The most recent fatal shooting happened about 11:30 p.m. Saturday in the East Garfield Park neighborhood on the West Side.

That's why a lot of people jumping ship. They cater to the ppos and forget about your other guys. Stand up inspections, daily, no working with partners (because too many ppos), questioning and talking to you like a ppo. It's getting old and pos are getting tired of it. The academy and department really screwed over these ppo, therefore screwing over pos/citizens/bosses. They don't know a thing me the product they are putting out is embarrassing

Then work a district 20 miles from your house with a 90 minute commute time? No overtime for a beat car but plenty of overtime for detectives. Quit bitching and go have your 2 hour lunch.

No tactics, no safety, and one guys puts on his raid vest after he walks into the joint. Go back to the academy. There are plenty of classes on entry and scene safety. Love the Asian woman hiding behind the counter and not one copper checks behind the counter. The only hand jobs that were at that massage parlor were the ones doing the raid.

this situation aside, which I haven't viewed, you can legally and justifiably strike a handcuffed person if you don't have full control of them and they are continuing to be an assailant. A lot of bad guys don't quit fighting or resisting just because they have handcuffs on.
They still have their feet, teeth spit and head at their control. If they are trying to bite you, head butt you, kick you you can respond with measured force. If someone is trying to bite you, spit at you or head butt you a open hand strike to the head might save you injury and temporarily stun them until you can get better control.
You said what you said as if it were an absolute. It is the farthest thing from it and you are hardly an expert at law enforcement.

Why don't you watch the video first before you make a comment. I assume you had a role in it anyway. I do hope you wrote your case report the way you said it and hopefully what you wrote and what was recorded tell the same story.

Why would I have to watch the video first before I make my comment on this statement. This statement isn't talking about this incident only. I capitalized EVER so you could follow along.
What I said was you can't automatically assume that striking a handcuffed person is wrong every time.
If you are the civilian who wrote the first comment, thank God. If you are a department member I don't know whats worse, your reading comprehension or your tactics. Make sure you say pretty please stop head butting me or biting me and you document it on your OBR.
As far as seeing the video, what's the rush? It's going to be on the air all the time and unlike yourself I don't revel in the mistakes of other cops.
