Gullible Fools

These assholes would applaud their own execution if Rahm told them that the noose was a new swing set:
  • Aldermen cheered a mayoral proposal to put 319 more police officers on the street Monday as a spoonful of sugar to help the 2016 budget get passed.

    Mayor Rahm Emanuel announced Sunday that he'd move an additional 319 officers off desk duty and onto the street, replacing them with administrative workers, as part of his 2016 budget proposal to be submitted to the City Council on Tuesday.

    According to Emanuel, the officers "are currently working as Freedom of Open Information Officers, nurses, crossing-guard supervisors, watch relief/police aides, watch secretaries, alternate response call takers, detention aides and property custodians." He has previously touted moving officers from desk duty to the streets during spikes in shootings and violence.
Um, should these officers already be on the street preventing the "spikes" of violence? Or would that make actual sense?

Also, as we pointed out just days ago, the Detention Aides are already civilians, so whatever smoke Rahm is blowing is just that.....smoke. Watch Relief are bid spots by Contract, so those people aren't going anywhere but one day a week. They already got rid of Watch Secretaries the last time around....oh wait, that was a shady paper move. Sorry. And a bunch of people at Callback are stripped of police powers - they're kind of "prisoners of war" unless Rahm is suddenly going to exonerate and absolve them of pending charges?

What a bunch of morons. And the media that prints this drivel without asking...you know...actual cops, aid and abet the moron-ity.

So yeah I have a ton of time on my hands.. Ran various units at 35th Homan etc.. They will get about 130 on the street.. Of those 130 look at the age and seniority and I'm guessing 40 or so will probly just retire.. They have more than 28 years on and I'm sure aren't hitting the street. Maybe 60 more

VOTE for Mike HAYES for Pension Trustee!!! Mike Hayes said he was planning to run at the last FOP meeting. Mike Hayes is a 1000 times more capable than Lappe whose only talent is assisting Tiny Dancer shove cops on the street who shouldn’t be on the street. Hayes will surely bring more to the pension $$ part of the trustee job than Lappe’s zero effect.

Lappe is all over this blog blowing his own horn about policing the police and accusing officers of fraud and scamming. Encouraging police to report other police to him?? What is this, 1984? He laughs and gossips about Dean Angelo’s IOD (softball injury) and then keeps voting to keep him on the dole. At the meeting I attended three times he voted against the other police pension trustees on legit disability cases whispering and kissing the ass of Tiny’s trustees. Great campaign pitch, Judas. I have never heard Lappe at any FOP meeting answer even one question about our pension investments intelligently. It’s hard to believe he has a vote when it comes to our pension.

Here are the facts: Mike Lappe hits mandatory retirement in a little more than a year and we (the pension fund) will be forced to pay for ANOTHER election unless someone runs against him now. By law, “Mr Rules and Regulations” term ends when he turns 63 which is soon. He hasn’t said a word about serving only ONE of a three year term. ILCS, Section 5-180 “…Any member elected by the active policemen who withdraws from the Police service of the city shall automatically cease to be a member of the board…” The statute is the statute Lappe. Do the right thing, stop wasting our time and money, and step aside now.

Vote for Mike Hayes for pension trustee!

Why isn't this Lappe pension trustee issue coming up here. He is sending truly injured police back to desk jobs so Tiny Dancer can then put them back on the street. But he won't touch the FOP Prez (disability king) Dean Angelo. We need someone to run against him for Patrolmen rep. He can barely serve a year before mandatory retirement. I called the Pension office, petitions can be picked up and filed still. He is all over attacking d disability officers but he doesn't know a stock from a bond. Great skill set for someone watching over our pension.

Based on past experience with Rahm and his grandiose claims this will likely be much to do about nothing.
The total number will likely be far less than his 319...... but the lapdog media just takes it hook, line and sinker!
Any investigative reporter worth their salt would ask about all these made up spots being occupied by full duty, sworn officers.... you know like CPIC officer, Compstat officer, District Intelligence officer. To occupy those made up spots you don't need a gun and badge all you need are some soft clothes and a pocket protector.

SCC I thought you knew better! Alternate Response Section aka "Call Back" is staffed by dozens of Full Duty Officers that are not stripped. Yes, there are some full duty POW's but many others got there on "Limited" Duty status (pregnant, IOD, etc) and remained when they popped Full Duty. Ask Chief Williams how many Full Duty Officers he is hiding there.

You are very mistaken about callback, unit 376. There are officers in the unit that are restricted (stripped), light duty, and full duty. There are dozens of full duty officers there (EN, JC, PM, JB, PS, and many many more) and have been for quite some time. Many full duty officers at callback have been there for years and scared to death to return to the street so yes he will have his pick from the alternate response section.

I'm all for putting more po's on the street but a lot of these spot are sworn for a reason. FOIA has access to all your CR and HR history from the Supt on down. Every class you took, your grades, bs CR number, etc. It's bad enough the info just sits on a desk in an open area. That's how much the Department thinks of your private information. Add in a bunch of civilians who can quit or transfer to another department and your asking for trouble. At least now the info is reviewed by trusted staff. For fun, start sending in FOIA requests for merit lists. The Department won't give it to you as a PO but will as a FOIA requst. If you don't get a reply in 5 days you can sue. Read the law.

Officer assigned to 22nd District transferred to City Hall 5th floor where she later is transferred to the mayors detail making sergeants pay . After Rahm is elected she is transferred off the detail to the 1st District to an inside spot later working upstairs in the Commanders office . She is currently on a lawsuit suing the Commander of the Mayors detail for removing her from her position due to race . Hasn't worked the streets in twenty plus years and she's suing ? Instead of giving that spot to a cop with a heart problem or one at the end of their career she's inside acting like a boss . But in hindsight this department causes that problem and makes these people what they are .
Do u actually believe that this person is gonna make a difference ?

Detention Aides!, if he is referring to the 'lockup keepers' there are two problems with that. State law and the contract. But he knows better then Me, I only had 30 years on the job so what do I know about the department? I'm glad that the Deputies have a Commander[XO] , Lt , Sgt and PO's working for them! With all that staff what do they do? What might help is give every district a Deputy so his 'back to the street order' is adhered to.

If you look at this proposal, they are also doing away with light duty. So if you are injured in the line of duty and come back, your screwed. Of course, this does put more pressure on the pension fund.

its been tried by every Mayor since Richard, the first. it doesn't work in practicality. I remember desk aides being relegated to just answering the phone because their reports blew criminal cases out of the water by savvy defense lawyers.

in practice it takes 2 civilians to do one admin job

I call bullshit. This reminds me of the (perennial) letter that former Ald. Ginger Rugai used to put out each Fall. During the annual "post Halloween/pre-Christmas Armed Robbery season" in 022, she would send out a letter to her constituents about how she was bringing in all of these outside police resources to quell the uptick in crime and how she recently met with Superintendent (fill in the blank) about it. It was a really believable Aldermanic letter, if you weren't the police. There weren't any new bodies coming to the District, but it sure made all of the 19th Ward Sheeple feel a lot more secure.

Was the 4th Floor Court Section sergeant at 26th and California overheard complaining to her alderman about possibly being sent back to the street? You bet she was. She told him that she can't be on time in the morning because she has to drop her kids off at school, and she has to leave early to pick those same kids up after school, and she can't do that in a district. She wants him to call her double-dipping deputy chief to ensure that she stays in the place where she makes her own hours. She says that her lieutenant unit CO is afraid of her because she has the deputy chief "in her pocket." PLEASE PLEASE send her back to 009!

I doubt that you have ever been involved in any way in a POLICE INVOLVED SHOOTING.

I have been involved in the investigations of a few of them. When an officer's future, his livelihood and freedom are on the line you want the best possible handling the investigation. There have been many great Street Deputies, and a few lousy ones. Most of the over-merit-promoted District Commander hacks you would want anywhere near a sensitive investigation.

I agree with Capt Aguinaga (aka Da General) on this matter. Daley stole like there was no tomorrow and , the FOP was wrong for giving him numerous pension holidays. I no longer shop anywhere in the city or CROOK county for anything. I am able to shop in Indiana for groceries, household goods, dog food and of course Fuel. The more tiny dancer raise taxes and creates new fees, the more I look at how I can counter his actions. I sold several cars and registered them to family members who live out of state. No more new cars for me while I live here either. Take a look at your grocery, menards, walmart and gas receipts and see how much taxes Illinois Crooks/Politicians are stealing every time you buy something. I have only a few years left and will be leaving the city of rahm and state of Madigan ASAP.

Hey Rich, after you left 011 Lt JA (aka Jam You Up Johnnie) F$%^ed up the watch the very next day. He was pissed cause no one would talk to him in his office or off duty. Only a handful or Fools would meet him at simpsons after work. When JA retired we never heard of any type of retirement gathering for him. You were sorely missed when you left 011.

Also, CC should just remove 3/4 of there judges since they fail at a high percentage rate to keep offenders of the streets, making our justice system a joke. Juvenile court first please, can someone let those judges know that Chiraq is not short for Disney World, they must live in a fantasy land where all children that end up in Juvy are just misunderstood kids. I have been around the department for many years startingin late 60's. I am now retired but I don't think things have changed any., The standards for hiring and promotion for both sworn and civilian are low and it is pretty hard to discipline or fire anyone for incompetence. As a matter of fact, I do not recall one single case of a sworn member or a civilian member ever fired for incompetence and I spent a few years in IAD. If they had decent hiring standards and held the civilians to them then you could put them in sensitive positions. But the political class has always controlled the civilians hires, and no one can do much with them, no matter what they do.

Have any of you "Silent Majority" who "have your (We, The Police) backs,"
been able to use the instinctual sense of "imminent danger" (that everyone
likes to blame/shame/shit-talk Policemen for having an over-abundance of
since "statistics" show that crime is trending downward toward the negative
and Policing is "safer than it's ever been?") to see through the latest city hall
orchestrated hand-wringing, eye-wetting and frantic ass covering playing out
in the local media?

How everybody is being made to take a large, dry $500 Million property tax
suppository because "the greedy cops and firemen don't want to take cuts and
give-backs like everybody else?"

We've said before and we'll say it again and again...

Our pay, pension and other EARNED benefits amount to the merest and meanest
little handful of PENNIES to the DOLLARS that The Stuttering Clown Prince of Thieves
(Richard M. Daley of "Daley Inc.") and The North Shore Shit-Ass (Rahm I. Emanuel
of "Rahm & Co.") have stolen/are stealing.

Doesn't anyone beside Policemen/Firemen grasp the massive logical failure of being
begrudged and reviled for seeking to be made whole on those monies intentionally
diverted from our pensions? Especially when such diversion is obscured by the shadow
cast by the massive, multiple BILLION DOLLAR LOOTING of the tax payer treasury by
successive mayoral administrations with the aid of a criminally complicit city council?

Political cover gladly granted by the reeking, toothless, decaying alive,
leaking from every orifice, anal-whore media that has ill served this city
with their energetic looking-the-other-way of the last quarter century.

...We want to live long enough to see every dirty motherfuck even peripherally
involved in the financial destruction of this city and the cover-up,

Unlike Lappe I was actually in callback and will speak from the heart here. About 1/3 are dogass do nothings who are scared of the street or have just enough juice to keep them off the street doing...well...nothing.

About 1/3 are jammed up with beefs some, maybe more then some, are innocent of whatever the fuck the Dept. is railroading them of. Some are not. Some are scum. Some just screwed up some like normal people do. These ones invariably dont have enough juice to get a bench spot somewhere else. All are innocent until proven guilty because if they can say that about these lifelong mutts out there then they can say that about us.

1/3 are truly physically fucked. Bad backs, bad hearts, shot up, beat up, fucked in car accidents...Lappe would be one if they didnt pin an award on him for getting shot. If President Hussein says a bunch of Syrians deserve compasssion dont some of our own deserve the same? So fucking think before you bad mouth "all" of call back.

We had one guy down there for a few years, a Peurto Rican guy, who was framed by his partner and a store owner as an armed robber. Behind his back coppers, being jagoffs that we are, would whisper about how he was fucked and OTW to the 12" hard one he had coming. Because of course we are all guilty until proven guilty, even to ourselves.

But he was innocent. Completely, as in totally, innocent. It all eventually came out after these inept IAD pricks eventually found someone who could read and write and cleared him. I later worked with him and made some fine pinches with him. I cant even remember his name but he was one of the finest human beings I ever met on this job. Somehow he came back to the street without being bitter. Im still bitter after being fucked and always will be but he wasnt. I wish him well wherever he his.

So if you going to badmouth callback for all our troubles put some teeth back into your mouth and think. The political machine has always been the root of this city's problems. So dont dump it all on the guys recovering from heart attacks, or who dont have enough clout to beat a beef, at call back.

Move control of the crossing guards from CPD to OEMC with the TMAs. When a crossing guard calls off, use a TMA in that spot. No cop as supervisor; no school crossings anymore. More cops, overall, able to handle jobs. Problem solved.

You must be one of the people hiding inside. They have several - they just changed the name to OCIC - they do show up at police shootings with hits (or any other discharge they feel like going to) - the no hits or shot dogs (4-legged) are usually handled by Capt/ or CMdr.

Most if not all of these people are restricted duty personnel. They will now be replaced by non-union, lower paid civilian personnel. They may be ordered to street duty but in reality they will be pushed onto the pension fund as the City will now state there is no place for them due to the restricted duty status. This translates into more pensioners and less pension contributors while the City lessens its payroll.

I know this copper great guy and was railroaded by IAD who handed the guy to the FBI because they knew he didn't do anything wrong except be the guy who had to take their turn working with a scumbag that nobody wanted to work with and knew he was dirty.

I agree disability PO's have been sent to callback to work and they've been working through their ailments. Although you can't physically see what's wrong it doesn't mean they are not in pain. But then you have the fakers who refuse to return to their districts using any excuse they can makes no sense. Then you have your full duty who were told, "You'll only be returned if you submit a to-from asking to go back to your district". There are PO's who work out eveyday but to sick to work the street. Midnights has the umber cab driver but can not work the beat car. Would see it parked in the parking lot and no one bothered to say anything free rides I suppose. PO's who have been limited for years and had to go full duty will make the statement the first day I hit the street I'll make sure I hurt myself and be back here again... WTF!!!! every watch has them just depends whose running their mouth about not going back out.

I doubt that you have ever been involved in any way in a POLICE INVOLVED SHOOTING.

I have been involved in the investigations of a few of them. When an officer's future, his livelihood and freedom are on the line you want the best possible handling the investigation. There have been many great Street Deputies, and a few lousy ones. Most of the over-merit-promoted District Commander hacks you would want anywhere near a sensitive investigation.

I agree 100% with the second poster. When I saw ADS Pat McNulty pull up to my shooting in the early 2000's I knew he had my back. There isn't really any substitute for an experienced street deputy who can take charge of a scene and show the officer(s) involved he really is protecting them from the inevitable civil litigation and other stuff that accompanies a shooting. I was just lucky it was McNulty. They don't make street deputies like that anymore. And BTW, for the guy that responded to an earlier post that there aren't street deputies anymore ... yeah; there are... Dana Alexander is still one and I believe Carlos Velez who JUST retired was one. There may be one more as well.

I am not the poster that you responded to, nor do I work inside.

I have 17yrs on and I have no clue what OCIC stands for, anybody care to help?!

Like a previous poster stated, I also didn't think we have a designated person who is always the Street Deputy. (although I could be wrong since I have no clue what these ranks are anymore.) .

What I do know is that the Street Deputy used to be be a pretty important job, especially on PO involved stuff. McNulty(sp?)was one of the best. Of course nobody cares about the PO's welfare anymore except for Dicks, some Sgts and even fewer above that rank.

Another thing is that I, and probably several other coppers, have no idea who most of our current superstar bosses are. I knew or at least heard of, the majority of our command staff with only 5yrs on.

Who are these people and where the hell did they work?

I'm a retired Sgt. and I can't wait to come back as a civilian employee just to jag over a few people who have talked untrue crap about me, the great thing about my return is that I will be returning to my old unit with as much authority as I had as a sworn Sgt. And boy is Payback a Bitch. I already was told I'm in. Thank you God

You're 100% correct. I was just thinking about my first day at the academy. After the first session they gave us a break and I walked out to the parking lot and I started thinking, "what am i doing here? I should leave now." But I needed a job and they were hiring so I stayed. I felt like a fish out of water. 16 years later and I have that same feeling. People keep on talking about the 20 and out like its really gonna work like that. No way. 20 and out and you'll still need to find another job, maybe two to pay the bills.
This job isn't everything. Its over. No decent human being should apply for this job. Its over. Its hit rock bottom. I say to anybody thinking about becoming a cop to think hard about it and learn more about it before you end up in a miserable situation and are stuck in the worst job to be had in this whole country.

Uhhh ... yeah, there are. Alexander & Velez. Supplemented by the deputy chiefs (called On Call Incident Commanders - OCIC's). They respond to all police shootings.
Just pray you get someone on the ball if you're involved in a shooting.

Captain Richie-the General was a man among men in all his actions. When I ran into him on the streets, he always was one great Mexican Warrior. I am retired after 33 years and the years I and days I ran into the Warrior was always a laugh. Richie did noy play the bull shot game, he took care of all the people in anywhere he worked up the ranks. The tramp with Greek name that beat the case for stalking the civilias and Rich was the acting cmdr, hated Rich. She was a dog, wonder if she ever left ?
Miss the good people like Rich and so many more when I rode the old W/S, walking into 011 and A/$ was always an adventure in La La land. Copper' ruled that district, called a 10-1 a few times playing Chicago ave, 10 cars showed up in a heart beat plus the great A/4 dicks.
I know Rich wishes he could get back to the game like the old days,...but we know we are shot from decades of playing hard at work. We loved CPD and each other. You young guys are always in so many of us retired guys, prayers. You are still the hero' of the street and in the nation. Fuck the bosses that belittle you, they will be shit till their last day otj.
Hey did that crazy Sgt, AZ pull the pin yet. I loved watching him at times in my travels through 011.

I am not the poster that you responded to, nor do I work inside.

I have 17yrs on and I have no clue what OCIC stands for, anybody care to help?!

Like a previous poster stated, I also didn't think we have a designated person who is always the Street Deputy. (although I could be wrong since I have no clue what these ranks are anymore.) .


Up until recently there were 3 of them I believe. Velez, Alexander and Ruiz. All former Commanders or above who act like our old Street Deputies did. Police involved shooting with hits - they are to respond - and are in overall command - they are also responsible for writing the narrative / and approving the TRR. They can respond to any weapon discharge incident (gun) - but any discharge of gun with no hits or major property damage can be handled by a Capt or Commander. And they approve the TRR. No one below Capt rank can lead the investigation in weapons discharges (although Lt's or W/c may still be responsible for other things / crime scene etc).

Also. Any discharge of weapon - even to shoot a dog - must submit to breath/alcohol testing. From what I have seen - velez and Ruiz are top notch - dealt with them on a few shootings - they had good sense of how to handle situation. There's a list of them on Dept. organization on clear. I think velez just retired. Not sure who's replacement. ? Hope that helps

The last time they moved a lot of people out of inside spots to get "more boots on the street" all they did was push a bunch of old PO's into retirement. They got people to leave early. Well, earlier than they had planned. Very damn few crime fighters were discovered and sent out there to arrest people in Englewood. As always. Having idiot civilians making police management decisions worked about as it always worked. Poorly or not at all.

I am retired now. I couldn't even wait until 63. I turned 62 and said fuck that shit, adios. I missed one anniversary. Some people I worked with left with 52.5% or 55% and didn't look back. So many just wanted out. Size of pension no longer mattered, just going mattered. Nothing else.

We used to love this job and took great pride in pinning that star on each day.

No more. No pride.

That is what Rahm Emanuel and Gary McCarthy have done. They can shove the fucking job.

I appreciate good intentions, but that drives me nuts when bicycling. Going to walk it through the crosswalk on the green, and TMAs, guards, etc. suddenly windmilling arms and issuing directions. "I'M WATCHING FOR THE CARS!" sez I. I have actually avoided crossings, gone half-a-block away, so I can get across safely without the distraction. Someone once did a study that showed that loose dogs do this, cross in mid-block, instinctively know it's safer without the turning cars.

...and boy, that construction flagman who jumped in front of me while I was doing about 3 MPH and looking 360 deg., watching for everything and navigating safely out of a tight spot for a second...

"Safety" can be dangerous! >grin<
