We'll let you know what we hear listening at the door.
We don't know what he expects. Shuffling the deck hasn't worked, cutting time off hasn't helped, adjusting hours and new shifts are burning people out and they're doing less with less.

He's going to unveil his latest "initiative" Blue Man.
All officers will be required to be painted blue when arriving for work. This will achieve several things: it would cover up those dreaded tattoos and it would make us all one race: Blue. There'd be no more unarmed black man shot by WHITE officer we'd all be BLUE officers.
You want to fix the problem? Fine. It's going to entail telling the truth, getting the law-abiding Citizens to understand the real problem, and engaging everyone in the process of putting their foot down to stop the craziness.
That means:
1) Publishing the RACE of the offender - no matter what it is. No more protected classes.
2) Offending people with the report, and being OK with that because it's the truth.
3) Arresting, prosecuting, incarcerating criminals. No plea bargains, no parole, no early release, no time off for "good behavior", no concurrent sentencing, no house arrest, no electronic monitoring - nothing. You go to jail for your crime, and you stay there until you've done 100% of the time. ALL. OF. IT.
If that means that people of color (or whatever the favorite politically correct term happens to be this week), are the vast proportion of prisoners because they committed the crime, then be OK with that.
4) Cut off welfare to the families of minors who commit criminal acts. Control your kid, or you get nothing from the Public. Be OK with the whining, marching, cajoling, and Sharptons/Jacksons/Farakahans/Fakers of the world blathering on about nothing.
5) Revamp the Welfare model such that it's provided for ONE year only, with a 5 year gap before one can reapply for it. And during that 5 year gap, you must have either started and run your own LEGAL business (and filed taxes), or worked for an employer and had payroll taxes taken out of your check. Welfare should be a way over a bad patch, not a way of life.
Part II:
6) Forensically audit ever one of those flaming hot cheeto/grape drank supply houses encased in plexiglass all over the west and south sides. If they claim to have sold 10 million bags of flaming hots, they better damn well have the invoices for them. If not, then bring them up on charges of fraud with Link cards. No more cash for EBT so the sellers can buy drugs or whatever.
7) Legalize the drugs. Prohibition didn't work in the 20's, it doesn't work now either. Legalize it, tax it. Let the gangs sell it out of store fronts. Who honestly cares? Take some of the revenue and apply it toward addiction recovery for those who want it. Allow addicts to get one shot at kicking it - after that, they're on their own.
8) If you're a gang member engaging in criminal activity - you get arrested and put in jail. I don't care if you never get the "big fish" because you're arresting all the "little fish" - eventually the big fish will run out of little fish because all the little fish will see the shark (justice system) prosecuting and incarcerating the other little fish and figure it's not worth it to do real time.
9) Raze all the abandoned/boarded up shitholes that are used as crack dens and gang HQ/storage. Send the bill to whomever abandoned the property. Eventually you'll run out of places for the roaches to hide. They'll try moving out of the neighborhood, but just stomp on them with the justice system.
10) Fix the drop out rate and misbehaving in school. If you don't graduate from HS or have a GED, and you want to drop out, then we'll treat you like the drop out that you desire to be (obviously the truly mentally retarded or brain damaged are excepted). That means: No bank/credit accounts, no renting, no leasing, no ownership of titled property, and no employment by anyone. Anyone caught employing you gets fined $100,000/day/person they employ with out a HS diploma or GED. Absolutely NO WELFARE or public assistance of any kind. No insurance. No health care.
You want to be the big, badass drop out that can handle it all on your own? Fine. You get nothing from us.
This would be a good start. Some good ole fashioned wood shampoos and introductions to the phone book up side the head wouldn't be too bad either for those schmucks that don't get the message.
OR, we can keep coddling another few generations of welfare-enabled slugs that contribute nothing to society. Personally, I prefer the former.
The "Crime is down" mantra can still be used. Just move out ALL shootings and shooting-related crimes and put them in a separate and new category like "Extraordinary Crime" or "Extraordinary Violence".
Separate the shootings to a totally different category and "Crime is down" can still be used.
"Extraordinary Violence" - because it is a "new category" would not have years of history to compare it to, so it would buy a LOT of time before "common statistics" could be compared.
That's how it could be explained out to any press and media coverage. Insufficient comparative statistics to draw any type of conclusion on shootings "going up".

You forget one thing though, we still have a lot of workers in this department. So everything you said above is not true. Some officers will keep working because it's in their DNA and also ego. Ego is a big part of this job and will always be. I talked to an officer who went to call back, was sued in federal court, almost lost his job and then came back on patrol. He said "nothing will ever stop me from being the police". This man's ego is so big and so self serving that even after what he went through, his mentality has not changed. I see a lot of young guys who get their time due denied, then they go out and get two heads and five parkers. Hoping the boss will "give" them their own time due which they worked for maybe some other date and time. If you work in a busy district then everything I said above is true and you know it. There is a difference between what we want and what we get.

McCarthy needs to reach out to men like Sheriff Clarke in Milwaukee and together call out the culture of violent antisocial behavior in most urban centers. We need leaders to lead with honesty and vision, not spin and smokescreens. Across the country law enforcement has taken such a beating that apathy is now the norm. We need to retake the moral high ground that was sabotaged with the propaganda in Ferguson and Baltimore and aggressively call out young black men for their violent actions and a President who has condoned and profited politically from a genocide in his own community. It all comes down to Good vs Evil, and I know which side we stand for.
Chairman Ed Burke called the Head of H. R. at the Chicago Park District. The Chairman ordered him to hire Marky Mark Donahue as the number three in charge of security for the Chicago Park District. I guess selling us out and supporting Ed Burke and the Dems paid off. The question is how does a union guy now order off duty cops around and moe importantly discipline then? Truly a Judas.
