is written and has been staffed.It probably is based on something that is being done somewhere else in the country or some proposal by some college egghead.I do know some cites do work on the platoon system, NYPD, I believe is one of them.

So those people that think they passed the fucked up written exam, kept studying for the assessment part and then got the news that they didn't pass just wasted two months. Or, I guess you could look at it like those that didn't pass need a little extra studying to know the job anyway. The one good thing is that those to be considered for merit promotion must take both parts. Says nothing about passing both parts just that they need to take it. Hmmmmmm.

1. Clout babies with test answers. (Numerous people have stated that few clout hacks were done with test in "record time"
2. The criminal "proctors" at the testing sight having ur names and addresses to burglarize your home.
3. The criminal "proctors" at the testing sight having ur names and addresses to kill ur family.
4. The criminal "proctors" at the testing sight having ur names and addresses to steal your guns.

Off topic as well, heard at academy from to in 012 about new team concept where you have 1 sgt. And 10 officers, same dog, working as a team. This was tried in the early 70's, team concept, but didn't quite pan out, that led to power cars which later became sector cars then rapid cars. They say to "hold the sgt. Accountable" we'll how bout when you have 1 sgt on the street, is he gonna have 3 ten man teams? The answer is simple, hire more officer and realign the beats city wide.

The days of officers doing absolutely 100% nothing is over. How on earth can an officer come into the police station at the end of the day and not show any sort of activity? No contact cards, no parkers, no movers, no anov's, no tows, no impounds and no arrests.

We did this back in the 70's. Sgt. and 8 P.O.'s in the same DOG. When they were off they were replaced by another team. Didn't work back then because coppers went on medical, moved to other places, went to other watches or other jobs in the district, etc., etc., etc. So ... why is it going to work now?

The convicted felon in question didn't see my sheet w/my address. I also used my CPD id for every instance identification was required after the initial sign in.

The Sergeants Test that started with the multiple choice exam in 1985 took one year six month and nine days to grade that Scantron Exam. Certain questions and whole portions were thrown out because certain groups did not answer them correctly.
Did you ever hear of an oral board for a promotion where everyone had the questions in advance? That's because they were repeated from the short answer part of the exam.
The efficiency grades were doctored. A white patrolman with a 97% grade from a white sergeant was knocked down to 68%.
After three and a half years the city came out with two lists. A Raw Scores List and a "Standardized List". Neither had names or SS numbers, only male/female and race listed next to their score/rank numbers. Whites went down 17% from the Raw Score list to the "Standardized List" and the whole promotion process was stopped up in Federal Jude Prentiss Marshall's Court by a suit from the Afro-American Patrolmen’s Association wanting nine millions dollars in back pay for their members.
The FOP lawyers wanted the city to put up both lists, wait three weeks and see who wanted to sue. That would have tied up the promotions for years and you were not going to talk Judge Marshall and Timothy Evans out the anti-white discrimination.
Someone filed a motion in that suit that the city should put up both lists, promote off the "Standardized List" (you were not going to talk them out of it ad we were super short of sergeants), then go to the Raw Score list and anyone at the same level up should be paid out-of-grade until they were promoted or for the rest of their career. When the city promoted, the cop who filed that motion was the last one promoted in the first class.
Stay Safe. The city still sent that first class home with out promoting the first day and brought them back with thirteen more females and minorities.

OT: one week ago I posted that the overtime story for doubling OT in 2014 was a ploy. The story read, "The new spending blueprint anticipates $71 million in overtime for police next year, compared with the $32 million the mayor budgeted for 2013 — an estimate the city rapidly blew past in response to a wave of murders and shootings that drew unflattering national attention."
Then today's story is "Chicago will pay police $93M in overtime this year"...so actually it is an overtime CUT from this years actual overtime expenditure. Last weeks story is just a budget spin that they try to show as more police, but it is really a reduction from what we saw this year!

test company first opens test up to candidates to contest questions (this week). Contested questions are checked for validity, questions are removed if necessary and tests are then graded. Scores are presented to Dept HR (ladner) and city HR.
Test company no longer involved at this point, its all city HR.
Race and score are evaluated to determine if disparate impact is obvious (4/5ths rule EEOC). cut-off score is determined to ensure no disparate impact to minorities. Scores are sent to candidates, notification will say you scored --% you are eligible for part 2. It wont tell you cut off score.

Don't know what tests you've been to, but the last few tests for det and sgt (the 06-07 sgts and dets tests and I don't know what yr the previous tests were but one was at CVS high school), the proctors were college students. Nicely dressed early twenties college kids. No sgts, lt.'s or bosses were IN THE ROOMS WHILE THE TESTS WERE BEING TAKEN. They may have been on OT, but they weren't proctors. More frightening than the paranoia is the complete stupidity.
