More CompStat Questions

Going over yesterday's top post, a number of commentators mentioned this:
  • 002nd District Commander T Williams proves to all in attendance at COMPSTAT this a.m. that the Burger Queen was not the dumbest Commander ever. Paraphrasing the exchange.

    Tracy: "Go on to the next shooting".

    Williams: "I have to admit, this is a murder that we should have prevented! We failed. My officers failed to stop this.
Um, really? As we've stated here and many other places (namely the bar....Shirley Temples for everyone! We swear!), if someone needs to get killed, the killers are going to find a way to kill that person. Step one usually involves picking a spot where the police aren't, which in Chicago means you've just increased your chances of getting away with it by nearly 80%.

More interesting would be a couple plaintiff attorneys we'd like to introduce Commander Williams to who would just LOVE to get that statement on the stand under oath.
  • So, former-Commander Williams....what's that? Oh, sorry, Twice-demoted-former-Commander Willams, you're saying the agent of the City of Chicago, namely the Chicago Police Department, who "meritoriously" promoted you how many times again? You, as a duly appointed leader of that Department were able to prevent this homici...sorry, "killing," by what means again? And you failed to do so?

    Your Honor, we'd like to enter for a Directed Verdict against the plaintiffs Williams, McCarthy, Emanuel, the Chicago Police Department and the City of Chicago. $100 million would do nicely, thank you.

You should drop the quotes and re read you're previous post just to be fair... The post said numerous times that it was not exact quotes and was loosely translated... Let's call out the dogs after we hear what was really said.. Even a difference of two or three words would completely shoot down this little scenario here. Just playing devils advocate.. The only way you could successfully sue the city for such a case would be to prove GROSS negligence or willful or wanton conduct. For instance, if the officers stopped at 35th and King at the White Castle instead of immediately going to a job that they were just dispatched to. (A case that happened about 10 or 15 years ago if you remember)

These Commanders, this Superintendent, are not leaders in any way. As I've heard some wise ass at work say, "I wouldn't follow these creeps to 7-11 to buy a cup of coffee."

So much for the court rulings that the police do not have a duty to "protect/prevent harm" against you. Williams will get a lot of travel time being "feted" around the country as an expert witness as to how the police failed in their duty to prevent one harming another. At least he would be gone from the 002 most of the time.

OT: SCC, found out that Jess Sixkiller was the victim of an apparent home invasion yesterday in Phoenix AZ. Some Old Timers out there would know of him from the 60's and 70's. He was a full blooded member of the Cherokee Nation, Aide to O.W. Wilson and the first Native American Detective on the Chicago Police Department. He left CPD to attend Harvard University where he obtained a Master's from the Kennedy School of Government. He was a well known leader in the Indian Cuvil Rights Movement. He and his Wife Tammy ended up in Chicago after they were moved by the Government off of a reservation as part of the Indian Relocation Act.

He was gunned down at age 78 as he tried to protect his Wife of 60 years. Phoenix PD is investigating. This Man was my Uncle, he was always very proud that he started his life on the Chicago Police Department. Just thought the Department should know.

Demotions come to mind but i hear you are not allowed to do that with permission from the Mayors office. But having a commander forced to actually work 8 hours a day and actually type his own paper work might do the trick. See merit hack love their desk dollies because dollies do the paperwork!

Charter schools have pretty much emptied a lot CPS high schools. Especially, on the west side. There's one in 011 with barely more than 200 students.
At some point, someone with common sense has close those schools down, and/or combine a couple of them, while shutting down the other.
How can they fiscally justify keeping the lights in a school with 200 students? Especially when there's a HUGE school just northwest of it, with barely over 300 students. This is pissing away money, pure and simple.

This is exactly what I said in my posting yesterday, and I said it after talking to an attorney. The attorney had called me that day on another matter, and this Moron Commander's comments came up in the conversation. The Commander by his statement, has in essence acknowledged: 1. The Chicago Police Department Could have prevented the death. 2. The Chicago Police Department FAILED to prevent the death, and that failure was so obvious, as to warrant discipline of the officers involved. Since retiring from the Chicago Police Department I have been teaching Criminal Justice at a small community college, and we have touched upon the issue of Predictive Policing. Last semester we had a speaker from CPD who came down from headquarters to lecture our students. I immediately realized this guy was full of shit,since he had his Operators Beard, this is big among wannabe Navy SEALS, it is supposed to indicate they were "Inserted" somewhere other than up some bosses ass. He also had no firearm, another indication that he was not the "Real Police". In any event, this Speaker was touting Predictive Policing, which means by analyzing stats on past crime and criminals, police can predict where new crime will occur. The concept was used in Afghanistan, which is also disturbing since it means we are comparing our good Democrats, to a country we occupied by force. As an "Old Guy", this type of policing used to be called Knowing the Area and Aggressive Patrol, but now you need a computer to do it. However, make no mistake about it, this Commander may have inadvertently stepped into some Real Shit. Because he has basically stated that this homicide was preventable, but was not prevented because of his officers' inaction, which warranted their being disciplined. This stupid chunk of waste, political hack, promoted because of his race and connections, may end up costing the Sheeple of Chicago "Big Money". Patronage, and the Promotion of Ignorance in the Chicago Police Department has made Loevy and Loevy, Peoples Law Office, etc., multi-millionaires. Corruption has a price tag, and WE pay that price. Court tosses Chicago inmate's $10M suit for escape

September 26, 2015

"CHICAGO – An inmate who escaped from a high-rise federal jail in Chicago has an unusual theory on who's to blame: He says the government was negligent in enabling the breakout, so he sued for $10 million for damages.

"The 7th U.S. Court of Appeals said in a Friday ruling that Jose Banks "gets credit for chutzpah." But a three-judge panel at the Chicago-based court tossed his 2014 lawsuit.

"No one has a personal right to be better guarded or more securely restrained, so as to be unable to commit a crime," the ruling said.

"In a 2012 jailbreak, Banks and a cellmate rappelled 17 stories down on a rope fashioned from bed sheets and dental floss, then hailed a cab. Banks, now 40, was caught within days and his cellmate within weeks.

"Banks' suit says the damages he suffered from the escape included the trauma of dangling on the makeshift rope in fear of his life.

"Authorities dropped the escape charges against him because he was going to prison for decades anyway on a bank robbery conviction.

"But Banks...says guards should have noticed the two were chiseling an escape hole in their cell and should have stopped them long before they fled.

"Banks says he has had to endure tighter restrictions than fellow inmates at his current prison because of the escape...

The suit also claims Banks has suffered "damage to his reputation," as well as "humiliation and embarrassment," and what Banks calls "injury" to his "spiritual constitution."

T-Dub was given the advanced call from his former XO Capt KM that Chief Tracey was going to chew him a new one over the 6 shot. She now works for the Chief. He had oemc calls of street party where nothing was done 3x. XO told T-Dub to take the Chiefs legs out by falling on the sword first. He did and that preemptive strike pissed him and the Supt off even more. Let's see how long Capt KM the mole stays in Tracey's office now.

I couldn't believe this. I was watching the transition ceremony of Gen Martin Dempsey today on C-Span. He was Chairman of the Joint Chiefs and is retiring. His son read some orders, the General sang, very classy ceremony.

Except for the Commander in Chief who was chewing gum! Honest to Christ, chewing gum. Maybe it was nicotine gum but still, what the fuck. All the Joint Chiefs were up there and the fucking President has his jaw chewing away. Unbelievable. I am glad at least that he wasn't gnawing on rib bones or digging through a bag a flaming red hots. No fucking class at all, that fucking mutt.

I have to disagree with your post. Both processes are flawed. The test does not weed out the idiots. to name a few that stand out, lemmer, promoted all the way up via test, no people skills and terrible leader. Price, promoted all the way up via test, not as smart as people think, not a lick of common sense. Georgas, terrible leader, vindictive as can be, thinks he's gods gift to police work, promoted by test. James Jones, book smart, terrible leader, not a good communicator, no people skills whatsoever, promoted by test.

The merit side too, has many promoted way beyond their capabilities, too many. My point is, the promotional exam, it's subjective nature in grading, has no test portion for leadership and balls. The merit process could be very beneficial to department if applied correctly, however it doesn't reach enough people to give an accurate, objective assessment of its effectiveness. Until a test is devised that gives a full 360 assessment of ones abilities beyond the books, there will be no fair way to promote on this job. In my 25 years on, I've seen both good and bad from both sides of the promotional process. I base a supervisors ability on the way they make decisions, fairness in daily interactions and the delivery of the message. Not a hard process to follow. Most white shirts have forgotten where they have once come.

The Chicago Police Department FAILED to prevent the death, and that failure was so obvious, as to warrant discipline of the officers involved. Since retiring from the Chicago Police Department I have been teaching Criminal Justice at a small community college, and we have touched upon the issue of Predictive Policing. Last semester we had a speaker from CPD who came down from headquarters to lecture our students. I immediately realized this guy was full of shit,since he had his Operators Beard, this is big among wannabe Navy SEALS, it is supposed to indicate they were "Inserted" somewhere other than up some bosses ass. He also had no firearm, another indication that he was not the "Real Police". In any event, this Speaker was touting Predictive Policing, which means by analyzing stats on past crime and criminals, police can predict where new crime will occur. The concept was used in Afghanistan, which is also disturbing since it means we are comparing our good Democrats, to a country we occupied by force. As an "Old Guy", this type of policing used to be called Knowing the Area and Aggressive Patrol, but now you need a computer to do it. However, make no mistake about it, this Commander may have inadvertently stepped into some Real Shit. Because he has basically stated that this homicide was preventable, but was not prevented because of his officers' inaction, which warranted their being disciplined. This stupid chunk of waste, political hack, promoted because of his race and connections, may end up costing the Sheeple of Chicago "Big Money". Patronage, and the Promotion of Ignorance in the Chicago Police Department has made Loevy and Loevy, Peoples Law Office, etc., multi-millionaires. Corruption has a price tag, and WE pay that price. Take the recent cases with the Detective all you hear is the weapon was not registered yet all civilian NO longer have to register a damn thing.
Don't qualify with that cute mini gun the city will say you were not authorized. Work a security job City will say you had no authorization to work security. Record a victim with out a signature in an interrogation room ?

Ever notice those memos that are never signed or Facsimile messages that originate from people not in the chain of command?

The test does not weed out the idiots. to name a few that stand out, lemmer, promoted all the way up via test, no people skills and terrible leader. Price, promoted all the way up via test, not as smart as people think, not a lick of common sense. Georgas, terrible leader, vindictive as can be, thinks he's gods gift to police work, promoted by test. James Jones, book smart, terrible leader, not a good communicator, no people skills whatsoever, promoted by test.

The merit side too, has many promoted way beyond their capabilities, too many. My point is, the promotional exam, it's subjective nature in grading, has no test portion for leadership and balls. The merit process could be very beneficial to department if applied correctly, however it doesn't reach enough people to give an accurate, objective assessment of its effectiveness. Until a test is devised that gives a full 360 assessment of ones abilities beyond the books, there will be no fair way to promote on this job. In my 25 years on, I've seen both good and bad from both sides of the promotional process. I base a supervisors ability on the way they make decisions, fairness in daily interactions and the delivery of the message. Not a hard process to follow. Most white shirts have forgotten where they have once come.

At least with tests people will have read the orders and Rules & Regulations. They have to make a presentation to oral review of some size but it will not be their own supervisors. It makes people work and sweat for the promotion and also keep up activity and out of trouble.

I have never met a double, triple or quad merit promoted (fill in the blank) on this job that wasn't a screw-up. The higher they got they worst they got.

Georgas has a master plan, and that plan involves making himself look good in the eyes of the mayor and the superintendent. I have never met someone as focused on getting himself promoted as he is...well...there once was this guy named Leo...but that is a story for another day.

Debra Kirby would be surprised to know that Georgas "put together the entire NATO detail," as there were many others involved in the process, and they all reported to her.

Also, over the years there have been numerous rumors of "secret study groups" and the promotional process. Here are the irrefutable facts:

Georgas, Kennedy, Caluris, and several others were in a study group for lieutenant when all of them were Maurer's "inside guys." At the time, Maurer was a Senior Subject Matter Expert (SSME), and as such he helped write the exam, along with the test developers. And before the exam was administered, Maurer, Hiram Grau, and Terry Hillard were able to review every line of that exam. And every member of that study group was promoted to lieutenant, with rank scores of #1 (Kennedy, Maurer's long-time administrative sergeant), #3, #4, and so on. ENOUGH SAID.

The only flaw in Steve's master plan is that he drags PO Kim K. as his "secretary" everywhere he goes. The problem lies in the fact that she can't keep her mouth shut about even the most confidential matters, and she has such an incredible sense of entitlement that she thinks that she is the deputy chief. Even other high-ranking members know that this is a fact. She's a full-duty PO who deserves to be in a district working midnights.

Agree 100%. I'm retired as well and while not a huge Georgas fan, he's really one of the sharpest guys up there. McCarthy, Tracy & Roussell don't like him but City Hall loves him. Too bad because if all these children could play nicely, it would be a much better department.
