This would be the smartest/best thing to happen to police department in a long time. This would help morale! Meritorious bosses are all the most incompetent people on the department. We all have seen so many mentals.. Yes mentals get promoted that make up laws rules and regulations that don't exist. All these meritorious bosses are ticking time bombs waiting to go off and leave the city holding the bill for there incompetence.
007 Sgt C.H. Failed part 1 and the 5th floor gave a big middle finger to everyone who studies and takes time away from their families to do good on a promotional exam and promoted him anyway because that's Garry's buddy/driver. Only problem is that's not legal. Garry thought he was above the law.
I don't know if this would be the first. Remember Capt. E. O-K? She was a captain who had prayer sessions with crack whore prisoners along with a myriad of other totally stupid actions and decisions. She was dumped from captain back to lieutenant. Was a goof from day one on the job. Problem was she was book smart. Not a stitch of common sense which finally caught up with her. And no consequences for the goof who put her in for captain!

Sure the department has pulled merit promotions away in the past on a few merit promotions. Usually because they have some type of open cr, usually police brutality cr's.
Remember when the department wanted all of the Captains to have 4 years of college so they promoted the political hacks to Captain first and some promised to get the education within 4 years (most had some college under the belt). The city said great and for the next 4 years the political hacks were assigned as and paid Captains. Someone finally said "Hey send us your transcripts" and Captain N.H. Said there "Ain any" and was demoted back to Lt. Another one that was assigned to. 008 retired as a Captain with the Captains pension. Remember, "Chicago ain't ready for reform"

OT - the Chris Hayes piece was well done, no? So, is he spot on and laser accurate about how he reported this, but everything else he reports is slanted and biased? That doesn't really make much sense, does it? For him especially I'm thinking.
Just throwin it out there....glad to see some visibility to the issue regardless of who covers it. Being partisan is admirable to some extent, but being stubbornly partisan is just inefficient and lazy. There is good and bad on both sides.
Can you imagine CPD leadership that wasn't based on clout? That would be pretty awesome.
Speaking of merit, how about that 010 2nd watch merit sgt. Chauffeuring around a high command gold star, topping off his gas tank, washing his chariot, making a fresh pot of Columbian making sure the boss is hydrated, screening incoming calls and doing inside crime fighting paperwork shuffling does not rise to level of merit. You challenged your detractors on a previous post, so let the truth be told.
Contrast your inside job to those police officers doing police work in the field getting shot, shot at, locking up law breakers, getting those crime guns off the street into ERPS for future props in some press conference, getting sued for doing society’s dirty work even though you have done nothing wrong, constantly being accused of things you haven’t done in court and while doing your lawful duties/obligations, working weekends, getting denied time due, coming in contact with a segment of the public who are human incubators of infectious diseases, dealing with the states attorney’s office seeking prosecutorial justice, no more summer weekends, just to name a few. This is what real police deserving merit face on an everyday basis.
As opposed to chipped nails, fax machine crises, co-worker office gossip, bad hair days and office meltdowns when technology fails. Interestingly, people who made it on their own spend midnights in some single digit district. Your assignment “pick” was known before any other candidates were given an opportunity to give the commander their personal selling points and more importantly, their doing police work qualifications.
What exactly are merit qualifications anyway? Why is this process so closely guarded and walled off to transparency?
Just like that goof new Sgt TQ how did that idiot get promoted he had at least 15 domestic case reports against him but this dept promotes him

EPA Employees Told to Stop Pooping in the Hallway
Environmental Protection Agency workers have done some odd things recently.
Contractors built secret man caves in an EPA warehouse, an employee pretended to work for the CIA to get unlimited vacations and one worker even spent most of his time on the clock looking at pornography.
It appears, however, that a regional office has reached a new low: Management for Region 8 in Denver, Colo., wrote an email earlier this year to all staff in the area pleading with them to stop inappropriate bathroom behavior, including defecating in the hallway.
In the email, obtained by Government Executive, Deputy Regional Administrator Howard Cantor mentioned “several incidents” in the building, including clogging the toilets with paper towels and “an individual placing feces in the hallway” outside the restroom.
Confounded by what to make of this occurrence, EPA management “consulted” with workplace violence “national expert” John Nicoletti, who said that hallway feces is in fact a health and safety risk. He added the behavior was “very dangerous” and the individuals responsible would “probably escalate” their actions....

Sgt test results are done and are ready to be mailed. Rumor in HQ is that HR wont release results without McGoofy's approval. First deputy wont give OK. Look for results to be released mcgoofys first week off medical so he can tell us again how he gave this test. He may not be off medical until august/september so you test takers will just have to wait. If no chest pain results would have been sent 2-3 weeks ago. City that works.
This happened before when the dept found out the officer did not have all the education needed to qualify for the promotion. This was under ladners tenure--go figure. Not sure about the recent merit promotion. Mistakes of this nature should not happen and if they do someone should be held accountable. What an embarsement for both the officer and the department.

At the time when the captain in 008 was promoted, you had a grace period to complete your educational requirements. When that deadline came, he retired at Lt. pay, as he did not have time in rank for a captain's pension.

Speaking of promotions, can someone from Levy and Levy or 35th Street please put and end to the merit hack 1100X and his demands of "civil rights" violations that he demands from officers in the name of "activity?" This is being done so he can earn his next merit step to C.O. Good residents don't want to be hassled by his agenda. People are going to get jammed up.

The last REAL Captain class was July of 1990 off the last "real" (yeah right) Captain's test.
All the old Captains are long retired or dead and drinking whiskey with the dead corrupt politicians.
These NEW Captains can be dumped after going though a hearing process however it's a difficult thing to do after their 6 month "probation period".

I know of one particular Sgt. in 010 who just got promoted and definitely does not deserve to hold the rank. He has no clue how to lead a team or at the bare minimum pretend to be a some what decent manager. I heard this guy used to be the one of the biggest scammer when he was a blue shirt and now acts like A-hole. But what do you expect with merit promotions.

Something doesn't sound right, if this guy failed part one then he wouldn't even be allowed to take part two. In other words, he wouldn't even be eligible to be considered for merit. Something smells.
Look at all the units, most of all 189, LTs., all legitimate civil service promoted . And for the sergeants, I think 95% are merit, put some sergeants in there with some balls, male or female, I'll work for Brad, Or Gayle anytime I those are the only 2 that came off the list
This is very interesting. Everyone at 35th knew he never passed the test. Who at HR, the merit board, and the Supt. himself tried to promote? Timing is suspicious right after the Shakman monitor was removed? Someone should be fired over this? Also, what kind of integrity on the Ex-Sgts behalf to not tell anyone? Don't forget to do your ethics for 2014 Ex-Sgt!!

Study for and take all tests! I know the city and dept. suck but if you don't try you're guaranteed not to be promoted. I, too, was a veteran and had a BS degree (hold the jokes, I've heard 'em) before joining CPD. Worked patrol, in uniform in beat cars for 17 years. Got screwed over on numerous promotional exams before finally making sergeant. Spent the next 12 years on first watch, in uniform in a district. It was worth it, no regrets. Good luck, and I mean that with all sincerity.

He strong-arms an exempt and tells them their expendable unless they submit a merit he wants. If they've already chosen their pick then he changes the rules and gives them 2 picks. The issue isn't whether the superintendent tried to sneak one in, we all know what he's about. But how did the copper not stop it, he definitely knew he failed part one.

I worked with "Sgt" C.H. in 006 back in 1995. Hard working officer. Did dump stuff as we all do when we are new and young. He almost got indicted while working tact in 006.
Dodged a bullet with the help Terry (yes su boss) Hilliard.
Hilliard called off the dogs from IAD & FBI and made C.H. his driver.
C.H. been driving since.
Too bad he got put in this situation but he had to have help from people above him.
It has happened many times before.

You didn't have to take part two of the 2006 test. The taking part two rule was enacted for the first time with the 2014 test.

You have a Master's Degree and you feel the need to let everyone know about it; and, you still can't spell, use capital letters, use punctuation properly, or use proper sentence structure. You feel you are more qualified than anyone else because of your status as a veteran and your Master's Degree.
You must have obtained it from one of the diploma mills while on the job.
Color me impressed.
P.S. There is no oral board if you make it off the list. If you make it meritorious, there is an interview with the Superintendent.

Im sick of this college requirement the best bosses had no college nothing is more demoralizing no matter how hard you work or how much potential you will never be promoted.

At the time when the captain in 008 was promoted, you had a grace period to complete your educational requirements. When that deadline came, he retired at Lt. pay, as he did not have time in rank for a captain's pension.
No, Don retired at well above Lt's pay as his pension is tille based on the best 16 quarters of his last 40 quraters and the time at Captain's pay counts.

Sgt test results are done and are ready to be mailed. Rumor in HQ is that HR wont release results without McGoofy's approval. First deputy wont give OK. Look for results to be released mcgoofys first week off medical so he can tell us again how he gave this test. He may not be off medical until august/september so you test takers will just have to wait. If no chest pain results would have been sent 2-3 weeks ago. City that works.

Actually, it's so stupid, it's probably true.
Remember when the department wanted all of the Captains to have 4 years of college so they promoted the political hacks to Captain first and some promised to get the education within 4 years (most had some college under the belt). The city said great and for the next 4 years the political hacks were assigned as and paid Captains. Someone finally said "Hey send us your transcripts" and Captain N.H. Said there "Ain any" and was demoted back to Lt. Another one that was assigned to. 008 retired as a Captain with the Captains pension. Remember, "Chicago ain't ready for reform"

They did not have to promise anything. It was a mandate and thoroughly explained by a department notice in 1999.

Merit captain was also a merit lieutenant , anyone surprised ? City is a joke , work hard , merit hacks are now running cpd . They don't need to pass no stinkin test.

Uncle Terry rigged the captains promotion process and got away with it. Nothing new here
