What a Weekend - Revisited

Not sixty shot - it was 77.  82 if you count the police shootings, but we usually don't:
  • For 10 minutes, it seemed like the shooting was everywhere in the South Chicago neighborhood.

    It started when someone shot and wounded a couple, then two people fired at the shooter, then there was a chase and shots exchanged and a man sitting on a porch was hit. Responding officers kept cutting each other off on their radios as they reported other gunfire in the area late Sunday night and early Monday morning.

    Then the heavy equipment rolled in: A helicopter and SUVs packed with lockers of rifles. SWAT teams in green coveralls patrolled the streets with uniformed officers.
That was truly disconcerting - being at the scene of one shooting, then having another go off just around the corner, not once, but two and three times, culminating in a three-by-four block area being pretty much shut down....and then more shots fired.

Garry has a theory about what happened:
  • At a press conference, a briefing regularly used to tout the Police Department’s gun seizures, McCarthy returned to a favorite theme, calling for stiffer penalties for gun crimes as a way to reduce the violence.

    The superintendent said the weekend’s violence actually was lower than last year’s holiday weekend – until Sunday’s surge of violence. He described that turn of events as a head-scratcher for him and his staff and wondered aloud if officer fatigue played a part.

    “It was yesterday that we lost it,” McCarthy told a crowd of reporters at a West Side police station. “We're square-rooting nine ways from Sunday what is it that happened. Was it a fatigue factor? Did we give (too many) people (time) off? Because the fireworks were Friday and Saturday. That's where we had a lot of folks deployed during those time frames.”
Another brilliant move by McDeepThinker - speculate about exhausted officers, then think about further restricting their down-time, elective time and days off. You better not make any concrete plans the rest of the year - especially if you're on the teams that are already having one day off a week canceled.

Yes, because when I think of CPD, I think of "time off". You don't have any, and as a result, you're past a breaking point. But somehow due to City Hall math, it's cheaper to throw you OT then it is to hire more cops.

None of it makes any sense.

Perhaps the 10 hour schedule should be implemented citywide to allow for officers to rest longer on their off days so as to avoid further burnout and fatigue.

How about going to Church, how about 2 parent households, how about not using drugs, how about parental responsibility, how about individual responsibility, how about tough consequences, how about paying attention in school, how about working hard and not looking for a freebie, how about breaking the code of silence?? This city will go on fire someday and looks like it will blow up pretty soon. Good citizens are not going to stand for this. Officials better take action quickly cause Chicago and its people are going to hell in a hand-cart. Rahm keeps saying these shootings are not acceptable...he's just babbling away cause he has no answers. How about he's not acceptable? Rahm and Quinn: pull the plug on welfare...no welfare for criminals, start somewhere.

His salary isn't what the public agrees compensates the head of our department for the job of being a superintendent. His pay is hush money decided by a small dictator who makes sure to hire at an exorbitant rate high enough to ensure the words he speaks please his boss.

Try the simple truth, for a change, just once.

We are undermanned. This city used to deserve better. Now it deserves what it elected.

It deserves the schools, the violence on the street, the potholes, the rat infestation, the most corrupt politicians, the high cost of fees, fines, and taxes, the high cost of doing business...

Obviously this was the fault of the police, the Federal government and the gun manufacturers. Absolutely no responsibility for the people that live in that area.

The Superintendent should think out of the box on this one. Since the only production coming out of these areas seems to be violence, maybe hand out LINK type cards in these areas that could be used to purchase Marijuana on the tax payers dime. Might be a way to slow down the "production" in those areas.

I can tell you it's not because they have allowed any time off. Where I'm at, we are on our 5th of 12 straight days working because of canceled RDOs. Then after that they were nice enough to let us have a Thursday off just to cancel the next day and start 5 straight again.

Most teams are working 12-19 days straight. (no time off)
Then after that 12-19 straight days, you get one day off and then right back to another 12-19 straight days in a row!

Ooooo - how would those citizens that complain about the police all the time, complain about their benefits, complain about their pension benefits, complain about how they respond to certain situations - how would they like to work those kind of hours in war zone like conditions?

Rather than hire enough officers to do the job properly, the city would jeopardize the health and welfare of it's employee's.
The question is, how long can one go before PTSD sets in and some seek treatment for it.

I know how Rahm and Garry are going to solve this problem of gun violence.
They are going to dump more $$$ into these plagued areas.
Let's do a prayer vigil
Let's do a march
Let's buy new t shirts to do this.

Address the real issues and stop pouring good moeny into bad ideas.
Stop pouring moeny to all the Rev's in these areas. They have no impact nor influence on these youths.
Stop midnight basketball - it doesn't work!

Stop sticking your heads in the sand and address the real issues, that the folks that live in these areas, the relatives of these youths and their families are to blame.
Start slapping the crap outta these kids.
Start searching their rooms, the basement, the attic, the younger brother or sisters rooms for the weapons. Look under your front or back porch, in the garage, under the garbage you call a backyard. Turn these kids into the police.

Then, hold the criminal justice system responsible for doing its job (which, in Cook County, fails on a daily basis)

Untie the hands of the police, let them do what they were trained to do.

- depleted police manpower
- elimination of a solid citywide unit fulltime.
- VRI (minimum days off)
- VRE/Summer Surge (no days off)
- inadequate leadership
- the CCSA office/felony review
- lenient judges
- ANOVs (the slap on the wrist)
- poor equipment and training
- family breakdown
- poor socialization skills from poor parenting
- gang culture
- politicians catering to the people instead of doing what they should: unpaid pensions, bike lanes, parks, too many festivals (make the city safe first)
- McCarthy (NYC shit ain't working buddy)
- Rahm (go back to D.C.)
There. That about says it all.

Yep you called it. Just watch, no more weekends off. Oh wait . The coppers at 35th street and the academy will still be Monday through Friday straight days with weekends off. They should all go into a Fri/Sat or Sun/Mon day off group and work the weekends on the street. If they don't like it, put them back in a district and in a beat car. That's what they were hired for! Too many inside dollies on this job!

Once elected, mayor Rahm Emanuel strips "1,500" Police Officers from the budget.

Not from Chicago and just recently found your blogsite. It sure seems that the criminal element there has a big say so in your judicial system. Politicians blaming guns is getting old. In all the years I've owned guns, they've never harmed anyone.
It's not the guns, its the irresponsible, uneducated assholes holding the gun. Collect all the guns, then you can start collecting knives, then hammers, ball bats, etc etc.
Its not the tool, its that tribal element residing in your city that shouldn't be allowed to breed and run around loose in a civilized society.

Too many at the Pier??! The pier was a cluster. Almost no manpower. Only by the grace of God did we not lose it on the 4th. Too many problems to list. Poor planning. So the Sup goes on to blame us for fatigue? Way to go! Its not us! There's only so much we can do. Blame the communities afflicted with this plague. They rasied these kids with no moral compas. These kids don't value life, they have no respect for anyone anymore. Until their own communities rise up and turn these kids in we will never get a handle on this. The gun are in the houses of the parents of these kids. Find them and turn them in.

I have been watching episodes of a show called "The Wire," that was on HBO from @ 2002-2008.

The (fictional) story is about Baltmore PD, the decline of the city under Democrats (Southern Democrats) and the attempts to control the crime rate and shootings.

The PD even has sessions called "Comstat" where the Supe and his Deputy yell obscenities at the District Commanders and humiliate them in front of their peers!

It is obvious that McCarthy owns this on video. Almost everything that he has done, and that comes out of this mouth, is from this show!

Imagine - running a major PD based on fictional stuff in a TV series - no wonder it feels like Chicago has become Evil Disneyland.

28 Years on this job. I've seen a lot over the years. This mayhem in the getto will never stop until someone with balls takes the top spot and calls it what it is. The mayor, And Supt needs to address the real source of the problem. The Mayor should report to the media what the cost factor is to the taxpayers for all these shooting. Then he needs to report the cost factor in all the lawsuits that are filed by bottom feeding Lawyers to feed on. Then he needs to set out all the Reverends, And all the liberals that think the police are the cause of all the problems in the Entitlement Community. Mean while ill just sit in the beat car and respond after the fact. Never in my career did I think that this job would come to this. The outrage should be that the Entitlement Community allows this to happen and the good taxpayers of Chicago are paying out money like its nothing.

We had a guy in 011 the other day shot on street with a AR type semi rifle 19 shell casings recovered from .223 of course he only got hit once but those rounds go right through body armor. One of the officer killed in Indiana this week was struck by rifle. Be Safe

Not a cop, my dad is a retired paramedic. There is a picture in the Sun Times that sums all of this up. You have 4 cops, it is dark, they are wearing vests, running towards gun shots. What is going through their minds, are they thinking of wanting to make it home that night? I would be pissed if that were me, we arrest the assholes squeezing off rounds and some judge lets them walk or some prosecutor allows them to plead down.

The Fourth Armored Division was exhausted when they turned North to get to the 101st. (who were surrounded)

...and it got me to thinking (These figures are approximate so bear with me - likely a lot more accurate than anything out of Rahm's pie hole)...

Chicago fields ~4.5 sworn per 1,000. San Diego only 1.4 per 1,000, LAPD is only about 2.5 per 1,000.

Wanna compare murder rates?

I believe in 2012 San Diego almost hit 50 (3.5/1000), LA hit 399 (7.8/1000) and Chicago? 500 (18.5/1000).

Buying a gun is relatively easy in lalaland. Not so in Chicago.

It's more than just cops on the street, Rahm. It's culture (police, citizen, and political), prosecution, detentions, competence of the players, and of course corruption.

I came on in the mid 80's and you were ABLE to be the Police back then.
Enter cell phone cameras/video, storefront play reverends, scumbag attorneys, liberal media and the misguided citizenry and you now have Police Officers that treat these assholes with kid gloves because we refuse to be suspended, fired or better yet, go to prison to appease a thankless (not all) public.
But to blame the CPD, you and the Bronx Ballbag need to get a clue!

Now with that said, EVERYONE deserves blame. Garry McCarthy, Rahm Emmanuel, the courts, the criminals , the parents or parent of the youth criminals, and yes, even CPD. It is your job to enforce the law, that didn't happen this weekend. Yes, we all understand with out a doubt that CPD is indeed under staffed, but that doesn't leave CPD exempt from partial blame for not being able to do their job. The same way mama can't blame not having the little criminals daddy around to help raise him - stern argument, but she isn't exempt. I've been reading this blog for a few years now, and morale on these posts seem dangerously low now-a-days in the CPD compared to the way you men and woman carry yourselves on the streets. I my self and the rest of the people of my neighborhood where some of these shootings occurred this weekend, as well as throughout the year(s) are also not exempt. I myself have wondered the same way you officers who patrol the toughest neighborhoods, "why should I be held responsible or "babysit" these kids because their parents didn't do their job". But at the end of the day, the city was/ is "lost". No, CPD didn't only lose it, and CPD should not hold the most blame either.

CPD could hire back thousands of retired, experienced ex-CPD officers, for all non-front line positions, especially for after the fact assignments. They could be part-time, seasonal, and paid fairly but lower than active member wages. They could be laid off during the winter and return the following summer if atill interested. Democrat Politicians are extremely lazy and incompetent, only knowing how to throw Taxpayer Dollars at a problem, without a plan, and just hope it somewhat works. We need CHANGE, (No, REAL CHANGE, Not obama bullshit) and innovative, cost effective, working solutions, not bullshit rhetoric talk from our Leaders, Quinn, Madigan, RahMcCarthy, Durbin, Dart, AlvareZ, and the rest of the Crew of the Titanic. Many things can bedone, but they are all too politically-correct, pandering, lazy, and incompetent to do anything but talk , blame, and pass the Buck. Bill O'Reilly of FOX was absolutely correct.
