Demotion = Can of Worms

We still haven't seen the actual order demoting a "merit" sergeant from their undeserved spot, but it opens a whole can of worms that the Department is going to have explaining away. The story that we're able to glean so far:
  • McStreetlights carries on the tradition of Supernintendos and promotes his driver to the rank of sergeant. What the qualifications are for "merit promotion" remain as vague as ever, but by golly, drivers have them in buckets full;
  • the new sergeant goes through the training, buys his white shirts, gets sworn in and assigned to a district;
  • stories emerge from the class that someone actually failed (or failed to take) Part One of the test nearly nine years ago. You were not required to take Part Two of the test to get promoted "meri-clout-oriously," but you had to have taken Part One and passed to be on the "merit eligible" list;
  • it turns out to be the driver.
Oops.

Here's the problem as we see it:
  • The last few times that a "merit" letter has asked for nominees, the Superintendent's Office hasn't gotten a pick. Therefore, some other gold star had to nominate this person;
  • The "merit" pick had to go through some sort of "Merit" Board and sit for an interview with the supernintendo. This could have been done on a trip to Rush Street we suppose;
  • Any number of people had to sign off on a bunch of paperwork - the nominating party, Personnel, Academy Staff, Chiefs of Bureaus, the Super himself, etc. A lot of brass in other words.
Now we have a whole shitload of verifiable Rule 14 violations involving high ranking members of the Department. Intentional or not, these are false written reports, starting at the top, going down through the chain-of-command and then back up again. You think they wouldn't crucify a regular Officer, Detective or Sergeant if something like this happened in the trenches? That's a big problem itself.

And where, pray tell, is the FOP during all this? They have a copy of the list....or they're supposed to. Does no one sit down and compare the promotional list to the test result list? Someone should have caught the fact that this guy's name wasn't even on the eligible list, right? This calls into question every single "merit" promotion ever given, paints the testing process as thoroughly corrupt (as if we didn't know that already) and explains why the City has been dragging its feet in answering FOIA requests for the "merit" lists.

How many others have slipped through the cracks? How many gold stars are there right now who failed one or more portions of one, two or more promotional exams? Or had someone else take the exam for them? Or didn't even take the exam at all?

It just sucks that these people take the easy no studying part of the promo exam (pass or fail), and everone of the other Schlubs (thats Us!) has to study and wory about getting good placement on the "list". And furthermore that the FOP has never done Squat about it! In the course of the last Supt's (Rodriguez, Hilliard, Cline, Weiss and Now McCarthy the same groups are promoting their own. We are now paying the price for that. Those who play the "Influence" game only worry about staying there. Police work in general has suffered under their regime, and people are dying as a result. There is a reason that Chicago is the capital city of murder, and you can point to who runs the city, and Police Department. Pension problems, and Now taxes are getting raised, and people are moving out. Many coppers are doing 20 and out! How dissapointing CPD...Alas poor Yorick...I knew ye well.

You are right SCC. Where the hell is our FOP on this one? Every one should be complaining! I did better than this guy and I never had the chance to drive for the Supt. since that's what quailfies. I did rather well on the first part of the test. This guy didn't! This is exactly what's wrong with this job and why morale sucks and no one trusts anyone. I'm sure they will all play dumb as they normally do. One big fucking lie to protect the clouted time and time again. Now lets go take our mandatory ethics training.

Yeah... Throw in the super-secret study groups and entire tact teams getting made in rank order and other CPD promotional nonsense over the years.

As one subject matter expert opined: "99.5% of you guys study FOR the test. .40% study THE test. .10% study THE ANSWERS."

We've never seen a place more adverse to truly competent and qualified supervision than CPD...

The political powers are deathly afraid that some wild-assed, hard to control, non-beholden, upright, ethics having, intact conscience having nobody that somebody didn't send is going to fuck around and be in a position to rally the troops and disaffected members of the public...

Thus exposing the ginned-up city hall/local media propaganda premise of "The Great Hate" to be
the miserable, steaming, fetid pile of fucking lies, misstatements, misrepresentations and half-truths patently designed and scripted to drive a wedge between The Police and the taxpayers who desperately need them to be THE PO-leece.

Decent people have been knocked out of their square by The Catered To Constituency and those who give them undeserved comfort.

And now add in the rumor gaining traction regarding this latest sergeants test...

HR, the Department, the City, et al are witholding mailing the results because approximately 270+/- the top 300 ranked test takers were ... wait for it ... MALE WHITE officers. The powers that be seem to believe that this statistic must be skewed / manipulated some how.

Might they be onto something? Doubt it, but let's pacify the fucking crybabies and delve into the claim a bit. Maybe take a closer look at how people ranked and see if any of the top performers are teammates, friends or buddies with any of the so-called "Subject Matter Experts". You know, kinda like how a certain west side tact team which contained a kid of the then-superintendent scored extraordinarily well on a prior promotional exam.

Suggestion: if the assholes running this farce of a department actually believe/claim a racial disparity on these results, polygraph those top-scoring MALE WHITE officers. If deception is revealed as to having that special "help" via after hours secret study groups in the basements of gold star Subject Matter Experts? INSTANT REMOVAL FROM THE LIST as well as a criminal and administrative investigations launched.

No deception and actually EARNED the ranking via hard work and dedication? 1,000 hours compensatory time added to their books and choice of unit and watch. Enough with this fucking racial bias and racial norming bullshit.

If shown to be true, and the "male white officers" in the top 300 are skipped over, put on hold - what-have-you, there needs to be an immediate class action suit brought against the department and city.

Didn't they make 6 or 7 sgt's over what they should have? Because personnel fucked up people's transcripts and whatnot after dropping the ball? I don't think they would've made another off the list that should've been torn down the moment they gave a new sgt's test

Impasse? Mediation? Hearing date set?

Back in the late 90's, there were two partners, sergeants. One made merit lieutenant and then commander. One complained about the lieutenant's exam as being unfair and was then appointed a merit lieutenant. It was then found out by others, because of his letter to the news media, that he failed part I of the exam. Of course a demotion followed, but only because of the letter to the media complaining the written exam was unfair. So, these things are not without precedent in this town. The pass/fail bar for part one is so low that if you cannot get a pass you really must be a dumb ass public school graduate.

Interesting story but let's see how it's done elsewhere. Lake County Illinois Sheriff for example. They give a test . Let's say 200 hundred guys pass it. The ONLY guy they have to make based on test score is the guy that scored number one. Everyone else is made at the discretion of the Sheriff from the list of the 200 that passed the test. So stop your bitchin. You had to give up only what, 20-30 percent. We had to give 99 percent. And if you guys think your guys turn into morons when they go from blue to white, you ain't seen nothin. You should see our guys but that would require another website because of the stories we could post.

Some will remember the sergeant from the Civil Rights Unit that popped up on the Lieutenants promotion list only to be knocked off the next day when they figured out that he never took part one of the test and there was a tact Lieutenant that did not want to be a Captain and did not take the test but ended up on the list he called himself and got himself tossed from the list. Both are retired now.

The FOP and the PBPA should file a suit to have all of the promotion lists audited to see if those promoted had the education and passed the first part at the time of promotion then start firing people for rule 14 violations as well as other rule violations. The promotes and clout both know very well the paperwork submitted were false.

As far as contracts/raises etc. We usually have a me-too clause with CFD. They not only post the rank order of those waiting to get promoted (every firehouse has a copy or can pull a copy off their union website) - but also list those that get it merit when promotions are made. You actually see a lot of CFD guys turn down merit - So Why can't our FOP demand the same ?

And the FOP does have a copy of the rank order list. (Old) and i assume will get a copy of the new one when released. So why not post it on the website - FOP members demand that they publish the new list - put it on the website. Where is it written that this should all be a secret?

Here's another thing to consider. This wasn't this individuals first tour of duty as the superintendant's driver. This was his third. He drove Hillard around during both of his stints in the top spot. Seeing as how drivers have historically been promoted to Sgt at a rate of damn near 100%, the odds are that if Hillard could have made him, he would have. Difference is, Hillard (or someone working for him at the time) knew better and knew that there was, by practice, this pesky little rule that you had to take and pass part 1 of the exam to be merit eligible. Apparently, Hillard respected and abided by this minimum barrier to entry and thus lowered the driver promote rate to somewhere around 99.6%.

The FOP "owns the grievance," but you should look into filing an unfair labor practice (ULP) complaint against them for the blatant examples of failure to represent the legitimate interests of affected members, especially when the claims have "merit." While many of these cases allow the union discretion in whether to proceed, it seems there have been several cases that might just be appropriate for a ULP. If nothing else it would wake them up. Any labor experts care to weigh in?

What do you think hard work and study involves?

It means meeting with others in groups to discuss compare and practice test taking skills and stresses...

Sacrificing your free time after working hours...

With recognized knowledgably experts in the field not necessarily a paid lawyer from Florida...

Anyone running a study group goes by what was asked on past exams and you can file a FOIA to get it or go by what you remember from taking the exams.

As in past promotion exams, many white officers knew that ANTI-WHITE DISCRIMINTION a.k.a. Affirmative Action was going to hit them head on. So they studied and worked harder.

The city of Chicago in 1998 fired Arthur Andersen because they sent the results directly back to the candidates . They then hired Ernst & Young who has been involved in multiple out of court settlements for fixing results . The results went directly back to the Chicago Department of Personnel who altered the scores . In top of that exempt members were involved in the process and knew exactly what was on the test . Fat Phil's son is now a lieutenant and five other members of the same team from narcotics were promoted.
I sent a copy of all my results to the Inspector general who decided not to pursue it . The F.B.I should do an investigation of both the Department of a personnel and Ernst and Young! Time the politicians , reverends and exempt rank quit picking the promotions .

Very true. The FOP will probably say that this has to be handled by PB&PA. Remember Divide and Conquer of Richie Daley?

Back in 1988 when I was promoted to Sergeant I had an old beef that was decided for a year and a half. I was a Sergeant for six months by then. The beef would have been laughed out of the room by an arbitrator. The trouble was that FOP said that you are now a Sergeant and we cannot help you.

The incident occurred when I was a Patrolman. Yes but you are a Sergeant NOW and we cannot help you. One candidate for FOP President said that FOP should help me because the incident occurred when I was a Patrolman but unfortunately he died.

At the time there was no Sergeant's union or contract so there was no arbitration. I spoke to Superintendent Leroy Martin on the street about the matter which was based on lies and he said come to his office. He was never in his office.

Payback was a bitch. When John Deneen came to the Sergeant's Association seeking support for election as President of FOP and when Leroy Martin was running for Sheriff of Cook County I got in their faces loud and clear and told them what I thought of them. They left those meetings without any votes and lost the elections.

The FOP gets a rank order list of those who took and passed both parts of the test. That is it. They have to sign a document swearing they will not release the list to anyone, except that they can tell the individual his or her rank order number. FOP has no say in meritorious process by contract. Academy does not get to look at list at all, they take what Personnel sends them, trains them, and that's it. This is totally a Personnel screw up, AGAIN, and could cost the city millions. The Sup. probably didn't even know he didn't pass the first part of exam, and who would even ask, 90% of the people who took the first part past. Everyone probably assumed he passed but Personnel should have checked.

Cut the bullshit. To single out McCarthy is unfair. Every supt has done this, I recall Jody moved his driver like a few months before the nominations came out to narcotics and then had him nominated thru narcotics because the supts office doesnt get one. Happened under all the supts since merit started. Agree that it is bullshit but nobody complained when the other supts pulled the same thing

Lets face it, "Meritorious" has always been a misnomer for "Political Patronage Hack" Time to end it, as, many of the Merit bosses have been proven to have done underhanded and illegal things to cover up Departmental Scandals, to repay the political favor of the merit Promotions. In the true, old Democrat [Communist] Tradition, of "I Do for you now, You do for Me Later". This is why Chicago/Crook County/Illinois is a breeding Ground for constant Corruption and Politically-Related Crime. The Politicians think they have the Right to use Jobs and Job positions for their own personal Agendas, when in fact it is the Taxpaying Public's jobs, not theirs, and the average Taxpaying Member of the Chicagoland Public NEVER gets a fair crack or shot at any really good job or Position because of this, yet they are the ones who are entitled to it, and pay for it with their Taxes.

Let's say 500 out of the 1,000 cut are teachers and the rest some sort of admins.

Well, how many kids in a teachers classroom? 20? 30? Do the math. 10,000 students, 15,000?

Maybe CPS is lying tho eh, which is even more concerning. However if they are not this is likely a sign of families fleeing the State.

Detroit is turning off the water now for maybe up to 300,000 people that are behind on their water bills. Waters bills that were just increased by 8% with a new proposal to raise them by 9%

Forget about those pensions baby. It's everyone for themselves. The paper money is being made as worthless as the promises

Initially, I believe, the City agreed to give the merit list to FOP basically only for checking the percentage with a stipulation/gag order that FOP could not release the names of the merit appointees.
Now, someone(?) has to go to the next step and file the FOI request to verify the exam results whereas it can be used to verify the successful part 1 candidates vs. the merit appointees.
As it now stands the only way to proceed further is to likewise have the successful part 1 test candidates for comparison.

Long standing CPD tradition. Don't think either McCarthy or Jodie figured this out and how to do it. They were well coached by the exempts, the ones everyone says will make a better supt. Sure a new supt doesn't start the job by trying to figure out how to promote his driver,who neither even knew when they were appointed.

You are right SCC. Where the hell is our FOP on this one? Every one should be complaining! I did better than this guy and I never had the chance to drive for the Supt. since that's what quailfies. I did rather well on the first part of the test. This guy didn't! This is exactly what's wrong with this job and why morale sucks and no one trusts anyone. I'm sure they will all play dumb as they normally do. One big fucking lie to protect the clouted time and time again. Now lets go take our mandatory ethics training.

Nobody wants to hear about how well you did on the first part of that exam. My sister could have passed part one of that exam and she's doesn't know a thing about the police department. That's why part one is so easy, it's supposed to give guys like This merit appointee the easy opportunity to set themselves up for an easy promotion.

Heard rumor that one more big class of sgts to start in August and part one of LT test being given in late December like last sgt test. LT test will not have a time in grade requirement just a time in service requirement which will allow all sgts who were promoted off previous sgt test (and prior tests) to take LT test in December. $50 sign up fee as well.

As far as contracts/raises etc. We usually have a me-too clause with CFD. They not only post the rank order of those waiting to get promoted (every firehouse has a copy or can pull a copy off their union website) - but also list those that get it merit when promotions are made. You actually see a lot of CFD guys turn down merit - So Why can't our FOP demand the same ?

And the FOP does have a copy of the rank order list. (Old) and i assume will get a copy of the new one when released. So why not post it on the website - FOP members demand that they publish the new list - put it on the website. Where is it written that this should all be a secret?

I wish you and a lot of other agencies had a website that we could read. I am in no way defending the CPD but there are a lot of other agencies that have it worse then we do. I have worked in the suburbs before CPD and have dealt with many other law enforcement agencies. There are some great Officers, Troopers, Sheriffs, etc, out there who get treated a lot worse by their Politicians and Bosses then we do on CPD. The grass is not always greener.

I sent a copy of all my results to the Inspector general who decided not to pursue it . The F.B.I should do an investigation of both the Department of a personnel and Ernst and Young! Time the politicians , reverends and exempt rank quit picking the promotions .

What matters is who you know and what they can do for you.

*There is only one job I can think of where performance matters, professional athlete. The reason is that it isn't hidden from the customer and customer will stop paying without it.

Just this morning I hit the City of Chicago's website and FOIA'd both the City's HR Department and CPD and asked for the following:



The description of the records I am seeking is as follows:

1. The number of patrol officers, BY RACE AND GENDER, that participated in taking Part One of the CPD Sergeants Exam in November 2013.

2. The number of patrol officers, BY RACE AND GENDER, that participated in taking Part Two of the CPD Sergeants Exam in January 2014.

I will update thru SCC as soon as I hear something back (I'm not holding my breath).

The last time they asked for captain applications 43 were submitted. The packets were checked for completeness when they were accepted by HR. The entire box of 43 was then sent to City of Chicago HR so they too can verify the completeness of each file. All 43 were certified and sent back to CPD HR. Now is where it gets good. The files go in front of a panel consisting of 2 captains, a answer and a Deputy Chief who are suppose to evaluate each file (for content after reading them). This panel was suppose to vote on each applicant and either pass them through or deny them. (By a 2/3 vote).
Instead, this panel decided to do what has been done TWICE before. They made sure each file had all of the required parts. resume, letters of rec, etc.
So now we have 41 files (2 didn't have school) sent to the last phase. Of those, 17 were called into interview with the Supt, Chief Tracey and sometimes 1st Deputy Al.
See where this is going? Up until then NOBODY read the files!!!! Nobody read the letters of recommendation. the resume, the letter we had to submit saying why we were qualified for this promotion.
So how were the 17 files picked if nobody read them? I'll tell you how, the heavy phone calls got their guys file pulled and put into the interview pile.
If you think I'm making this up ask Piggot. His file was not pulled and he called Kirby direct to complain. His file was #17 and his interview was the only one the day after interviews were over.
My file (and 24 others) never got pulled regardless of the qualifications, the letters, the content of our files.
I'll put my resume up agains a few of those captains any day.....if only someone would take the time to read it.

While true that others have been disqualified mid-class, this marks the first time someone has illegally made it through class and actually worked as a sergeant before being found out. That's because the department did not uncover his improper promotion-City Hall did. Probably from a tip, I won't pretend to know. But the big story is not how ridiculous the merit promotion system is - we all knew that. The real issue it this is the case of 35th street breaking the rules because it was the superintendent's friend. It was illegal, unethical and an affront to the working police.

Now that the driver has been exposed, if the department doesn't pull the test records of each and every merit sergeant made, it is a complete slap in the face to every blue shirt who is as we speak are sweating their asses off in a squad car and getting their hands dirty everyday.

And how many of these merit promotees would go down too? Too many. That's exactly why I see this thing getting killed. The aldercreatures and reverands who pushed their people know how embarrassing this is going to look.

I was explaining this situation to the civilian friend who reads the blog. He couldn't understand how checking that someone was even on an eligibility list for a merit promotion was so difficult. There's no way to explain it. There's a reason the department buried this. The percentage of minorities failing part 1 would be too embarrassing.

Seems some of the CPD ways have made it onto ISP. Former ISP Director Terry Gainer (former CPD) felt the need to promote his ISP driver as well. The guy was a goof who did nothing exceptional during his career. But once promoted by Gainer for being a driver extraordinaire, he began a meteoric rise thru the ranks and made Captain a few years later.

While I can agree with you that people are really fleeing the state. However, in just 008 alone let me tell you about the schools being built for illegals in the last 10yrs or so.

-On 5000-5100 S St. Louis two brand new schools where none existed (the old 'Roadway' trucking company site)

-5300 to 5500 S St. Louis. Two more brand new schools where none existed. (the old Santa Fe railroad area)

-5500-5600 S St Louis a brand new school where none existed. (the old park #309)

-5800-5900 S Christiana. Tonti School already existed, but they added aprox. 6 trailers in the parking lot.

-5300-5400 S Sawyer. They built a brand new Sawyer school next to the already existing Sawyer school along with aprox. 6 trailers in the new parking lot.

-5500-5600 S Kedzie. St. Gall grammar school still exists with no expansions.

In a 8 block by 4 block area there are 9 High Schools or Grammar schools. The area contains the same number of homes/apartment buildings as there were 30yrs ago.

You tell me what is really going on?

They probably were just concerned with "did he take the test?" and assumed that the first part of the testing process (especially the one in question) has historically been given such a low passing score that somebody failing it never even entered their minds.

They left those meetings without any votes and lost the elections.

I don't see any big deal here. We are all in agreement that most that make rank on "merit" do not have the necessary skills and/or knowledge to even be promoted anyways. So, what does it matter that this person didn't even pass the first part of the test. It is merely a formality and even a moot point, Especially when your clout happens to be the Superintendent. You can argue that he took the spot of another would be sergeant candidate but eventually, the powers that be will find a way to make his score all of a sudden "passing" and all this controversy will blow over. Besides, even if he gets demoted now, clout will ultimately prevail and he will get that promotion in the near future. Still taking away that potential "spot" from the next eligible candidate on the list.

What the real issue is here (regarding the IROCC qualifications) is, why aren't retired Chicago police officers allowed to qualify yearly with their IROCC's on CPD ranges? Why has the FOP done absolutely nothing about this? And why is it so expensive to do this on a yearly basis? It costs far cheaper to do this in every other state, other than here in Illinois. Any response, FOP?

The last time they asked for captain applications 43 were submitted. The packets were checked for completeness when they were accepted by HR. The entire box of 43 was then sent to City of Chicago HR so they too can verify the completeness of each file. All 43 were certified and sent back to CPD HR. Now is where it gets good. The files go in front of a panel consisting of 2 captains, a answer and a Deputy Chief who are suppose to evaluate each file (for content after reading them). This panel was suppose to vote on each applicant and either pass them through or deny them. (By a 2/3 vote).
Instead, this panel decided to do what has been done TWICE before. They made sure each file had all of the required parts. resume, letters of rec, etc.
So now we have 41 files (2 didn't have school) sent to the last phase. Of those, 17 were called into interview with the Supt, Chief Tracey and sometimes 1st Deputy Al.
See where this is going? Up until then NOBODY read the files!!!! Nobody read the letters of recommendation. the resume, the letter we had to submit saying why we were qualified for this promotion.

I attended the Chicago budget hearings in October of last year. Each individual department during a two week period is interviewed by the budget committee by all of the alderman on that committee. One alderman specifically , the one who had the stag party in his aldermanic office asked the Superintendent about how many merit promotions he has made since he has been in charge . The reply was 50% African- American and 35% Hispanic .
The next question was could u do better next year ?
There is where the problem starts . How bout when the next meetings come up in October about five thousand police officers show up? The only time this problem will change is when . We need to make accountable all of our alderman to start with . Things will change when they feel they may be replaced !!!

We, can rightfully bitch about these obvious violations, injustices, criminal acts, clout etc. but nothing will happen.
If the POTUS and his ilk can have obvious provable scandals, i.e., IRS, Benghazi, voting gang intimidation,etc. just to name a few with no culpability what makes one believe that anything will change at this lower level on the scandal food chain.

What the real issue is here (regarding the IROCC qualifications) is, why aren't retired Chicago police officers allowed to qualify yearly with their IROCC's on CPD ranges? Why has the FOP done absolutely nothing about this? And why is it so expensive to do this on a yearly basis? It costs far cheaper to do this in every other state, other than here in Illinois. Any response, FOP?

I can explain why it is so expensive and why we cannot go to the CPD ranges.
When IROCC started and Daley was forced into accepting it, he did everything to make it expensive and inconvienient to qualify. No CPD ranges. He actually would not let personal division give the retiree any written proof of employment(which I believe has now changed)and was a requirement from IROCC. We had to get the proof from the Pension Board. As far as the cost, he also wouldn't fund any of it like other states and cities do. IROCC is self supporting and has to charge the $75 and $100 fees to pay the salaries of the employees in Springfield, the office rent and the salaries of the range guys. Plus all the adminsrative expenses like the qualification cards,mailings,etc. And you are right, FOP and the city can change things if they want. Daley is gone.
As far as the Lake County range I'm not surewhat is going on , but in the last 8 years I have qualified at Joliet range and they have always been great,helpful and professional.

When the made over 70 captains to restore the rank back around 2000,
all of the candidates submitted the answers to a comprehensive list of questions involving leadership, etc. Then they were interviewed on those same issues by as many District Commanders as would accept them for interview and these DC's submitted reports of the interviews. All of this information was placed in each candidates file and passed on to the Supt. After the 70+ captains were made, some that weren't sued. When deposed, the Supt. was asked what information in these files distinguished a candidate sufficiently to promote him/her over another. His answer, "I never read a single file, I just promoted people I knew." The city immediately promoted a handful of the suing captains with the best files and the suit died of old age after that. Only in Chicago.

I am not a proponent of the system or a defender of it. But, there is absolutely no evidence that anyone gets the answers before the test, and I mean the actual answers, not some general topics of testing. If this is so, it is a criminal violation and would be prosecuted by the feds, as was done in the fire department. You could never count on Alverez or Lisa Madigan to prosecute anyone connected. Why would you have to risk going to federal jail for giving someone answers to a test that only takes a 40% correct score to be considered passing?

He drove Hillard around during both of his stints in the top spot. Seeing as how drivers have historically been promoted to Sgt at a rate of damn near 100%, the odds are that if Hillard could have made him, he would have. Difference is, Hillard (or someone working for him at the time) knew better and knew that there was, by practice, this pesky little rule that you had to take and pass part 1 of the exam to be merit eligible. Apparently, Hillard respected and abided by this minimum barrier to entry and thus lowered the driver promote rate to somewhere around 99.6%.

Don't be so quick. Hillard is the one who promoted the sergeant assigned to the civil rights unit who failed part 1 of the test and wrote a letter complaining to the sun times about how unfair the test was. Then when he was promoted, everyone knew he failed the test and they called Hillard on this and he had to demote the sergeant. Don't you think Hillard knew about this? Don't you think that when Hillard made at least three people captains who never submitted an application that they never submitted an application?

When merit captains were first appointed , a Lt. From A3/VC was promoted to captain . He declined the promotion , because he never applied for it . His reward was kept his spot , later promoted to Commander and deputy chief , never left D unit . Now that is some heavy duty clout . Captain /XO for those not heavy enough to become Exempt . No investigation by IG as to how a person was on Captain list that didn't apply . This could be a BS story but was the rumor at the time . Now Sergeants supervise districts because xo's are unable to handle it .
What waste of money and pension fund for political hacks .one white ,one Hispanic ,an Indian , few females so it is a political correct promotion for the chosen few , many never passed a Sgt. Or Lt. Test .

Taking test is just a formality within the CPD now a bunch of PO's are upset. Really? He got caught, outed or whatever how many others slipped through... During probation if anyone one of us disagreed with how the CPD ran this ship, why stay on board? Good luck finding all of the merit lists in HR. Sgt gawne now retired had copies of all the merit lists on 3.5 floppy discs they were transferred onto cd for Ladner when she took over. Some how the floppy discs disappears but Ladner had a copy of the cd and excel lists. The employment and admin section should have binders with all the promotions made. One copy was stored in the commanders vault when hr was on the 2nd fl. It is possible the binders walked away or were shredded. Most of the merit lists were top secret and few people had access to those lists. Someone has copies of the floppy discs but I doubt that they will surface in HR. Good luck finding historical data. Since these types of lists were on the DL. Providing data on who may have been promoted merit and if they were qualified for the spot would be hard to prove. As it is -- you had people like Corothers work In investigations and his brother then fire head guy would visit all the time to have closed door meetings. How many favors were filled when it came to political candidates slipping through the cracks. How many candidates pissed got on random drug tests and slipped through the cracks hmmmmm the corruption is deep rooted and as you can see with this recent promotion. Mc Carthy is as corrupt as any other politico

In reference to beating the crap out of the bosses drivers, just know that the 1st deputy and the Supt. of police can pick who they want as their driver(s). it is a demanding job, and cut out all the bullshit about being an errand boy, guys on beat cars in the district too are errand boys, remember how the lazy ass desk crews and watch commander want special coffee or lunch and call a beat guy in from the street, when they can get in a car and get it themselves. most beat guys don't have the balls to say NO, fearing that they might get a late car or bad beat, A boss has the right to feel comfortable and safe with a driver of their choice. and if you are picked by them, they must have confidence in your ability to watch their back. FYI, Hilliard whould not make anybody assigned to the building meritoriously. He felt it was not good and coppers would cry, I was a bosses driver back in the day and when he rolled I rolled too, sometimes on Holidays and emergencies in the middle of the night. so if a guy who works real hard is given a payback, he or she earned it, What a shame we have so so so many jealous FUCKS on this job!!!!!!!

Yes, most of us had to wait years to take the test again because of an inconvenient car accident or illness or the birth of a baby, but SOME people get private testing, private tutoring and private proctoring from our best friend who helped design the test and who has SEEN the test. It's all legit.
