Fetal? (UPDATE)

Really?
  • fetal - adjective - denoting a posture characteristic of a fetus, with the back curved forward and the limbs folded in front of the body.
  • Chicago’s police union is taking exception to Mayor Rahm Emanuel’s description of Chicago cops as being “fetal” and not proactively policing because they’re afraid of getting in trouble when citizens post YouTube videos of their interactions with the public.

    Emanuel’s comments came as he urged support for police during a private meeting Wednesday with big-city police chiefs, the U.S. attorney general, the head of the FBI and other law-enforcement and elected officials, according to a Washington Post reporter who was there.

    “We have allowed our police department to get fetal and it is having a direct consequence,” Emanuel told U.S. Attorney General Loretta Lynch. “They have pulled back from the ability to interdict . . . they don’t want to be a news story themselves, they don’t want their career ended early, and it’s having an impact.”
Well, gee, let's see:
  • Ferguson - cop does nothing wrong killing an assailant - riots, blame, loses his job and can never work in the field again;
  • Cleveland - cops does nothing wrong as found by two experts - riots, possible indictment, may never work int he field again;
  • Baltimore - six cops indicted over a career criminal who broke his own neck by standing up in a moving van after fighting his arrest - riots permitted by politicians who gave criminals "room to destroy" and told the police to stand down - then blamed the police;
  • New York - loosie seller weighs in at 400 pounds, decides to resist arrest by 3 NYPD, has a heart attack after a submission hold (not a choke hold as defined by law) - marches, near riots, police blamed again for the actions of a career criminal;
And those are just the ones we recall off the top of our heads. Let's not forget the copper taking a week suspension for expressing the completely truthful fact that assailant Brown got exactly what he deserved in Ferguson.

De-policing is a completely rational and logical reaction to what is going on across the country. Sorry.

UPDATE: Oh yeah, and the multiple-day suspensions currently in the works for coppers merely reading - READING! - a case report involving the mayor's son that relates a fairy tale of an 11:00 PM college counselor phone call rather than the truth of what happened. And we're supposed to be the "fetal" ones.

Had a guy out today to fix a leaky crack in my basement wall referred to me by an old partner. I was told he was the cpd's "go to guy" for brick and concrete repairs. Good work and notarized lifetime warranty. Cpd discount (extremely reasonable price) and went up and sealed up the top of the chimney free. I told him thanks a lot and the kid shook my hand and said 'no pal, thank you for all you've done for 27 years. Let them March and complain while the politician's point their fingers at ya. The taxpayers with brains know the truth'. It made me wonder just how many other citizens in this city actually see through the bullshit they get fed. I hope more than it seems. I myself, prefer Police officers to take the fire department approach to society... IE.. don't do anything unless legitimately called to the scene..

Also, you are looking at this police business getting worse in the near future... cause today, you got some of the best cops, who know police business... saying fuck this job, I got 29 (or 20) and a day, I am out. and you will have dick head jam up johnny recruit, saying, I will work this job for free, where is my badge and gun, foot patrol? I am there... or that scumbag cop whos got juice and 3 years on the job saying where is my SGT stripes.

I think it should be further clarified that the "submission" hold in NY wasn't even that! If you watch that video in real speed his arm only briefly goes around the neck area of the colossal resister. That movement wasn't enough to submit, choke, or otherwise kill that rhino.

It was always said 10-20% are the working police, making arrests, investigating crimes, and involved in the prosecution process. The other 90-80% just do enough not to get fired and pick-up their checks on the 1st and 16th. Adjusting the numbers presently, you would have to say 1-3% and 99-97% is probably a lot closer to the truth.

This is nothing new. Politicians always talk out of both sides of their mouths when it comes down to it. They want enforcement to show that they are "tough" on crime, but retreat when the necessary job is performed and they have to field complaints. The real solution is direct, competent supervision on the street which supports/ legitimizes/ documents action by the street cop.

Criminals will be emboldened to carry concealed weapons. It is happening in NY and will not happen in Chicago. POTUS is completely anti-police. He is to the far left of a very left wing Democratic party.

In order to be pro-Rahm he needs everything to go his way. Crime down, employment and revenue up, scandals down, unions in tow, money coming in to the political coffers for election to bigger and better things. He is breaking from the Democratic line by his recent comments. Standing with his guy against the black caucus, stating that the communities need to do their part, telling Eric Holder II (Loretta Lynch) that CPD is in the fetal position. His agenda follows that of the weak POTUS.

Cops haven't stopped with writing reports or documenting crimes. Some cops even write ticket for parking violations and the occasional mover at a traffic crash scene. That's part of the job, right?

But driving by a corner were four or five of the chronically unemployed are hanging out and up to who knows what, well, cops wouldn't want to be accused of violating their right to congregate, would they? Besides if cops just park on the corner for 2 minutes, they wander off on their own and no one got hassled, which is what the liberals want.

If those four or five end up selling some dope or mugging some pedestrian or being the target of someone else's gunfire, that's hardly "not doing the job" seeing as how the cops are off parking on another problem corner, one of fifty in the district and they can only be one place at one time. Cops did their job back at the first corner.

And the salary thing, well, that was negotiated with the city and their lawyers and eventually, granted by an arbitrator, so it's what government figures we deserve.

How about you come join the Department and show us how you'd do it? Or is the salary too low for you?

Darren Wilson did his job properly. Where is he at today? How about the guy who pulled over, and then arrested the black woman in Texas, who then killed herself at the county jail? He's being sued, and all he did was his job (which had nothing to do with the jail where she was being held).

You've, obviously, never been sued, had to list your assets, sent to callback, or taken time for doing your job (properly). Hell, even the CR# for the general nonsense of some shithead lying about what happened is enough to cause you serious stress (and you know you were 100% in the right). Have you ever had to go to IPRA (or OPS) or IAD with a Union lawyer? It's not laziness or being a dog, it's about self-preservation. It's not about scaring the "newbies" (don't use the word "newbie", you sound like a child). It's about letting them know that if you want to stay on this job and collect a steady paycheck, you can't go out there in this political climate and act like some super-cop. The boundaries of policing (the job description) are set by the courts (search, seizure, arrests, lawsuits against the police, etc) and management (politicians set policy and procedure). Today the boundaries are don't chase, don't stop and question, and don't arrest and send "people of color" to jail. The police are responding to the message of doing what their job as the bosses want them to do. No more no less.

De-policing is not rational. The same coppers who rant and rave about welfare cheats, disability cheats, etc. have no trouble going through a tour and coming in with zeros across the board. How the fuck do you go through an entire tour and you don't even bring in any activity?

On another note I am sick of older veteran officers scaring the shit out of the newbies on this job. They keep telling them "don't do shit", "just answer your calls for service" and "write reports".

No you won't get into trouble if you do your job properly!

It's very easy you should try it sometime. Why in the hell would I want to do anything when all our actions are put under a microscope? It's an art really to de-police, you should see the way I juke and jive from one 19P to another. Since you want to go out and save the world, have at youngster just don't ask me to buy a ticket for your benefit even when you did everything correct. You see I have sat in federal court listing all my assests because some thug wanted what I have and guess what I did my job properly and still took it in the rear. So save your nonsense because you are not lawsuit proof even when your 1000% correct.

I like the video of Rahm's detail running red lights and the story being played a second time January 15th in the Tribune. Apparently he doesn't care about the consequences of being recorded because twice is a pattern. This guy understands as much about police being recorded as much as i do meat slicers. Rahm is a condescending demagogue with robotic precision when beating the talking points dead horse. Nothing about this city's future is reassuring accept when the thought of leaving it comes to mind.

As a Sergeant in a south side district, and having worked all over the city as well.
I do not agree with Rham. the men and women of this department handle their calls, help people all over the city , and do a great job! The real problem is the severe shortage of manpower and the brain dead policies of the current administration, a thing I like to call departmental disconnect. the brass is ball less and has bought into the bullshit of compstat. they cook the numbers in order to make them look good to cover up the manpower shortage. no sos no strike force, no tru, no summer mobile , short detectives , sergeants, police officers etc. etc. Then the wonder why the lakefront and other neighborhoods are fucked up???? don't even get me started on operation no impact! lets hamstring a lot of kids who don't know anything usually with a sergeant that knows less. Oh don't make any arrests and walk around a war zone while your at it. yes this department isn't fetal its been destroyed by mismanagement, and the mayor is too stubborn or stupid to fix it.
no he wants it reduced in size so he can earmark funding away from the police budget for his cronies and for political purposes.

They don't want to have to answer to anyone or get called out by anyone. Some bosses in the past had some balls and would actually stand behind their guys... And I mean really stand up for them. Request medical attention for victim , protect crime scene , interview victim , get all the facts , send a flash message with description of offender . Retired training officer says , no fetal position , police are now operating within the rules . Police will always respond to calls , assist victims , make arrests when necessary . Now addressing gang loitering , drug sales, no reason to stop and search 4-10 kids on a corner , keep on patrol . Disturbance calls at 2-3 in the morning , no noise when I drive by . No complainant 5-p .
Write the Parkingviolations , let everyone know we were on patrol .

A large part of the problem is the MERITAZATION of SUPERVISION. All levels of supervision on the district level have been cut down and now a sergeant, sometime a new sergeant is now doing the job that was once done by n old gray haired Captain. Just to save money and divert it. Where do they go to ask for advice. Now there are few people who have really spent time hitting the books studying all the orders and could advise their troops at roll calls how to avoid trouble and still get the job done and write paper to save their careers when things go wrong.

We all know this. It is the public who pays the price in taxes, blood in losses to their homes and incomes who do not and accepts this as the new normal. Somehow we have to teach them that Rahm and Garry are their enemy and are cheating them through corruption. Talk to your friends and neighbors. Get this information out in other places than this blog, Deano isn't going to do it.

And most importantly, get everyone you can to REGESTER and VOTE!

P.S. I mentioned on a post on this thread about MERITIZATION of SUPERVISION and how new Sergeants were doing the job of gray hired old Captains. We needed supervisors who had spent time studying the orders and passed tests. I forgot to add that they should also study the CONTRACTS, and the PSYCHOLOGY of dealing with people under stress.

Been on almost 7 years and have a long way to go. 3rd generation cpd and my old man says my grandfather would turn in his grave if he saw what this job has become. My dad warned me over and over that he didn't think it was a good idea after taking the written because the dept. seemed to be going in a direction he wasn't fond of. That was 9 years ago. Now he just shakes his head in disbelief and tells me to get out while I'm young enough to try something different and get the fuck out of the city. It's hard to think about doing anything else but being on the job here. It's fucked up. Btw, had second city restoration do work for me too, nice cpd discount. Found them on Facebook though.
