"Credible Threat"
- Top NYPD brass including Commissioner William Bratton held an emergency meeting Tuesday to discuss the threat and their response to it, sources said. Few details were released about the nature of the threat.
A federal law enforcement source said the threat is not specific and could take place in several major U.S. cities.
All New York City police officers received a bulletin Tuesday afternoon outlining the department’s tactical plan and warning officers to stay vigilant, according to sources. That internal memo mentioned social media being used as a tactic and that a possible attack could come without warning.
Frankly, we're looking farther ahead to the New Year celebrations.

It's coming, make sure you have an IFAK or at least a tourniquet as part of your equipment. The life you save may be your own. How much ammo do you carry? How often do you practice? When the shit hits the fan some will come running to help, others will run away. So prepare yourself mentally to do what you have to do. Swat will get there as quickly as they can in the family car since no take homes, so you will have to fight to stay alive. LA police gear has polymer rifle plates cheap, lightweight and pretty cheap. Not a bad piece of equipment to throw on for an active terrorist shooter.
I wasn't RDO yesterday, yet I'm having trouble remembering where I was or what I was doing when our department notified us of these threats along with our tactical response plan. Other than, of course, ensuring that a synced mic is on my person and in working order.

You want to talk credible threat. There is definitely a threat to the future of the Chicago Police Department. There is no leadership in this department. Too many yes men and women running our police districts. Too afraid to speak their minds in fear that they will be demoted back to the rank of Lt. or Capt. depending on how heavy they are.
Boys and girls the department has chosen to future of the department for you. Once you see the names that appear on the next Lieutenant's list you will know exactly what I'm talking about. Your future command staff will have an average of 20 years on the job, most of which spent outside of the patrol division. I too will be around to weather the storm. Rest assure a storm is coming. Prepare for lots of closed door policy and ruling with an iron fist to mask the fact that they don't know what the hell they are doing. I'm nearing my 27th year and I have never seen such uncertainty in the Chicago Police Department. Stay Safe.

Is the article suggesting that New York has a tactical plan that it shares with its officers? That actually sounds ideal. I have never been given a plan at roll call, nor do I think chicago actually has a plan in place. I think NYC a little less likely to get caught w/pants down than we are -- they have really been working at this, have NYPD people embedded with intel in other countries who feed stuff back constantly.

This department is so behind when it comes to fighting or deterring terror. If the CPD was proactive they would open up an overtime initiative for certified carbine operators who possess their own carbines and deploy them to vulnerable areas across the city. Just thought of something critical! many are saying cell phones cause brain cancer, what about radio waves from police radios,body cams,other electronics in cars like computers with wi-fi? Hmm just wondering? Any scientist researcher want to chime in? We have over 50 credible threats working inside City Hall daily!
According to the new order on contact stops we will have to complete the form if we engage an active shooter after he is arrested right?
Heaven help Chicago if something goes down.
Is the rank-and-file ready? Fully trained? Fully equipped?
Is the Command Staff ready? Fully trained to lead? Do they have a real plan? Have they ever "worked the plan" to see if it covers everything?
Are supporting organizations ready? Same questions for their rank-and-file and command staffs.
The Answer? NO WAY.
A cloutocracy is NEVER ready because those put in charge are not leaders - they're followers. They got the job through a Chinaman - not through performing and demonstrating leadership.
My plan? Steering clear of Chicago. Something happens and you have the no leadership, no plan, and no training - as well as not up-to-par equipment to fight a motivated, well-equipped team of fanatics.
My advice - triple up on ammo and guns in the car. Throw a long-rifle in the trunk with at least 100 rounds. At least you won't be out-gunned in the first minutes before back-up arrives.

It looks like we are on our own. We have been sold out by the politicians of both parties, with the help of the media. The military is P.C. so we can't count on them either.
Carbine operators should be patrolling the airports and downtown. Start an OT program. Hell, they offer OT for silly things like the parks and CTA. This would actually be an OT program that served a purpose. Probably makes too much sense.
How about the police stations? Station security should be a rifle operator only. Not some PO that goes and eats for 2 hours or works out.

t's growing increasingly likely that anyone carrying an Illinois driver's license will face even more hassle at the airport in 2016.
The Department of Homeland Security has denied the state's bid for another extension to become compliant with the Real ID Act, which means identification cards currently issued by the Illinois secretary of state's office won't meet federal standards for clearing airport security.
More immediately, as of Jan. 10, 2016, Illinois-issued IDs will no longer suffice for accessing U.S. military bases and other federal facilities where an ID is required for entry, the secretary of state's office said.
The Department of Homeland Security plans to announce within the next week when the standard will also extend to airport security, and has pledged to give travelers at least 120 days of notice. That would bring the rule into effect by mid-2016 at the earliest.
Whenever the rule takes effect, travelers with an Illinois ID will need a U.S. passport to pass through security, even for a domestic flight. Those without a passport will still be able to fly but will be subject to an additional security process yet to be defined.
David Druker, a spokesman for the secretary of state's office, said the state was surprised to learn Tuesday that Homeland Security officials had not granted an extension.
"We felt it was misguided and shortsighted on their part," he said

A couple of rich business guys funded a new app that dispatches off-duty armed NOPD to fight crimes in progress. They patrol the French Quarter in beefed up golf carts with their lights flashing the whole time for $50/hr in their uniforms and track calls to the app from an iPad they're issued. Violent crimes have dropped significantly, along with all other crime in general. This could take over here in Chicago very soon to supplement the CPD since we face similar funding issues and violent crime is rampant. This could end VRI and save the city millions of dollars if private funds can cough up enough dough.
This department is so silly. They constantly beat the drum "be proactive" over and over when it comes to the BS gangs, but when it comes to something like being ready for a terrorist attack they are anything but proactive. If there was something to be proactive about that would quality. The only way to stop or deter an attack would be to fight it with equal force and handguns won't cut it. We need qualified carbine operators at the ready. 24 hours a day. They should have a unit at the ready at the airports or an OT program for POs with their own rifles.
If you encounter a terrorist, be sure to handle them with the soft gloves or else they'll sue you and win! You wouldn't want to infringe on their freedom of religion or expression!

This is the SME EW that was the subject of a short lived "confidential" CR# which named him and several female 1's for holding a study group for the Lt test ON COMPANY TIME in the conference room of Deputy Supt EW. This "confidential CR#" (emphasis on confidential) was assigned to a certain Sgt Brown directly by Chief Juan R.who told the investigator to "hold off a few weeks" before looking into the allegations. The Chief of IAD then went to Deputy Supt EW (the subject of the "confidential CR#") and informed him that there was an allegation that he (as a subject matter expert) was conducting an "invite only" study group IN HIS OFFICE, ON COMPANY TIME!!! The Sgt assigned to investigate the allegation waited 2 weeks before looking into the allegations and when he did...viola...no study groups taking place on the days and times in question. Although he had the names of several "attendees" to the special study class (2 of which were his co-workers in IAD), he was told by Chief JRivera to close the CR# as unfounded. (Sidenote: his son-in-law Capt Sean L was promoted to Commander with the backing of the Chief of IAD AND Deputy Supt EW) this was obviously a quid pro quo for closing the CR# and doing a 1/2 assed investigation.
Anyone that thinks I'm just blowing smoke is welcome to submit a FOI request for any CR#'s that Eugene Williams was the subject of. In the last 12 months. I am pissed off because of the open cheating on this Lt's exam. At least in the past it was kept under wraps with the chosen few. 60 to 70 percent of the top scores were merit sgts. I am fed up with the practices of this place. We as sgts need to make a stand and clear the sgts ranks of these cheaters. They can never be trusted to lead. Fuck them!!! They have no place on this department or even wearing our star.

Why can't you make a thread about this. Apparently the front runner for Supt is Dept Supt Eugene W. This is the SME EW that was the subject of a short lived "confidential" CR# which named him and several female 1's for holding a study group for the Lt test ON COMPANY TIME in the conference room of Deputy Supt EW. This "confidential CR#" (emphasis on confidential) was assigned to a certain Sgt Brown directly by Chief Juan R.who told the investigator to "hold off a few weeks" before looking into the allegations. The Chief of IAD then went to Deputy Supt EW (the subject of the "confidential CR#") and informed him that there was an allegation that he (as a subject matter expert) was conducting an "invite only" study group IN HIS OFFICE, ON COMPANY TIME!!! The Sgt assigned to investigate the allegation waited 2 weeks before looking into the allegations and when he did...viola...no study groups taking place on the days and times in question. Although he had the names of several "attendees" to the special study class (2 of which were his co-workers in IAD), he was told by Chief JRivera to close the CR# as unfounded. (Sidenote: his son-in-law Capt Sean L was promoted to
commander).

I agree SCC, some of us are Sgt.'s and Lt.'s and are frequent and loyal SCC fans that are not drinking the Kool Laid and are tired of the bull shit! Not to mention some of us paid $2000.00 for legit study classes and got screwed big time on this! Can you please start a thread on this so it can get a bit more exposure and not get buried in this thread.
I like many other Sgt.'s who paid for study prep classes for Sgt.'s exam in the past, have advanced degrees, law degrees and even go as far as medical degrees and were not even in the top 200! However, numerous meritorious Sgt.'s who can't tie there shoes on any given day miraculously out score the rest of us? Come on! Something is wrong with this picture! For those of you familiar with a form of abductive reasoning called the "The Duck Test" here you go: If it looks like a duck, swims like a duck, and quacks like a duck, then it probably is a fucking duck.
Lastly, why doesn't someone FOIA how they actually scored the exam! What percentage applied to the oral component and what was applied for the written assessment part? From what I'm hearing, the city NEVER gives out this info, that way they can manipulate the numbers and get the right # of each group equally distributed (Blacks, Hispanics, Whites, Females, etc...) If too many of one group does better in one part then they swing the other way to balance out the numbers. Why can't we have a copy of our test booklet and copy of answer key to see where we went wrong like other municipalities across the country? Why don't they post the candidate lists in rank order like they do on other departments? TOTAL FUCKING SHAM, that's why! That's total BS, why not ensure that the most competent individuals get made?
I hope they expose this and scrap this exam and hold off on promotions. I like many more Sgt's are willing to pay for another prep class and once again take a non-compromised exam and not let people who were dishonest get wrongfully promoted. I say keep pulling off the old list and give another Lt.'s exam if what is alleged is proven to be accurate.
Ok enough venting and back to reality! I know nothing will ever come of this so I will conform in continuing to taking orders from morons.

Anyone that thinks I'm just blowing smoke is welcome to submit a FOI request for any CR#'s that Eugene Williams was the subject of. In the last 12 months. While you're at it request a FOI request for any department emails from EW that relate to "study group" or any email to "Davita Ward" and/or "Chief Rivera" or Sgt Brown from IAD.
Deputy Supt EW uses his Bbry like is a text message so he has plenty of emails directly related to study classes, dates and times as well as material that needs to be studied for the test. And remember the most important thing...he is a"subject matter expert (SME)" which means he was given an advanced copy of the year and he signed several papers guaranteeing the confidentiality of the test.
Anyone Sergeant that is less then 50 out on the last Lt test should be spitting mad. If you want to get together and make some hay email me at Surferatheart241@gmail.com and maybe we can get a judge to hold up the test while the allegations of cheating and studying on company time can me THOROUGHLY and COMPETENTLY investigated. Not the insulting half assed "investigation" that was conducted by Sgt Brown at the direction of Chief Rivera and in exchange for the promotion of the investigators son-in-law. Enough is enough!!!!
I contacted IAD and tried to file a CR# and was told that one could not be filed!!! Fucking liars. I know for a fact that EW had a study group and meriterous Sgts # 1, 2 and 4 and 6 were there!!! These Merit Sgts scored high on the Lt's test because they cheated. IAD is compromised. I am going to the Feds. Someone has to make a stand. I accept my results but I'll be damned that the fucking idiots who were merit Sgts are going to get promoted by cheating. A big fuck you to the merit blowjob Sgts #1, 2 and 4 and 6!! You ass clowns will not get away with this!! Resign because I promise you I have the proof. Watch and see. Fuck you IAD.
