Bad Hour

  • At least eight people were wounded within one hour in separate shootings on the city's Northwest, South and West sides Friday.
And that doesn't even count the murder/suicide in the Loop Friday, so Chicago is in double digits even before Saturday begins.

Remember, Garry is the highest paid city employee making more money then even the mayor. Where is the accountability for him? Is he doing an adequate job? I don't think the citizens of Chicago would think so.

I for one think everything is fine. Why just the other day I heard the Mayor say that crime is down over 30% past few years. So it must be true?

I also head him say that this is not your Father's or Grandfather's Police Department. No kidding, back n the day We ran it, now we're just watching it, implode!

Most things are cyclical (fashion, hairstyles, the economy). I wonder how bad it will have to get before people demand real safety? I used to really enjoy The Job, I find now that I enjoy my memories more.

Here is the Summary of New Police Procedures / BWC Law from 35th street.

Now it looks like PPOs will have a 3 year probation.


PA 99-352 (SB 1304) – Police Procedures, Body Worn Cameras, Crime Lab Funding

Body Worn Cameras Allowed (effective 1 Jan 2016)
o Allows but does not require police departments to use BWCs.
o BWCs may be used by tact officers (must be visually apparent that the person is the police).
o Sets out detailed minimum requirements for BWC policy. Small changes to our pilot program policy may be needed (e.g. turning off camera at the request of victim, absent exigent circumstances).
o Establishes a detailed annual reporting requirement, including data about videos used in prosecutions.
o Expands the Law Enforcement Camera Grant Fund to make grants available for the purchase of both in-car and body worn cameras. Detailed annual reporting requirements are a condition of funding.
o Video will be flagged and is normally subject to FOIA if: a complaint is made, there is a misconduct investigation, an officer discharges a firearm or uses other force, a death occurs, the video has evidentiary value or if the officer requests that the video be flagged for duty-related purposes.
o The public may record the police performing their duties when there is no reasonable expectation of privacy, subject to officers' right to maintain safety and secure and control scenes (current law). BWC policy must specify the penalties an officer may be subject to for unlawfully confiscating a person's recording device. (1 Jan 2016)

Outside Investigations of Officer-Involved Deaths (effective 1 Jan 2016)
o All agencies must have a written policy regarding the investigation of officer-involved deaths.
o At least 2 investigators from an outside agency must investigate officer-involved deaths.
o Note: IPRA qualifies as CPD's outside agency.
o IPRA investigators must have training equivalent to Lead Homicide Investigator training. This training may be provided by CPD's Training Academy.
o If officers are not prosecuted for an officer-involved death, investigators must release a report. The law does not prohibit a summary report and does not require the release of officers' names.

Stop Cards and Receipts Required (effective 1 Jan 2016)
o A stop card must be completed when a Terry stop involves a frisk, search, summons or arrest. Data will be included in the Traffic Stop Statistical Study.
o If a subject is searched or frisked on a Terry stop, the officer must give the subject a receipt with the officer's name and star # and the reason for the stop (generic check boxes may be used).

Expanded Probationary and In-Service Training (effective 1 Jan 2016)
o Probationary training must include additional topics, such as control tactics and procedural justice.
o ILETSB must implement new minimum requirements for annual and 3-year in-service training.
o The law does not require that this training be classroom based – video training is acceptable.

New Reporting Requirements (Phased in)
o Monthly, arrest-related deaths. (1 Jan 2016)
o Monthly, firearm discharge incidents resulting in non-fatal injury. (1 Jan 2017)
o Quarterly, supplemental homicide reporting. (1 Jan 2016)

Officer Professional Conduct Database Created (1 Jan 2016)
o Agencies must report to ILETSB information about every officer who is discharged because of misconduct or who resigns while under investigation for a Class 2 or greater felony.
o The database is intended to prevent department shopping by problem officers.

Miscellaneous (Varies)
o Chokeholds, using CPD's definition, are prohibited unless deadly force is justified. (1 Jan 2016)
o A Commission on Police Professionalism is created. (Immediate)
o Additional funding for ISP Crime Lab is provided ($500,000 per month), targeting DNA backlog, with additional tracking and reporting requirements imposed on ISP. (Immediate)
o Procedures for appointing a special prosecutor in any case are established. (1 Jan 2016)

Yes, I really do think McCarthy is making more than Emanuel. What he chooses to do with that income, or where he directs part of it is beside the point. His salary is more than Emanuel's.

And, I think a lot of it may have been TAX FREE INCOME, if he used his 'heart attack' as a line-of-duty illness. If it was classified as a duty-related heart attack, he didn't have to pay taxes on his income while on the medical. (But good luck ever getting the truth on that one.)
