More Sergeants?
Once again, Tracy Ladner strikes.
It seems that Ladner had her people purge the Personnel Files downtown. And part of the purges included college transcripts showing people were eligible for promotion. Why someone would remove those portions of the Personnel Files - essentially your "permanent record - is beyond us.
Ladner presided over a system that had a bad habit of flagging people with military backgrounds and police family backgrounds as being "psyched off" of the hiring lists. This has been or is currently the subject of at least one lawsuit that we heard of, maybe more. And we've gotten rumblings of the same "coincidences" happening over at County where Ladner currently is hiding.
One has to wonder if these Officers were passed over for any of the recent classes due to Ladner's incompetence (or deliberate efforts), thereby missing out on months, even years of seniority and raises. That's provable damages and, once again, throws the entire testing processes into doubt.
Congratulations to the seven names on the amended list, and we certainly hope that someone is looking into this entire process to ensure that seven, ten, a dozen or many dozen more haven't been affected by the blatant incompetence on display once again - incompetence that we and our readers railed against and pointed out more than once before all of this hit the fan.

There is more to come!!!! The FOP has to come out front and stop the shitty from throwing out the Famous SHAKMAN Decree. It's in the beginning stages, with a final Open Hearing in the Federal courts building, 16 June 2014. Fellow PO's, don't fall asleep while this is happening. If it goes through, you will never see any semblance of a reliable promotional list. Anybody can testify at this hearing. I hope the FOP will be out front on this, or will they want to let it lapse?

If this is true than she is ordering officers to violate a general order. The orders are very specific on how these rifles are to be deployed which is not empty!

This is true, it may mean that our HR Section have always been bad record keepers. I had to resubmit all my college transcripts back then which was a real pain in the ass because it involved seven different schools.
It also may mean the difference between copies of "Grade Reports" which may have been submitted right after completion of a course by the student and "Certified Transcripts" which come directly from the institution to the Department.

Toner is a perfect example of what's wrong with this department and it's promotional process. He left here to become an FBI agent assigned to bank robbery. No not on the FBI task farce the real deal. He does not like it so he comes back. You would think that a guy like this who passed the FBI academy, the real academy not the bullshit our elite members get to go to, and the department does not think he is fit to do anything besides ride in a beat car. So he finally makes sergeant on his own, Great Job Paul! You think he could have at least been assigned to the FBI task force since he was more qualified to do that than any other member since he was once an agent himself. But NO he had no clout! Kind of like why was Tom Byrne's former deputy, former streets and san boss, present park district boss daughter assigned to the terrorism task force with like 3 yrs on the job? what were her qualifications? why was Sgt. Keating made a Deputy and now holding a $ job with CTA? CLOUT, the list goes on and on... The people running this department "The Democratic Party" are a fucking joke but still large and in charge. Vote Republican, than retire when able and move to TEXAS or FLORIDA.

Sgt. Ray Gawne. Only one down there who actually cared about the police. Once Ladner got down there it was the beginning of the end. Ray tried but in the end retired because things became so convoluted down there.

Sgt. Ray Gawne, retired right about the time the Ladner catastrophe landed. It is almost too much to expect anyone down there to be looking out for other officers. Daley parachuted Ladner in there, never was the police, that was when the Personnel Division became Human Resources and we had the enemy running things.
I am surprised there is not a tsunami of law suits generated by the Ladner outrages.

The reason for this action back in the early 2000's was that Personnel had previously accepted anything they were told by individuals as far as education was concerned. In those years though various levels of education became necessary for promotion, in order to have accurate records they required submission of actual transcripts. Now it pays to keep submitting transcripts as they are earned.

OK, anyone who obeys this order is a fool! Not only is she putting you but other officers in danger. ven if she orders you to carry the rifle unloaded, that's not a lawful order. We don't have to obey and order given buy a superior if it's unlawful or dangerous.
Ray Gawne was one heck of a detective, then watched out for the real police from his position in Personnel. Too bad there's no one even close these days.

First, Gawne was an ass who didn't look out for people. He made retirees jump thru hoops for a retirement star. Second, I made Sgt in 98 and had to re-submit my transcripts 3 times before they got it right. Not a Ladner problem- its a system that's been broke for a LONG TIME!

How can you tell its empty? There is a small, maybe 10 round magazine in the rifle so it appears to be loaded.

Very interesting how they covered it thought Sgt DB was assigned to 124 and detailed to 111. On the tranfer order it just showed him going from the academy to the airport. Good for Dan, I think he spent a day or two on the street as a sergeant. Dan walked around 35th street like he couldn't even say hi to those he once used to chat with because he was so important, amazing how some people revert to their true colors. But what I'm getting at is a rumor that McCarthy is leaving and taking care of those who worked for him and these are indicators the rumor maybe true

Also, I can't confirm if West does not want officers carrying ARs because I don't work in 015. If that is the case, file a grievance. I don't care if it's the superintendent , nobody will tell me to bring an unloaded weapon out if I'm trained and certified to use it. Commanders are there to lead the distinct, not create their own GO's for that specific district.

It is your responsibitly to ensure the dept correctly documented your degrees. Just because they paid for it doesn't mean they documented it.(only city workers understand that logic) Once the rumors started flying about promotions I contacted human resources and asked for a letter of verification .
All that began said, Ladner is truly an evil human being.
If you think that fop fixed this, think again. The dept does have some bosses who are looking out for the troops.
Or at least one boss, that is.

I won't comment on Ladner, because I have no idea about her. I will however, ask, what the hell is a mini clip for an AR15? I have a 5 round AR15 magazine (once again, you clip dopes have no idea what a clip is) and it sticks out of the mag well of a rifle it's inserted into. The 015 ranger left the magazine somewhere other than the mag well of her carbine. How could anyone that is a policeman not know an M1 Garand is clip fed and the AR15 and all the pistols you carry are magazine fed. You really should familiarize yourself with the names of your equipment.

No, you're just making shit up. The mag-well on that carbine is empty. Even a 10 round magazine protrudes from the mag-well. Did you ever handle a firearm? Oh! I know, it's one of those invisible magazines that players use in online first person shooter games.
Ordering an officer to unload a weapon they are carrying is an Illegal order not to be followed.

I have no Doubt that Lardass was more than able to pull off a move like that...but getting people to help her should have left a trail of some sort.

Should I verify once a week, once a month? Once I have submitted my transcripts, it is NOT my responsibility to continually check and check and check again whether those documents have been lost or trashed.

The department did not pay for my degrees, I already had them when I came on the job; hence I can spell responsibility. In my twenty years I've had to submit my education transcripts three times. It is the responsibility of the department to be good stewards of our personnel files.
Remember that the 2 million people on food stamps in Illinois just had a benefit cut of about ten percent and this comes at a time when food prices are soaring.

Why can't it go like this?
1) Personnel notifies you when the get an envelope from your institution of higher learning.
2) You go down there personally and see the actual transcripts sent by your college, shown to you by a member in personnel.
3) While you are there, that member who showed them to you enters the info in the CLEAR system.
4) You are provided with a time stamped, dated PAPER receipt.
5) You are able to check AT ANY TIME in the CLEAR system, under the 'personnel' tab that your transcripts are in fact on file.
The range guys do this (if you pay attention) right after you qualify and while you are still loading up your clips. So, it CAN be done.
But alas, they'd have to pay someone to make a change to the CLEAR system......Pssst- here's a secret- use the money you will save when you decide to put the direct deposit receipts to everyone's e-mail in a .PDF, instead of wasting reams of paper every month.

Sgt. Ray Gawne. Only one down there who actually cared about the police. Once Ladner got down there it was the beginning of the end. Ray tried but in the end retired because things became so convoluted down there.
I was there...Ray was involved with Boy Scouts and did a lot of work with them. Some days he would come in after 9am...but he would stay until 7-8pm to make up for it, never putting in s slip. Ray came in one day at 10am, and Ladner asked him for a slip for two hours on front. He said he usually stays until 7-8 pm, so it all works out.She did'nt care, she wanted a slip. Ray said see ya!!!!...him and Sgt(now Lt) Dave Dolan were the only ones that new what they were doing there. And that sums it up !!!!

you cant have your weapon unloaded when out of the vehicle and deployed, such action would could be construed as inattention to duty for not having your equipment ready. also, you cannot load your weapon in the field if not in a "tactical" situation. Your weapon must be loaded in the station at a firearm safety station. so barb west, fuck off. and if any of the officers in 015 listen to her let her know that she is ordering you to violate general orders. Also let her know that she is creating a major officer safety concern and if she has any further questions, concerns or complaints about officers having their weapons loaded while on the street refer her to the FOP and let her know that you will NOT follow a direct order. This is an order that she may be able to initiate a CR number on but will NEVER get sustained... EVER! Then you may file action against her in the end.
Does anyone know which preschool these guys went to? It would be great to send a shout out.
Ray Gawne was a Sgt. At the old A/6 for many years before heading down to personnel. If he could do something for you, he would. Also, always knew exactly what he was talking about. Miss having guys like him around.

Makes no sense as perception is everything. People don't know if the rifle is loaded or unloaded so what is the point? If it scares people loaded it's going to scare them just as much unloaded.
Furthermore why can't officers just buy their own ammo? So glad I have one foot out the door.

McCarthy made two officers from his office sergeant in this last class and in the last transfer order his admin sergeant was assigned to the airport. Very interesting how they covered it thought Sgt DB was assigned to 124 and detailed to 111. On the transfer order it just showed him going from the academy to the airport. Good for Dan, I think he spent a day or two on the street as a sergeant. Dan walked around 35th street like he couldn't even say hi to those he once used to chat with because he was so important, amazing how some people revert to their true colors. But what I'm getting at is a rumor that McCarthy is leaving and taking care of those who worked for him and these are indicators the rumor maybe true.

1 admin officer from crime control strategies made a merit sgt. This unit is headed by fellow NYPD bob tracy.
Bob Tracy's secretary transferred to Intel Unit slated for a federal task force spot.
2 Lts from Crime Control Strategies promoted to Captain.
Mccartys Chief of Staff Constatine Minotios (sp) left and went back to New York replaced by Roussell.
And as the above poster mentioned the admin Sgt for the Supes office transferred to the airport.
Now im no Detective (mostly because that only promoted like 100 in the past 6 years) but these changes certainly point to Mccarthy taking care of his people before he ships off.
I know for a fact that our FOP fought hard for officers who were on the list and skipped. I hope it was only seven. Too bad their not going to replace seven merits.

I used to work O'Hare with Paul. He didn't belong on this job. He was much too nice and decent and honest and a good guy. I would trust him in my house or anything that you would trust a friend with. I can't speak for the supt's driver, but this girl deserves a merit spot more than most I've seen.
I was recently promoted to sergeant, and I was shocked to find out that nobody actually calls you to ask if you want it or not. Your name shows up on the order. The way most of us find out? We get congratulatory texts or phone calls from out friends. I didn't get a call from HR, my unit, nobody! This is why there are a series of constant revisions after these promotion lists come out. Look at the last detectives list. A simple phone call to each of these people would have confirmed ahead of time that 5 or 6 of them didn't want it. Or in this most recent case of the sgt's list, a simple phone call to the next person on the list who appeared not to have the college just confirming this! This seems like it would be standard operating procedure for HR, but I guess what do I know?

I have to agree. A merit promotion isn't based on the last 3 months, 6 months or two years. It's the culmination of the entire career. Is the process skewed, yes, do some great people squeeze in past the nonsense, Yes. I know quite a few merit sgts and lts that are tremendous leaders. I know a lot of people that made it off the list that are terrible leaders and can't make a decision. I also know some real mutts that made it by merit. The testing is flawed, the merit is flawed. I see more bitching on this blog about people that made their current rank off a test.
She is the police and will be a great leader and sgt. I wish her the best. Just because her skill set too

The range teaches with 30 round mage loaded with 28 rounds. That is it, 30 round mags, 28 bullets inside. Why is that so hard to remember? Unless you never actually qualified with the carbine.

Sgt. Ray Gawne. Only one down there who actually cared about the police. Once Ladner got down there it was the beginning of the end. Ray tried but in the end retired because things became so convoluted down there.
Ya, right. Same guy who made my 83 year old father get on a plane to come pick up his new retired star when I was going to visit him and wanted to hand deliver it to him. Lots of stories just like that about the Sarge. Glad he's "gone".

I think for every story like yours there are probably twenty about how he helped people along the way. I know he looked out for a lot of people, because my ex is one of them and I am another. I got that replacement transcript in with ONE hour to spare.

Over the years I have seen people that I thought would be great coppers fail the psych test, and yes it seems to be biased against coppers family and vets. Then you look around and see other people on this job that are bat spit crazy. Coppers that are on anti psychotic drugs etc. Really makes you wonder who is doing our psychological testing.

I guess that if anyone pounded the books for years, went to classes, gave up a lot of time and other things plus put the city through the expense to get your name on that promotion list I would figure you wanted your name to be on that list in the first place.

That may be true except that Superintendent is an EMEMPT Position and could be done on a contract basis even with a civilian. Jim is Chief of Staff now because like every other Superintendent who was a fool and we have had a few of those had to have someone behind him who really knew how to run things.

Um, do you honestly think that nobody ever decides to pass up the promotion? I know quite a few people who have passed it up. In 8 years, your personal circumstances can change. Working midnights in some hell hole when you love what you're doing and are a couple years from retiring-seems like a good reason to pass it up.
"Ask if you want it or not" I agree each person on the list should be contacted ahead of time in order to reschedule their lives esp in regards to child care. Why is it such a last minute secret announcement? Can't they put out an order a few months prior, stating the next 80 off the list will start Sgt class on so and so date?
That female copper is carrying a rifle with no magazine in it. The change in color at the bottom of the mag well is the lip of the mag-well, not a 10 round mag. I would strip her qualification with that weapon system.

This Ladner shit is ridiculous.... I just took my 8th "FINAL" power test last weekend. My 9th test total in the last year and half. Ive been a suburban cop for 10 years and I'm about to say screw it. Everyone at personnel cant tell me shit when i call. I've wasted all my vaca time taking days off for physicals, multiple medicals, psychs and poly's.... anyone know someone that can be called to check on a progress?? I was told another class was starting day after Memorial Day but yet again no call.... I'd imagine I'll get another email in 45 days telling me that my test is no longer good and need to do it again. What a joke this process has become.
