IPRA Corruption

  • An employee of the agency that investigates police abuse was fired last week for allegations of perjury.

    Now, new allegations are surfacing that former Independent Police Review Authority (IPRA) employee Matrice Campbell is also being investigated by the city’s Inspector General for misconduct in the case against Chicago Police Commander Glenn Evans.

    The allegations could be a devastating blow for the Cook County State’s Attorney, who has pursued a high-profile criminal case against Evans.

    The state’s attorney charged Evans with battery and official misconduct in 2014 for allegedly putting a gun in a suspect’s mouth.

    Media reports originally indicated that DNA evidence from the suspect, Rickey J. Williams, had been obtained from Evans’ gun.

    But in a court hearing today, defense attorneys for Evans reportedly revealed that Campbell is under investigation by the city’s Inspector General for a host of other abuses in connection with Evans’ case. Attorneys in the hearing also reportedly indicated that other IPRA employees may be targeted by the Inspector General.
So the organization that is tasked to oversee a supposedly "out-of-control" police department is itself, totally out-of-control. What's the over/under on federal oversight?

It allegedly involves lawyers looking for a payday working with corrupt IPRA investigators for a LAWSUIT payday. Phone records subpoenaed! Okay now, all together! Martrice Campbell is a piece of ghetto shit. I worked with this crazy bitch. We were all warned about her before she came over to work with us. She looks only to collect law suits against her employers for bullshit allegations. Glad she didn't work with us for very long. I was happy to see they shuffled her off to some other city department. Now hopefully karma will bite this ghetto piece of shit in the ass and she can get a taste of what she has given to everyone else over the last 10 years or more.

If the Evans case unravels, there will be more than a few embarrassed bosses. When Evans went down, there was no reluctance to accuse Evans of being "too Aggressive". All of these bosses were like Obama, they think you can "Lead from behind". When the reality is, Evans was a Street Cop and leader who knew what to do. Some people can only be reached by the use of force. That is the ugly reality of police work.

The only time I ever had any real trouble on this job is when an O.P.S. Investigator (Star 52) out and out lied about me. I brought this up to then Superintendent Leroy Martin when he visited our station and he as embarrassed by the obvious logic that had escaped him. He told me to come see him but when I came to 11th and State he was never there and I could never make and appointment.

F.O.P. wouldn't take it to arbitration where the beef would have been laughed out of the room because I had been promoted to Sergeant almost two years after the incident.

When Leroy ran for Cook County Sheriff he came to a meeting of the C.P.D. Sergeants Association to ask for their votes. He was surprised to see me there and I got into his face and called him out loudly and in no uncertain terms. He left in a huff and lost the election.

as in the Police Officer bill of rights, it affords us with protections!

If one looks at the number of cases accepted and the number of cases sustained, one will see that the sustained cases are only 2 to 3 percent. If one looks at the numbers carefully, one will see that the vast majority of cases that are sustained are for DOMENSTIC VIOLENCE, OFF DUTY DUNKENESS, AND OFF DUTY FIREARM VIOLATIONS. Look at the on duty allegations and one will see that a very small percentages of sustained cases are duty related. If they were all Police Haters as many suspect, the sustained cases would be dramatically increased, The vast majority of Investigators DO NOT GO OUT OF THIER WAY TO HURT ANYONE. In fact I was pleasantly surprised when I first got hired how many of the Inv's came up to me and stated, " It is about time we had a PO here"! Another surprised I had is how many Inv's came up to me and asked me questions on a PO point of view on various issues surrounding the actions of PO's. I found from the time I worked there that they handled their cases in a professional manner. Now, do I agree with some of the sustained cases, no I did not. Two case I totally disagreed with findings in the Methie case(Off duty in Iowa) and the Cozzie case. If I had those two cases they would have not been sustained. The problem with IPRA was not so much with the Inv's but with it's supervisors. There were several who in my opinion had agenda's against the Police. Fortunately, the several that I am speaking about are now gone. From what I hear now, the new administration is much better not only for the Inv's but for the department. As for the case that this blog is center upon, I don't know the Investigator or the facts surrounding this incident. I can go on with what is wrong with IPRA but it would take up my allotted space. I can tell you again, the vast majority of Inv's do not go out of their way to hurt anyone, in fact from what I saw it quite the opposite. I am not a failed cop, I spent over 30 years in fast busy units, the only time I didn't is when I got IOD and was assigned to the academy for a year recuperating from an IOD injury. Nobody wants to hear this but there needs to be an outside discipline firm. Zero ties to the city. It needs to be comprised of retired members of the fbi, state police, states attorneies office, public defenders office and yes even civil attorneies current or retired. It would be the most fair and open way of independent investigation. It needs to be federally funded so it's not getting paid by anyone with a special interest in the investigations. It will be thorough and true investigations which I feel would completly exonerate more officers than ever. It sounds terrible but we need people who can perform real investigations and yes, lawyers are actually very thorough when it comes to that. No cpd or retired bosses or connected "lawyers" who went to john Marshall and never spent a second In a courtroom like the "lawyers" who are in ipra now

Commander Evans is a true leader. Not clout heavy or law suit happy. He is a leader. Unfortunately other bosses see that as a threat. He leads by example. He leads his troops from the front. A boss like him has never existed from what I know. You may not agree with his tactics but just know that he is not a criminal nor a rogue cop. He is a great police officer who earned his way through this crooked department t. God Bless him for his service to the people of chicago. When the smoke has cleared the righteous will be victorious. Unfortunately the merit hacks with no police experience are ruining this department.

A falsified arrest report was manufactured at nato with the full knowledge of supervisors. Forged names, signatures. Nothing was done about it. Arrestee went to court. Cop never on scene was notified.

The hatred directed toward IPRA/Former OPS is well founded
and not without reason.

If the rumblings about how badly the Glenn Evans case was tainted
and intentionally mishandled from within IPRA in collusion with the complainant's
counsel, it is our hope that the lives of the conspiring IPRA employees are destroyed
in the sure to come criminal and civil litigation.

Just like the lives of Policemen and their families have been destroyed.

We hope Cmdr. Evans establishes total mastery over the hateful incompetents
with an agenda who have caused them harm.

Charlie SALVATOR was and is a good man. He was one of the best we had in the D unit.
Not like another sgt that thinks Jody is a asshole, etc, and beats the drum to his liking. Everyone is a JO but him. He would have to live to be 300 to spend all of his $$$.
Charlie would give the shirt off his back to any copper. a true, no bull shirt straight up man and copper. He never had a bad word for anyone. Charlie's kind is what this dept needs more of. Proud to have known him.

Your absolutely right! Most of them have no investigative experience. Just google LinkedIn and IPRA and most of their investigators pop up. Look at there previous work histories. They go from being a used car salesmen, client specialist, librarian, clerk, insurance salesmen to pharmaceutical sales then to "Shooting Specialists" in a few years at IPRA. UNBELIEVEABLE!!!! WHY DOESN'T the media pick up on this story? They should hire people with EXTENSIVE INVESTIGATIVE BACKGROUNDS SPECIFICALLY WITH POLICE SHOOTINGS!

Gimme a break, what you posted means nothing, stop hating. I don't know any of them but from looking at their pages seems like two or three of them have learned something. I have nothing bad to say about martrice, she just a person trying to make it to the top. All this slander against her is just s bunch of haters who are jealous of her. Martrice was fired from IPRA because ?77she told the truth in B. Lockhart case. Do you think this man should have served time in jail for taking a allege comment out of context? Why is it so many of you feel resentment toward this woman? IPRA has many Skelton in there organization and its time someone bought them out. The leadership in IPRA need to step up, I truly have no comfort in the present leadership.
