Vice Copper Stripped

  • Chicago police placed a veteran officer on paid desk duty on Monday -- the same day a security video was made public allegedly showing him striking a female manager of a massage parlor during a vice raid last summer.

    Police Superintendent Garry McCarthy, who made the disclosure Tuesday, defended the department’s training but promised to hold officers accountable for misconduct.

    “It’s obviously behavior that we do not condone and we’re not going to tolerate in this department,” McCarthy said at a press conference on an unrelated topic.
Well, we're not going to tolerate it after it's been made public after nearly a year, is what he means.

Once again, someone acting like it's the 1970's, 60's or 50's and cameras aren't everywhere. This sort of thing should have stopped after Abbate. Or Cozzi. Or Howard. One slap, mistake or not, in the heat of the moment or not, is going to sink your career and tarnish the reputation of the Department for years to come. Over what is essentially a "rub-and-tug" joint. Brilliant.

I've seen those vice officers processing Asian prostitutes at central detention. They are a bunch of jerks who act like they're above the law. They act all mighty and tuff while manhandling petite women, I would like to see them try this technique on a man who is equal to their own size.

I watched the video several times. It was a bad arrest. (based on what I could see).

If I was that woman, I would do the same thing. Lucky for her, she had the camera set up as no one would have believed her if she told her story. For her, she has now hit the Jackpot.

I would expect that Macho BS in some of the suburban forces where they think they are Jack Webb, but I do not think of Chicago PD when seeing the stupid action of the cop. Now, maybe I should?

That video should be used to show trainees what not to do during a raid. There are soooo many things wrong there...The officer putting on his vest after entering. The famale copper on the cell phone paying no attention. No one seemed to have a plan. Was anyone going to secure the male customer in the video? How about putting the alleged suspects under watch and diligently searching them, instead of just M-Fing them?
And most importantly...Can we stop those overweight donut eating, special unit PO's to stop wearing shorts on duty? It looks ridiculous....The department is taking it on the chin again, because of these "KeyStone" coppers. Moe,Larry,and Curly could have pulled off a better raid in my humble opinion. I doubt if this was bid unit. Clout babies strike again.

It's about time something was done about the rogue officers working in OCD. This is just one of many that think they can do whatever the hell they want. Untouchable assholes -- so they think. Had my fill of working with these anointed ones that have the very mindset that makes us all look bad. Glad I am not working OCD anymore-- patrol is a much safer place to be considering the advancements with technology and the lack if support from supervisors and the justice system.

Anybody remember COZZI went to jail for what, 5 years for a slap? These two will be lucky to keep bus fare, the city settles and each officer gets hit with PUNATIVE damages!

SCC Im not a cop but I read your blog often. I have nothing but respect for you guys and gals. Several of my friends are officers and I know most of you are good apples. Once in a while theres a bad one. And I dont even know if this is a good example of a "bad apple".

Whats disturbing to me from this video is all the guys standing around seemingly doing nothing to calm Messina down. Along with the abusive remarks it seems like whats going on is business as usual to all the officers standing there. Thats what is damning. This does not help the perception of CPD among the greater public.

Whether or not there is more to this video the real problem is this team is and has always been out if control. The two in question plus one who just retired always treat their raids with incompetence and their female prisoners with verbal abuse and heavy hands.

Vice is and has always been a ridiculous unit. It's a dumping ground for commanders and a unit to go to for mindless police work. They get their head,do sloppy paperwork and race home in a 5 hour shift at most. Go to. 001 and watch and listen to their big mouths processing females arrests.

The best is two cops in question were put in vice personally by fatty fill. He said they were aggressive. Guess he was right.

Live your life and shake off the idiots. When you retire, you will always remember the names of those people you have influenced for the good. The best way to secure your job in my opinion is to follow all of the rules, laws and department orders to the letter. Also, realize that this isn't the 1950's. As police officers not only do we have to do everything by the book, we also have to worry about what the end result will look like to a third party. For example, a few months ago, a woman who weighed about 100 pounds resisted arrest. Now was I going to pound the shit out of her? Of course not, I let her go, moved away and told her to comply. Or else. She did not comply so I then did a wrist lock and she slapped me. I twisted and finally she complied and I cuffed her. So even though she resisted arrest and slapped me, I still held my composure. Now imagine if I beat her. Imagine what a third party's conclusion would be? Like it or not, this is the new age of policing we live in. Sure the department says they will back you up. But they won't. All they care about is how a third party will look at a situation.

Yes, you should expect it here. From what I've seen, suburban departments by far display a higher level of professionalism overall than CPD. How many suburban officers make the headlines for stupid incidents like this? It's extremely rare.

Believe me when I say that nothing could be further from the truth. We certainly we're not afraid to interrogate people, and we did a much more thurough job of investigating back then.

Now a days it seems like everyone is looking for any excuse to use so you can just sit on your backside and do nothing. Or else just stop thinking and trying to be proactive and wait around for your boss to tell you what has to be done. (The boss telling you what has to be done was always good for a laugh in the good old days) .

And all those Detectives who take great pride in telling any one who will listen that they are homicide detectives. How many cases do you clear by arrest, clearing, and closing. Seems to me that those exceptional clearing and closing of older cases that know one is keeping an eye on any more seems to be your major type of activity. You have to get off of the computer and leave the office and talk to people to solve cases. Not a lot of that going on anymore.

I have worked with a lot of younger officers who were great police officers, but a whole lot of you younger guys & gals leave a lot to be desired.$

If the officers conducted the raid the proper way, they would have secured the offenders quickly without incident. Make the arrests, secure the prisoners and remove them before problems happen. I like the female officer on her cell phone. Typical blonde. This team completely ignored all of the safety protocol required during a raid. Sounds like the officer has been a problem that supervisors ignored in the past.

Stunning is an acceptable level of force to use in an active resister. Videos do not show everything that goes on in a situation, they are limited by their position. Perhaps as the officer bent down to adjust the handcuffs she tries to grab him, scratch him, who know what else.

The lady was clearly resisting, so use the proper use of force to get her in custody. Then once cuffs go on keep your slaps to yourself especially when being videotaped. That lady seemed like a real piece of work, and that being said she isn't worth these headaches.

It doesn't matter what she did once she's cuffed. If she bit a copper and fought, and the coppers used force then great, no problem. He slapped her ON VIDEO while handcuffed. How ya gonna explain that? Jagoff or not I don't wanna see any copper lose the job, but stop defending him and saying there are two sides. She's probably wrong in a lot of ways. But he did what he did on video and now we get to see it on the news for the next 6 months.

So someone in cuffs cannot be an assailant? I was kicked by someone in handcuffs before, multiple direct mechanical strikes were deployed by myself to regain control of the offender. Stop Monday morning quarterbacking this, I saw her slap an officer on the arm before she was in cuffs. Do you really think she stopped acting up once she was cuffed?

Periodically everyone has to test swipe for a week to appease finance/payroll section. Then everything is back to normal. The bureau had the most abuse when it come to theft if time and OT. The bosses won't do anything about it because hey why end a good thing. Sad to say the corruption in this department is deep rooted and sadly the patrol officers ate the only ones that are scrutinized. It's now the patrol officers abusing the system it is the connected officers that have been taken care of since they came on the job. I have worked in several units without clout and am now completing my career in patrol so I can Segway into retirement. The state is this department saddens me and the blatant abuse and corruption that goes on with members of OCD within ring placed in check is very very disappointing. We take an ethics oath every year and for what-- smoke and mirrors.

I have worked with a lot of younger officers who were great police officers, but a whole lot of you younger guys & gals leave a lot to be desired.$

As one who was there, I agree with most of what you say. Everybody didn't get an ass beating, and true interrogations meaning actually sitting down talking to people and gaining their confidence seems to be a lost art. You are right about waiting for the boss to tell you what had to be done in those days that would have been laughable. There are great police officers now and back then we also had police officers who left a lot to be desired too.

I am a CPD officer. The attitude amongst some of my colleagues in regards to them being the "real police" and suburban and state police being "fake" is bullshit. It is completely preposterous. I believe that suburban and state troopers have a more difficult job. Because they work mostly by themselves and their nearest backup is very far away.

Also, vice crimes like gambling and prostitution traditionally provide money through organized crime (and not just traditional organized crime) which is used to finance other crimes like narcotics, human trafficking cartage theft and myriad other crimes. In addition, participants in prostitution are often beaten, abused and drug addicted by their pimps. Do they enter the trade on their own? Sometimes. But sometimes they are kept there by intimidation and involuntary servitude.

It was someone pissed off and giving her a smack. You are trying a little too hard to make this seem like something other than what it really is. I have worked with a lot of younger officers who were great police officers, but a whole lot of you younger guys & gals leave a lot to be desired.$

As one who was there, I agree with most of what you say. Everybody didn't get an ass beating, and true interrogations meaning actually sitting down talking to people and gaining their confidence seems to be a lost art. You are right about waiting for the boss to tell you what had to be done in those days that would have been laughable. There are great police officers now and back then we also had police officers who left a lot to be desired too.

Did you keep witnesses locked in the area until they gave statements?

I'm glad you were such a great cop, but don't fear because it ain't over for you yet. I work part time for a downtown law firm and guess what. The next line of lawsuits is looking at murder convictions where witnesses were held, sometimes for days. Sometimes they were taken directly from the area to the grand jury. Those are the juicy cases and the lawyers are calling them "overnighters".

Surprise,surprise when those witnesses are interviewed today they say that what they testified to was a lie. They say they only repeated their GJ testimony at trial because they were threatened with perjury if they recanted.

How many cases do they have that fit this mold? Thousands. So, don't you worry, you'll be back in the saddle sooner than you know. Only ths time, you'll have some money in the game. You can tell the federal civil jury how good you were at closing cases. They may knock off a few grand on your punitives.

It is harder for patrol officers in uniform to get away with this type of behavior because the officers stand out because of the uniform and all the video and recording equipment around them. OCD not so much and they pretty much get away with whatever they want until something like this suffices. I know because I have been there and done that. Pretending this type of behavior isn't a problem is why we are constantly embarked by our own. Learning to control ones temper is a skill that is learned and being professional even when you want to open a can of whoop ass on someone means that you have developed the skills necessary to do your job. Perhaps Communication classes and anger management should be integrated into cod training. Acting like a bully on the playlot was learned in middle school.

Of course the tape is edited. Did you expect the 30 minute news to show a 45 minute tape? the CPD and ASA have the unedited tape. When the court or Freedom on infomation wants the tape, you get the whole tape. The CPD and ASA don't do investigations based on an edited tape.

That being said where was the CCSPD in this? Isn't this Tom Dart territory? I mean somewhere right now possibly on north Western Avenue or Irving Park Road there is a rub and tug occurring and it must be STOPPED. I can just picture Dart in his brown Mt Carmel jacket speaking before the cameras.

We need to prioritize crime in this department and if there is no suggestion of human trafficking or women being forced into this profession we should ignore it. Think of this as about as useful as busting kids for having weed at lollapalooza.

Years ago I heard a story of a bust at one of these places where one of the "customers" was alleged to have been a retired high ranking police official. The mental image of him trying to "escape" with his pants around his ankles brings joy to my heart to this day.

The take down of this place was pure slop and overly aggressive. The team could have walked in calmly announcing their office and cleared every room of bodies. Instead of grabbing the female owner and pulling her to the floor, he should have just said this is a vice investigation, we ask you to cooperate, show us your business licenses, and we will be on our way. These cases do not require an entry as if it was Osama bin laden cave.

Just wonder how this will affect the ASA office with future cases of defendants producing a video that contradicts the police reports and police testimony. Besides dropping the charges on the defendants, Will the ASA start charging the police with perjury?

The Sgt. was there and told the officer to stop talking. The Sgt. has been trying to dismantle that team for over two years and get some working coppers from patrol but was met with a lawsuit and 3 grievances because those officers are afraid to go back to patrol and do some work. the problem is the bosses that put those people there that do not deserve to be in a unit. Did not do anything in patrol but can get a spot in a unit because of who they know when the working coppers that deserve a spot in a unit can't get it because they don't know the right person. Blame the top brass for sponsoring those officers and not doing anything to get rid of them.

I believe that suburban and state troopers have a more difficult job. Because they work mostly by themselves and their nearest backup is very far away.

The next line of lawsuits is looking at murder convictions where witnesses were held, sometimes for days. Sometimes they were taken directly from the area to the grand jury. Those are the juicy cases and the lawyers are calling them "overnighters".

Surprise,surprise when those witnesses are interviewed today they say that what they testified to was a lie. They say they only repeated their GJ testimony at trial because they were threatened with perjury if they recanted.

How many cases do they have that fit this mold? Thousands. So, don't you worry, you'll be back in the saddle sooner than you know. Only ths time, you'll have some money in the game. You can tell the federal civil jury how good you were at closing cases. They may knock off a few grand on your punitives.

If I could do it all over again, I would have taken a job with the suburbs. The standards for selection is higher , the training and equipment is better, much more professional then our CPD. We are fat, sloppy, unprofessional, lack training, and some of us are just morons. Real Police? Far from it.

As far as dealing with criminals, the suburbs have it just as bad. After tearing down the projects, all bets are off. Some of the most violent offenders live in the suburbs.

My burb coppers are the best. The loud mouth CPD trailer, hair gel trash will never be the real police.

Any WORKING copper knows that we all work together on a daily basis. In many districts the adjoining suburbs are practically members of those districts. Yes, there are some very good and quiet suburbs, but mostly the burbs are mini chicagos with crime, drugs and everything that goes along with it. These suburban cops often work alone, may 3 one man cars on the street at night. things have changed. I live in the burbs now and if you listen to a police scanner you will know that their job is just as difficult as CPD. Granted, there are not as many shootings and homicides to deal with, but the rest of the crap is there. Cops and retired cops from all jurisdictions should stand together .

I have had prisoners try to kick me in the head during a transport, they try to headbutt you, they spit at you and try and slip their cuffs, to become a tougher assailant or an escapee. It's like these comments are coming from civilians. Of course a compliant prisoner should not be struck. I still want to see the whole video. If you think a wiry 100 pound female can't do damage to you in some way, you're badly mistaken.

Several cops I have worked with grew up in these "ghetto districts" like myself and have first hand behind the scenes experience as residents...not employees. If you still judge your individual police competency by the call volume in your area (which says nothing about your ability to write tight paper, make great arrests, or testify) you aint no real police I wanna be. As said before on this blog IF you work in Fillmore or somewhere like it and you get a gun or dope it don't make you TJ Hooker. Ray Charles could get a pistol and blows in 011. I'll tellya whats changed the most in the 30 years Ive been doing this. I got stopped a few weeks ago, I wont say what Dept., what officer, or where, and even tho I was a complete gentleman the guy still treated me like a jagoff.

Just remember 99% of us have the brains to know nobody is better or different ANYWHERE they Police. I'll leave this job knowing I never hurt another copper or his family, from ANY Dept., and Im proud of that. Simple tickets? Dog off the leash? Who gives a shit when its a brother PO no matter where he/she works?

Not only that but Ive never belittled them or lectured them, let alone take bread off their table. ANY LEO DEPT. ANYWHERE!

LMAO, If Chicago, and Ive been one for 30 years, is the only "real police" then we are all in serious trouble. It comes down to the individual copper.

And everyone Ive stopped, from anywheres, always got the respect they deserved. Theres a few suburban coppers who still have jobs cause they were lucky enough to have me respond.

There are several suburbs that are busier than several CPD districts. They do it 10-99 with backup more than a few blocks away. They also get micromanaged far more than we do. Whatever Suburb bias there was in the past its long overdue to put it to rest.

All while handcuffed.

How about now? Do you think it would be necessary or reasonable for your partner to hit this handcuffed assailant? How about deadly force?

I know, something similar to this could never happen.

You better read that damned use of force model from front to back. It might be what keeps you from getting hurt or getting your partner hurt. Or worse.

The only reference I made to this incident is I want to see the entire video. I really am starting to see that insults never seem directed at the context of posts, only the way the readers like to misinterpret them to fit their own agenda. And last but not least, the "Retired" moniker gets the civilians that are anti-police and the "I know it all" coppers, very upset. Lately it is very hard to tell them apart!

If you have a prisoner and he/she is cuffed and starts to kick at you, you are 100 percent able to strike the offender to gain control. You will have to do a TRR to explain why you had to strike your offender, who was in handcuffs. Apparently there is more to the video and once the entire video is viewed, we can't pass judgement. Earler it was mentioned what can a 100lb person possibly do and to Answer that question, do not let the weight or size determine the damage someone can do. Be safe to all and let's look after each other.
