Meanwhile, CPS Burns More Money

  • Chicago Public Schools has more than tripled how much it’s willing to pay to have the closed school buildings emptied and boarded up.

    The Chicago Board of Education on Wednesday unanimously approved to pay Global Workplace Solutions up to $30.9 million.

    The initial April contract with Ohio-based GWS was $8.9 million. CPS’ board later approved to more than double the contract to $18.9 million.
An Ohio company? As someone pointed out in the comments, no one from Chicago was qualified to board up schools, secure the premises and conduct an inventory of the property? Or is this another connected company that's going to subcontract the work out to Chicago people while adding in their own 10% (or more) fees to line their pockets?

Wasn't that corrupt comptroller guy from Ohio? Is this part of some more weird Chicago-Ohio connection that is coming to light? We seem to recall some other company from Ohio getting Chicago business, too. Anyone else remember the same thing?

UPDATE: The body snatchers are from Ohio - duh. We missed the completely obvious one. Sorry about that.

boeing has now joined ibm corp and cisco as the latest companies to lose huge orders over nsa spying.

brazil just cancelled a 4.5 bil. dollar contract for jet fighters because of the nsa, the business goes to saab now.

earlier this month cisco and ibm reported something like a surprise fifty percent drop in sales to asia because of the nsa.

prepare for more mass layoffs and the related crime and violence they bring in 2014,

Maybe there is some kind of Ohio connection. Last year our executive director of the CPD pension board resigned, and accepted a new job as director of the Ohio Police & Fire pension fund.

If he was there to just clean out his office then they are a bunch of low class POS. But if he was there to try to running the office he should have been asked to leave.

Many of us are pissed at Mike over the letter issue but we are more pissed off at those in the know who let this happen. Even more of us believe that the last three contracts were back room deals.

I emailed two State FOP board members over a week ago over the replacement of Bill Dougherty. I thought it was justified but not the way it was handled. I wanted a copy of the state by-laws. I know these guys from charity work and golf outings in the quad city areas. They both called me back this morning. They are both livid with Ted Street and believe that he had no authority to do this w/o out their council or consent. They both have emailed their concerns to Chuck Canterbury the National FOP president. They want to bring up Street on charges that he over stepped his authority. Ted Street is in a big fight to keep his job with a popular State Trooper running against him as reported here on SCC a lot in the last two months.

Can you see all of our trustees voting to keep Mike from running for office and then if he wins in court or the rest of the state board of trustees over turn the penalty coming before any hearing that half of them now are back slapping him on the back? Two faced suckholes.

So this may not be over just yet thou. There are no heros in this Greek tragedy.

I wasted some time on this but It's my last furlough. I am a unit rep by default. I turn 60 in March and just do not trust the guys running the hall now to protect my health care and cola in Springfield. I just want to see if my two dickless dickhead dic friends sell me out to get a small retro check that will not cover one year of my losses if dickhead Donahue fucks up Springfield this session like he did the last year he was down here.

And they both said in our little three way call on their speaker phone that the first thing Dougherty said is that Harold Brown will never get back in FOP. How appropriate the first thing he wants to do is fuck a copper.

SCC, you covered this. A few years ago there was controversy surrounding GSSP a.k.a. the body snatchers. That company was from Dayton, Ohio. It was awarded the contract to transport Chicago's deceased to the morgue. The City was billed triple the cost of what was initially proposed.

No idea what the connection between GWS and CPS, but a reliable little bird told me that GWS isn't doing anything to keep up the schools that have been closed. Many have even been broken into, stolen from and vandalized to the point of needing to be condemned.

All the great civic leaders and politicians as well as their clueless media cheerleaders better wake up and smell the Starbucks.

Chicago (and the surrounding area) is quietly losing jobs. GOOD JOBS.

You may get ADM to bring up a headquarters here, but how many financial companies are quietly shifting jobs back to New York, Florida and other areas? (and ADM is transferring people, it's not like they are looking for resumes or hiring)

My wife just left a company that is moving more jobs back to New York and Florida. People that are left here are in a lurch. (where do they go?)

It's not like they can just cross the street and get another job (like people used to 30 years ago).

If you think that Chicago is on solid ground and the economy can support a growing bureaucracy of do-nothing government jobs and a growing welfare class, you are sadly mistaken.

Chicago is crumbling. Whatever job is created in Chicago by a new company or company moving in, there are two to three jobs being moved out (or replaced by a foreign worker). All the smoke and mirrors cannot hide that fact.

ALL government agencies and unions demanding more money better wake up and realize this state has a shrinking economy and that they just might have to do with the same budgets they had last year.

Many companies have also imported cheap labor to work in all the IT areas of companies. Indian, Chinese, whatever all fill the ranks waving their H-1B cards.

Great for keeping corporate costs down, but these people do not own houses or pay property taxes.

With your neighbors who have degrees, certificates and cutting-edge IT skills having to take lesser jobs that pay 50-70% less than what they were making before, do you really think they have money for more property taxes and other taxes?

You can keep banging the drum and saying, "We got to get ours" and "We need more pay and benefits" but the reality is, the tax base can't handle anymore.

Just add this perspective when you start to assess the total economic environment in Chicago. Not everyone is making $100,000 in the private sector anymore.

WASTE is nothing new for CPS. The thing here is how can you waste money you say you don't have?

If I were put in charge of CPS finances, the first thing I would do is start trimming fat from CPS high schools. Grade schools, for the most part, have people working and doing their job without having time to:

- trade chain e-mails
- shop online
- post on Facebook and other networking sites
- make calls (personal?) on their cell phones when they have a school phone right in front of them
- 'Girl Talk' while they should be working or teaching
- taking 2-3 lunch periods as Special Education inclusion teachers (are in classrooms with regular teachers and do NO lesson planning) do
- book bets
- sell insurance
- blog
- do their college class assignments
- play cards
- watch TV
- sleep
- smoke cigarettes
- run personal errands, while others cover for them in the main office or in classrroms

In my guesstimation, CPS could save on average $350K-$500K in salaries at each high school by getting rid of the 'do nothing', connected teachers and staffers. One of the BIGGEST jokes are the tenured , $85K+ salaried teachers who slide into the job title of "Resource/Collaborative Teacher". These teachers are taken out of classrooms to work as ADs, discipline deans, school programmers, security guards, attendance clerks, student activities directors, test prep coordinators, community liasions, admissions reps, & building operation mgmt. positions. Most, if not all, of these positions can be staffed by non-teachers for half the pay.

Not only are these teachers getting teacher pay and step increases in pay, they'll also adding years towards retirement and receiving full benefits, including contributing $1 towards their pensions while CPS contributes $3 for each $1.

Another way CPS teachers are draining money from taxpayers is by getting paid an extra $2500-$3000 in salary for having advanced degrees, even if they teach in subject areas where the advanced degree isn't used at all. Example:) PE teachers getting their Masters degrees and Type 75 Administration or educational leadership certifications. Do you really need a Masters in Administration for PE????

Let's not get me started on those non-Chicago resident teachers who were 'hootin' and hollerin' during the teacher strike and banging on drums saying "Hey, hey, Ho, Ho Rahm Emanuel has to go!". there could be anywhere from 3500-5000 CPS teachers making an avg salary of $72K or $252M-360M in teacher's salaries going to non-Chicago residents.

The problem is that no matter what unions and contract negotiations gain or lose, the fact is simple. We are getting out done by legislation! The legislators are all in it together dems and reps. Look at raunner and rahm. Same guy. Its like the NFL coaching/mentor tree. Whom was groomed by who, and what political position will I be running for. Oh yeah, how are we voting on this issue boss??? Fuck the city workers...ok got it. Thanks for this political office. Lets keep an elected school board off the ballots, that would jam us up spending 30million on bullshit.

Slightly off topic but still about wasted money.. When Tams was closed the money savings were touted as the reason. Where are all those prisoners now? An IDOC bird tells me they are slowly and quietly being transported to various federal penitentiaries. I would venture to guess that the feds are not absorbing the cost of these prisoners, and I know it's not free to fly the convict or the escorting officers to these new locations

Contracts in Chicago have been handled this way forever. You give the low bid, once its accepted you start amending the costs and the increased cost is accepted by the CPS or city.

The city has plenty of money for cost overruns; they have a budget, but that does not show actual finances. They constantly make artificially low estimates for a project then when the actual bill arrives which is inevitably higher, they will use this as an excuse to justify raising revenues and/or cutting benefits/wages/jobs elsewhere. Remember Millennium Park- just one example among many. Ask about the CAFR- comprehensive annual financial report. That will show the actual amount of money this city has- and where it actually goes. This practice enables government administrators to enrich themselves and their friends who helped them get elected at the expense of public tax dollars.

After the events from the FOP hall I have it on top secret double tactical hush hush info that our recently suspended FOP president Mikey "the letter" Shields will be returning to our district to bolster up the man power. I understand that Mikey tried to used comp time and was told "Tuesday might work but you are not getting the weekends, the book is full". This will be great fun! I hope he comes to days instead of midnights. It would be invaluable for me to trade war stories with Mikey. I could tell him how I helped ouster inspector expressway from our district. As I understand it though there might be a spot for Mikey open on the "entertainment team" and really what could be better for him? Standing out on Clark street glad handing the masses while writing up tow cases for the parking violators and then forgetting to turn in said paperwork... This is gonna be great!!!!!

Not to worry. The former XO was launched out of the district in a humilating blaze of glory with his girlfriend soon to follow. 019can take take of this one too, send him on over.

Its all for the children. We as taxpayers accept all this cronyism, backroom deals, nepotism, waste, corruption and the like. No accoutability here. The function of schools is to educate and prepare children to be model, contributing citizens in society. Do the schools truly prepare students with a quality education? Remember where our students rank in the basics internationally. The education system has been hijacked by D.C. with federal monies and upon acceptance, rigid control from unelected/unaccountable bureaucrats. One of the reporters yesterday remarked on the tragedy which the 15 years girl was attacked and beaten near the "Safe Passage" that she was on her way to school to get a "quality education". Truly sad. The school system is just another government money laundering scheme which fails the most vulnerable in society, the children. Nepotism, cronyism, patronage, contract rigging are priorities not the basic function of education or some resemblance thereof.

6,500 teachers and educators in Illinois earned over $300,000 last year. The Trib noted that:
* Per-pupil spending for 2010-11 was $11,664 statewide
* Average teacher salaries are $66,614,
* The average administrator makes $110,870.

In 2007, per-pupil spending was $9,488; the average teacher salary was $58,275 and the average administrator salary was $102,301.

CPS doesn't care about spending our money wisely because Karen Lewis and her CTU totalitarians know that they can squeeze our Ruling Class to raise our property taxes in order to pay for it. If you dare criticize them, you are accused of "not caring about the kids" or "not caring about education."

You have CPS buildings being constructed at $400 to $500 per square foot when they do it in the dreaded private sector for $125 to $150 per square foot.

Teachers are making money hand-over-fist and have ZERO accountability to the taxpayers.

Here is Robert Chanin, former General Counsel of the NEA, speaking at his retirement. They continue to violate election laws and hopefully Landmark Legal and Heritage will continue to sue these bloodsuckers.

Chanin tells the clapping seals in his audience,"It's not because we care about children, and it is not because we have a vision of a great public school for every child. We are here for Power."

Ultimately where has all this deficit spending gotten us? Great schools? High graduation rates? Excellence and technologically savvy students?

No. Quite the opposite.

GlobalWPS is a part of Johnson Controls of Milwaukee, they use sub contractors to carry out the work. Article about them doing similar work in New Orleans leading to a Fed' investigation of who got paid for doing nothing. Sounds right in line with Chicago.

Here's an excerpt from the CPS IG report in 2005, a report the CPS IG issues with same findings every year:

OIG Review of CPS Residency Policy
During Fiscal Year 2005, the OIG conducted a review of the CPS Residency Policy and
its implementation and enforcement. The review identified specific deficiencies and the
OIG made comprehensive recommendations to CPS administration to help ensure fair
and effective enforcement of the Residency Policy.
Specifically, the deficiencies noted by the OIG included:
• A lack of enforcement of the policy;
• No monitoring of employees who list a suburban address at the time of
hire to ensure compliance with the policy following the six-month grace
period allowed by the policy; and
• A lack of comprehensive procedures for the issuance of waivers for those
teachers working in assessed special needs areas.
Based on the review, the OIG recommended that CPS administration:
• Diligently and consistently enforce the Residency Policy since the policy
was clear in its requirements and definitions. The OIG also reviewed and
cited cases decided

Ensure that all employees found to be in violation of the CPS Residency
Policy are treated in a similar manner. The OIG noted that diligent
enforcement of the policy included fair and consistent enforcement.
• Monitor employee compliance following the six-month grace period
given new employees.
• Establish specific procedures, for those employees who qualify, to apply
for waivers from the residency policy.
• Eliminate the second chance provision of the Residency Policy that
allows those employees who fail to come into compliance with the
residency requirement, but do not provide false residency information, to
be given an additional six-month grace period. Those employees who do
not provide false information about their residence are deemed to have
engaged in remediable conduct and are given additional time to establish
a city residence. All CPS employees, when hired, sign a sworn residency
statement acknowledging that the employee will come into compliance
with the policy after the six-month grace period.
• Educate all employees, including principals, department heads and
administrators regarding the requirements of the Residency Policy.
During its review and during the course of numerous investigations, the
OIG noted a lack of understanding by employees at all levels of the
requirements of the Residency Policy.

Uh, well, because CPS is required to maintain their own assets. It isn't the Park District's, or the Water Reclamation Dept's responsibility, it's CPS' responsibility.

Sorry, SCC, but I need a minute to rant.
What is it with some people? Nothing satisfies them.

I'm talking about the family in Evanston who lost the two brothers who were murdered in the cigar shop.

Now, the police find Mobeen and Aziz Hakeem's identification in the possession (his storage space in his building) of this dead bank robber. They find a .22 shell casing, and the weapon that killed the brothers was a .22. They find a receipt from the cigar shop (because we all save our cigar shop receipts, along with the dead owners' id's, right), but the family says they don't believe the dead bank robber is the killer.

Why, you ask? Because they just don't. So there.

Those pesky police, who assigned two detectives to the case full-time, well, they're just trying to mollify us and they're pinning the murder on this poor, dead guy.

The police have some physical evidence from the crime scene, which they're comparing now. I suppose if it matches, the family will say they manufactured that, too.

There's Dept. Heads in:

Music at Lake View (James Barbick, lives in Evanston) and Taft (Brian Lavery, Aurora)

PE at Lane (Edward Nobiling, Antioch)

Driver Education at Curie (Stoyan Jordanof, Elmhurst)

None of the teachers above are grandfathered as all were hired after November 20, 1996. And, the PE and DE guys were hired as Chicago residents, than moved to the suburbs. CPS Policy dictates you're NOT allowed to circumvent the residency policy in this way.

If you work in a "need basis subject area" like PE and DE (umbrella'd under PE) which these two goofs do, you must be hired as non-Chicago residents to get the residency waiver. You can't be hired as a Chicago resident and then ask for the waiver when you move to the suburbs.

All four scientist make $85k+, can be found residing outside Chicago on Chicago.Blockshopper.com , and all have been in violation for 4+ years now.

What does CPS Investigations do? Nada, Nil, Nothing, Zero!!

Just because this Co's 'home office' is in Ohio doesn't mean something is 'fishy'. Nor should it necessarily raise any 'Red Flags'. Like it's rigged.

You have keep in mind who the work is being done for (Owner): the City of Chicago. Technically the Chi Public Schools but it's one in the same, 'The City' is who'll be 'paying', or more accurately in Chi's case, NOT Paying. And everyone in construction knows Chi's history on paying its contractors; THEY DON'T.

It was bad in the 80's, got worse in the 90's, and by 2000 -- fugettaboit it. Chicago couldn't even get Three Bidders on most projects out for Public Bid. So I wouldn't be surprised if this Ohio Co was only one of three who eventually submitted a bid (project out for bids a couple times B4 with zero bidders).

FYI, by Contract you're supposed to get paid in 30 Days, and even that never happened in the good old days. 40-45 days was/is typical. But by the late 1990s with Chi it ran out to SIX MONTHS (180 days). That's insane and most contractors cannot afford that, they already spent that money on labor, materials, equipment. They are 'playing' finance company for the city, its bullshit. Bottom line is you have to be fucking nuts to bid on any work for the city of Chicago. They'll fuck you at every turn (and not even buy you dinner).

Also, the contract amount thing is almost comical 'cause to the city, they don't give a rat's ass --- they have no intention on paying you that amount anyway (ref; fuck you at every turn).

Nobiling is the same guy, mentioned above, who lives in Antioch, after being hired as a Chicago resident. Here's the CPS Policy about residency waivers:

Page 4

VIII. Waiver of Residency requirement for designated Special Needs Position:

"that nothing in this Policy shall be interpreted to permit an employee who was a City resident at the time of hire to be eligible to apply for a waiver for the purpose of changing his or her residency."

ex.) A violation is moving to Antioch, IL after being hired as a Chicago resident.

Nobiling is also the same guy who hasn't coached sports at Lane in 9 years after only coaching for CPS/Lane for 5 years, instead earning his pay PE/DE teacher pay as a non-Chicago resident and coaching wrestling at Evanston HS and now Antioch HS.

In fact, Lane has 10 other PE teachers who don't coach a sport or do after school activities at Lane and they're called the 'Lazy Lane 11 PE Teachers." I guess all of Lane's PE teachers are that great of PE teachers where they aren't required to coach a sport. How does that happen? Blame the CTU and tenure.

And, earlier this year, Lane parents complained to CPS about Nobiling hitting students in what he termed 'Karate Chop Friday'. Basically, a sophomoric karating chopping of each of his students in some sick and twisted display of dominance by Nobiling.

Think about Nobiling and other CPS teachers like him who drain $85K salaries out of taxpayers pockets, teach only five-50 minute periods a day, thumb their noses at the CPS Residency Policy, bully students and put their hands on them, and then race students out the door at the last bell of the day to go coach at another non-CPS school.

CPS isn't going to get rid of employees caught living outside in violation of the CPS Residency Policy if they deem them 'good citizens' and 'worth keeping'. The employees CPS brings the hammer on for residency violations are those employees deemed as troublemakers, file grievances, violate other CPS policies, and basically, employees CPS wants to get rid of for good. Those Dept. Heads listed above aren't going anywhere as they're hooked up and have the backing of their own principals. In fact, CPS Investigators will keep rotating the complaints against them to the bottom of the pile and never look into them. Here's the token employees CPS cans to make things look good and the type of people CPS will can for a residency violation:

>A central office manager who lived in Lynwood. He was terminated.


>An elementary school clerk married to a teacher assistant and lived in Midlothian. They resigned.


>A high school engineer who lived in Hometown. He also was found to regularly visit an Indiana casino and drink beer during his workday. He was terminated.


>A high school assistant principal who lived in Richton Park and allegedly falsified free and reduced-price meal applications for her daughter. She is currently suspended with pay pending disciplinary action.


>A high school clerk assistant who lived in South Holland. She was terminated.


>An elementary school teacher who lived in Calumet City. He was terminated.


>A school social worker married to a CPS senior professional who lived in Oak Park. Both resigned.


>An elementary school assistant principal who lived in Berwyn. She resigned.


>An elementary school teacher who lived in Markham and was found to be in possession of a stolen CPS laptop. He said he had bought the laptop at a flea market and denied knowing it was district property despite CPS logos and icons on the screen. Disciplinary action is pending.


>An elementary school porter who lived in Calumet City and admitting to stealing school supplies including toilet paper, milk and bread. Disciplinary charges are pending.


>A school nurse who lived in Elmhurst. She resigned.

In addition, he allegedly stole $107,410 worth of 7-day CTA passes between December 2010 and October 2011. The employee was terminated. >An elementary school assistant principal who lived in Dolton and falsified her residential address although she is exempt from the rule because she was hired in 1995. She allegedly falsified free and reduced-price meal applications for her three children who went to CPS and CPS charter schools since 2008. Disciplinary action is pending and CPS is seeking to recover $141,382 in non-resident tuition.


>An elementary school principal married to a high school assistant principal who lived in Lansing and allegedly falsified a free and reduced-price meal application for one child. Their children attended a CPS selective enrollment high school. Both principals have resigned. CPS is seeking to recover $81,298 in non-resident tuition.

Also, in the 2012 report, the CPS IG James Sullivan said his office is limited in checking into complaints because they're short on manpower. Sound familiar, huh? What Sullivan is really saying is if the complaint doesn't bring money back to CPS, the the CPS IG will not investigate a complaint.

There were 276 complaints of residency violations (the highest of any complaint type) throughout CPS and only 22 cases found a violation. Really??? If the CPD had less than a 10% rate of closing cases we would be crucified. Sullivan says most of the complaints are anonmyous and his office can't do follow-up with the complainant. Would you leave your name? The CPS IG's office is as crooked as Milwaukee Ave. and we all know what happens to rats, they somehow lose their jobs.
