Lieutenant Exam Problem?

Typical city exam - lawsuit!
  • All the newer Sgt's with their year in grade are just waiting till the new Lt Exam is taken on 06 June to file a grivance and start a class action lawsuit because they were denied the right to take the Lt Exam.

    Several groups of Sgts that reached their year in grade in May & June 1st of this year 2015 will be denied their chance to take the exam. The city stated the only requirement to take the test is 1 year in grade. Now that they have their year in grade but are still denied their right to take the exam they can grieve with the city.

    I am part of the May 2014 class of sgt's. I am all ready for the legal challenge. I know the next LT Exam will not happen again till 2023. Get ready for a legal fight. I will not sit back quietly and let the city run over me. I have my year in grade, I should be able to take the exam on June 6th.

    Call the union boys & girls or you will miss out on the only Lt Exam many of us will ever see!!!!
If the city forgot/neglected to put in language that closed this loophole, this is pretty much a slam dunk. The FOP got an entire Detectives Exam cancelled once because someone downtown forgot this exact same restriction, so past precedent is on the side of the newly promoted. Given the 8-to-10 year gap in exams of late, a judge might be even more inclined to give every eligible person a chance.

Shouldn't something like this be reviewed and investigated by the Attorney General?

What about other odd (shady) government practices and operations?

No there are more "critical" issues to look at like defective baby carriages. Fighting corruption doesn't seem to be a high priority. Make that - not even on the list of things to, in this state.

I came on it 1978 and didn't take the Sergeants exam given in 1979.

BIG MISTAKE! Didn't think it would be eight years until another exam was given and that process would take three and a half years.

Still, I retired with a silver bar on my collar and never got a so-called "Merit Promotion."

The test requirememts are TWO years in grade not one. Look up the requirements at the time of application it was TWO years not one. Cry babies. There are people taking the test now that missed the last test by months and waited 8 years. You can wait too. The current generation of do nothing coppers like the last Sgt's class with six and seven year wonders from northside districts directing officers with two and three times their experience is a joke. Imagine a Lt. with 10 or 11 years on directing a watch? Take that lawsuit and wipe with it!

It clearly stated when you signed up that you must have one year in grade by 31 Dec 14. So, go ahead and file suit. In the meantime, why dont you learn the position before testing for another bump. The last thing this department needs is another copper going from P.O. to Lt in a little over a year.

Let me guess... you're a P.O. that calls for a supervisor at least once a day because you can't make a decision on your own.

THEN, you don't like it when the sergeant has you "jump though 100 hoops".
That's his way of telling you to make a decision on YOUR OWN and don't call him next time.

It's not his job to do your #80,000 a year job.

Suburban departments must give promotional exams every 3 years by law, how does CDP get around this requirement? I'm guessing different rules apply because of their size.....?

I made Sgt. and was promoted in Feb 2014. I am not ready to be a Lt. , because I am still learning this job. However with that being said I would like to take the test and see how I score. I also think that you should have to be a Sgt. 5 years before you can be promoted to Lt. McCarthy assured us we could take the test, well he was quickly schooled by downtown that this will not be the case. I will also jump on the lawsuit if there is one. Why because they test every 10 years and by then I will be retired.

You should be a sergeant for at least 2-3 years before making LT. One year is too short and for all you sergeants that have clout and one year in grade I hope you fail. Maybe your clout won't answer the phone then

I am taking that LT test on the 6th but so much of me is wondering why bother. If I did well enough on the test my north side residence wont matter and they will definitely send me to 3,4,5, or 6. They sent me to 007 when I made Sgt and that wasnt worth the drive. Spending hours on the road to get to and from work is stressful. Yes, I could move but you tell my wife and kids to move. She wont hit you but she will come close.

We forget sometimes that those lovely grievances come out of are taxes!

Yet we have mopes like RAHMBELLINA fighting concealed carry with are tax money.

So who takes a few suspension days when they cost the city a few hundred thousand. The goof at the SGTs union who is a RAHM sell out should pull FOIA request to see how much these screw ups cost. BUT sell outs don't make waves and wait to retire and be head of security at Navy Pier or CTA. No quotes for the papers sell out...

Announcement says 2 years in grade. Just like the September 2006 test: two years in grade. Those with between 1 and 2 years in grade were not allowed to take the test. Many of us have waited 9 or 10 years to take the Lt. Exam. Wait your fucking turn you big baby.

The right thing to do is to let every Sgt take the test and not let any Sgt actually take the promotion without two years in grade. Don't complain about the city if you go along with their rules and don't complain about getting shitty Lt's if you dont like what's right and don't complain about Sgts with bad attitudes if you dont want what's right.

The rules clearly state that you MUST be a sergeant for 2 FULL YEARS on or before 14 December 2014. (that means by 14 DEC 2012)

MANY of us have waited a long time to take our first lieutenants exam.
Sometimes you get one shot at taking it.
Sometimes you get NO shots at taking it.

Just be happy you are a sergeant and you don't have to "dig the hole" any more.

Think about the large raise you got as a sergeant; the 45 minutes extra a day (you can sell back 200 hours which equals big cash each March 15th; and ALSO the supervisor's quarterly cash.

Up to $30,000 extra for no longer having to put cuffs on slime bags.
No more movers or parkers.
No more contact cards.
No more listening to "idiot sergeants" cause now you are one and can laugh all the way to the bank as the blue shirts think you are an asshole and the mutts kill each other on midnights in the 005th District.

ALSO, do not waste the sergeant's union time thinking they will spend all OF OUR union dues on a law suit that will go no where.

I know for a fact the NEW kids complaining never even attended a union meeting in their life.

Just like at Christmas time sometimes you don't get what you want.
Just be happy you got something.

If all those new Sgts want to take the test on 6 June, let them. No extension for study time allowed. Sign up, pay your fee, take a test. Seems like people with no time in grade think they should allowed to be promoted with out learning how to do the job they are currently doing.

This makes alot of sense to me too. After two years as a Sgt I believe I have what it takes to become a good Lt, I worked 20 years in patrol already. I agree that based on past history, there will not be another Lt exam for atleast 8 years and the process will add another 2 or 3 years. Can you say the year 2025!
That is to long to wait, hopefully our pension will be around that long....

Private industry go rid of middle management in the 90s. On our job it is Lts. and Capts. Those positions should be removed from the budget or at least diminished more than they are now. The dept. needs a commander in days and the dept needs a lt or captain working opposite hours of the commander. Tact Lt. Is a supervisor of 3 sgts and 30 p o s. That is a joke. In a time when you need to trim the fat, go after the ones that cost the most against our pensions. The department will never do this because it is how they take care of their friends. I will make you a Lt, Capt, or above and you will get a great salary and pension, my buddy. Also, get school officers out of fixed posts in schools. Huge waste of manpower, they sit in the offices all day while tact teams handle their arrests. Have one or two roving school cars depending how many schools the districts have and problems. Go to 10 hour days citywide, stretches manpower. Combine 20 and 24, 14 with someone, either 12 or 17. That would be an even 20 districts. Redo the zones to have only 10. Save on dispatchers ot.

I can tell you for sure the union will not support anyone with less than 2 years taking the test. Past practice dictates 2 years and that's what it will be.

110k a year 300 hours of automatic comp time yearly to be basically be a figure head.
I'll commute daily from Mt.Greenwood to Milwaukee for that kind of coin.

If private industry in this country got rid of a lot of middle management because we lost our manufacturing base and many of the service industries use computers systems to check on the productivity and conduct of their employees. But this is the Chicago Police Department, it isn't some dot com or public utility. We don't just fill out paper, we have to interact and sometimes fight with people and it gets messy. We need the clearly defined close experienced supervisors, Sergeants, Lieutenants and Captains. That has been eroded over the past twenty or so years thanks to politicians who think they could run police department the size of a Fortune 500 company when they couldn't run Harry's Hot Dog Stand.

Not my dept but we're a home rule town...like Chicago which gives you a lot more discretion. Size does factor in but only in this: if you have 25,000 plus residents you can become home rule without a referendum. If you have less, then you can become home rule but only after it passes by referendum. As far as non-home rule towns having to do promotional exams every 3 yrs...I'm not aware of that but it is believable, sort of like the eligibility lists. Not only has my pd not offered a promotional exam in the last three years, the present list has no expiration date...but it is being thrown out (with people still on it) soon.

The written portion of that Sgt exam was given in September '78. The oral board portion was then conducted in the spring of '79 with the list being posted several months later. The first class was not promoted ,however, until June '80 due to the Affirmative Action chaos generated by the honorable Prentiss Marshall.

Not true. There were several people who went from Patrolman to Lt in 23 months. They were promoted to Sgt in 1986 and were allowed to take the Examscam Lt test in 1987. Promotions then began from that joke of a list in 1988. I can name names if you are a doubter.

Thank you well said. I too had to wait. No one feels sorry for you self centered cry babies. Learn the job as sgt., not from the study guide, from the years it takes to be respected.

Tell these young whippersnapper Sgts. to get some time in grade and learn how to be Sgts. Then and ONLY then should they think about taking a Lts. test. That's one of the problems in this Department. You have too many members of the Command Staff that went too far too fast. They never learned what it meant to be a Patrolman, Sgt. or Lt ON THE STREETS,IN A DISTRICT!

Wrong.

It is not "wrong" it is the RULE.

You need experience in the academy and 18 extra months on the job to become a non- PPO POLICE OFFICER.

You need time in grade to get experience to take the sergeant's exam.

AND THE SAME to take the lieutenant's exam.

Next thing you know someone will say that you can't make Lt (merit) fron Narcotics, not do a day on a car as an actual Lt, go straight to tact Lt spot, then merit apple bite again...jeez that would suck, only for certain people I suppose...
