Mixed Message

  • The top cops in America's four biggest cities said on Wednesday that the war on drugs has failed to keep America safe and that it's time to reform the country's criminal justice system, a view now officially shared by more than 125 other prosecutors, sheriffs, attorneys general, and law enforcement leaders from across the US.

    The police chiefs of Los Angeles, Chicago, and Houston appeared together in Washington, DC to explain a new initiative called Law Enforcement Leaders to Reduce Crime and Incarceration ahead of a meeting with President Barack Obama on Thursday afternoon. The chiefs and other law enforcement officials said their goals include reducing incarceration and protecting public safety.
Okay, so the War on Drugs is a failure. Hooray for drugs! Is there going to be a parade?

But then this paragraph pops up later in the article:
  • Gerry [sic] McCarthy, Chicago's top cop, said the use of data by police departments to evaluate success has made cities safer, but there are still problems that need to be addressed. He noted that the Windy City has experienced more gun violence this year despite arrests for gun crimes going up 25 percent. He argued that Chicago needs to focus more on strict sentences for gun crimes and less on drug arrests.

    "It's really clear we can reduce violence and crime, and at the same time reduce incarceration rates," McCarthy said. "I really think that what we have to do in this country, and maybe this is a little bit radical, is rethink what constitutes crime."
Aside form the complete disconnect that longer and harsher prison sentences reduce crime by the segment of individuals committing most of the crime, what the hell is this statistic about "arrests for gun crimes going up 25 percent."??? We thought Rahm said we were candy-asses? That YouTube had removed any sort of impetus toward proactive policing? That a post-Ferguson world and Sparklefarts war on the police had provoked a de-policing backlash unseen in history.

We're confused.

Don't be confused. It is all politics and you should not believe anything a politician tells you. Large City top cops are all politicians themselves. Generally speaking putting violent criminals in jail and keeping them there is a deterrent to crime. Executions also help.

The International Association of Chiefs of Police will be coming to Chicago for a convention this weekend. I have several out of town friends visiting and up until
a couple of hours ago they all wanted Cubs T-shirts.

But they all want CHICAGO MURDER CAPITAL OF THE WORLD T-Shirts. The black ones with the four red skulls on the Chicago flag.

Of course we will get them for our friends. We will get a size too small for the gals and if McCarthy shows up they will mob him for a photo op.

So if you can't curb crime then just give up enforcing laws. But wait, there would be no crime if there were no laws articulating the crime. Solution, eliminate laws.

Pretending there is no crime by either looking the other way, ignoring crime, or by writing crime out of the statutes by eliminating the law does not make everyone safer. It is a false illusion. One that ultimately endangers everyone.

If gov is willing to do this for drug offenses, which the LEFT considers to be a non-violent crime, then why not do this for theft, shoplifting, burglary, auto theft, etc?

Only have crimes that involve the harming of people? Yeah that is the answer.

Time to invest in more raw material for the coming storm.

Stop arresting the dealers and the addicts for selling, buying and possessing drugs.

Instead you can arrest the dealers for assault and murder because because they are fighting over turf and the best sale spot.

You can arrest the junkies for ripping off people, and busting up old ladies that don't let go of the purse fast enough.

What constitutes a crime? How about all of the laws on the books, it's not our fault that a certain segment of society refuses to obey them. He's really drinking the cool aid. Next he'll be talking about non violent drug offenders. He truely is a sell out, how does he sleep at night, I wonder what else they will tell him to say.

Funny how Rahm recognizes it's about the money.

Rahm tries to cut off the money to legal gun manufacturers by going to the banks, demanding pension funds to not invest in companies involved with firearms, etc.

On the other hand funny that Rahm refuses to go after the illicit drug business that finances the purchase of illegal guns tho eh?

Isn't it obvious that Rahm doesn't want to win the drug war as that is a tool to build his empire.

Instead taxpayers get the same tired solutions that are not solutions at all.

Here we are again with the gun buy back program, a failure.

Sure you can count the number of gun turn-ins and tout the figures however where's the correlation to the reduction of people being shot and violence? There is none.

Hmmmm.

Drug addicts commit crime.

They drive under the influence of drugs.
They commit more domestic related crime under the influence of drugs, beat their spouses and kids, take drugs while pregnant, steal from their families, spend all the money for the household on their drugs.
They steal, rob and burglarize to get money for their drugs.

These are all more serious crimes than just merely being in possession of a bag of drugs.

However, arresting people for possession of drugs makes the rates of all of the above go down. You can't commit these crimes on the streets of Chicago if you are incarcerated. AND you don't have to rely on witness cooperation, identification, etc etc etc.

Legalize possession and delivery of drugs and the real nightmare begins. Maybe there should be an experiment with a drug legal zone (Hamsterdam) and have 24 hour video surveillance, but with no interference. Let the public watch. See what a great idea this ISN'T.

Are we winning the war on drugs? No, we have small victories here and there. Giving up is enabling people with their bad behavior. You want to make a zone for them where they eventually purge themselves from this world without taking anyone new with them, fine. You want to make it possible to continue to spread the infection of their ways? Sorry, not me, not ever, not for my kids.

Shame on you police chiefs for bowing to the wishes of the only president who has openly hated the police.

I am shocked that a career law enforcement official would be surrendering and taking such a stand. But then again, I shouldn't be. Let's face it, McCarthy is a political animal and a survivor. He is trying to hold onto his job by deflecting blame and spinning Rahm's comments that the cops are laying down. The inference here is that the police profession should "morph" into being caretakers of the community and not law enforcers, thus decriminalizing everything short of getting a gun stuck in your face.

I don't think they are talking about violent criminals, but drug users and the crimes that they commit to support their habit, mostly property crimes. We need more residential drug treatment and drug courts. This is a medical problem, not a law enforcement problem. Anyone who has had a dysfunctional drug user in their family will understand. No enabling, but tough love and treatment. There is just not enough beds out there in residential treatment.

Just get rid of the war on some drugs already. It's an abject failure that hasn't done a thing except to violate our Civil Liberties and everyone knows it. The whole thing is farcical at best.

That "War" has led to an arms race by the dealers. Corruption by politicians and police, etc. and an ever growing desire for people who want to get stoned to try something else because they can't get their drug of choice.

Who really gives a shit what someone wants to ingest? The only rule should be: "No driving, no operating heavy machinery, no carrying a firearm while baked out of your mind."

Smoke all the weed you want. I don't give a shit - tax it reasonably (regular sales tax), and people will go to the liquor/weed store to get it. Taxes get collected, State gets some revenue. Set aside 10% of the taxes collected for "addiction and abuse" treatment - if someone's an addict, they get ONE shot to get clean. If they don't get clean, fuck 'em - they made the choice, they get to live with it.

If you can't afford your drugs, and you commit crimes you go to jail. You get clean in jail, and you get the bill for that "cleaning" service - it's a fine to be paid back to the State. When you're out, you have to work for the State cleaning up trash on highways, etc. to pay back your bill.

But a large majority of this black market shit goes away because you can get whatever you want without talking to Pookie & Co. down on da corner in the hood...

Issue import/export licenses for this stuff - no reason why Hawaii's Maui Wowwwwwwie! can't be exported to those who want it...

We tried, we failed, we need to take a different tactic on that War.

The criminals using firearms in furtherance of their criminal acts need to go to prison for 10 years minimum. No bullshit plea bargains, early release, parole, time off for good behavior, concurrent sentencing, etc. CONSECUTIVE SENTENCES baby! 10 years for each of the crimes, and you're gone for 10 years minimum on each, so you're looking at 50 years - is it really worth it to do a drive by shooting on Pookie's Crib when you're going away for 50 years? And you're 20 now? Spend your whole adult life in a fucking box? Even the most dense of the rock creatures can understand that it's not worth it.

Put and keep the nasty mutherfuckers in prison for long stretches. I was surprised by what McStreetlights said on TV the other night, and was amazed - he's pretty much on the money with this one...

Portugal has completely decriminalized recreational drug use including heroin. By all accounts it is mostly a positive experience.

It is not a perfect answer but is likely the least bad answer. It is very clear that the war on drugs has been an abject failure to do anything other than lead to a massive loss of personal liberty and huge shifts of power from citizens to governments at all levels.

The Dirty little secret is..."Americans Like their Drugs" We spend more money per capita than any other modern civilization out there. Not all, but a vast number will do anything to get them, or worse sell them. It was said long ago, that the use of drugs will become common place and normal society will begin to accept it's existence. More social change is on the way...Legal Marijuana, lighter sentencing guidelines, early release for non violent offenders, social programs for addicts. Can anybody see the swirling over the drain here...? The writing is on the wall.

McCarthy is a first class asshole. People are in jail because they were caught after committing crimes and received the punishment they deserve. If it costs so much to house these criminals, why not make them or their families pay for their incarceration. After payment then and only then can they be released. The laws of early days were made to punish and rehabilitate. It no longer works. Todays criminals are more violent that in days gone by. That's why we need to go back to public executions. Once gone they will no longer prey on the innocent.

- What seems to be most severe form of punishment is the tax increase on homeowners property (valued over $250.000), increase in fines for not shoveling snow on that property and of course continual tax increases on a public education system that produces the gun toting population of the City. There won't be any benefit to payers by clearing jails & releasing inmates, only more crime by those trying re establish there old territories. Another Democrat Fail.

If you cannot stop these fools consuming the south of the border drug cartel products of poison, encourage further use by decriminalizing the consumption and the possession of controlled substances.

McCarthy, you are a tool of the democratic far left wing progressives who seek to destroy the fabric of our western society. If you haven't yet noticed, many of your city's homicides are directly a result of drug turfs and the off the books revenue it's generates. Illegal narcotics and the money area primary contributor of violence in the inner city.

Play nice with the democrats and the highest office holder advancing their agenda to destroy our civilized society and you will be rewarded with another highest ranking position in a big city department which you can destroy.

Better yet, tell the families of overdose victims you encourage more criminal behavior by lessening the crime and its consequences. Switzerland lost a whole generation in their needle park and legalized heroin epidemic. Unaware America is next.

Maybe McCarthy you should call out the established political apparatus to create employment opportunities and middle class jobs. This is far more important than legalizing the feel good poison and the expense in so many ways which it literally destroys America.

"Two weeks later, at his scheduled arraignment on Aug. 13, Chavez was a no-show. The 27-year-old career criminal had put up $10,000, or 10 percent...

"While Chavez is in the wind...the 2-year-old daughter of his live-in girlfriend is now in foster care, paralyzed from the beating that also left her with both arms and a femur broken. Well before he was arrested...for attacking the child, Chavez had compiled a lengthy criminal record that includes assault and drug convictions and arrests for violent acts such as kidnapping, car-jacking and cruelty to a child. He was deported in February 2014, but as in previous instances, found it easy to sneak back across the border and into the U.S.

"Weeks after Chavez slipped out of custody, on Sept. 1, another 2-year-old toddler named Jonathan Montez was run down and killed in San Bernardino County. Illegal immigrant Jose Enrique Vasquez, 53, an unlicensed driver who...was speeding down the child’s residential street, fled the scene. He was arrested two weeks later, and, like Chavez, was granted bail.

"Vasquez also has compiled a lengthy criminal record under various aliases, including charges of spousal abuse, battery of a peace officer, driving without a license, driving under the influence and armed robbery. Other charges...[include] failure to appear in court, possession of false citizenship documents and eight deportations for illegally entering the country."

...and San Francisco just "reaffirmed" its "sanctuary" status, even after the senseless murder of a woman out for a walk after SFPD ignored a deportation hold and let the killer -- just released from prison -- walk out the door.

Marijuana study: Number of Americans toking up doubles in 10 years

(CNN)A heck of a lot more Americans were toking up in 2012-13 than 10 years before -- and not for medical reasons, either -- according to a new study.

"The percentage of American adults who had used marijuana within the last year was 9.5%, the study found. That compared to 4.1% in 2001-02.

"With the increase in use has come an increase in the total number of what the study called "marijuana use disorders"...about one in three [users] showing signs of dependence or abuse."

CNN -- "An estimated 38% of people who die in car crashes have detectable levels of drugs such as marijuana and amphetamines in their system...That is nearly the same percentage as tested positive for alcohol. Driving while under the influence of marijuana and other drugs is on the rise in the United States, and could be involved in a large number of fatal accidents...The most common drug [was] marijuana (34.7%)..."

...and then they are watching music videos or texting in there...

Not good.

NYC police officer shot and killed a couple of days ago by a "nonviolent" drug offender who was released early. If offender was still in prison that officer is still alive.

Interesting article in the New York Times which covers the Line of Duty death of NYPD Officer Holder. His assailant shot him once point blank in the head during a street stop looking for an armed assailant who had stolen a bicycle at gunpoint. The murderer had a sealed juvie record & his prior adult activity was probation for street dealing. When he stopped attending his diversion classes a warrant was issued.
So instead of appearing at this police leadership conference in Washington, Cmnsr. Bill Bratton was burying another officer - 4 LODDs this year for NYPD. RIP PO HOLDER.

one idea....since Black Lives Matter is such an important organization, and seems to garner much of the headlines recently....maybe American law enforcement should stand down....then, when citizens need police service, they should be directed to Black Lives Matter, and maybe they can dispatch their people to assist the callers.....hey, liberals, it's what you wanted....no?

As long as the DEMAND for drugs is there the SUPPLY of drugs is there. We have been literally killing ourselves over a crime that can some day be made legal. Will robbery,burglary,rape,shooting somebody,beatings,kidnappings and so on of forcible felonies ever be made legal?
Stop playing the mans game, go after the criminals that commit crimes against person. If it happens to be a drug dealer, drug user, oh well.

The ballots for Pension Board Trustee for Active Officers and Pension Board Trustee for Retired Officer were counted today and the results are in.

Active Trustee - 11,018 ballots mailed and 2,468 ballots returned = 22.4%
Michael Lappe received votes 1,671 = 67.7%
Michael Koszola received 547 votes = 22.2%
Wilson Factauzzi received 250 votes = 10.1%

Retiree Trustee - 12,629 ballots mailed and 5,845 ballots returned = 21.6%
Kenneth Hauser received 4,619 votes - 79%
Edward A. Richards received 1,226 votes - 21%

I suppose removing all standards of behavior, police only being there to give lost tourists directions, would make everyone happy.

For generation after generation, standards of living, socially acceptable behavior, everything went up, until sometime after the 1960's. What happened then?

Well the court doesn't do anything to drug offenses anyway so there's not much of a reason to make the arrests. The court is the only deterrent to crime. Otherwise the police are just a brief inconvenience.

LBJ's "Great Society" happened and all that followed it. The sense of entitlement to free everything from cradle to grave with no work is what happened. I remember as a kid in school back then in social studies there was the idea that there would be people who would be paid to do nothing but consume the products of our factories. Ridiculous everyone thought but I said what do you think welfare is. People learned to vote for a living and for anyone crooked who would keep the government bennies flowing. Unfortunately for the rest of us those factories are now mostly in China.

About Putin, it seems he has amassed one of the worlds greatest personal fortunes as a "Communist" politician while the rest of the country is struggling. He probably gave lessons to the Daleys and Rahm on Government for Fun and Profit.

The problem specifically in Illinois is that by saying you don't want to keep people with drug possession charges locked up, you're going to be releasing the crackheads AND THE DEALERS. Most guys that we KNOW are selling usually only get charged with possession even if they get caught with 20 bags on them. You have to get caught in a buy bust or be doing surveillance to get lucky enough to get delivery charges and the dope boys. Alot of other states have laws that if you re in possession of more than a specific amount or number of bags, you automatically get charged with delivery.

Agree that drug dealing is no longer the main reason there are so many shootings in Chicago. It used to be, but now shooting someone is a rite of manhood. They want to prove themselves to be the baddest toughest dude of the streets. You have to remember, the structured gang hierarchy in Chicago is gone. Therefore the fighting over gang turf is gone. At least for now...maybe one day history will repeat itself. But for now, the bad guys changed up, so the police need to change up.

Many University studies going back a few years indicate that most shootings in the inner city are not about drug wars, but the common way to settle local disputes. There is an informal justice system alive and well in the black and Spanish areas and just about every insult, slight, argument is settled by someone getting cut, battered or shot. The university egg heads not back up the police in their assessment.

Fucking war on drugs blows. It makes it just that much harder to get a bottle of Vicodin. My left shoulder hurts like hell and the arthritis in my right hand after a day on the motorcycle aches like hell. War on drugs my fucking ass. Go after heroin, leave Vicodin and drug store stuff alone.
