Rahm's Overblown Rhetoric
- Mayor Rahm Emanuel told aldermen Tuesday the city must raise property taxes by $543 million to shore up police and firefighter pension funds, or face laying off thousands of firefighters and police officers.
That's it. No other options. Of course, if the City Council actually said no, and Rahm was forced to send out pink slips, he would still be stuck with a hole in the pension about the size of the Grand Canyon - the outstanding liabilities against the pension are something in the neighborhood of 35% funded...if that. So Chicago would have a few thousand less police, half the fire/ambulance coverage and still have to raise taxes $550 million.
And still, not a word about cutting spending, reducing overhead, purchasing smarter, open and fair contracting, etc.

I can hardly wait until the 311 calls will be answered in India. Perhaps OEMC 911 can be outsourced to India also to save a few bucks. Non-union jobs. And the democrats have the nerve to call Rauner a union buster.
The classic Alinsky/marxist "False choice." You have the choice of the shit sammich or the shit taco. You will choose one or the other, you must eat shit either way.
The simple answer is "no." The better answer is" fuck you!", ideally with a forearm strike to the jaw.
The so called "Silent Majority" who like to say
"We REALLY DO support you guys," need to
step up HARD in Rahm's lying little false-flagging
ass and call him on his attempt to frame this tax increase
as being solely the fault of "greedy Cops and Firemen
who don't want to help out and take cuts in order to
help the city out of a financial bind."
Rahm is crying the false tears of a whore over this...
fire thousands of cops and firefighters... pension situation will turn out worse.
Chicken Little says "The sky is falling, the sky is falling!"
The stress must be pushing him over the ragged edge of sanity.
NO ONE in their right mind, with an uncontrollable shooting and murder problem, would threaten to cut police and fire/paramedic response.
Now, cut the land giveaways, the flowerboxes and the pavement-imprinting projects, yes.
Postpone the burning of the floating cardboard houses and the million bucks' worth of New Year's fireworks for another year or two.
But screaming that the only option is to cut essential emergency services? Sheer lunacy.
Maybe Amy could do us all a favor and have him committed.
I seem to remember in 1983 when some of us were actually laid off, that legislation was written so that all the civilian employees had to be laid off before any sworn. Am I just getting senile?
Lappe,
Is that the best you got on Mike Hayes? Sign in sheets? Go back a little further and gather up the “sign-in” sheets from BEFORE the FOP (Shields) paid you to attend meetings. How many times was YOUR name on the sign in sheet before then? Didn’t you attend those meetings on police department time? The department doesn’t accommodate everyone, Mike. I’m sure Mike Hayes has enough smarts (minus the ego) to distinguish injured from non-injured police.
Mike Hayes will have what Lappe does not, a backbone when it comes to disagreeing with Rahm’s machine. We need someone who can grasp what’s going on with our pension fund and help steer it in the right direction.
No one is disputing your heroic service, Mike Lappe but you are over your head on the pension board. Go out on a high note before you are put out – now or in a year or so when you are 63.
Phuck it, start the layoffs. Lets see how the public likes it when there are less cops on the streets.
I dont think lil dancer plays poker a lot.

Wonder why, why, they don't get the message?
Sorry for speaking plainly, but did anyone assaulting you in an elevator ever get "the message?"
Hey, Streeterville voters with your expensive high-rise lobby windows getting blown out by wild-animals-in-expensive-SUVs gunfights right outside -- you think if you nervously stand up and make a squeaking noise at a CAPS meeting, that is going to clear it up?
Sit and wonder why, why, that brutal rapist and murderer "was a little confused" and nowhere in sight for 30 years until a DNA match hit. Thank God.
The city you see is the city Rahm &c wants.
The everyday reality you see is the everyday reality that is deliberately and carefully maintained -- at vast expense TO YOU.

Lesson unlearned among the population of the unusable 65% of Chicago...
WHOO!
God bless all here. Stay safe on this Last Day Of Summer.
Lying fucking dog! Add a little scare factor to make the sheep agree. How about 'without this increase I'll be forced to cut a bunch of programs and projects that benefit "friends of the city" and trim some of the fat at city hall and that just can't happen so....'. I got a better plan, level that park that chicagos biggest crook built for his wife on our dime and sell the property. Problem solved. Do while he's still alive so that piece of shit can at least get one spit in the face for all he's done to this city.
They should just cut the wages of those overpaid cops and firefighters. They don't do nothing anyway. Crime is down in Chicago. Cut the wages and use that to pay the pensions!
/sarc
Cutting spending is not an option. Raising the property tax is to pay the CPD/CFD pension fund. If the CPD and CFD would only give up their Cadillac pension plans there would be no need to raise taxes. Many times our mayor has said he is only raising taxes because of the pensions.
You know there are a lot of differences between Detroit and Chicago.
Detroit was on a river, Chicago is on a lake.
Stupid Stuff Joe Biden Would Say Volume 1
Hahahahahah...that's funny. The police department is scary short right now and completely demoralized can you imagine how bad crime would be if they laid off police officers? We're barely keeping up with it now. No one wants the job anymore. The politicians destroyed/mismanaged the pension. They need to fix it.
And...he would have to lay off every single civilian police department employee before even ONE sworn officer could be let go.
Almost a year ago I saw Rahm a couple of times on WTTW "Chicago Tonight" when he was running for re-election. Each time he said he would build a temporary casino and then a permanent casino. All the profits from gambling would go to the police/fire pensions and fully fund them. These casino profits would solve the "pension crises." Rahm said a property tax increase would be sacrosanct, the absolute last thing on his plan to save the city.
Today I watched WTTW "Chicago Tonight" and saw Rahm's speech, interviews with Chicago's VIPs, and citizens. Nobody said "casino." I understand Springfield is in chaos, but Rahm is friends with all those guys.
Unless, Rahm will become a hero later, after a casino is approved and he can cut property taxes a little, very little.
So if the city casino is ever built will the property tax be rolled back? Hmmmmm
Lets start the layoffs with 50% of the useless alderman. What do they really do anyway? they have the best part time job with full time benefits. What is the rate of indictments for alderman?
ha ha..on the fire side we have a manning clause in our contract,he's full of crap!
He doesn't have the balls. Call him on it
He should start by laying off the idiots on his detail ~ how could any officer want to protect that jag-off!
I may be incorrect but I seem to recall something to the effect that before any sworn member can be layed off all civilian employees within the department holding jobs that can be done by sworn members must be layed off first.
Perhaps not allow pensions to be collected until age 60? No more early retirement.
Close some firehouses? Actually if you look how the number of fires has dropped over the years, yes close some down.
You left out getting the illegal aliens out of the city. Most are on some sort of welfare program and the ones who aren't are taking jobs, keeping wages down, increasing gang crime, causing classroom overcrowding and burdening the healthcare and prison systems.
The are over 600,000 illegals in Illinois and most in the Chicago metro area. The annual net cost to Illinois taxpayers is approximately $5 billion per year. How about we get rid of the illegals and put the savings in lower taxes and pension funding?
If you have lived here for more than a day, you just know that within a month after getting his increases, Rahm will announce some project like heated, enclosed bike lanes at a cost of hundreds of millions of dollars.
I doubt that much will actually be paid to pensions. Rahm still has his buddies in Springfield trying to get him out of making any payments.
Have the alderman patrol the streets. Didn't one of them say they were the true first responders. Fuck em make them work for their money. Put them bitches on the street
Girlfriend called me. She was mega pissed.

Any comment from Former Mayor Richard Daley about this? What's his professional views regarding this crisis? Oh, I forgot that he had a' mini-stroke' and can't remember anything now...
Well we all know that was a bunch of bull crap because before even 1 police officer is layed off the city must lay off every civilian in the department first. That was set in stone many years ago.

Why have the department of aviation police and the chicago police both at the airport? A double waste of money!
9/22/2015 08:08:00 AM
Arm aviation put big mouth lieutenant with his crew of coppers from O'HARE back on street shazaam more police thanks boss, are you still mad you did not get captain nod? Irish you'd leave!
What about TIF money? Any reporters out there? Didn't' think so.
Couldn't he cut that hundred grand contract he gave to Axelrod' s old firm?
While our two "Great" newspapers sit by and say nothing. I think the people of Chicago should see if we can get the National Inquirer as our hometown news paper. At least they know how to "investigate".
I thought all cpd civilians have to be layer off before any police are touched. Even if it wasn't so I would love to see him lay off one with this city's violence
Lay me off!!! Please!!! I have just under ten years. Give me whats in my pension and I'm out of this shit hole.
I say no to more taxes and fees. Where are the other cuts? He just wants to increase taxes and fees so he can continue to spend. Call his bluff.
start by dumping all the useless chief's and deputy chiefs
....or the casino!
1/5 is 20%. If we have 9000 cops, that is 1,800 laid off!
Why can't the city place all of the bids for procurement online? This way the taxpaying public can know that the city paid $21 for ten pens that they could have gotten for $3 from Staples or Office Depot.
I asked my Alderman, where does all of the money go and he just couldn't answer it. In a few years a city income tax will happen.
Hahaha no talk of a Chicago casino anymore to raise revenue eh?
What about legalization and taxing marijuana? I hear it's a real cash cow for the states who have already done it and who knows what effect that would have on dangerous street corner drug sales.
Might the competition push the gangs out of that billion dollar market while creating legit jobs?
I think this may be just a show.
Placing something on the table that further demonizes the city workers and the public in yet another divide and conquer scheme. Like all the race baiting stuff being put forth.
Nevertheless, you can't just keep increasing your spending when the average wage is down 8% since 2000 and the size of the labor force and therefore the tax base is on a decline in Illinois.
All that BULLSHIT in the press about creating jobs in Chicago too. Let me tell y'all something. Moving jobs from the suburbs to the city by offering corporations huge tax break incentives to do so is not the creation of jobs in Illinois. It's the movement of jobs
SURE it "looks like" there is job growth in the monthly labor reports creating the illusion of opportunity. However it's just the movement of jobs, like the movement of money from one pocket into the other.
If anything, the movement of jobs from the suburbs to the city hurts Illinois economy as the parasites remove cash flow from businesses. Higher taxes for the employees, parking fees, higher travel expense, while the corporation reaps the benefits of tax breaks. The movement of jobs from the suburbs to the city means less money to be spent on real products and services.
There are many other ways to generate revenue in Chicago. There are many places where spending can be cut without hurting the citizens. Rahm is full of shit.
Let's agree that the property tax increase must be done to pay the pensions of the police and fire. Is it legal for those same police and fire to have to make double contributions to the pension after making their 9% contributions already?
Typical of the usual Democrat and their leader Obama spin to give taxpayers the alternative of shutting down emergency services or pay up. Never, never anything about cutting, non-essential services first.
The crime is down though. Ask the mayor or any of his crew they will tell you.
I don't know why Rahm's crew is putting 319 more cops on the street since the crime is down.
Heck if Chicago has to eliminate 2,000 cops from the police force it should be no big deal. Just take them from the endless pool of officers that remain at desk jobs.
Crime is down we don't need them, right?
If they go by seniority, many of the ghetto districts would lose 100's of PO'S.
Look at it in a positive way.
RAHM cannot say he does not have the money for raises again. Rahm does not have to stick it in the asses for retirees.
RAHM will not have to close any more schools.
Or will he?
Go ahead and lay me off!! I'll go back to the burbs and get a job there just like my family keeps asking me to do! Fuck this city I've never seen such fucked up shit in my life!
In the next life I want to come back as a city supervisor who knocks down $100K plus. A Bridgeport guy who drives a white Ford escape with a City of Chicago stickers on the doors and yellow flashing strobes on the roof. Who wear a gold neck chain, eats expensive lunches on Taylor street. Lives in a 3,000 sq ft bungalow in Bridgeport. And has a summer home in Michigan.
The city has no shortage of those. Ever notice how democrats fiscal solutions never involve spending cuts, only tax increase and fee increases.
Just like when then Gov Quinn wanted his 67% tax increase, not cut spending or being fiscally responsible. If you want a tax increase what do you do? Threaten public safety in a post 9-11 society. If I don't get my tax increase I'll have to lay off half the ISP. Less police on the streets make people scared. Less SHEEPDOGS TO KEEP THE WOLVES AWAY! Also don't blame the city council for kicking the pension contribution can down the road for so many years while they greased the pockets of their connected cronies. When will the people wake up?
Maybe we could privatize city government!
You guys constantly talking about cutting the Aldermen are like the "ole" and "delete" guys. Get over it!! These guys are not going to vote themselves out of a job.
Speaking of layoffs, when are Burke's and rahm's bodyguards being sent back to the street?
Do it for the children.

I could be totally wrong, being an outsider and all, but if the pension funds are not there and it doesn't look like they will ever be there, why are you still working there?
I read complaints of Rhams, Rahms (whatever) lack of intelligence often, but when he leaves, you can bet there will be a healthy bank account somewhere with his name on it.
I'm all for you guys, I appreciate what you do, but don't get left holding an empty bag at the end of your career.

Rahm isn't going to save $500 million a year by buying cheaper pencils and ball point pens.
"What about TIF money?"
9/23/2015 07:33:00 AM
There is no such thing.
TIF = giant-sized loan, backed by collateral-in-the-sky.
"To provide the needed subsidy, the urban renewal district, or TIF district, is essentially always drawn around hundreds or thousands of acres of additional real estate (beyond the project site) to provide the needed borrowing capacity for the project or projects. The borrowing capacity is established by committing all normal yearly future real estate tax increases from every parcel in the TIF district (for 20–25 years, or more) along with the anticipated new tax revenue eventually coming from the project or projects themselves. If the projects are public improvements paying no real estate taxes, [or fall flat on their face] all of the repayment will come from the adjacent properties within the TIF district."

Rahm = Rauner. Look it up.
If rahm thinks the pension funds are bad now just wait til he lays off people..bankrupt!
This Mayor and his ilk are pro's at spinning this tax increase for Police/Fire pensions...it's those greedy Police and Fire retirees and officers. The tax paying public, of which I am, should be furious (which I am)because we all paid our taxes for the pensions already....they just took the money for entitlements and free shit. Now we all have to pay again!!! Thats what you should be mad about!!!! Daley should be in jail!!! I can see a city income tax in the future.

Yes.
Because you are missing the entire point.
No one is being laid off, so no one has to worry about their status.
The point is this raving nutcase is threatening the aldermen because he's genuinely afraid they might reject this nightmare of a budget.
So, he resorts to the only thing he knows: THREATS.
What a joke! Shootings going up like crazy, to the point that even the northside will be needing VRI personnel soon. Bring on the layoffs you clown! Who's gonna answer all the baby mama drama calls? Who's gonna wrestle with 6'04 280 lbs. baby Huey when he go all crazy off his meds? Who's gonna look for all the tender age missings? Who's gonna guard all those miles of safe passage routes? Who's gonna be there for every fest, party, concert, detail and countless other public functions??? Layoffs- NP!

what Cadillac pension is that. My pension would be $63 k after almost 30 years on the job. What u have to ask yourself is what did the mayor do with the money that should have gone to the pensions the last 20 years. What shit programs were started on the backs of fire/police. If he took $500 mil from the tif fund he would still have $1.2 billion in it. So stop being the sheep and get informed before u make an asinine comment again.

So the shitty privatized a whole bunch of former city jobs and now those workers don't have the residency rule tying them down ! Must be nice, i say next contract negotiation the only thing put on the table is get rid of the rule ! The savings would out way any pay icrease.just a thought.
All that pension money should be spent on Nike's to solve Chicongo's self-esteem issues. Then the city would be real real nice :)
Someone with LEGAL brains needs to find out how to have this guy impeached.
Spending and giving away Multi-millions to bullshittt contracts and projects alone would be enough to get him out on fiscal mismanagement.
DePaul, Maggie Daley Park, RiverWalk, The Burning House......those alone were almost 300 MILLION....
Then Cut the alder creatures in HALF.....plus all their staff.....there's another 100 MILLION...
Where's the rest of the TIF money? That too has to be in the +100 Million category.
I fear this plick is just waiting til after the RE tax increase to build that casino.....and the taxpayer will NEVER see a rebate of any kind.
It has been 9 1/2's intention all along to make the CPD and the CFD the "bad guys" in all of this, not the previous or current mayors inability to fund their portion for over 40 years.
He needs to GO!
Why isn't anyone demanding to know why he laid off 1,500 police officers when he first got into office and the correlation of increased violent crime. Demand that he request legislation to down size the city council to half or less. With the advent of technology, easy to service constituents who require services.
here is another reason our taxes are high, too busy being the baby sitter for irresponsible people...

Yea, right. Lay off cops and firemen when crime is at a record low as is evident by all the bodies showing up with extra holes at the hospitals and those that are stacking up at the m.e.'s office. Get the fuck outta here! Who believes the shit coming out his mouth?

Pleasant dreams and check the batteries in your smoke detectors.

"Illinois State Constitution" . . . Read it.
If you don't understand anything BY NOW or have an IQ that is lower than 70 please do not post any replies here.
You can't run a bloated bureaucracy and have prosperous city. Simple steps:
1) Welfare reform, first and foremost
2) Demand commitment to a culture of graduation, employment, marriage, and children, and in THAT ORDER. Ignore and de-fund "community leaders" and activists who do not agree.
3) Slash the education bureaucracy in Chicago and Illinois; no tenure; no salary schedules, tracks and lanes where both good and bad teachers are paid the same; full parental choice via vouchers or tax credits (CPS spends FAR more per student than quality Catholic schools); move all CPS employees to 401K plans (not "401K-like") so they are not prisoners of the whims of politicians
4) Slash business taxes to encourage investment and job creation
5) End corporate welfare, TIF districts, etc., that are set up in a way that rewards chain stores and politically connected firms but penalizes entrepreneurial businesses, the lifeblood of a healthy community
6) MORE police, to help stabilize neighborhoods and encourage development
Ralph Martire(a) .... said – especially during former Mayor Richard M. Daley’s tenure – the .... police and fire pension debt ballooned without proper payments.
----> “You know, he [Tiny Dancer] will have to make some distasteful choices. That’s the bad news, and I think the worse news is some of these choices should have been made years ago, possibly even a decade or so ago,” he said. <----
Well exsqueeze me Mr Expert but it should have been done longer than a 'decade ago or so' --much longer! -- you pinhead.
Daley should have been paying into the pension funds from day one of taking office, as he was REQUIRED to do! If he had paid into them then the property tax increase(s) would only have been a minimal amount each year. Property owners wouldn't have even noticed it(b). Well that is, except for anal retentive nimrods and cheapskates who still have their First Communion money (sarc).
That being said, Daley isn't the lone suspect who caused the current budget, pension & tax mess, he's got a 'few' co-conspirators. One group is the alder-creatures who approved Shortshanks' budgetary slight of hand for all those years. The other group of co-conspirators who aided and abetted King Richie in his monetary fuckery is Chicago's very own Main Stream Media.
Year in and year out not one 'intrepid journalist' (aka: Brain Dead Asshole) raised the probability of the disaster awaiting Chicago property owners thanks to Daley's delaying tactics. Yes they reported what he did in the budget with pension money, but that was it, not one dissenting peep from the group. I'm sure Daley gave the compliant spineless lackey journalists a pat on the head for being so 'cooperative'. ----- Back in 2001 I was sitting in a Jobsite Office Trailer waiting for the Weekly Construction Meeting to start and read in the S-T of this pension no-pay nonsense of Daley's. It was un-fucking-believable to me he could get away with this crap. (Park Place Condominiums, nice little 20 story hi-rise project in River North) ----- So, from 2001 to 2015 is 15 years, that's little longer than a 'decade' that democrat mayors of Chicago have blatantly ignored their sworn fiduciary duty to pay Chicago's bills.
So keep voting for more democrat politicians you morons. They might fuck you up the ass, tax you to your grave, and maybe steal your first born child. But Hey!...at least they're not 'extremists' like those goofy 'spirit worshiping' republicans.
Footnote(s):
(a) Martire is director of the Center for Tax and Budget Accountability
(b) In 37 years, I can't recall a year when our prop tax didn't go up? But this is DuPage County, we pay our bills.
He knows that he's trying to scare everyone, the layoffs aren't happening.
So glad I moved North, to get out of the hellhole that the politicians have created.

Don't you just love these guys, fuck everyone but me. We're in this togeather jagoff his goal is to turn our neighbors against us. YOU again?
Ok slick...
Let's do it your way after we lock you in a warehouse full
of nothing but the finest representatives of Dude Inc. for
20 to 30 some years.
You know...
Kinda like us "taking too early retirement" Cops.
You gotta do it with one hand tied behind your back and one of your ankles
chained to an eye-bolt in the floor...
And IF you survive that?
We'll see about accommodating your wet dream of no Copper
ever again being able to take "sweet early retirement"
to enjoy that "cush pension" that has you and all the other willfully
ignorant shit-talkers grinding your teeth to the gum line about.
Where did this silly fixation of wanting to see Policemen get shit on
as a solution to a contrived crisis not of their making?
Again... Police pay and pension are mere pennies to the dollars
Daley and Emanuel have stolen/are stealing...
"You Cops keep changing the subject! Stop THAT!"
What do you people in the "Silent Majority" have to say about this?
Or do we continue to hear the noisy crickets of complicity and complacency?
Don't you worry Mistuh Neanderthal...
As soon as we saw this we flipped a "U-ey..."
We're set up and monitoring the goings-ons.
We had full confidence that you (and the stalwart other
"Sons of The City") would do a roll-by too.
We got plenty party hats an' do' prizes to hand out
To all the joyful haters who take up more than their
rightful share of bandwidth on this (and other) topics.
Short time to go but still scufflin' an' scrappin'...

Yeah, right. Great plan, moron ...
With regard to Lappe...
I don't think anyone would argue that Mike is a hero for surviving such a horrific attack. Instead of collecting disability, he fought his way to come back on the job. Prior to the pension board position, Mike would give any p.o. the shirt off his back. He is an inspiration for those who have suffered traumatic injuries.
With that said, Mike has changed since he started his position at the pension board. He guards our disability money like he is guarding his own savings account. In his defense, if you are collecting disability while hunting wild game in Africa, you deserve to get caught. However, there are police officers who have legitimate illnesses. Mike thinks everyone is an asshole attempting to scam the system. He has divulged officers' personal medical information in casual conversation and has difficulty remaining impartial during disability decisions. He is unprofessional and unethical.
We will all suffer from an illness or disease at one point in our lives. We are not immortal. If Mike remains in his position, you better hope that you don't get sick while on the job. It appears as though he is working for the mayor. As police officers, we are not allowed to collect Social Security benefits. Disability is a necessity for many officers. Ask yourself, would you want to drive into shots fired with an officer who had four heart attacks or just completed a second round of chemo? The answer is no.
Finally, it is interesting that our FOP president is collecting disability while representing us. Has Lappe gone after him? Instead of attacking all sick and injured officers, we should impose restrictions on receiving disability benefits. An officer cannot work another job while receiving a check. This would eliminate the majority of the scammers. If you can't work, you can't work...period. Lick envelopes from home if you want to make an extra buck. However, if you can sit all day at a desk, then you can do it for CPD.
All officers need to realize that the mayor is chipping away at our benefits. If we elect officers who support the mayor's plan, we are in big trouble. If we don't take care of one another, who will?

Well we all know that was a bunch of bull crap because before even 1 police officer is layed off the city must lay off every civilian in the department first. That was set in stone many years ago.
So was being a resident of the city to run for Mayor .....
See how that went.

I hope we pick furloughs before the layoffs!
I'm telling you guy's what to do.... take the 24 hour report... pick any Friday or Saturday, make a bunch of copies and start dropping them in the hood, on the Gold Coast and in front of the ghetto churches.

Oh shut up already Aviation "police". Tired of your whining on the blog. No one cares. Most of you are strokes. That do nothing but open the gates for us!
If these fuckers put in a policy where you cant collect your pension till 60 Im gone tomorrow. Take my 50 year old ass with my 26 years and call it a day.
902am>the cfd also has a clause in their contract about the #of rigs [fire] that have to remain in service until the contract ends some 3 yrs from now.
Chicago is in the legal process of getting off site gambling ( taverns cafés etc) it is a matter of time and will happen soon. Rahm likes to cry broke and put blame through watchdogs of suntimes on police and teachers and whoever knowing full well these things wl be happening in reasonable time.
When that happens it helps. As far as a casino I'm not sure but those machines ( up to 5 per location) and the cities cty through revenue tax will sure help.
Make everyone panic sweat and make police fire and city workers worry and get sick and maybe die is Rahms secret weapon. He is how he is and those in political spots know it and cater to it to appease so they do lose their SPOT.
Think about it and look it up Chicago will have off site gambling sooner than you think. Then all of a sudden it's his greatest feat. It's no big deal really anyone in the Mayoral position would benefit from this too.
Drama queen ballerina media bully = the guy who got booed by hawks fans at rally and almost lost election.
The amount of money wasted in Chicago through poor accounting, nepotism, graft, corruption, inefficiency, etc., is more than budgets of the next 10 largest Illinois cities combined. Those cities have somehow managed to scrimp and save and get by. The fact that Chicago has not---has not even taken steps---speaks volumes about the incompetent "leadership" that has infected city government for decades.
It's like pulling off a bandaid. Do you rip it all at once and endure a burst of greater pain? Or do you pull it gradually and tolerate lesser pain for a longer time? It's gonna hurt, one way or the other. Life is short. The sooner you leave this FU'd city the sooner you have the rest of your life to recover. Or you can wait around and hope things will get better until the day comes you're sitting in a home peeing in your lap robe and then finally realize they never will.

This isn't the 1970s. Who the hell wants a clothes line anyway. Geneva is a awesome place to live and Kendal county is great too. So that's your list of where to move if you can hang a clothes line.Id rather have a town enforce laws then not having them enforce anything.
Perhaps not allow pensions to be collected until age 60? No more early retirement.
Yea I'm sure that's what Chicago wants a bunch of old cops running around that look like they should be working the wagon or desk. Cops keep getting older but the criminals seem to stay the same age.
Isn't it odd that Tiny Dancer never, ever mentions the architect of this disaster? Out beloved ex Mayor Richie, I can't testify cause I got the vapors, Daley.
I'm sure his mega pension is quite safe. He should be tarred and feathered, then hung from the Picasso.
Lets have a binding referendum on next election to reduce alderman by 50% to cut wasteful spending in the city.
My alderman in the 23rd Ward is useless as tits on a bull. The only time he surfaces is when its nearing election time, or on election day to shake glands outside the polling places.
Why do politicians always want to lay off police, fire and teachers? What they really need to do is start by cutting the number of alderman in half. Then some of the upper middle managers should probably go. Let remaining employees should then have to justify WY they should keep their jobs.

1st and 16th Only
It is because working, tax-paying citizens are moving to avoid sex slavery and do nothing, but don't blame us for the crime police, corrupt, unqualified politicians and nuisance businesses. The vacant lots in assorted neighborhoods should let everyone know there are a lot of "missing" citizens so, who is going to pay the Mayor and his Aldermen, they gave themselves a raise while cutting wages and benefits for other city employees, they blame victims when they become victims of the gangs like Ald Burnett and encourage the police to do nothing. That is why there are deficits here.
Speaking of layoffs, when are Burke's and rahm's bodyguards being sent back to the street?
No reason for them to be making Sgt.'s pay and huge overtime. Wouldn't that show the citizens that the Mayor was making everyone chip in. None of them would leave the detail.
if we can only get rid of the dog asses on this job!!!! That would save a ton of money, hell they don't do anything but occupy a seat in a squad car, and that is only when they aren't out hustling free pop and smokes. Screw the dogs and take car of the working police!!!! I think a layoff would seriously wake up this entire city!!!!

Watch out for "homeowner's associations" too. With their rules, it can be like living under ISIS or something.
...and Canada is a restrictive, anti-gun, socialist, PC paradise where the population has been at least doubled since I was born in the '50s, mostly through pushed immigration. Some big cities have housing projects that rival anything we have/ever had here, same gunfire and refrigerators flying off the gangways. Careful.

Doesn't Hilary look deranged a lot of the time? I see the face above something wrapped in a sheet, restrained in a wheelchair, and shoved into a corner. Evil will out, somehow. Terrifying woman.
fire thousands of cops and firefighters... pension situation will turn out worse.
Exactly. That means thousands of cops and firefighters no longer putting into the pension funds. And you think response time is bad now? Forget about calling 911 and expecting a swift response if you lay off thousands of cops and firefighters.
Pay off debt , lay off cops and firefighters,, and let neighborhoods organize their own police services and fight their own fires.
I guess we will be going from Chiraq to Chiruit is a layoff occurs!
They already had an Alderman payril the street and he got his asswhipped on 75 peoria they hood doesn't care!!!
Angelo and lappe, defending full duty guys???? No, I think not.
If this money is just to shore up police and fire pensions then that means it should only be a one time tax, once the pensions are caught up then he can get rid of the tax right... RIGHT... IS THIS THING ON :-)
A question nobody has asked:
Are Rahm's pension contribution numbers in this budget based on current law (SB1 from 2010), or the passed but not yet signed SB777 from this year?
If he's taxing using 2010 numbers, and Rauner signs SB777, what is he going to do with all that extra money?
How come no reporter has questioned why Rahm said he would hire, or if you believe him, did hire 1000 more Police and now he has to lay them off?
Why hasn't anyone reported the Police department has already made cuts through attrition (hundreds of cops I believe) and because of this we currently have to employ PO's at time and a half to fill these vacancies?
Why hasn't anyone reported about the ridiculous amount of security needed to staff almost every Public H.S. in this city, 107 H.S.total....ex. Curie H.S.-2 PO's assigned, 4 off duty guys working the metal detectors at every door and general security, along with 15 citizens standing on the corners under the guise of "safety patrol." That's an extra 21 people getting paid AT JUST ONE SCHOOL. I didn't even mention how many in safe passage
Add in free breakfast, lunch, laptops that are always stolen etc. New High schools constantly getting built because all the illegals having at least 3 kids. The new schools have football stadiums with turf and bleachers that could seat 1000, tennis courts with concrete bleachers and baseball and softball fields, Olympic sized pools and even a ballet room. Yet they don't have any sport teams that use these let alone fans if they do have a team. (Sarah Goode is this example)
I would like one reporter, any reporter, to truthfully state how much money our Public high Schools are actually costing this city alone!! It's all because wasteful spending, sanctuary city BS and horrible parenting
But Police and Fire pensions are why we are broke?
May I dissent? While the headline is a scary one and further serves to alienate us from the public, if anyone reads the whole article, niner says that he thinks we deserve our pensions. Called us and the FF's brave. Said that the problem didn't start today (a not very thinly veiled shot at Daley and any long serving aldercreatures....BURKE)but that it has to be solved today. He also said that without the tax increases, other city services would be cut, not just us. He said that the city would become unlivable and that can't happen, so we need to raise taxes. If he was gonna use layoffs to solve the problem, it would have been done already, further endearing him to the sheep because the sheep think we aren't all needed anyway. I hate to sound like I'm defending the goof, but lets tell the whole story.
I also know that it's not fair for us as city residents to replace money that they pissed away, causing us to pay twice in the form of increased taxes. If anyone can figure out a sloution to that part, it would be a miracle.

"What about TIF money?"
9/23/2015 07:33:00 AM
There is no such thing.
TIF = giant-sized loan, backed by collateral-in-the-sky.

Just a 'for instance' The city employs about 134 Foster Grandparents at $2756/year =$369304 a year. Can anyone tell me what a foster grandparent does, and why the city needs them? [http://chicagosalaries.com/job-titles/foster-grandparent]
Here are the little rocks that no one wants to look under......
These grandparents work under the office of "Family & Support", headed by the following:
1 Evelyn J Diaz Commissioner Family And Support $ 157,092
2 Mary J Gallagher Deputy Commissioner $ 134,124
3 John W Pfeiffer First Deputy Commissioner 131,124
4 David L Wells Managing Deputy Commissioner $ 120,468
5 Jennifer Welch Managing Deputy Commissioner $ 120,000
6 Alexandra Lyons Cooney Deputy Commissioner $ 112,332
8 Monica M Rafac Deputy Commissioner $ 107,952
8 Vanessa Rich Deputy Commissioner $ 107,952

15 Joel R Mitchell Deputy Commissioner $ 105,060
16 Nikki Proutsos Asst Commissioner $ 103,740

Anyone know if the old 911 emergency unit will be put back on the street as well? I don't know where they put them after 11th and state closed, they used to hide them on the 2nd floor annex. Unit was made up of coppers that were "a little off". Guns taken away and would wonder around hq.making some uncomfortable. Bulls riots, hostage situations and things that took some crazy fuck to get things under control is when they got their guns back and would have to be given back after. When I worked at 11th and state (mid to late 90's) it was nam vets, functional crazy drunks, and a few that just lost it. Not sure if that unit is even still up these days but I'm sure that would be interesting to see it have to be back in uniform and answering calls.
I like how the only departments that get screwed are the ones that wake every day and walk into danger. We are not like the rest of the departments that unions can strike. No need to be able to retire from a City Job at age 50. 60 should be the minimum. Age 50 is too young.
9/23/2015 03:45:00 PM
Another hateful, jealous, resentful fuck who's pissed because he thinks
some lowly Cops are getting something only he should have...
Where do you jag-offs roost at night?
Kiss our not quite 60 yet ass...
Jesus, you people ripping on someone who wants to hang their clothes outside to dry, hey, you're really kind, pleasant individuals, aren't you!
It's 'hillbillyish' to want to save energy and save money? It's wrong to let the sun whiten your clothes, instead of bottled bleach? It's ecologically sound and financially beneficial to do it, but you're thumping this person because they don't adhere to the theory it's better to waste more energy and money than to save both.
We have a real issue under discussion here and the issue isn't a family wanting to hang their clothes on a clothesline. Redirect your attention to the problem, not the distraction.
Youngest son graduates high school this year, and Husband and I are discussing: where to go that isn't Chicago?
Looked at Geneva, then found out that the town doesn't allow you to run a clothesline in your own back yard. And the one Catholic church has "Christian Rock" music.
Jesus, how old are you? If you're in your much later years try somewhere warmer. Texas or Tennessee. No income tax and much cheaper to live. Illinois is so screwed. If you have to live here, dupage or Kendall counties are your best bet.
I Heard The Ballerina is also looking to Privatize the OEMC Dept , UnFrinkin Believable , Just get rid Of The Traffic Aides , That would be GOOD NEWS for starters
I can hardly wait until the 311 calls will be answered in India. "
The operators would be easier to understand than the current overpaid operators. Plus if the current operators are worth there pay they should have no problem taking their "skills" of answering a phone to higher paying jobs.
"Girlfriend called me. She was mega pissed.
Said "Look at this mother fucker, trying to make Police & Firemen look bad in this shit.""
She sounds like a classy broad. Don't let he go.
Can't blame Rahm for most of this problem. The state and city have been overspending for decades. The politicians would promise services, high pay and benefits for government employees (most worthless) and large welfare handouts all will no tax increases. Well borrowing got tougher and the stock market had problems so the funding options were limited. The voters are as much to blame thinking all these goodies were "free" and kept voting in these morons. Well the chickens have come home to roost. And we are all screwed...except the politicians, they will take their millions in graft and retire comfortably in a nice beach home.
He let the cat out of the bag, layoffs. That's what needs to be done. About 10,000 city workers that are non police and fire. Only way you going to fix the problem.
I agree. Look in the 'Ville. St. Gabe' s has traditional music and I run two clotheslines from my double wide to the utility pole in the alley.
If you are missing any clothes, I can get them back from my crazy uncle in no time.
You can cut entitlement spending for his non-working voting masses. I will sit right here and wait for that to happen.

I believe that the age was lowered by mayor Mumbles to get the older more expensive officers off the job, so he could pay for other things with the savings! He actually thought that his homeboy Obama would lower the age for Medicare to save the city money on health care too!
Chicago could privatize emt/ambulance service right now and save 2/3 of the budget , never need a fire truck to respond and qiit paying firefighters an extra 2% salary for being emt trained , could also reduce every firehouse by replacing 2 full time firefighters with 4 part timers working 12 hour shifts . part timers would be alert , fight for the chance to work with CFD
I operate a shop on the south side and employ 165 people....
raise taxes?
no problem.
Indiana is rolling out the red carpet.
later rahm.
Let's go FLOP...time to challenge the residency rule that has fallen in every other major city!

Put Officers assigned to midway and ohare back on the street
let aviation police handle it
9/23/2015 03:39:00 PM
((pssstttt..do you think this idiot has figured out that the REAL police are ignoring him on this blog...?))
Chicago is a "sanctuary" city and it wonders why the Democratic welfare state is broke under the crushing burden off supporting and schooling illegal immigrants.
Cutting spending is not an option. Raising the property tax is to pay the CPD/CFD pension fund. If the CPD and CFD would only give up their Cadillac pension plans there would be no need to raise taxes. Many times our mayor has said he is only raising taxes because of the pensions.
Fuck you and your classification of Cadillac pensions.
All things considered CPD pensions are fairly modest.

and end parity between Police and Fire. CPD is now FAR more Dangerous than working on Fire Department. Fire Science and Safety has vastly improved the past 20 years. Policing has gotten progressively more dangerous. Cops should make at least 20 k a year more than a fireman
9/23/2015 03:48:00 PM
Thank God for the parity between CPD and CFD, the so called "Me-Too Clause" without it we would have been left out in cold. That's because the firefighters have REAL UNION where the leaders have not been bought off with cushy retirement jobs.
9/23/2015 11:21:00 PM
There is NO "me-to" clause for CPD regarding firefighters. There IS a ME-TO for firefighters, just not the reverse. We lost that years ago.

Speaking of layoffs, when are Burke's and rahm's bodyguards being sent back to the street?
No reason for them to be making Sgt.'s pay and huge overtime. Wouldn't that show the citizens that the Mayor was making everyone chip in. None of them would leave the detail.
9/23/2015 05:25:00 PM
I believe that detail was changed around some time ago to retired coppers; Burke's private Praetorian Guard.

That might wreck that cushy no-show six figure new pension in ten years job Deano has been promised after he retires or is voted out.

"Watch for them pickpockets y'all!"
Hated those m/fers with a passion.

We can still hear those motors growl and feel those wheels
turning as the car bucks and sways.
"Don't hold your breath..."
You got that right.
Just trying to maintain, be a small target
and ride out the shit-show.
raise the minimum retirement age to 59 , allow officers to retire at 50 , but not collect until age 59
eliminate gold braid pension . include for al ranks that are merit appointed .
raise mandatory retirement age to 66 , no pension increase or cola until you reach mandatory retirement age
this will solve problem

Now turning our eyes north of the border.
People in the "not Chicago" area dont want to see your panties hanging in the yard either. You want to live in a higher class neighborhood you will have to act accordingly.
