- Chicago’s “ingrained” gang culture is to blame for homicide rates far higher than other large U.S. cities, FBI Director James B. Comey said Monday.
Speaking a day after one of the city’s warmest and bloodiest weekends so far this year, Comey said gang values went back decades in Chicago, but he warned “you can’t arrest your way to a healthier neighborhood.”
We'd like to see them try though - one of the problems is Illinois gives day-for-day credit in prison. 6-to-10 becomes 3-to-5 with startling regularity. That needs to end. Another is the inordinately amount of time from arrest-to-trial-to-imprisonment. What good is 10 years downstate if it's already going to be 5 and the first 2.5 are served in Cook Conty jail waiting? There's no "rehabilitation," all the old crew is in there with you, all the old contacts and influences. These are local problems, not really on the FBI radar and certainly not addressable by them.

And in other cases, the aldercreatures obtain tax-breaks for Outfit chop-shops. Those are things that the FBI ought to be looking at to break the cycle of corruption. That's where they can make a difference.

Essentially, the FBI is saying Chicago is a lost cause. Seeing as how no one can argue with a straight face, or without a hand in your pocket, that spending more on countless social programs isn't even more ridiculous than jailing everyone.

The ingrained gang culture is easy to solve:
1) Legalize marijuana, cocaine, heroin, or whatever else someone wants to ingest, sell it over the counter to anyone over 18 at a liquor store. Just make it illegal to drive or operate machinery while high.
Takes the profit motive out of the Gang-side of things.
2) Commit a criminal act, and further it with a firearm? 10 years. Federal prison. Maximum security. 24x7 lockdown, Russian-gulag style. Single cells. Double doors. No way to "kite" messages. 1 hr out for exercise.
No hanging out with the homies. No outside communication - let your lawyer come to you. No family visits. NOTHING for 10 years.
3) No plea bargains. No early release. No credit for "time served". No concurrent sentencing. No "time off for good behavior". N O T H I N G but 10 years.
4) No more dropping out of high school. You're in until you're 21. No HS Diploma (or GED for those already out), and you can't be employed by anyone - make it a $100K/day/person fine to do so. No licenses. No welfare. No permits. No loans. No bank accounts. No credit cards. No health care. No emergency care. N O T H I N G.
5) No prosecutorial discretion for those under 18, but over 13, charged with violent felonies. All charged as adults. Remove the motivation for gangs to use minors, because they'll catch a break.
6) Everyone in prison works. They do something that helps society. They all go to school. No bullshit lying around all day doing nothing or working out. You go to school, you work. You eat. You sleep. No fun.
7) FBI forensic investigations of ALL Aldercritters and Mayor to start with. Then work over to those putz' at Crook County. Same with those in Springfield too. Clean out the corruption.
8) Hire more CPD. Return to old school CPD: Obey or get tuned up.
9) No more cradle to grave welfare. 1 yr on food stamps or unemployment MAXIMUM. No more food stamps for 5 years - and they must be working either at a real job, or doing some community service that gives them some form of job skills while they work so they can pay off their debt to society (food stamps). Same deal with free heat, free phones, bus passes, and all the freebies - it's a LOAN. You pay it back. Whatever amount of kid(s) you have when you come into the system is what we kick in some money for a year for. No more of this "I gotz 16 kidz, who gonna feed dem?" bullshit. WOW!!!! Just read the news about 3 coppers from CPD and 2 from Glenview who reportedly got caught lying iun Skokie Ct. on a drug case. All 5 testified and then the defendants lawyer produced the video of the stop from the Glenview Sgts. car camera, the judge whom I know personally is very pro police but she reported became very annoyed and had no choice but to toss the case, all 3 CPD reported are stripped. Who could legitimately champion these fundamental changes? It took fifty-plus years to create this deadbeat sub-culture. Change won't happen quickly. And, it's not only the laws which must be addressed but (firstly) the mindset of the entitled. And that of the well-intentioned libtards.

Another thing that the Feds should be looking into is that more gun cases need to be tried on the "federal" level. There are 94 districts for federal courts in the U.S.
Guess which district has the most gun arrest?
Now guess which district tries the lowest percentage of gun cases on the federal level?
If you are in the federal court the plea bargains arent going to be as plentiful. also they won't be dropping them down, it will be a felony. They will also be serving real time and not be getting this 50% of the sentence.

5 cops caught in lies on witness stand, judge say's .........Pruente, one of seven Chicago narcotics officers working the case that day, testified that after the traffic stop he smelled marijuana in Sperling's gold Ford Taurus while waiting for the Glenview man to produce his driver's license and insurance. He said he then ordered Sperling — who admitted at the scene to having a "little weed" with him — out of the car and to stand near the trunk. As other officers looked on, Pruente said he searched the car and then handcuffed and arrested Sperling after finding the marijuana.
The other four officers who testified backed up Pruente's version of the events to one degree or another. They all are liars.Police in the police state.

The FBI investigating Chicago gangs, you have to be kidding. The Chicago gangs don’t commit process crimes like perjury signing legal documents under false pretenses, tax evasion with accompanying paperwork or the high crime of lying or providing false statements to federal agents during interviews. The gangs are violent and deceptive. Here is a hint with the low down and skinny. Gangs don’t work 9-5, Mon thru Fri, holidays off. Big time special agents be on notice, you may have to adjust your hours. Narcotics and gangs go hand in hand. Narcotic distribution charges bring down these criminal enterprises. Didn’t the just-us dept. lessen the sentencing guidelines of narcotic related crimes particularly involving crack cocaine because of some colorful made up urban bias? Bottom line- don’t do the crime unless you can do the time.
Now the FBI will be the magical knights in shining armor who are going to solve the out of control murderous, gang problem. We all read all these stories of misappropriation of public moneies and the like on an everyday basis. These overseers of public corruption get an “F” for combating and prosecuting these open and notorious public financial crimes, their specialty. Little if anything is actually done.
So why then will the suits be good at murders? These everyday murders are prosecuted at a state level not at a federal level. Murder with few exceptions is a state not a federal crime. Yes, they have enormous budgets to pay informants and overtime for task forces. Federal convictions mean 85% of the sentence as opposed to the let-em go coddling state and county social justice coddling penal institutions. Yes, they are good at R.I.C.O. type conspiracies. Their success relies on conspirators talking, incriminating themselves and others in their own words filling in the blanks making the case against everyone air tight. Their cooperation makes the “g” look like law enforcement superstars ensuring a near-perfect successful prosecution rate. It’s the locals that do the heavy lifting but it is the fed prosecutors and the “g” that get all the credit.

Who says crime doesn’t pay? It is an irony that his birthday is April 15th, the date most identified with the dreaded lawfully required federal tax filing due date. Ethics matters. What might his constituents be thinking when they elected a guy over and over with an identified shady background? Who is the genius who named an S.S.I. benefits distribution center building on Madison Street in his honor given his history of not sacrificing and not paying his fair share just like the common folks and people? He is not a crook-just a tax cheat.

That assumes that someone in DOJ has a passing understanding of "Public Integrity." You couldn't prove it by what they've done (or not done) over the past 5 years.
