Rahm's Overblown Rhetoric

  • Mayor Rahm Emanuel told aldermen Tuesday the city must raise property taxes by $543 million to shore up police and firefighter pension funds, or face laying off thousands of firefighters and police officers.
That's it. No other options. Of course, if the City Council actually said no, and Rahm was forced to send out pink slips, he would still be stuck with a hole in the pension about the size of the Grand Canyon - the outstanding liabilities against the pension are something in the neighborhood of 35% funded...if that. So Chicago would have a few thousand less police, half the fire/ambulance coverage and still have to raise taxes $550 million.

And still, not a word about cutting spending, reducing overhead, purchasing smarter, open and fair contracting, etc.

NO ONE in their right mind, with an uncontrollable shooting and murder problem, would threaten to cut police and fire/paramedic response.
Now, cut the land giveaways, the flowerboxes and the pavement-imprinting projects, yes.
Postpone the burning of the floating cardboard houses and the million bucks' worth of New Year's fireworks for another year or two.
But screaming that the only option is to cut essential emergency services? Sheer lunacy.
Maybe Amy could do us all a favor and have him committed.

Is that the best you got on Mike Hayes? Sign in sheets? Go back a little further and gather up the “sign-in” sheets from BEFORE the FOP (Shields) paid you to attend meetings. How many times was YOUR name on the sign in sheet before then? Didn’t you attend those meetings on police department time? The department doesn’t accommodate everyone, Mike. I’m sure Mike Hayes has enough smarts (minus the ego) to distinguish injured from non-injured police.

Mike Hayes will have what Lappe does not, a backbone when it comes to disagreeing with Rahm’s machine. We need someone who can grasp what’s going on with our pension fund and help steer it in the right direction.

No one is disputing your heroic service, Mike Lappe but you are over your head on the pension board. Go out on a high note before you are put out – now or in a year or so when you are 63.

Cutting spending is not an option. Raising the property tax is to pay the CPD/CFD pension fund. If the CPD and CFD would only give up their Cadillac pension plans there would be no need to raise taxes. Many times our mayor has said he is only raising taxes because of the pensions.

Almost a year ago I saw Rahm a couple of times on WTTW "Chicago Tonight" when he was running for re-election. Each time he said he would build a temporary casino and then a permanent casino. All the profits from gambling would go to the police/fire pensions and fully fund them. These casino profits would solve the "pension crises." Rahm said a property tax increase would be sacrosanct, the absolute last thing on his plan to save the city.

Today I watched WTTW "Chicago Tonight" and saw Rahm's speech, interviews with Chicago's VIPs, and citizens. Nobody said "casino." I understand Springfield is in chaos, but Rahm is friends with all those guys.
Unless, Rahm will become a hero later, after a casino is approved and he can cut property taxes a little, very little.

You left out getting the illegal aliens out of the city. Most are on some sort of welfare program and the ones who aren't are taking jobs, keeping wages down, increasing gang crime, causing classroom overcrowding and burdening the healthcare and prison systems.

The are over 600,000 illegals in Illinois and most in the Chicago metro area. The annual net cost to Illinois taxpayers is approximately $5 billion per year. How about we get rid of the illegals and put the savings in lower taxes and pension funding?

If you have lived here for more than a day, you just know that within a month after getting his increases, Rahm will announce some project like heated, enclosed bike lanes at a cost of hundreds of millions of dollars.
I doubt that much will actually be paid to pensions. Rahm still has his buddies in Springfield trying to get him out of making any payments.

Why can't the city place all of the bids for procurement online? This way the taxpaying public can know that the city paid $21 for ten pens that they could have gotten for $3 from Staples or Office Depot.

I asked my Alderman, where does all of the money go and he just couldn't answer it. In a few years a city income tax will happen.

All that BULLSHIT in the press about creating jobs in Chicago too. Let me tell y'all something. Moving jobs from the suburbs to the city by offering corporations huge tax break incentives to do so is not the creation of jobs in Illinois. It's the movement of jobs

SURE it "looks like" there is job growth in the monthly labor reports creating the illusion of opportunity. However it's just the movement of jobs, like the movement of money from one pocket into the other.

If anything, the movement of jobs from the suburbs to the city hurts Illinois economy as the parasites remove cash flow from businesses. Higher taxes for the employees, parking fees, higher travel expense, while the corporation reaps the benefits of tax breaks. The movement of jobs from the suburbs to the city means less money to be spent on real products and services.

There are many other ways to generate revenue in Chicago. There are many places where spending can be cut without hurting the citizens. Rahm is full of shit.

I could be totally wrong, being an outsider and all, but if the pension funds are not there and it doesn't look like they will ever be there, why are you still working there?
I read complaints of Rhams, Rahms (whatever) lack of intelligence often, but when he leaves, you can bet there will be a healthy bank account somewhere with his name on it.
I'm all for you guys, I appreciate what you do, but don't get left holding an empty bag at the end of your career.

The tax paying public, of which I am, should be furious (which I am)because we all paid our taxes for the pensions already....they just took the money for entitlements and free shit. what Cadillac pension is that. My pension would be $63 k after almost 30 years on the job. You can't run a bloated bureaucracy and have prosperous city. Simple steps:
1) Welfare reform, first and foremost
2) Demand commitment to a culture of graduation, employment, marriage, and children, and in THAT ORDER. Ignore and de-fund "community leaders" and activists who do not agree.
3) Slash the education bureaucracy in Chicago and Illinois; no tenure; no salary schedules, tracks and lanes where both good and bad teachers are paid the same; full parental choice via vouchers or tax credits (CPS spends FAR more per student than quality Catholic schools); move all CPS employees to 401K plans (not "401K-like") so they are not prisoners of the whims of politicians
4) Slash business taxes to encourage investment and job creation
5) End corporate welfare, TIF districts, etc., that are set up in a way that rewards chain stores and politically connected firms but penalizes entrepreneurial businesses, the lifeblood of a healthy community
6) MORE police, to help stabilize neighborhoods and encourage development

Yes they reported what he did in the budget with pension money, but that was it, not one dissenting peep from the group. I'm sure Daley gave the compliant spineless lackey journalists a pat on the head for being so 'cooperative'. ----- Back in 2001 I was sitting in a Jobsite Office Trailer waiting for the Weekly Construction Meeting to start and read in the S-T of this pension no-pay nonsense of Daley's. It was un-fucking-believable to me he could get away with this crap. (Park Place Condominiums, nice little 20 story hi-rise project in River North) ----- So, from 2001 to 2015 is 15 years, that's little longer than a 'decade' that democrat mayors of Chicago have blatantly ignored their sworn fiduciary duty to pay Chicago's bills.

I don't think anyone would argue that Mike is a hero for surviving such a horrific attack. Instead of collecting disability, he fought his way to come back on the job. Prior to the pension board position, Mike would give any p.o. the shirt off his back. He is an inspiration for those who have suffered traumatic injuries.

With that said, Mike has changed since he started his position at the pension board. He guards our disability money like he is guarding his own savings account. In his defense, if you are collecting disability while hunting wild game in Africa, you deserve to get caught. However, there are police officers who have legitimate illnesses. Mike thinks everyone is an asshole attempting to scam the system. He has divulged officers' personal medical information in casual conversation and has difficulty remaining impartial during disability decisions. He is unprofessional and unethical.

We will all suffer from an illness or disease at one point in our lives. We are not immortal. If Mike remains in his position, you better hope that you don't get sick while on the job. It appears as though he is working for the mayor. As police officers, we are not allowed to collect Social Security benefits. Disability is a necessity for many officers. Ask yourself, would you want to drive into shots fired with an officer who had four heart attacks or just completed a second round of chemo? The answer is no.

Finally, it is interesting that our FOP president is collecting disability while representing us. Has Lappe gone after him? Instead of attacking all sick and injured officers, we should impose restrictions on receiving disability benefits. An officer cannot work another job while receiving a check. This would eliminate the majority of the scammers. If you can't work, you can't work...period. Lick envelopes from home if you want to make an extra buck. However, if you can sit all day at a desk, then you can do it for CPD.

All officers need to realize that the mayor is chipping away at our benefits. If we elect officers who support the mayor's plan, we are in big trouble. If we don't take care of one another, who will?

Those cities have somehow managed to scrimp and save and get by. How come no reporter has questioned why Rahm said he would hire, or if you believe him, did hire 1000 more Police and now he has to lay them off?

Why hasn't anyone reported the Police department has already made cuts through attrition (hundreds of cops I believe) and because of this we currently have to employ PO's at time and a half to fill these vacancies?

Why hasn't anyone reported about the ridiculous amount of security needed to staff almost every Public H.S. in this city, 107 H.S.total....ex. Curie H.S.-2 PO's assigned, 4 off duty guys working the metal detectors at every door and general security, along with 15 citizens standing on the corners under the guise of "safety patrol." That's an extra 21 people getting paid AT JUST ONE SCHOOL. I didn't even mention how many in safe passage

Add in free breakfast, lunch, laptops that are always stolen etc. New High schools constantly getting built because all the illegals having at least 3 kids. The new schools have football stadiums with turf and bleachers that could seat 1000, tennis courts with concrete bleachers and baseball and softball fields, Olympic sized pools and even a ballet room. Yet they don't have any sport teams that use these let alone fans if they do have a team. (Sarah Goode is this example)

I would like one reporter, any reporter, to truthfully state how much money our Public high Schools are actually costing this city alone!! It's all because wasteful spending, sanctuary city BS and horrible parenting

But Police and Fire pensions are why we are broke?

May I dissent? While the headline is a scary one and further serves to alienate us from the public, if anyone reads the whole article, niner says that he thinks we deserve our pensions. Called us and the FF's brave. Said that the problem didn't start today (a not very thinly veiled shot at Daley and any long serving aldercreatures....BURKE)but that it has to be solved today. He also said that without the tax increases, other city services would be cut, not just us. He said that the city would become unlivable and that can't happen, so we need to raise taxes.If he was gonna use layoffs to solve the problem, it would have been done already, further endearing him to the sheep because the sheep think we aren't all needed anyway. I hate to sound like I'm defending the goof, but lets tell the whole story.

I also know that it's not fair for us as city residents to replace money that they pissed away, causing us to pay twice in the form of increased taxes. If anyone can figure out a sloution to that part, it would be a miracle.

Anyone know if the old 911 emergency unit will be put back on the street as well? I don't know where they put them after 11th and state closed, they used to hide them on the 2nd floor annex. Unit was made up of coppers that were "a little off". Guns taken away and would wonder around hq.making some uncomfortable. Bulls riots, hostage situations and things that took some crazy fuck to get things under control is when they got their guns back and would have to be given back after. When I worked at 11th and state (mid to late 90's) it was nam vets, functional crazy drunks, and a few that just lost it. Not sure if that unit is even still up these days but I'm sure that would be interesting to see it have to be back in uniform and answering calls.

I like how the only departments that get screwed are the ones that wake every day and walk into danger. We are not like the rest of the departments that unions can strike. We've been getting ripped up for years by democratic policies and we need to be the leaders of change. We have to protect what is ours because we are the ones on the streets. Can't blame Rahm for most of this problem. The state and city have been overspending for decades. The politicians would promise services, high pay and benefits for government employees (most worthless) and large welfare handouts all will no tax increases. Well borrowing got tougher and the stock market had problems so the funding options were limited. The voters are as much to blame thinking all these goodies were "free" and kept voting in these morons. Well the chickens have come home to roost. And we are all screwed...except the politicians, they will take their millions in graft and retire comfortably in a nice beach home.

Chicago could privatize emt/ambulance service right now and save 2/3 of the budget , never need a fire truck to respond and qiit paying firefighters an extra 2% salary for being emt trained , could also reduce every firehouse by replacing 2 full time firefighters with 4 part timers working 12 hour shifts . part timers would be alert , fight for the chance to work with CFD

Cutting spending is not an option. Raising the property tax is to pay the CPD/CFD pension fund. If the CPD and CFD would only give up their Cadillac pension plans there would be no need to raise taxes. Many times our mayor has said he is only raising taxes because of the pensions.

All things considered CPD pensions are fairly modest.

There is NO "me-to" clause for CPD regarding firefighters. There IS a ME-TO for firefighters, just not the reverse. We lost that years ago.

eliminate gold braid pension . include for al ranks that are merit appointed .
raise mandatory retirement age to 66 , no pension increase or cola until you reach mandatory retirement age
