Fetal? (UPDATE)

Really?
  • fetal - adjective - denoting a posture characteristic of a fetus, with the back curved forward and the limbs folded in front of the body.
  • Chicago’s police union is taking exception to Mayor Rahm Emanuel’s description of Chicago cops as being “fetal” and not proactively policing because they’re afraid of getting in trouble when citizens post YouTube videos of their interactions with the public.

Emanuel’s comments came as he urged support for police during a private meeting Wednesday with big-city police chiefs, the U.S. attorney general, the head of the FBI and other law-enforcement and elected officials, according to a Washington Post reporter who was there.

“We have allowed our police department to get fetal and it is having a direct consequence,” Emanuel told U.S. Attorney General Loretta Lynch. “They have pulled back from the ability to interdict . . . they don’t want to be a news story themselves, they don’t want their career ended early, and it’s having an impact.”
Well, gee, let's see:
  • Ferguson - cop does nothing wrong killing an assailant - riots, blame, loses his job and can never work in the field again;
  • Cleveland - cops does nothing wrong as found by two experts - riots, possible indictment, may never work int he field again;
  • Baltimore - six cops indicted over a career criminal who broke his own neck by standing up in a moving van after fighting his arrest - riots permitted by politicians who gave criminals "room to destroy" and told the police to stand down - then blamed the police;
  • New York - loosie seller weighs in at 400 pounds, decides to resist arrest by 3 NYPD, has a heart attack after a submission hold (not a choke hold as defined by law) - marches, near riots, police blamed again for the actions of a career criminal;
And those are just the ones we recall off the top of our heads. Let's not forget the copper taking a week suspension for expressing the completely truthful fact that assailant Brown got exactly what he deserved in Ferguson.

De-policing is a completely rational and logical reaction to what is going on across the country. Sorry.

UPDATE: Oh yeah, and the multiple-day suspensions currently in the works for coppers merely reading - READING! - a case report involving the mayor's son that relates a fairy tale of an 11:00 PM college counselor phone call rather than the truth of what happened. And we're supposed to be the "fetal" ones.

This coming from the guy who had a shit fit and is suspending 200+ police officers for reading the case report of his son's altercation.

Sorry buddy you can't persecute us and then expect us to jeopardize our families to protect your job prospect. Just like your two previous employers you better start planning for life outside the lime light.

And now they wanna bitch that we're too soft. Damned if ya do, Damned if ya dont. That's being a copper these days for ya. I don't give a shit, any citizen with an ounce of common sense knows why things are the way they are now. Had a guy out today to fix a leaky crack in my basement wall referred to me by an old partner. I was told he was the cpd's "go to guy" for brick and concrete repairs. Good work and notarized lifetime warranty. Cpd discount (extremely reasonable price) and went up and sealed up the top of the chimney free. I told him thanks a lot and the kid shook my hand and said 'no pal, thank you for all you've done for 27 years. Let them March and complain while the politician's point their fingers at ya. The taxpayers with brains know the truth'. It made me wonder just how many other citizens in this city actually see through the bullshit they get fed. I hope more than it seems. On another note, we should start a page or something for businesses or contractors that are "friends of ours". The guys name was Mike (owner) second city restoration (708) 745-8359. Estimate was free

We are giving the people what they want until they dont want it anymore. Plain and simple. Just remember that when the police stop proactively policing the citizens in the high crime areas are going to suffer the brunt of the beating. It wont be citizens in nice neighborhoods that suffer. Be careful what you wish for geniuses.

This is exactly what happens when the left is listened to regarding enforcing the laws. Now granted, we might screw up on occasion, but the charge is led by the president and his justice department and this is what you get. Rahm, you can get on your knees and beg, it ain't happening, it's a new day and the likes of you caused it, so deal with it, dumb-ass.

The charge is on to let criminals out of prison because of course, it's all brown and black men and it must be racist. I can't wait for the liberals to announce that they don't want felons unable to vote. They're usually democrat and that's quite a few voters they want, not to mention the illegals that flood our country and damn near 80% of the legal immigrants vote democrat. Can you imagine what the percentage would be of illegals that might be allowed to one day? I bet that number would approach 95% democrat. The liberals are attempting to change our society and don't care if they kill our country in the process.

Question for SCC or group discussion: should the copper who was suspended for making the remark have fought his suspension based on the fact that the statement is taken out of context? The bad guy got what he deserved as the law permits. A whole big hassle to fight, but right is right. Is it not?

Cozi? Who was the cop in 018 that got fired for following the DUI offender that hit his car? The Sgt in 006 that was charged criminaly for an administrative discrepancy? How many other officers & detectives were hit with punitive dammages?

Also, you are looking at this police business getting worse in the near future... cause today, you got some of the best cops, who know police business... saying fuck this job, I got 29 (or 20) and a day, I am out. and you will have dick head jam up johnny recruit, saying, I will work this job for free, where is my badge and gun, foot patrol? I am there... or that scumbag cop whos got juice and 3 years on the job saying where is my SGT stripes.

Lets face it, the smart guys see what this job is about and are getting out... the guys who you don't want on this job are coming on. Very sad prospects if you ask me.

What bulls__t, ass-backwards writing. Darren Wilson didn't have his life destroyed by a YouTube video. He was cast out for defending himself against some huge monster stuck halfway in the squad car window, wrestling him for his service weapon. YouTube didn't charge six Baltimore coppers with "depraved-heart murder." Grandstanding, four-months-on-the-job fashion model, stage musician, and prosecutor Marilyn Mosby did that.

Police like you have no friends
99% right is 100% wrong
ect, ect,
These attitudes developed as a logical reaction to the
bashing police have received from all corners of the very
society we have sworn to protect. We have not given up
on our commitment to provide a service for the community,
but rather "reprioritized" and "re-created" our operational
methodologies as a direct response to the communities desire
for a less stringent, less agressive, less "law enforcement-centric" product.
The fact that the Beta testing of this new product is revealing
serious flaws in the design is evidenced in the above referenced
meeting with the AG. Policing 2.0 is a failure. As long as the customer
demands a product that is intentionally and deliberately designed
to provide an easy ability to profit from exploiting flaws in
this new version they will continue to experience the policing
they asked for.
We have given citizens, the community, the police departments and
police officers they said they wanted.
At the micro or street level of law enforcement it is up to the individual
police officer to decide how to proceed on a daily basis.
Speaking only for myself let me note here that "customer satisfaction is
not guaranteed" and any complaints should be addressed to Go Fuck Yourself.
Propassive policing is the order of the day and will not/ can not be modified.

Pro-active, reactive, "de-policing"...does it really matter?

Yes, if certain criteria are met. I.e. a nice suburb where one, ONE, mope is selling out of his house and pissing off neighbors. Dealing with him has an immediate and measurable affect. That's something the police can get their hands around.

Swaths of blighted geography where everyone is basically fucked up? Think about how basic we're talking about. Maternal stress, substance abuse and "nutrition" has bearing on the brain of the fetus. The fucking fetus.

Then when it's born, the direct stress, neglect, abuse, and "nutrition" from the age of birth til....forever.

And that's pretty much everyone in certain areas. Thousands and thousands.

The mush-mouth "know wha'm sayin?" bullshit isn't an act. It's not an affectation. That's a swiss-cheese brain, courtesy of Democratic social engineering.

This is nothing new. Politicians always talk out of both sides of their mouths when it comes down to it. They want enforcement to show that they are "tough" on crime, but retreat when the necessary job is performed and they have to field complaints. The real solution is direct, competent supervision on the street which supports/ legitimizes/ documents action by the street cop.

Lets not forget letting the ACLU and other left wing organizations write the ground rules for Terry Stops. Street stops will become almost non-existent . Criminals will be emboldened to carry concealed weapons. It is happening in NY and will not happen in Chicago. The liberals and white people with guilt are getting exactly what they wanted in a police culture and they do not like the results. So what do they do? Blame the police again. I have heard and read comments such as " we will make them work or fire them". Lets see how that strategy works for them. I feel sorry for the good citizens in minority neighborhoods who have to hide behind their doors. Yes, this will do a lot for integration and race relations in this country. The liberal media tries its best to hide the true face of crime in this country from the population. This will work until there is spillover into decent areas.

POTUS is completely anti-police. He is to the far left of a very left wing Democratic party.

60 Minutes interview with him is comical. His foreign policy equates ignoring the bullies of the world because he is better than that. Meanwhile the danger for western civilization continues to grow. And of course the ego of the century believes he would win a third term. I can't even imagine a world with him as president for an additional term.

As for Rahm, I wonder if he's even pick a political party to be part of if he didn't have to.
I don't think Rahm is pro-police or anti-police, I think Rahm is pro-Rahm.

In order to be pro-Rahm he needs everything to go his way. Crime down, employment and revenue up, scandals down, unions in tow, money coming in to the political coffers for election to bigger and better things. He is breaking from the Democratic line by his recent comments. Standing with his guy against the black caucus, stating that the communities need to do their part, telling Eric Holder II (Loretta Lynch) that CPD is in the fetal position. He isn't very popular in this city, he doesn't know how to read the people in the neighborhoods.

I'm not pro-Rahm and I'm not so sure that I like to be referred to as being in the fetal position but I'm glad he spoke up. I don't think it'll have much effect. The beatings from the liberal left and their media sidekicks will continue. I don't think we've hit rock bottom yet, and when we do I don't see much if anything improving after that. Society is a frog swimming across the river with a scorpion on it's back.

Rahm is a rotten liar and has a real hard time coming off as sincere.
Very poor choice of words using the word fetal.... but I'm sure Rahm intentionally used that word.
Then Rahm has the balls to say the police need the public and politicians backing. Really Rahm?
Didn't Rahm recently call for the firing of the officer baited on you tube into saying Mike Brown got what he deserved? You mean backing like that Rahm??
Fuck you and the horse you rode in on..... now fund our pensions.

The mayor has taken a 'fecal position' when it comes to his appreciation (pension & salary) for the police.
His agenda follows that of the weak POTUS.
There is no need to be a pro-active police dept when the liberals, the progressive politicians and ultra liberal judiciary continue to allow rampant crime to run rampant. The moment your big arrest is completed, the litigation commences and likely, your dedication to duty fades to a long drawn apprehension of punitive reprisal.
So Rahm can assume his bovine fecal posture...and I'll continue to simply step aside.
GMac can't clean up the mess with his commentary, he should just shut up.

Trayvon - the thug thief who was killed when he was smashing the head of the neighborhood watch guy into the sidewalk...

Libtards got what they wanted.... now they don't? huh?

They sided with criminals - what'd they figure was going to happen? That the criminals would calm down and stop being criminals? HAHAHAHAHAHAHA morons.

Cops are doing what is the natural reaction to this idiocy - taking reports, standing down. Time to get the libtards out of office, and return to Old Skool Policing - "they bring a knife, you bring a gun", wood shampoos, and running assholes out of neighborhoods they don't belong in because you know they're up to no good.

And for good measure - stop feeding the criminals!

Scc you confuse me. Ok for police not to do their job and get paid good money?

You're a special kind of stupid, aren't you?

Cops haven't stopped with writing reports or documenting crimes. Some cops even write ticket for parking violations and the occasional mover at a traffic crash scene. That's part of the job, right?

But driving by a corner were four or five of the chronically unemployed are hanging out and up to who knows what, well, cops wouldn't want to be accused of violating their right to congregate, would they? Besides if cops just park on the corner for 2 minutes, they wander off on their own and no one got hassled, which is what the liberals want.

If those four or five end up selling some dope or mugging some pedestrian or being the target of someone else's gunfire, that's hardly "not doing the job" seeing as how the cops are off parking on another problem corner, one of fifty in the district and they can only be one place at one time. Cops did their job back at the first corner.

And the salary thing, well, that was negotiated with the city and their lawyers and eventually, granted by an arbitrator, so it's what government figures we deserve.

How about you come join the Department and show us how you'd do it? Or is the salary too low for you?

Darren Wilson did his job properly. Where is he at today? How about the guy who pulled over, and then arrested the black woman in Texas, who then killed herself at the county jail? He's being sued, and all he did was his job (which had nothing to do with the jail where she was being held).

You've, obviously, never been sued, had to list your assets, sent to callback, or taken time for doing your job (properly). Hell, even the CR# for the general nonsense of some shithead lying about what happened is enough to cause you serious stress (and you know you were 100% in the right). Have you ever had to go to IPRA (or OPS) or IAD with a Union lawyer? It's not laziness or being a dog, it's about self-preservation. It's not about scaring the "newbies" (don't use the word "newbie", you sound like a child). It's about letting them know that if you want to stay on this job and collect a steady paycheck, you can't go out there in this political climate and act like some super-cop. The Dept. and the City will not back you. The media will bury you. The politicians will use you as an example. Wake up. Look at the big picture. Otherwise, have fun and hope a lot of people show up for your benifit.

"Broken Clock" theory applied to Rahm's little speech.
He was defending no one and was setting up for
deflection if someone actually asked him a hard
and pointy question.

Rahm excels in weasel-speak, code words, slippery syntax,
prevarication, lies of omission, difficult to discern facts etc...

All written communication from his office is artfully crafted,
finely minced word-salad designed first and foremost to
mislead, misinform and misdirect.

If anything, he should have taken a Mea Culpa and accepted
his very real responsibility for Policing having decayed to the
extent that it has in Chicago.

Tell Emanuel to quit his fucking around
and political posturing and fund our pension
and stop hurting our retirees with ruinous
medical insurance premiums in an attempt
to profiteer in front of more pending litigation
the city is going to lose.

Your post seems to infer some innocent miscommunication/misunderstanding
behind the poor relationship between dank and file Policemen and the
malignant manling who did steal the mayoralty of this city with considerable
media and corporate capital which did exploit, undermine and influence
the weaker pillars of our state judiciary which is firmly ensconced and
insulated from the rightful ire of The People.

The baleful eye of recrimination
fixates elsewhere...

Rahm Emanuel arrived in Chicago fully determined
to "take on" the fine men and women of CPD (and CFD) and
to co-opt/destroy/implode from within, their representative
collective bargaining units.

What does it say to a man's character when he visits a
working Fire House and gleefully tells the men who work
there that they're "gonna have to learn to bleed?

What does it say to a man's character when during a
Police contract negotiation, he is attributed as saying,
"We're gonna stick it in the cops ear?"

You see a man who is "smart and business savvy...

We see an ever grasping, patently dishonest, over-compensating,
undersized wanna-be Chicago tuff-guy who excels in hiding behind
layers of insulation and buffers because he fears being exposed for
the vindictive, soft-handed weakling who desperately wants to shape
narrative by being the one to FINALLY "Take Down" those wild and
unruly Chicago Cops (and Chicago Firemen AND Chicago Teachers).

His brain-trust did the logistics.
That narrative could have been ridden to the very steps of
1600 Pennsylvania Avenue.

Pre-ordained coronation that's being held up
by the churls in Chicago...

Let's just say the disdain is mutual.

The boundaries of policing (the job description) are set by the courts (search, seizure, arrests, lawsuits against the police, etc) and management (politicians set policy and procedure). Today the boundaries are don't chase, don't stop and question, and don't arrest and send "people of color" to jail. The police are responding to the message of doing what their job as the bosses want them to do. No more no less.

De-policing is not rational. The same coppers who rant and rave about welfare cheats, disability cheats, etc. have no trouble going through a tour and coming in with zeros across the board. How the fuck do you go through an entire tour and you don't even bring in any activity?

On another note I am sick of older veteran officers scaring the shit out of the newbies on this job. They keep telling them "don't do shit", "just answer your calls for service" and "write reports".

No you won't get into trouble if you do your job properly!

It's very easy you should try it sometime. Why in the hell would I want to do anything when all our actions are put under a microscope? It's an art really to de-police, you should see the way I juke and jive from one 19P to another. Since you want to go out and save the world, have at youngster just don't ask me to buy a ticket for your benefit even when you did everything correct. You see I have sat in federal court listing all my assests because some thug wanted what I have and guess what I did my job properly and still took it in the rear. So save your nonsense because you are not lawsuit proof even when your 1000% correct.

I like the video of Rahm's detail running red lights and the story being played a second time January 15th in the Tribune. Apparently he doesn't care about the consequences of being recorded because twice is a pattern. This guy understands as much about police being recorded as much as i do meat slicers. Rahm is a condescending demagogue with robotic precision when beating the talking points dead horse. Nothing about this city's future is reassuring accept when the thought of leaving it comes to mind.

Oh I will be OK in my neighborhood, with eleven coppers on my one block alone we will be all right, will even comply with Our inept Cook County Board President and won't send more criminals of color to jail, if the crime they commit on my block or in my neighborhood is serious enough I will even save her county the cost of a trial. As for the rest of the City in "neighborhoods of color", you are going to wish "more criminals if color were in jail. Yet even as Rahm speaks of the Police being in a Fetal position, his former boss, the absolute worst President in American History is freeing 6,000 black and Hispanic drug offenders and plans to free 80,000 total.Does the worst President in history not understand that most of the shootings are over Drug Turf ?

Now we have bosses who are terrified of what GMAC might say or do. You realize this is just a job right?? If you screw up non criminally you face talkng a suspension... It's not the end of the world. Again a little advice to hair gels . Respond to all in progress with lights on and sirens , drive careful , you must arrive safe to help the victim and other officers . Request medical attention for victim , protect crime scene , interview victim , get all the facts , send a flash message with description of offender . Hopefully news media will be listening and get race of offenders ? Write a report , make all notification , then tour the area for offender . Go home safe to your loved ones . No on view street stops .

Now addressing gang loitering , drug sales, no reason to stop and search 4-10 kids on a corner , keep on patrol . Disturbance calls at 2-3 in the morning , no noise when I drive by . No complainant 5-p .
Write the Parkingviolations , let everyone know we were on patrol .

A large part of the problem is the MERITAZATION of SUPERVISION. All levels of supervision on the district level have been cut down and now a sergeant, sometime a new sergeant is now doing the job that was once done by n old gray haired Captain. Just to save money and divert it. Where do they go to ask for advice. Now there are few people who have really spent time hitting the books studying all the orders and could advise their troops at roll calls how to avoid trouble and still get the job done and write paper to save their careers when things go wrong.

We all know this. It is the public who pays the price in taxes, blood in losses to their homes and incomes who do not and accepts this as the new normal. Somehow we have to teach them that Rahm and Garry are their enemy and are cheating them through corruption. Talk to your friends and neighbors. Get this information out in other places than this blog, Deano isn't going to do it.
