Biased? At IPRA?
- A Chicago investigator who determined that several civilian shootings by police officers were unjustified was fired after resisting orders to reverse those findings, according to internal records of his agency obtained by WBEZ.
Scott M. Ando, chief administrator of the city’s Independent Police Review Authority, informed its staff in a July 9 email that the agency no longer employed supervising investigator Lorenzo Davis, 65, a former Chicago police commander. IPRA investigates police-brutality complaints and recommends any punishment.
Davis’s termination came less than two weeks after top IPRA officials, evaluating Davis’s job performance, accused him of “a clear bias against the police” and called him “the only supervisor at IPRA who resists making requested changes as directed by management in order to reflect the correct finding with respect to OIS,” as officer-involved shootings are known in the agency.
Now granted, WBEZ is National Public Radio, the most liberal and biased radio entity currently in existence, so their reporting is anything but impartial.
And the fact that they are championing Lorenzo, after his resignation from the Department in....well, let's just say the "cloud" over the Housing unit was more like a ground-level fog that airport spotlights couldn't cut through...is amusing to anyone who remembers the bad old days.
But the fact that IPRA (and previously OPS), an organization that is no friend of the Department and has never been headed by anyone who cared a whit for the police, finds that Lorenzo has "a clear bias against the police...." well, that is saying something since the entire organization is built on an adversarial relationship with the Department. He's too biased for them? Wow.

I have to say after meeting Scott Ando he is a pretty fair level headed guy. Someone you want in that position making the calls.
Ando is a good man. Anyone that knows him or has met him will say the same thing.
The fact that anyone would hire Lorenzo post retirement scares me.
Lorenzo Davis needs that job because he is as incompetent as an attorney as he was as a policeman.
Since some of us aren't police/aren't ancient - can you tell us more about Lorenzo Davis? I mean, I know some of you old timers have great stories about the good ol' days under WH Thompson about how you rode dinosaurs to domestics and such - but a list of "inglorious former CPD" is a long, long list.
It's downright scary who they promote to the exempt ranks on the Chicago Police department.
I realize that your "inner-angry cop" feels it MUST say that IPRA is not your friend, but I am going to have to beg to differ. The leadership at the helm of IPRA is and has been pro-police in every finding (that I know of) since the current administrator has taken over. Show me any recent findings that show any sort of bias against the police (and I am not talking about the story you heard while bellied up at Bourbon Street-if it isnt honest, first hand info then it is a rumor). And as far as the rest of the crew at IPRA, I am sure there may be a few investigators there that have a chip on their shoulder against the police however there is a multi-tiered review process that ensures that biased findings do not make it to see the light of day.
I'm not saying I wanna have tea and crumpets with Scott Ando, but I do not think he is inherently anti-police. He spoke at a training a few weeks ago and I found that he approaches his position quite thoughtfully. And he does indeed understand the dynamics and realities of use of force, unlike the past civilian heads of IPRA/OPS who had no such experience.
Lorenzo Davis is one of the biggest scumbags ever to wear the uniform. I guess he is hoping that they will make him Chief Administrator of IPRA for giving biased accounts of the goings on within the organization. This cowardly phony, gives misleading and inaccurate information to the media seeking his own personal gain. He does this at a time where this job is more dangerous and unfair than it has ever been, and we are more closely scrutinized than ever before. To say that this man is vindictive and treacherous is an understatement. Hopefully people can read between the lines and understand that Davis' main objective is self serving. One of revenge and self martyrdom. Good riddance to bad rubbish.

I know someone at IPRA and I can tell you the rank and file officer could not have a more fair minded pro-officer/pro-police investigator with authority at the moment.
Not hard to believe. He was a police hater as Commander of 015. I remember an instance where there were not too many other people around in the AM, and he was wondering aloud "Why would our cars go to a 10-1 in 025 on midnights?" If he couldn't figure out that the police go to a 10-1 regardless of district boundaries, and we are probably closer to Bloomingdale than 3/4 of the cars in 025 were at that time, I knew he was just a hack. Tried (unsuccessfully) to figure out why most dents and dings were parking lot damage as well. He believed everything a copper did had an 'angle' trying to fuck the department. Probably a good thing he got sick, or he would have gone higher than Commander. Moved him laterally out of the way.
Seems like you could give IPRA a tiny bit of credit for removing someone it perceives as biased against the police.

You wouldn't find me at Bourbon St. telling stories related to being the police. When I'm not at work I'm not bellied up anywhere talking about this job. I want nothing to do with it. Its a source of income which is a necessity, that's it. Not all cops like hanging out at bars talking about this fucked up job. It's really fucked up.

Davis is an idiot. He got a cr on me and partner for something that happened to someone . This during a different side of city and on a different watch. If he ran contact cards he would've found correct officers. He just picked 2 names out of a hat. He is clueless
If IPRA is so fair and balanced, they would have no problem
firing MORE bad investigators, having them put in prison for many years for their misconduct
and facilitating the pursuit of punitive damages against them by the Policemen they harmed.

As imperfect as Policemen are, so are IPRA investigators...

The public would be well served to see Davis served up in some
similar fashion as a "message" to the others.
Perhaps Mr.Ando IS charting a corrected course but our experience
tells us that will change when the politically motivated "Mob"
starts lighting municipal assets on fire to reverse an "incorrect" finding.
Our Justice and Mercy thingy ceased working years ago.
After all... This IS Chicago.

I'm PO that has never been railroaded by IPRA. Was always treated fairly even with serious allegations. In the end the truth came out and I was cleared.

I bet you are the same kind of guy who says I never hit the medical, it should be reduced. You say these things because you haven't gotten your turn in the barrel yet. You haven't experienced the full on incompetency and hatred of some of the investigators yet, so therefore it must not exist. You haven't seen the incompetent supervisors who sign off on their investigator's garbage cases, so therefore it must not exist. Your multi tiered system that ensures bad investigations never see the light of day is a completely naïve comment.
Which findings are you talking about? Police involved shootings? Well genius its hard for them to counter what is a full blown investigation conducted by our department immediately after the shooting. This is done because we know the U# is coming and a lawsuit and evidence that will refute those individuals who wish to discredit the police needs to be collected. When you are served with a CR# as much as up to two years after the interaction with Mr. Joe Public Citizen, its hard to canvass and seek video to refute the railroading by IPRA and their oh so credible witnesses.
IPRA advertises how to beef and has been known to solicit beefs. Do they advertise how to beef on them when they purposely fuck up an investigation? Name one fucking affiant that has been proven a liar being prosecuted for that false report as is required by law. There isn't one, from the lips of Elena Rosensweig herself. "You know why we don't, it's not worth it."
Yeah, there are some fair minded folks over there, but that job attracts people with an agenda. And there are quite a few of them and some of them are supervisors and let that shit go on.

Hey Toni Prickwrinkle- Here's the perfect spokesman for your "too many people of color" are in jail project. Ch. 7 did an "interview" with him and he would fit right in with your anti-police strategy.
Forest Gump described it as well as any could, "Stupid is as stupid does!" Davis was my commander for a little over a year and a half. The man was completely useless and made a dim light bulb look like a searchlight.
Ando is decent from my experience. I'm not done playing police yet so, personally I'm glad he is where he is.

Davis is a bitter man. Hates the police he once tried to be, but not very well. Once at IPRA, where he hoped to fuck over the guys who knew what a POS he was, he got bumped up to a supervisor job, but then got passed over by Roaenzweig for three promotions, including the 1st deputy spot Ando got. Then Ando passed him over for two promotions as well. Now he is trying to fuck over Ando and the coppers he now despises with his bullshit lies. Word is Davis made his own investigators chnge their correct findings only to be overruled by Ando. I'm glad they fired the mumbling moron.
Apparently he applied for the Chief Administrator's job and didn't even get called for a first round interview. Ando got the job. No, he doesn't hate Ando.
I would hope someone one reviews all the sustained cases he handle because mine definitely would be overturned. Never had a discipline record but it was recommended by him that I take a 20 day suspension for a traffic stop. The driver admitted to cursing me out but I get penalized.
