Anita Blames ISP

Not content with just pandering and such, Anita goes for "blame" as a political strategy:
  • Cook County State’s Attorney Anita Alvarez said Thursday that a backlog at the Illinois State Police crime lab was responsible for a nearly one-year delay in processing key DNA evidence that has led to charges against a Chicago Police commander for allegedly putting a gun in a suspect’s mouth.

    Glenn Evans, commander of the Harrison District on the West Side, allegedly put his .45-caliber pistol “deep down” the suspect’s throat last year. Evans also allegedly held a Taser to the man’s groin and threatened to kill him unless he led officers to the gun he was allegedly carrying.

    Evans, 52, one of police Supt. Garry McCarthy’s most trusted commanders, was charged Wednesday with official misconduct and aggravated battery, both felonies. He was released Thursday without having to post bond and was able to avoid reporters when he was allowed to go through a ceremonial door rarely used at the courthouse.
Hasn't County learned from the last time someone was allowed to sneak out a back door? Monique Bonds said the State Police testing process was normal and nothing in the paperwork indicated that there was a "rush" on the testing kits, thoug she admitted a "rush" job means 3-to-4 months anyway.

Hey SCC, complainant said that Cmdr also put a taser against his groin. When was the last time you ever saw a Cmdr walking around with a taser?! I would see Cmdr in question once in a while on the street, but never with a Taser. Doesnt radio room keep log of who signs tasers in/out? Funny if the date in question doesnt show him signing out a taser. Sounds like bullshit to me. DNA from gun can easily be explained.

I my experience, I would not be surprised if they screwed some stuff up!!!!

Chicago Police Department should do all their own testing as they did from the 1930's to 1990's. ISP Lab ran by civilians and all Lab people civilian.

Up in cheeseland our crime labs are backed up but not that backed up. What is a problem is the backlog in drugged driving blood testing -- up to a year. Faster if the test is for alcohol only.

In the other, David Koschman's mother's suit against the dept and Alvarez and company is tossed for exceeding the statute of limitations. What irony. Did Anita make any comments about her own office being sued today?

As far as the case is concerned, the best chance Cmdr Evans has is when he's assigned the judge in the case on his next court date. If he gets an intelligent, thoughtful judge, and they do exist, Evans has a chance.

If anyone who knows him knows he is a hard worker and is a law abiding individual. Let's not get into speculation.

Let the facts come out on both sides before passing judgement. We only heard one side. Keep an open mind.

As far as DNA on a gun, I'm sure I have some on mine. How many offenders are talking / spraying it while taking shit while you are covering them. Chases where you hold the gun next to him. Or the Offender loses his footing.

And no they can't tell were the DNA came from on the Offender. Mouth, Arm, Neck, sweat and ect.

The Commander had reason to come in contact with him. In this case that is all the DNA tells us.

I'm done, I hope I made my point. Let's wait for all the facts to come out.

Evans was allowed to exit 26th and cal from a rear entrance so reporters wouldn't be able to get shots of him leaving the building.

This is a GREAT example of bureaucratic BS and the agencies point at each other for whose fault it is.

Maybe it's time to kick out the clouted and hire some people that will put in an honest day's work.

OR privatize it. But if they privatize it in Illinois, it probably would go to some "clouted" firm that doesn't deliver either (good example - the company running the Lottery)

How can they still have those backlogs, when $75 of every CCW permit sold goes to the crime lab budget? With 80,000+ permits that's a pretty major influx of cash.

Where was the DNA swabbed from the gun? Doesn't he ever clean his gun? If it was only incidental contact, how was there enough DNA transferred that it was still there a MONTH later? Evans seems thoroughly f*cked.

ISP lab is far from a joke. DNA cases take a ton of work. These cases can't be turned around in a week or two like a drug case.

The CPD lab was far from perfect. They had huge backlogs, in all sections. Daley was happy to save the money and have the state take over. The city could never afford to open a lab of their own.

Not to be picky, but, shouldn't the Police Department for the Third Largest City in the USA have ITS OWN CRIME LAB? One capable of processing all crime evidence, including DNA?

Not something extravagant like shown on TV -- CSI, CSI NY, CSI Miami -- but a basic fricken CRIME LAB with competent (Certified) Lab Techs. Or is that too much to ask from the tax paying suckers in Chicago and all of Illinois?

I'd wager 98% of Illinois residents don't have a clue that the CPD doesn't have its own 'full scale' Crime Lab.

I hear Evans is rejoicing and talking s*#t because the DNA swabs have been thrown out and that his attorney's plan on saying they want them independently tested. What ?? No swabs?? That means no evidence!! That means not a fair trial! If true I hope they're not really hanging their hat on that defense. the results are the results. ISP crime lab tested them and it wasn't good for Evans. Plus a few POs have spilled the beans at grand jury. I agree to wait til it all comes out. But when it does it won't be good even if they lesson the charges.

The real problem is that we wait for ever for DNA workups, on every case. We have money for every politicians BS crime reduction initiatives and every other BS give away program but we can not hire enough people to actually do this job. The ASA comes up with excuses for not charging, and the State Police mouth piece Ms. Bond, (former CPD mouth piece) has an excuse but the real problem is that it is absolutely criminal that an investigating detective has to wait this long to have evidence worked up. The system is flawed and the cop on the bottom always takes the blame for this. It is the fault of the political structure that got us to this point and they should answer for this problem.

IC Parents, I was made aware of a situation today that I think you need to know. A man, who appears to be mentally challenged, is appearing throughout the neighborhood. He has been dressing up like a scary bloody clown and then goes to parks and tries to scare or chase kids. He's been seen at Olympia and Brooks Park. I was told he's been arrested twice but released. Both the soccer and football coaches are aware of the situation, but I believe that you also should know so that your children can be protected.

I read comment after comment about race baiting. Then the same people on here crying about race baiting...do the same thing. Point of clarification: do I believe Ofc.Wilson fired his weapon because of Brown's race? Absolutely and unequivocally no. Do I understand why people think so? Yes. The real problem I have is that the people who SHOULD know better perpetuate this garbage for their own benefits. It takes a lot of progression, achievement and self-education to ignore that your whole life you have heard how racist white people are and how they hate you. When I say "fear" and a lack of trust is learned at an early age concerning white people...I mean it literally. To get passed that you have to ignore the generations of people, still alive, in your family who had crosses burned on their property, who were literally threatened with death if they did not move out of town etc. My partner just told me that his grandfather had a collection of newspapers from the 40s with headlines and photos of lynchings with racial slurs. This is not defending that foolishness because we are quick to check that nonsense whenever somebody tries to pull that card. It is still ironic to me that people want to say well who is the racist now? Truth be told if I had a dollar for everyime I heard someone say the black officers are worse than the white officer because the black officers have something to prove...I'd be rich. And I've only heard black people say that. So I guess we all raycis together office.

Not sure who was worse, the loudmouth (who referred to HIMSELF more than once by first and last name, but I won't post it here) or the three who didn't have the sense to shut him up. Could you not get a clue, police wife (who broadcasted her vanity plate to the room), when two entire tables chose to relocate into the back room in mid-meal? Were you so self-absorbed (well, yeah, you were) that you didn't notice others in the room rolling their eyes, glaring at you, begging their waiters to muzzle the foul-mouthed radio announcer voice in your group? Now retired...Maybe, maybe not.

I used to work in the HQ Annex where the Crime Lab was located when HQ was at 11th and State. When the work was done by dedicated Police Officer techs, especially in Firearms and Tool Marks when it was their skilled eyes that did the painstaking work with the comparison microscopes then we did it as good as anywhere else.

Forensic work such as chemistry and serology were always way behind in terms of equipment and techniques. Lab conditions were not just antiquated they were hazardous.

When the work began to get more and more computerized we couldn't keep up with the demand and Shortshank's budget cutting and his the police be damned attitude. So the Crime Lab fell apart and the work got farmed out to the state.

Will we ever get it back? It would require a mayor who would rather spend millions to convict felons than build another monumental park on the lakefront.

(Is there enough space for a real Crime Lab in the new HQ building?)

The Fop just sent out a copy of a letter from Atty Dan Herbert stating that he has information that the FBI, US Attny, and CCSA have begun a witch hunt looking over past police shootings where "no weapon" was recovered.
They suggest that NO officers talk to any of these investigators without legal counsel. You are NOT required to answer their questions because they are conducting a Criminal Investigation NOT an administrative investigation.
Don't even say "I don't know what you are talking about" because if they can prove you DO know what they are talking about they will threaten you with "lying to a federal agent"

We have money for every politicians BS crime reduction initiatives and every other BS give away program but we can not hire enough people to actually do this job. The ASA comes up with excuses for not charging, and the State Police mouth piece Ms. Bond, (former CPD mouth piece) has an excuse but the real problem is that it is absolutely criminal that an investigating detective has to wait this long to have evidence worked up. The system is flawed and the cop on the bottom always takes the blame for this. It is the fault of the political structure that got us to this point and they should answer for this problem.

ISP lab is far from a joke. DNA cases take a ton of work. These cases can't be turned around in a week or two like a drug case.

The CPD lab was far from perfect. They had huge backlogs, in all sections. Daley was happy to save the money and have the state take over. The city could never afford to open a lab of their own.

The city was going to build a new crime lab and police station like the first district building just west of the IL crime lab on Roosevelt rd. they were going to have all ETs work out of their half of the building with the crime lab. Than millennium park started the usual cost overruns. The land went to the new FBI headquarters and we got "The Bean"!

IC Parents, I was made aware of a situation today that I think you need to know. A man, who appears to be mentally challenged, is appearing throughout the neighborhood. He has been dressing up like a scary bloody clown and then goes to parks and tries to scare or chase kids. He's been seen at Olympia and Brooks Park. I was told he's been arrested twice but released. Both the soccer and football coaches are aware of the situation, but I believe that you also should know so that your children can be protected.

No I'm not saying black people cannot be racist.I don't even recall addressing that.I'm saying people don't understand personality conflicts anymore because they inject race into stuff. For example, you're white and you know a white guy that's a douchebag. You don't say he's a douche to me because I'm white, you just say he's a douche. Well said white douchebag acts his normal self to a black guy and all of a sudden the black guy think he's being a douche because he doesn't like black people. People have not trained their minds to see the myriad of possibilities why something may have occurred. I take the time to have discussions like that with people who are willing to listen even if they don't know better. They may hear it better from me as opposed to someone else (regardless of race, gender whatever).
