- 002nd District Commander T Williams proves to all in attendance at COMPSTAT this a.m. that the Burger Queen was not the dumbest Commander ever. Paraphrasing the exchange.
Tracy: "Go on to the next shooting".
Williams: "I have to admit, this is a murder that we should have prevented! We failed. My officers failed to stop this. My officers failed to take any action. They were called there three times, coded out the job twice and the third time issued an ANOV". I wrote up the officers"
McCarthy: "you should have written up the supervisors too,"
Williams: "OK, I will do that later!"
McCarthy: "no you won't. You're not making me the asshole".
A little bit later on. . .
Williams: "these conflicts are originating in the Districts surrounding 002. (Implying not his fault but that of those surrounding District Commanders) This one here is right across the Dan Ryan, in007. "
McCarthy: "Did you communicate with those commanders, Larry did you know about this?"
After a pregnant pause! Watson "nope, Don't know what he is talking about!" (Exchange heavily paraphrased)
Word is that McCarthy was none-too-pleased at the meeting, but gleeful afterwards - he has the exempt staff doing his dirty work, turning on each other, and it only took four years for them to begin cannibalizing one another. Years of incompetence and politics has finally bent the Department beyond any hope of repair.

It was a blast. Garry lost his shit and basically called for the heads of every supervisor and their mother if a PO fucks up. Then Chief Tracy basically told us all how the Compstat plan is the answer to all crime but we are just screwing it up. It was a great Chicago scene, a room full of egomaniacs and over promoted political hack retards.
In 1992 , Arthur Andersen proctored both LIeutenants and sergeants exam with negative results . Lawsuits were filed and two things occurred . 1. Arthur Andersen was replaced by Ernst and Young and meritorious promotions were put in place . 30% of all promotions would be made by race was originally what was proposed . Many police officers became disheartened watching people who were not good police officers now rose through the ranks becoming exempt personnel . Morale nosedived and many police gave up on trying and this department became what it is today . What an absolute shame ! Google Ernst and Young and you will see all the settlements for doctoring the books including Lehman Brothers . Like an alderman once told me " being a good policeman and being promoted has nothing in common !"
Williams deserves whatever he gets. Instead of saying we don't have the manpower to shut these things down, he throws everyone under the bus. If the situation was so out of hand, why wasn't he notified via blackberry (or whatever) and see to it that appropriate action was taken (ahem). Isn't that what he gets paid big bucks for? To be out and about and available? Unreal. McStupe was probably salivating as he listened to this mea culpa.

I've been to several compstat meetings. McDummy is clueless that people in the 'gallery' seats snicker and make numerous snide remarks while the meeting is going on. OT - Can someone explain how the powers that be allow an open air drug market to flourish in the heart of the central business district. I have watched for over a year now the continual selling of drugs at Pritzker Park in the 300 block of South State Street. This happens day and night in an area surrounded by college buildings and their students. Sometimes the line of kids picking up their fix in the park is longer than the one at the slurpy machine in the 7-11. Is someone being slipped a few bucks to look the other way?
And still, how many cops are continuing to be proactive for these commanders? Answer your calls, handle them properly, back up other like-minded coppers but go to anyone's bona fide 10-1. That's it. That's the job.

The only thing Compstat is good for is to embarrass the Commanders. That is it. I don't know how Watson was as a Po. Don't really care either. But having worked for him when he was a lt and commander I can say he is a great boss. Unlike most of the other bosses.

You know its funny, I grew up in the West Burbs and lived there until I got on this departments. Our town, a very large town, respected its police. You wouldn't dare say F' da police in front of them. We would hear the reputation of CPD. You simply did not mess with them nor go looking for trouble when you went into the city. Now on the job I questions wtf happen to that CPD we heard about so much out in the burbs? Kids disrespect us and yell out F' da police non-stop. I have to say that we are a fucking joke! The recruits that are coming out of the academy are beyond a joke and the bosses are bunch of clowns!

This is the new era of policing. As a patrol officer, I have to do every single thing by the book. Just because people are hanging out at the park doesn't mean they are up to no good. If I see them yelling "rocks and blows" then I can stop that person and ask for their name. If they don't have an id then I can't really force him or her to give up their identity. For my safety if I pat a subject down then it is to look for weapons, not dope. The old days of "arresting officer conducted a protective pat down and by his training and expertise felt a small tiny little plastic baggie which contained suspect cocaine" are over. This is the police force you wanted and so you got it.
One day I was working CTA overtime and there were a bunch of homeless folks at Millennium Park. A soccer mom and soccer dad told me to get rid of the homeless people from the park. I chuckled and told him they have every right to be at that park. Once again, this is the police force you wanted and so you got it.
Wait till they put cameras on us. Then things will really turn interesting. Society wants to replay our actions like the evening ESPN broadcast and Monday Morning Quarterback us to death. I have a solution to avoid all of that; do every single thing by the book.
I would guess that the officers and sgts that handled it assessed the situation and based upon the large crowd tried to handle this in a more "diplomatic" way so there wouldn't be a riot of a crowd far exceeding the number of police officers available at the time. A good boss would have stepped up and relayed this at the meeting and even backed them up. A horribly shitty suckhole pussy of a boss throws his people under the bus the first chance he/she gets.
The fact is that you can not go all gestapo and clear a block locking up anyone who doesn't listen to your unlawful order (people are allowed to be in their yards and have others there as well, and make no mistake, that is the way the media and lawyers would view it). We do not have the backing from the general public to do this anymore. And this meeting should make it quite clear to anyone who doesn't know this already, but we do not even have the backing of our supervisors. If they did clear the block locking up a bunch of people would this have stopped the shooting? Probably not, and it may have turned into a shots fired at the police kind of situation or at the least, a bunch of trr's. It might have caused enough mayhem that they wouldn't have gotten around to poppin off some rounds at each other. But there is more of a possibility of the officers having to use force, and shit getting out of hand leading to news coverage of cell phone videos showing only the parts they want the public to view to further their agenda. This would be followed by the lawsuits and the cries of aldermen and fake reverends who would be calling for the officers to not only be fired but jailed as well. And I am damn sure the stupernintendo would be publicly admonishing them as well and placating to the police hating masses.
From a news affairs point of view, it is a lot better for bangers to be shooting each other than bad press about the evil police violating poor minorities rights who were just trying to have an innocent gathering. In fact, they should be given some sort of award. Maybe create a new ribbon, the news affairs award of excellence.
These people should be shunned by real men.

Patrolman's Credit Union "opened up" as you say because they bought the CTA credit union. Also several suburban police credit unions, CCSP Credit Union and some others. Call them up and they will tell you. No secret. They bought the assets and got the customers.

I'm not sure how to start a new blog on this site. I think it's noteworthy that today a defendant was found guilty of the attempted murder of 2 police officers out of Area 4. The incident occurred back in 2011. The ASAs who tried the case did a fantastic job. It was a very difficult case. Justice for the officers involved!

Obviously, you are not banking with the Chicago Police credit union. Since you are not a client, it got nothing to do with you and doesn't affect you at all. Go dig something relevant.
The Compstat process in New York City which they have had in operation for almost 20 years DOES in fact demote precinct commanders who do not produce results. When then D/S Chiesa went to NYC to observe the process he came back and said it was a good thing for accountability; however, he also said in Chicago we could NEVER bounce commanders because they were all politically connected. So, they had "accountability meetings" which were all prim and proper, with Chiesa asking questions, Phil Cline piping in every once and awhile and everyone was happy. No one was embarrassed. Even into the Jody Weis years with Pete Brust at the helm of the accountability charade, nobody really got hurt. Now you have the McCarthy & Tracy show where the main purpose of the meetings seem to be how can we embarrass the command staff? And ... the other question you have to ask yourself ... is WHY McCarthy hasn't demoted any exempts? The days when an alderman controlled who was in their district is basically over with the exception of 2 districts. The majority of the "clout" comes from the inside of the Department. Is he afraid he's going to hurt the morale in the exempt ranks by demoting some of them? You can't lower morale anymore than it already is. Some of them would probably be much happier going back to their career service ranks of lieutenant or SES captain. At first I thought that the Mayor gave McCarthy free rein to run the police department as he saw fit and wouldn't get involved like his predecessor did. Perhaps this Mayor IS pulling more strings than we're aware of. Or maybe McCarthy is simply all bullshit and bravado and no balls.

There used to be a Commanding Officers and Sergeants Chicago Police Credit Union years ago run out of the HQ Mail room. Handy if you needed a quick load for a car repair or school tuition payment in the days before credit cards could do everything. It folded a couple of years ago into the Chicago Municipal Employees Credit Union. That may be what your heard about. I got out of it when that happened.

You know its funny, I grew up in the West Burbs and lived there until I got on this departments. Our town, a very large town, respected its police. You wouldn't dare say F' da police in front of them. We would hear the reputation of CPD. You simply did not mess with them nor go looking for trouble when you went into the city. Now on the job I questions wtf happen to that CPD we heard about so much out in the burbs? Kids disrespect us and yell out F' da police non-stop. I have to say that we are a fucking joke! The recruits that are coming out of the academy are beyond a joke and the bosses are bunch of clowns!

You don't know what happened to the CPD. You're kidding, right? As for the new recruits that answer is simple. This is what happens when you lower the standards-
a. giving 5 bouns points to your total written score because you went to a CPS high school!!??
b. making the test pass/fail
c. getting rid of unqualified, qualified, well qualified
d. getting rid of taking the highest scores and lumping them all into a random selection process. (which I hardly believe is random)
These things happened because for some reason, politicians think race in a PD is more important than brains.
By doing this pass fail crap we lowered the standards for every race. We are now hiring the stupid whites, asians, blacks, hispanics and whatever else race that apply.
Tomorrow I may be working with a guy who scored a 51% on a test (which was actually a 46% but they went to CPS) I thought I could have passed as a sophomore in H.S.

Chicago Patrolmen's Federal Credit Union has purchased several other public employee credit unions and took over the assets of those institutions. Big bank buys little bank. That's been going on for a while now. No conspiracy. A purchase.

What we see here in the CPD and in most of the rest of this country is the fruit of the failed policy of affirmative action. This entire policy is based on the false premise that if minorities do not score exactly the same as whites and other races then the testing process must be discriminatory . It isn't , I have lived under this racist policy since I came on this job in 1977,and I am a member of the only group that can be legally discriminated against. We might as well call this anchor around our necks what it really is, Reparations. Well I don't think I am responsible or owe anyone anything. Three of my relative fought in the civil war on the side of the Union and one of them was killed. Many black people in this country today had no ancestors in this country prior to 1860, additionally a man by the name of Roulette
Lived in Louisiana in 1860 and owned over 1200 slaves, he was black. Are he and his ancestors entitled to something. I say I am more entitles to Reparations since I actually did have relatives who suffered in the civil war. Affirmative Action is a Cancer. In this country and Commander TW is just a symptom. Who is ever going to make,my kids and my Grandkids whole from this greatest injustice in our time ?
The pendulum will have to eventually swing back, I don't know if I will live to see it but it will happen. When the silent majority get victimized by the criminal underclass in this country enough they will demand that the Police take back the streets that the liberal pieces of sh-t in this country have allowed by the sickness called political correctness. I am just glad to say I was the Police when the Chicago Police Department was "the real Police". The problem of crime running rampant in the streets will persist until the Chicago Police Department is feared again. Oh I know, those same liberal ASSHOLES who created this terrible situation and the BB balled bosses we have today will say the Police should not be feared ! WRONG, criminals should and must fear the Police, and politicians who value the criminal vote more than the law need to be tossed out of office along with the affirmative action incompetent bosses they had installed . The officers are an embarrassment, they can not make a simple car theft arrest without messing it up and allowing the thief to go free while they harass the owner through their incompetence.
