Part Two of Chicago Crime Stat Coverup

Chicago Magazine has posted the second part of their series on how the Chicago Police Department manipulates statistics to make it appear that crime rates are falling faster than is actually possible.

Part one dealt with (mis)counting homicides.

Part two deals with lesser crimes - break-ins, car thefts, muggings, sexual assaults and such. The article cites numerous instances of "reclassification" by name, date and/or instance, mostly occurring in the 019 District. The article is precisely like part one, lengthy, detailed and damning. The amount of crime "washed and rinsed" is incredible.

Eli Silverman and John Eterno, authors of the 2012 book The Crime Numbers Game: Management by Manipulation, make a couple appearances in the article. If we recall correctly, Eterno was a Captain in the NYPD and part of the team that created CompStat. Silverman says, “It’s like they wrote the script here [in New York], and you guys [in Chicago] took it.” The article also cites Chicago's long history of falsifying crime stats, from the 1920's to the Crime Commission hearings of the late 1950's to 1982's Pam "not a troll" Zekman's report on "Killing Crime."

We can't even sample this article. As large as it is, it would be a disservice to the writers who have done an excellent job once again, compiling and dissecting the tidal wave of numbers coming out of 35th Street and City Hall that do nothing but distort and obscure reality. The math alone in this piece....tens of thousands of crimes wiped off the books....it's jaw dropping. Even we had a hard time believing the blatant lies being foisted on the citizens, and we've been receiving bits and pieces of it in our comments, e-mails and posting for almost nine years now.

Chicago has a crime problem. It was being reduced, maybe 2 and 3% a year for the past decade. Then economic realities came to the fore and hiring stopped, promotions froze, a new mayor came in and a reduction in force was inflicted upon the Department. It is now clear that numbers probably crept upward a bit, but all the "statistics" coming out the politicians were of "double-digit" reductions month after month after month. We joked about "owing crime to the future." This article shows it wasn't a joke at all, but a deliberate attempt to achieve a political end and innocent Chicagoans are paying a price.

Your not gonna believe this but SWAT has been handed lists of Persons of Interest on the west and south side and we have been ordered to knock on the gang bangers door and basically tell him that we are concerned for his well being. I won't do it. It's a violation of the poor gang banger 's civil rights. All of SWAT has been told to patrol the ghetto. I wonder if the terrorists are going attack Englewood. No SWAT in the areas where tourists hang out. No take home cars, no response. Fuck these Sgt's on SWAT. This has to be the worst Supt in the history of CPD. These exempts are scared of losing their spots!!!

How about for part three felony review? How can an arrest that meets all the criteria of a felony per ilcs be charged as a misdemeanor? stolen car oh sorry officer it had the keys in it charge him with a misdemeanor. Oh the offender stabbed the victim? oh she's not hurt that bad charge him with a misdemeanor. Felony review kills more crime than Cpd ever did.

I am truly embarrassed. What can be said of a command which cannot tell the truth? Like lying to your customers. This dept is unreal. No wonder why promotional lists are so screwed up and must be amended again and again. Family and friends cannot understand why I don’t talk about this department. I’m embarrassed to be associated with the disingenuous political agenda driven aspects of this organization. Gold stars get compensated well with six figure pension annuities for life so they follow orders to the letter from city hall or risk losing the power and their current bloated salaries. Do any of these people have a conscience or a sense of morality? I certainly respect the people who are on the streets taking so many types of risks doing actual police work and contributing to an orderly society.

If no crime was committed, then there is no criminal committing a crime. No need to spend money on trials, incarceration, parole.

And it is not like there is a real victim. Someone robbed, raped, assaulted, murdered, well they really do not exist. Just put a little ice on that, ignore the pain, you knew he was going to come to a bad end, insurance will cover the losses. How can there be a victim if there was no crime?

And the criminal will never commit another crime. He will never victimize someone else. Because he got a free pass this time, you know he will turn his life around and become a law-abiding citizen.

FYI sgt A.H. is changing his hours and has a team of 4 that does the same. they come in early morning for a cubs game. Then they stay late and watch the bars. He was bragging how he had 150 overtime hours last period

Please remember that these are not police officers that foisted this deception upon the people. We live here too. It is the politicians that must be made to pay the price. We include the Superintendent as a politician, of course.

Make them pay a price for spilling our blood. For every citizen that has been injured or killed the politicians must pay. For every day you could no longer feel safe in your neighborhood or you stayed home because downtown was now too dangerous, make them pay. For every festival or day at the beach your family couldn't enjoy, make them pay. For embracing every Pfleger, Jackson or parking meter company that came to town, make them pay.

Very similar to the data manipulation in CPS which gives the appearance of great increases in "Freshman On Track" rate and attendance (while ACT scores remain constant or drop). If CPD is like CPS, this data manipulation also gives number-crunchers and university consultants great opportunities to line their pockets. And "leaders" get the opportunity to receive accolades.

I can't believe any of this Chicago Magazine story. It would be as odd as someone in roll call telling POs that catalytic converter thefts will be classified as misdemeanor thefts, even though replacements will typically be over the $500 threshold, or that 311 was advised to classify all phone thefts as misdemeanors, even though you'd be hard-pressed to get a replacement without insurance for less than $500.

Ah-ha! So this was McLiar's doing. I wondered what happened to the ones after 2010. Two weeks ago I was going through these -- starting with '65 -- and couldn't figure out what the delay was with issuing the ones from 2011 onward. Now it makes perfect sense -- that is, if you're trying to hide something.

The old ones were very, veeeery, informative. It was easy to track crime from ones own home PD District and/or Area -- I was looking at 009 & Area 3 mostly. They Showed the unvarnished truth how crime, especially violent crime, skyrocketed after 1965 (gee, now what happened in Wash DC in '65 & subsequent years in DC & the courts that could have influenced that? (but that's another issue in itself)).

Those new reports from CompStat that are posted are useless, you can't compare different categories, districts or areas with the old reports. It's like apples and oranges now. To me, they seem designed to be confusing. There's a lot of words in them and loads of pretty graphics, but really it's just superfluous bullshit and suspect numbers when you come down to it. As a 'Crime Report' they're a huge FAIL.

But that just may be their purpose. It's easy to say and 'prove' that "Crime Is Down" when you're the one defining what crime is.

Any boss or anyone who ever willfully 'killed crime' or changed the original ucr code should be criminally charged. They not only are cowards and scared to lose their spot but they are doing a great disservice to the citizens of this city. We must do our part as police officers and document every crime as it happens. Take the 5 extra minutes to scratch out that report and make those notifications. Viva la resistance!

If SWAT officers are not given take home cars and then called for an emergency make sure you drive obeying all traffic laws. There was a swat officer who was responding to an emergency and he went through multiple red lights and got tickets. He had to pay those tickets. Then in another incident the goof got into an accident and said he was justified. Nope, he was listed as the at fault driver.

Ill tell you what, I didn't have to spend $3K in extra gear, my Sgts are great, the WC is pretty cool. My days off don't get canceled, and my stare time doesn't change.

It is not the sergeants or the exempts that are making these ridiculous mistakes. It is a superintendent that takes no advice from any member of this Department. He gets his running orders from the Mayor who also doesn't listen.

Think about that. This city is being run by people that have no experience in this city, NONE! They know politics, but they have no clue about running a business. What is a city but a big business. Is anyone surprised that things are a mess. Time for both to go.

It exists to employ otherwise unemployable politically connected lawyers. They, in turn, are scared for thir jobs.

About 90 percent of the counties in Illinois have no such organization.

24th district has a pretty good Commander who has completed his first year there. Commander Waldera has a pretty good handle on what needs to get done and has slowly infused changes in Supervision. There are still a few Sergeant spots that need to be tweaked, and maybe one Lt. spot on 3rd watch. Officers have responded to these changes with actually doing some good old fashioned police work. This just goes to show how good leadership can fix many wrongs.

Somebody raised an interesting question recently... With all the noise about crime stats being cooked by this administration, it isn't a stretch that CPD manpower numbers have been manipulated as well?

When someone posts that CPD is multiple thousands of officers below it's mid to late 90's peak, (lots o' rapids, lots o' incident cars and primary beats on the day watches were 10-4 units, not this 10-99 unit being forced to roll to a bad job and "holler if you need anything" bullshit that's common practice nowadays) there are a LOT of immediate counter-posts yelling for the poster to STFU about manpower?

"Shut up about manpower! We're "fully staffed!"

Slippery syntax and semantics?

We will take having "plenty of help" (like 1985-2000) over "STFU about manpower, we're fully staffed... CRYSTAL/CLEAR says so and FOP says x number of duty availability checks were cut last quarter!"

Take into consideration that every readily available source of CPD manpower count has been completely compromised/tainted by City Hall to keep the tax payers from openly rebelling and flinging every political ass through the highest windows at City Hall...

Heh... They called it "Definestration" during the Middle Ages. Execution of corrupt elected officials by the citizenry by virtue of... You guessed it. Flinging that rotten ass through the highest available pane of glass.

They even dug up fuckers who thought they would cheat justice through death...

1) Never forget you are ONE phone call away from being back in a beat car.

2) No take-home car? Get over it or leave the unit. A lot of people lost take-home cars.

3) You now have to knock on gang-banger's doors? Area North det's have to debrief EVERY SINGLE arrest from Fri/Sat in 011 and 025 (maybe 1 more), no matter what they're charged with. You think we like it? If we've got to do shit, so do you.

Use your head. Make your 'visits' as unproductive as possible.

Debriefings? I tell each arrestee there is a new dept. policy where I have to ask them if they want to tell me about any murders, shootings, etc., etc. You know a policy sucks when the bad guys look at you like you're insane. Mostly they just laugh.

Think outside the box. Make the new policies failures....for instance, det's no longer have to do gun debriefings....between us not giving a shit about having to ask assinine questions that we already know the answers to, to the ATF not giving a shit, voila! No more gun debriefings.

If SWAT officers are not given take home cars and then called for an emergency make sure you drive obeying all traffic laws. There was a swat officer who was responding to an emergency and he went through multiple red lights and got tickets. He had to pay those tickets. Then in another incident the goof got into an accident and said he was justified. Nope, he was listed as the at fault driver.

the Crime Rate only goes down because the population of Chicago Goes down. Proportionately however, Crim is going up in Chicago, more crime, but less population. Even with lots of people leaving, the outlook is poor.

District Tac Units used to handle Swat Situations decades ago. They were the real deal. If you couldn't handle this stuff back then, you simply didn't work Tact. HBT was a bunch of Drunken Do-Nothins. District Commanders didn't even want them in their Districts under ANY circumstances. They trusted and relied on their Tact Boys, who had card-blanche to take charge and handle serious situations, which they did quite efficiently, the vast majority of the time.

Just saw that the City is proposing to put the " George Lucas Star Wars Museum" in the Soldier Field parking lot .First of all what the hell does Chicago have to do with either George Lucas or Star Wars? Second of all it's already a parking and traffic nightmare in that area, even on a good day. Here's an idea put it in Hollywood ,"The Land of Make Believe" next to the Obama "President of Make Believe" President Museum.

It is not the sergeants or the exempts that are making these ridiculous mistakes. It is a superintendent that takes no advice from any member of this Department. He gets his running orders from the Mayor who also doesn't listen.

Go ahead and blame it on McCarthy. Its all his fault. Why would this guy not listen to his command staff when he had Cuello as one on the top three and has plenty of district commanders who can advise his on how to run the department. I can think of a few, Barbara West, Flores, Trahanas The list goes on.

Trust me, if terrorist were going to attack Englewood, I'd hope our government would have let it happen by now. Simple letter to all 116 decent folks living there lstting them know to not be in the neighborhood at a certain time and BOOM! Chicago's murder rate sliced in half. You'd be amazed at the number of times I gave a burglar, auto thief, junkie, et al. a play with the SAO or even a pass which ultimately resulted in the clearance of an unsolved homicide. It was part of my routine modus operandi. Trust me. Don't underestimate it.

Clearing a cold case murder can be the most fun you can have with your clothes on.

PLEASE KEEP US POSTED. The other crime cited: Those three guys in the masks were going to do something bad to me, I don’t care that they ran out after they saw me. The Chicago Police should have done something more with their report. When they catch those guys, I know the law and the State’s Attorney’s will put them away for BURGLARY or worse. It is up to the Courts (Judges, State’s Attorney, Defense Lawyers and Jury) to make the final decision. FOLLOW THE CASES ALL THE WAY THOUGH THE COURT SYSTEM.

24th district has a pretty good Commander who has completed his first year there. Commander Waldera has a pretty good handle on what needs to get done and has slowly infused changes in Supervision. There are still a few Sergeant spots that need to be tweaked, and maybe one Lt. spot on 3rd watch. Officers have responded to these changes with actually doing some good old fashioned police work. This just goes to show how good leadership can fix many wrongs

There could a fourth one after the one suggested about felony review to include how the inept bosses or the city is short changing and killing units by attrition, e.g. crime lab techs, watch commanders, etc just to save money.

A good place to start would be the recent loss of our department's bomb squad explosive range facilities. The port authority decided, without warning, to just stop allowing them access to the land tat they've been using, so now they are scambling to find a suitable location that meets ATF, EPA requirements.

I just worked CTA with one of those guys and after hearing the stuff they did down there, this news puts us all in danger. Worse yet is that they'll probably have to use the vendor program to find a spot so they may be up and running in 2020.

i had two crack houses move in across the street from me, with the normal lifestyle of people knocking at my door at all hours, begging for money (to buy drugs), prostitutes plying their trade all around the houses at all hours of the day, drive by shootings, drug dealing out front, etc. normal life in america i guess.

called dispatcher one of many times to say they're dealing.
she asked how i know.
said she could come and sit on my couch and watch too.
transferred to an 'investigator' and told him what's going on. he said can't get into apt building due to it being security locked.
took his number and told him i'd call him back in 10. went across the street and when a resident walked in, i walked in behind her. walked to the back of the building and stuck, opened the 'emergency door', stuck some tape on the latch and closed the door.
called 'investigator' back and told him he can send over some of his boys and just walk in the back door as it's not locked. he was surprised and declined.

took 6 months of above lifestyle before a raid was done on both houses. asked a cop one day there why every morning from 5am on the city can cruise up and down the street giving put parking tickets, yet take 6 months to raid known crack houses.
"there are a lot of crack houses here" was his honest answer.

i "voted with my feet" and moved out of the city and to a small town in a rural area. more people are doing that.

nothing new here, just better press, surprisingly. "change" has been happening for a while and will continue.......

Just curious, when will the lack of parenting and discipline be called out in certain communities as a significant contributor to future crime? So much of the focus is on the current crime levels. What about in 20 years? If we don't change anything "upstream" so to speak, then how the eff can we realistically expect any downstream (future) change? Answer: we can't. The biggest crime killer is felony review. Let me explain (so citizens and journalists can understand the process). There are two types of arrests; misdemeanors and felonies. A misdemeanor is a crime like being slapped in the face, or having your car window broken. A felony is a serious offense like being stabbed, getting shot, murder, having your car stolen, etc...

When we make a felony arrest. We must contact the state's attorney office and tell them the facts of what happened. About 95% of the time the felony charge is denied and downgraded to a misdemeanor. In the end decent men and women are victimized by the bad guy and then they are victimized again by the politicians. How about we send bad people who prey on good people to fucking jail? How about we have standards in our society and when someone decides to break them they pay a penalty?

I feel very bad for people who are victim's of crime. One such was a cab driver who was hit in the head with a numchuck. The man was knocked out and bleeding severely. I saw him again and he told me he is getting better but he continues to have awful headaches and vertigo as a result of his attack. The state's attorney denied felony charges and down graded it to a simple battery misdemeanor charge.

know of instances where illegals did felonies, but were charged with misdemeanors so ice (immigration) didn't have to be called. then because it's just a misdemeanor, let go because, well, it's just a misdemeanor and the jails are so full anyway.

good thing there are so few illegals in this former nation.
