Failed State

  • It’s report-card season in Illinois, as the journey and efforts that began last August have come to fruition for students across the state.

    State governments can be graded too, in particular on the subject of jobs. How Illinois fares on job creation is critically important for local high school and college seniors, who have just graduated into the state’s weak job market.

    Illinois created only 500 private-sector jobs in the nine months of this past school year – August 2013 to May 2014 – the worst of any state in the Midwest and the second worst in the country.

    For context, that’s one job for every 300 high school seniors in Illinois, another terrible stretch of job creation for a state that already ranks last in the Midwest for job recovery from the Great Recession.

Well-educated, highly paid residents leaving Cook County

As the Great Recession churned job prospects for many, Cook County lost about 13,000 residents with six-figure household incomes to other places, despite the widely hyped revival of downtown housing and jobs.

Between 2007 and 2011, Chicago and its immediate suburbs also ended up with about 10,000 fewer residents with a bachelor's degree or higher, even after accounting for new arrivals, according to the U.S. Census Bureau's first attempt to track population shifts by income and education at the county level.

In recent years, local officials and real estate developers have touted a resurgence in young tech workers and affluent empty-nesters revitalizing the city's core. Yet those trends are seemingly being overshadowed by more powerful factors, as other parts of the city and close-in suburbs send even larger numbers of prosperous, college-educated people to DuPage County and beyond.

“Wow, the movement back to the center that a lot of urban planners in the region were hoping for isn't borne out by this data,” says Rich Greene, associate professor of geography and urban studies at Northern Illinois University. “

“It's counter to what we've all been reading about.”

Andrew Ross Sorkin skewered Walgreen in a NYT Dealbook post today.

A little less than two years ago, Gregory D. Wasson, the chief executive of Walgreen, sought a series of tax breaks from Illinois, where his company is based.

“We are proud of our Illinois heritage,“ he said at the time. “Just as our stores and pharmacies are health and daily living anchors for the communities we serve, we as a company are now recommitted to serving as an economic anchor for northeastern Illinois.“

The state gave Walgreen $46 million in corporate income tax credits over 10 years in exchange for a pledge to create 500 jobs and invest in upgrading its offices. The state also provided $625,000 in training money and $875,000 in other tax incentives.

Mr. Wasson’s actions, however, could soon run counter to his words. The same chief executive who said he was so “proud of our Illinois heritage“ is now considering moving the company’s headquarters to Switzerland as part of a merger with Alliance Boots, a European drugstore chain.

Why? To lower Walgreen’s tax bill even further

A friend of mine just left the state. He couldn't find a job.

I felt really bad for him. He had to walk away from a condo (price under water), leave some furniture in storage and give away the rest, while trying to figure out how much he could pack in his 13-year-old SUV with 191,000 miles on it.

He declared personal bankruptcy and is now moving to family in another state.

BTW - he wasn't a HS grad or a HS drop-out. He has an MBA as well as other certifications and experience.

He had 30 years executive experience in IT, strategic planning, and international experience.

The REAL job market sucks in Illinois - whether you are at one end of the spectrum - a recent grad - or the other end - senior-level person over 50-55.

You want to protect your pensions? Better vote for the guy who is going to bring businesses BACK into the state and get a larger tax base that can "pay the bills".

Anyone "pandering" to the voting base, telling them "they deserve a BIG minimum wage" has no clue as to the way the economy works.

When good execs can't find any jobs and leave the state, that trickles down to the next generation and the next.

When there is no corporate ladder to move up, people move out. You lose skilled and experienced people. You also lose good entry-level job openings where recent grads (your kids)can learn from those skilled and experienced people.

If Illinois' strategy is to be a "sanctuary state" and welcome busloads of illegals with no skills, who is going to pick up the bill for municipal services(your jobs)?

Companies are quietly shifting people (and jobs) to other states, some companies like Walgreen's are looking at re-locating their headquarters to other states (AND countries) to avoid the taxes.

Who is left? Municipal workers? Teachers?

Someone didn't take out their calculations far enough to figure out this (ILLINOIS) economy isn't going to work AND support any "financial promises" (like pensions). They will be washed away in a bankruptcy hearing.

Don't think so? Keep voting for the same failed formula. You'll see.

The Illinois voters worried about losing their handouts coupled with the "same day voter registrants" will keep IL on its path to 4th world status. At least in places like Afghanistan they mark your hand with ink in an attempt to counter voter fraud. In IL, voter fraud is a govt sanctioned activity. How many vans will be used to drive same day registrants from one polling place to another? How many buses will drive "voters" down from WI to vote? How many illegal immigrants will be voting? The U.S. likes to complain about voting irregularities in the Ukraine and Russia while voter fraud is rampant in our country. I am sure that Holder and the U.S. Attorney will make sure that IL has a "honest" election and that the only voter rights that are suppressed will be the people who actually pay taxes. This election might be the last chance to save IL and our pensions so you better make the time to vote. Trust me, the people with plenty of time on their hands will be out there voting and many will be voting several times.

Besides, who needs a job or has to work when the Gov't steals from the middle class to give to societies leeches.

One website states that Lackland A.F.B. in Texas is being use to process many of these illegals and medical staff has been threatened with arrest if they talk about it.

Some of them have talked and stated that many of these kids are full of lice have brought with them diseases like strep and scabies and others that have all but been eliminated from this country.

So keep you eyes open and use extreme caution, please don't bring any of this home with you.

The City took out a 27 page ad (yes 27 pages) in the Fortune 500 edition a few weeks ago. Too much bs to even comment about. But it did tout both 9.5 and McJobless as amazing leaders of the community. This would have been better suited for Mad Magazine.

Of course, 500 jobs over that time period is laughable but may actually be "good" considering a social fascist state was able to pull even 500 out of the hat.

But since these are "gub'mint" numbers there is a distinct possibility that they are "fudged" to put as good a political spin on the situation as possible, altho they sure didn't spin this one enough. If they are going to pull numbers out of thin air why not 50,000 instead of 500 ? So maybe 500 is pretty close to accurate.

500 does indicate that a couple of fast food joints got built & opened somewhere in IL. More robbery "opportunities" for local citizenry & illegal alienry.

Course more opportunities for robberies gone wrong & "robberies gone wrong" speak.

My question to myself is unless one is stuck in IL due to some ridiculously high paying job or career why doesn't everybody leave & abandon everything to oBongo's urban "shock" troops so they can create the perfect utopian society & live in social fascist heaven?

Then again, a parasitic people can't live with out a host people to feed off of, so guess utopia will have to wait...

Linden said he has no idea how many of the 503,541 administrative hearing cases filed last year — 422,802 of them triggering fines under $10,000 — involved corporations.

McD's is already piloting a program to install touch pads for customers to do their own ordering.

The cashless society where everything is paid for with a debit card and tracked by the NSA to make sure that you are not buying too many sugary soft drinks is almost done too.

So who needs to make change or do math?

Google has said the the self driving auto will be on the streets in under five years.

Just imagine how many jobs will be lost when that kicks in!

Obama and Rahm don't have the answers to these hard questions so they produce trivial minutia crisis issues on things like gay marriage gun rights or religion as a diversion.

Meanwhile, the latest things for us corporations are called inversions.

That's where you merge with a foreign company and reincorporate offshore for tax avoidance purposes.

My guess is that there is a large number of people who are stuck with underwater real estate here.

The other half?

And heck there are 2 mil. people on food stamps in the state.

You have to figure that they are highly concentrated in the city of Chicago which has an est 2013 population of 2.7 mil.

Rejecting a law cutting teachers’ and other public employees’ retiree health benefits, the court held in Kanerva v. Weems that, under the Illinois State Constitution’s Pension Clause, any benefit of an Illinois retirement system “cannot be diminished or impaired,” with no exceptions for health benefits.

The law in Illinois is now crystal clear: Politicians cannot break the promises made to Chicago’s teachers and other city employees concerning retirement benefits. City and state legislators and the mayor of Chicago cannot fix the past failures of politicians to fund adequately our retirement benefits by cutting those benefits promised to teachers, paraprofessionals, nurses, firefighters, police officers, and other public employees.

I like to think of myself as republican, but I often question a few conservative statements. One being: The Bush administration fucked the economy, BO's administration gang banged it. so exactly why is this "they(referring to anyone) should get jobs" the typical suggestion? I personally have assumed it was at least two levels before impossible to find a steady job in this economy after 2007 if you didn't already have a stable career or weren't laid off between then and now(or a new wal mart wasn't built in your area). That's just how I feel about the topic at hand and this story is just giving me more confirmation.

Yes BUT federal bankruptcy law trumps any state argument. So you want the REAL FIX?

Off to bankruptcy court, declare bankruptcy and all those "sweetheart deals" that should have NEVER been put into the State Constitution become nullified and then you can settle for nickels on the dollar.

You think the pensions are locked in? Think again. Bankruptcy court is like going through a meat grinder. You'll get something - but it won't be a big chunk.

Keep being greedy.

Chicago can't file for bankruptcy. The city is nothing like Detroit,which everyone uses as an example. Chicago still has a property tax base along with a business tax base. You cant just say I'm filing for bankruptcy when you have means to get income. Some cities have a city income tax and you can always raise property taxes although politicians don't want to.
