The 14-April class made Sonia Rios merit Sgt and her husband merit Lt. It's all legit folks and they both were assigned very close to home
Sgt Vanek lied and said he made it off score. Another husband and wife team promoted in the same class
It's good to see all the exempts in the last 10yrs never passed the Lts test
I had the "honor" of being in the apr 14 class with Lee-Palmer and Shavers. They led by example and slept the whole 5 weeks. Theys is tired, so tired!,

Merit exempts promoting merit friends of friends , future exempts . It's not gun control that's needed , it 's a new system to promote .
It's amazing the amount of exempts we currently have and those that have since retired, that were made meritoriously!
AND, how many were made meritoriously, then later on, became a "sponsor".

This should be all the proof anyone might need to counter the naive assholes on this job that still think the whole test-taking and promotional process is on the up-and-up. Look at some of the useless motherfuckers on these lists; these are the "leaders" that you're supposed to go to for advice, for solving problems and for handling your bullshit beefs and, maybe, your shootings. It's absolutely no wonder this department is lost.
At this point, all you recent Sergeant Test takers that are wondering where your rankings are need to understand the following: your results are once again being manipulated by City Hall and the Department to ensure "equality" amongst the genders and races. When 90% of the first 300 that took the test are MALE WHITE OFFICERS, it's time to once again pull the Race Card out. It's not enough that they have "meritorious" percentages at their disposal to push thru the clouted morons and those with royal CPD lineage.
There ain't NUTHIN legit about this job. The sooner everyone knows this, the sooner things MIGHT start getting back to normal. I won't hold my breath.
If these are accurate, it absolutely puts to rest any rational belief that promotions on this job are/were legit. Act accordingly.

CPD is a playground for whores and their masters.
The skeletal remains of the dreams of good men envisioning better things for this Department and City litter the ground while the powers that be have air and opportunity to deny seeing a damned thing.
That just made my stomach churn. Merit hacks promoting additional merit hacks. And now sup. mccarthy has a hold on the sgt results being released. But other forces at work also, not entirely his fault. The results were done late april and test takers should have had their results over 2 months ago. But they wanted to make one more class in may off old list. Fair enough. First deputy announced to that class they were last class off 2006 test. But things change, hence list not being released. The next 50 rank order on 2006 list are 34 percent minority (this does not include women). Thats 17 people. Now on 2014 test, to reach 17 minorities have to go up to 120 on the list. So look for one more class late fall of 70 sgts off 2006 test. 17 minorities who tested well, 33 white men and women who tested well and 20 merit picks. After retirements since May sgt class this will put sgts about 30-40 over manpower. so from what I am hearing no promotions off 2014 test until summer 2015.
Respect is earned not granted yep ok lol! Keep studying hard boys n girls it's all legit!

Some people have no shame! 2 different exempts nominate same person for position.
Simple clouted thinking and it works the person are promoted on SGT & LT's list.
But shack-man is not needed. And many of these were made while the person nominated worked for other exempts.
And of course the current SGT's exam sit in a vault at HQ waiting for GMAC to retire so he can spring the results!

Merit is something that we have to deal with and accept. It's not going away. I only have one thing to say to merit people. Amazing how many of these merit picks are commanders and Deputies! The Department sure knows how to pick them. The numbers 1-10 off the legit list can be found as field Lieutenants at a District near you.

I've heard it first hand from numerous former exempt sources. City Hall and upper management "order" the beholden exempts to nominate the City's favorite suckasses. No exempts decline for fear of City retaliation (dump).
There are a few that slip through the cracks (as long as they don't "make waves") that are actually worthy of promotion.
Legitimate objective promotional exams, standardized IQ testing and actual prolific career Part I felony arrest activity is meaningless. Count the house mice and those that wouldn't recognize a felon if he bit them in their asses. The City promotes who they damn well please. Patronage is the lifeblood of Chicago Democratic cocksuckers.

Found a couple of current 002 tact Sgts. on the list. These were the same 2 guys that keep telling their team that they needed to study hard if they wanted to get promoted. Both were hated on watch, got moved to tact before they even had a year on as sgt because they can't handle simple patrol duties. Meritorious at its worst. Dont let the shorter one get u civilly jammed up in federal court.

Of course he lied about it. He was also made a merit detective with a whole 5 years on the job and was assigned to some area gang team instead of midnites across the city. He doesn't want people to know that he's heavier than whale shit, that is unless he's telling people to ignore the Lts orders right in front of her in roll call. Ask him about how his old lady cried (literally) when she found she was gonna have to go south when she made sgt. Their clout got her to 009 for a whole day or two and then it was right back to 018. Yea keep studying hard kiddies it's all legit. Fuck this job and fuck these merit pukes who kept legit coppers from missing promotions when they shoulda been made.

How does a civilian member nominate a police officer and they get promoted? Frank Wilson nominated Traci Walker and she gets promoted? How does the Finance Director know who should be promoted?
I understand the anger but not the naiveté. The graft in this state is as embedded as in Mexico. It only makes sense that those that get "merit" promotions also get the best assignments with the promotion and down the line are more likely to get the appointed rank.
To those who say don't study that is bad advice. You can get to Lt through study but you will most likely be stuck in less desirable assignments and except in rare cases go beyond that. The plus is you will still be a Lt.
We all knew Eddie Welch was merit but he was honest. He once told me in a meting when I questioned his decision that he was a politician not the police.
Keep you head up it's all over in 29 and a day.
Doesn't even matter. Majority of the new sergeants and lieutenants are awful.

Maybe the FBI should take a close look at the outifit picks and what they coverup on the CPD. Either the FBI is complicit or just plain lost.

Dave Harris is a dbl merit promoted hack. At Compstat he leads up the real Police to get their Supt salute. As the real Police are waLking he acts like a useless TMA directing traffic and waves them forward. No shit Harris. Real Police understand when the Supt introduces them to go up. Try not waving at them and looking goofy. The sad part is you believe you deserved to be promoted to Sgt then Lt. If you weren't a half minority you would still be in a blue n white. Any way we can see the merit Detective list? It sucks to see people on this list who scored worse then me on the Sgt s test and yet I am still wearing a Blue shirt. Don't get me wrong. I have no problem being a Blue shirt. I have a problem with people who never worked getting promoted because of who they know.

Concerned about filling their own faces at the city trough then actually selecting qualified supervisors .
The shame of it is that the working cop who goes to court , risks his life , doesn't hit the medical and actually loves this job is never rewarded .
Instead we are given sham exams scored by the city and then the merit picks are given to political hacks . What should be really put down is the reverend , alderman , senator and donor who recommended them .
Look at this list and pick out the "merit picks " who are in jail , fired , illiterate , unstable or just horse shit !

Last Sgt's class merit got their picks while those who scored legit got fucked. don't ya think Graham,
as a recently promoted Sgt.with more than 20 yrs on the job. Yes I made it off the list. my experience taught me that to get promoted takes an act of Christ. With the 30% promoted and the other 20% who have the answers, you have to be in the top 2% to make it legit. With an average of 6000 people taking the exam your chances are slim and none.. Having scored between 330 and 400 I thought this score and a dollar would get me on the bus but no way was i gonna get the stripes. having said that it only took the dept. eight years to promote less than 10% of the top performers to this position. its disgraceful.
Remember, if you scored in the top 2% you're golden.
If the list of meritorious Sgt. went back further it would be even more obvious. Doesn't mean you should give up. Fuck them. Study hard enough and score high enough they have to make you. Of course you will spend the rest of your career in a district working for some merit guy who claims they made it legit.

I'm posting this just to tell people that they can overcome the odds. Take every test you can. I know the deck is stacked, but you can make it. I've taken three tests, never got the answers fed to me, and made all three (ET, dick, & sgt). It is possible. Study hard enough and you can overcome the bullshit.

List only shows merit "picks" not those who went to "special study groups" and were given the answers- like the Malloy study group

So I made it to Sgt and Lt on test score and I'm working for a Command Staff that not only never passed an exam but were still patrolman or merit hack Sgts when I earned my promotion to Lt.
No wonder this dept is in the shape it's in.
The worst part is all these pukes will be sucking our pension system dry while the actually qualified people will be trying to make ends meet.
Another reason why I do the fucking bare minimum. I've been telling new guys over the years how things REALLY work on the job and most dismissed it as bullshit spewed by a salty dinosaur. Heres a bit of proof - the proverbial tip of the iceberg as to the corruptness that goes on at CPD daily. As FartMan said ain't nuthin legit on this job.

I didn't make Lt. because of meritorious. I once had a very close friend who was a detective try to justify meritorious picks to me his logic being that "great" "exceptional" coppers got those meritorious spots. I felt then as a Sgt. in 015 where we had 3 P.O.'s killed in the line of duty in about a year that as I faced every role call any of those P.O.'s sitting in front of me could do something truly meritorious any night. Never believed in it and have been the victim of it myself. These lists just remind me of what this department is and has always been. The truth is that each and every meritorious pick causes a copper or Sgt. who truly passed the test to be passed over losing time in grade not to mention the last class includes coppers who never get the promotion they earned and deserved by doing good on the test.
I really don't care anymore and I've found and have personally witnessed the "clouted" "chosen" people on this job get away with anything including murder and just keep getting taken care of while the regular coppers get jammed up and sometimes ruined for cr.'s and incidents that never happened or were made up.
Work for the pension try to stay healthy and remember there is much more to life than the CPD. Good luck to all the real police on this job and take that pension as soon as you can and go out and enjoy the life you deserve.

If you start from the bottom of the LTs list it seems that f make merit LT you're a shoe in for in Commander .
Sad.So many people in leadership positions who have extremely limited police experience.I hope that this exposure will, at the very minimum, cause some of these people to develop a little humility. Although that is unlikely.The department's promotional system and disciplinary system need to be overhauled completely before coppers can take pride in the department and their own personal performance. Until then, apathy will rule the day.

Maybe the next step is to review these merit bosses arrestee history and work activity to see just what exactly made them so "merit" worthy. Of course he lied about it. He was also made a merit detective with a whole 5 years on the job and was assigned to some area gang team instead of midnites across the city. He doesn't want people to know that he's heavier than whale shit, that is unless he's telling people to ignore the Lts orders right in front of her in roll call. Ask him about how his old lady cried (literally) when she found she was gonna have to go south when she made sgt. Their clout got her to 009 for a whole day or two and then it was right back to 018. All of the above is true, Amanda's Daddy was on Alderman Burkes body guard detail and had her moved back to 018 in the middle of the period on a phone call order. That is the juice plain and simple. I laugh when McStupid says he keeps politics off the job and doesn't listen to the Alderman. Yeah right.

The 1998 and 2004 merit list both sergeant and detective should be revealed also. I recently walked into the Berwyn police department which like many others is a combination of city hall and Fire . The names of the police officers who took the entrance , sergeant and lieutenant exam were posted at the front door . This is the only department in the country where that is not done .

Of police officers do not study . The whites who have experienced on several tests negative results due to "affirmative action" and others who have scored poorly and then brought class's action suits because the test is too hard . Then you have the exempt rank members involvement with the exam .
Can u imagine there was a lawsuit brought on where police officers sued because they failed part one of the exam but wanted to be included in the meritorious promotions ? Fifty two per cent and can't pass ?
The police department is a reflection of the community it serves . Until there is a federal monitor and people are indicted this will not change . Until you change the the " entitlement attitude " we have no hope this will happen !

It's a long list and I'm tired but I think you are wrong about some of those
I showed this to a retired exempt friend of mine. He just laughed. I know he made sgt. and Lt. off the list. He said he put only good people from his district in for merit promotion ... and not ONE was ever made over the four years he was a district commander. But he sees civilians (Shear, Wilson) getting their merit picks made and multiple merit picks from the same exempts being made. He's not complaining about his pension, believe me, but it appears he didn't have enough juice to get anyone made. He was a good commander, always fair to the troops. Guys like him are no longer around. The whole system needs to be changed and only we can change it.
I guess all you haters now have to live with the fact that some people, like Schuller and Schloss actually made it off the list. Hurts, doesn't it??
it is too bad we cant see a list with merit sgts from before 2007---would be interesting to see the double merit promotes---or rather it would be depressing to see all the exempts who were pre-destined for greatness by virtue of their clout

The sponsor list means nothing. You get promoted, you owe a favor, you sponsor someone. That way the real sponsor gets shielded. EX: Ernie Brown gets promoted, he promotes Anthony Carothers. Carothers is promoted because his brother, the crooked alderman, (son of a crooked alderman) wore a wire and told everyone. Daley is the actual sponsor, Brown is just a name to put on list. Most of these sponsors work the same way. It is more than just connecting the dots, you must dig deeper to see how corrupt this city really is.
